They further blocked it with a Liberal ban on tanker traffic off the northwest B.C. coast.</p>\n<p data-HoCid=\"9049291\" data-originallang=\"en\"> The <a data-HoCid=\"314774\" href=\"/politicians/mark-carney/\" title=\"Mark Carney\">Prime Minister</a> claims to have changed his mind in a recent MOU. Will he be able to change the minds of fellow Liberals to vote for his own MOU and allow a pipeline to the Pacific?</p>",
