He is nodding his head in the affirmative.</p>\n<p data-HoCid=\"9033625\" data-originallang=\"en\">Within this budget, we will have generational change with $350 million to strengthen Canada's response to and preparedness for emergencies. I wonder if he realizes that he is actually voting against something he wanted to see put into the budget. Could he provide his qualified support for that?</p>",
