At the heart of the request to travel is the agreement between the Liberal Party and the Bloc Qu\u00e9b\u00e9cois on paragraph 319(3)(b) of the Criminal Code, which provides an exemption, \u201cif, in good faith, the person expressed or attempted to establish by an argument an opinion on a religious subject or an opinion based on a belief in a religious text\u201d.</p>\n<p data-HoCid=\"9041873\" data-originallang=\"en\">My question to the member is very simple: Does he believe that Bill <a data-HoCid=\"13590613\" href=\"/bills/45-1/C-9/\" title=\"An Act to amend the Criminal Code (hate propaganda, hate crime and access to religious or cultural places)\">C-9</a> will be strengthened by the elimination of this clause from the Criminal Code, or will it be weakened, yes or no?</p>",
