Worse yet, he insulted Quebec when he said that it is the right policy, \u201ceven if it makes Quebec howl\u201d.</p>\n<p data-HoCid=\"9056575\" data-originallang=\"fr\">Why is the government appointing someone who insults Quebec and Quebeckers?</p>",
