"en": "<p data-HoCid=\"9141301\" data-originallang=\"fr\">Madam Speaker, I think anyone who says that the motion takes the human factor into account clearly did not read it.</p>\n<p data-HoCid=\"9141302\" data-originallang=\"fr\">With all due respect to my colleague, I understand her point of view, but the motion calls for the government to bar people \u201cconvicted of serious crimes\u201d and people \u201cwith active judicial proceedings related to serious crimes from making refugee claims\u201d and to \u201cend the practice of leniency\u201d and \u201crepeal bills <a data-HoCid=\"11482450\" href=\"/bills/44-1/C-5/\" title=\"An Act to amend the Criminal Code and the Controlled Drugs and Substances Act\">C\u20115</a> and <a data-HoCid=\"9745407\" href=\"/bills/42-1/C-75/\" title=\"An Act to amend the Criminal Code, the Youth Criminal Justice Act and other Acts and to make consequential amendments to other Acts\">C\u201175</a>\u201d. That is a step backwards. We have moved forward since 2015.</p>\n<p data-HoCid=\"9141303\" data-originallang=\"fr\">I know that, before 2015, we had a Conservative government whose bills were probably more in line with our Conservative colleagues' values, but we have done some work over the last decade. We should not throw the baby out with the bathwater. Some good work has been done, and refusing to consider refugee claims from people who have been charged or convicted of crimes means taking away the courts' power to consider the human factor in specific cases.</p>",
