        "en": "<p data-HoCid=\"8362700\" data-originallang=\"en\"> <em>Uqaqtittiji</em>, I rise to speak to Bill <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C-318</a>, an act to amend the Employment Insurance Act and the Canada Labour Code regarding adoptive and intended parents. <em>Qujannamiik</em> to my colleague from <a data-HoCid=\"278203\" href=\"/politicians/rosemarie-falk/\" title=\"Rosemarie Falk\">Battlefords\u2014Lloydminster</a> for this important piece of legislation, which would help bring equity to adoptive and intended parents.</p>\n<p data-HoCid=\"8362701\" data-originallang=\"en\">I thank my colleague from <a data-HoCid=\"278288\" href=\"/politicians/leah-gazan/\" title=\"Leah Gazan\">Winnipeg Centre</a> for all of her hard work on the file. I highlight that at committee the NDP proposed several amendments that would have improved the bill significantly. Regrettably, the amendments were rejected. I am especially disappointed that the amendments to uphold Canadian law were rejected. Those amendments would have ensured that Bill <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C-318</a> would be consistent with Bill <a data-HoCid=\"11007812\" href=\"/bills/43-2/C-15/\" title=\"An Act respecting the United Nations Declaration on the Rights of Indigenous Peoples\">C-15</a>, the United Nations Declaration on the Rights of Indigenous Peoples Act.</p>\n<p data-HoCid=\"8362702\" data-originallang=\"en\">Unfortunately we have seen the pattern with the current Liberal government, when it comes to indigenous people's rights, that it is going to go below what the expected standards are, including what it has tabled in the first nations clean water act as well as in the amendments to the Indian Act. By failing to uphold Bill <a data-HoCid=\"11007812\" href=\"/bills/43-2/C-15/\" title=\"An Act respecting the United Nations Declaration on the Rights of Indigenous Peoples\">C-15</a>, the current government is willfully disrespecting articles 19, 21 and 22 of the United Nations Declaration on the Rights of Indigenous Peoples. It is part of a disturbing pattern for the current Liberal government, which consistently fails to follow its own laws, including obtaining the free, prior and informed consent of indigenous peoples. If the government is serious about reconciliation, which is a word it loves to use, it must do better and commit to upholding UNDRIP.</p>\n<p data-HoCid=\"8362703\" data-originallang=\"en\">Overall, Bill <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C-318</a> has merits, and New Democrats support the bill. It would create a 15-week attachment leave benefit for adoptive and intended parents through the employment insurance system. During my speech, I will describe the bill's benefits for children, parents and overall Canadian society. I will also describe the troubling realities substantiating the need for Bill C-318 to be passed.</p>\n<p data-HoCid=\"8362704\" data-originallang=\"en\">It is unfortunate that the issue has reached the House through a private member's bill and not as a government bill, given that in 2019 and again in the last election the Liberals promised to introduce legislation in this area. I note that since the proposed bill's introduction, the Liberals have announced changes to the employment insurance program as part of the fall economic statement. These changes would create a new 15-week El benefit that adoptive and intended parents would finally be eligible for. This is a step in the right direction.</p>\n<p data-HoCid=\"8362705\" data-originallang=\"en\">New Democrats will continue to hold the Liberal government accountable to its promises by passing Bill <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C-318</a>. The NDP is committed to ensuring that all parents and caregivers, whether biological, adoptive, intended, customary or kinship, can spend time at home with their children in the critical first years. Research shows that the quality of a child's attachment impacts the overall health and development of the child. The benefits of passing the bill would be most prominent for children. Children with strong attachments are more likely to form strong relationships, be better able to regulate their emotions and be less dependant on their caregivers.</p>\n<p data-HoCid=\"8362706\" data-originallang=\"en\">Parents who are adopting, and those intending to be parents, need to receive the same benefits as biological parents. Adopted children must have the same sense of coping for their future. I have seen the benefits of ensuring those strong bonds early in life, through watching my grandchildren bond with their parents in the time spent together early in their lives. Adoption is an important practice in Nunavut, and providing this benefit would help many of my constituents.</p>\n<p data-HoCid=\"8362707\" data-originallang=\"en\"> Unfortunately Bill <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C-318</a> does not reflect our customary adoption practices. While the bill is an important step in the right direction, it does not include kinship and customary caregivers, who are particularly important for M\u00e9tis, first nations and Inuit. Kinship and customary care reflect indigenous culture and traditions. Respecting indigenous peoples' practices could result in many more children not being forced into foster care or group home placements. We must ensure that an attachment leave benefit is extended to kinship and customary caregivers in a similar manner as to adoptive and intended parents. I hope this will be added sometime later.</p>\n<p data-HoCid=\"8362708\" data-originallang=\"en\">Providing parents or caregivers with an additional attachment leave benefit so that they can develop these strong attachments is crucial for the well-being of children. This benefit would provide adoptive and intended parents with much-needed financial security and would improve outcomes for children, many of whom are over the age of 10 at the time of placement and have a history of trauma and loss.</p>\n<p data-HoCid=\"8362709\" data-originallang=\"en\"> Providing a 15-week paid attachment leave would ease the burden being placed on women who are adoptive or intended parents, or who are kinship and customary caregivers. Providing them with the financial supports they need would help to ensure stronger attachments with their adoptive or intended children. </p>\n<p data-HoCid=\"8362710\" data-originallang=\"en\">The societal benefits would be a healthier Canada, and children who would be able to enter the school system, who would be prepared and ready to adjust to a world where they could learn to have friendships and who could realize the importance of becoming contributing members of society.</p>\n<p data-HoCid=\"8362711\" data-originallang=\"en\"> The need to pass Bill <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C-318</a> is evident in the disproportionate amount of unpaid caregiving work that takes place in this country, mostly on the part of women. Indeed, more than half of the women in Canada give care to children and dependent adults, and almost one-third give unpaid care to children.</p>\n<p data-HoCid=\"8362712\" data-originallang=\"en\"> I conclude by sharing what we, as New Democrats, have heard from important agencies across Canada. The Child and Youth Permanency Council of Canada and Adopt4Life are calling for the passage of this bill. I very much appreciate their Time to Attach campaign, which has been effective in building public support for this change. I thank my NDP colleague, the member for <a data-HoCid=\"278288\" href=\"/politicians/leah-gazan/\" title=\"Leah Gazan\">Winnipeg Centre</a>, who had a petition on the 15-week attachment leave benefit, which garnered so much support by many. </p>\n<p data-HoCid=\"8362713\" data-originallang=\"en\">New Democrats support this bill. We will continue to hold the Liberals accountable to deliver on their promises. Bill <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C-318</a> would help many adoptive and intended parents across Canada. These are positive and necessary changes; although, it is not comprehensive and does not recognize the important work of customary and kinship caregivers in indigenous peoples. I hope that this is not the end of these discussions and that more work will follow to provide financial attachments to more forms of caregiving. We owe it to our children and to our grandchildren to ensure they have the care they need.</p>",

Je vais aussi d\u00e9crire de troublantes r\u00e9alit\u00e9s qui justifient l'adoption du projet de loi C\u2011318.</p>\n<p data-HoCid=\"8362704\" data-originallang=\"en\">Il est malheureux que cette mesure nous parvienne par l'entremise d'un projet de loi d'initiative parlementaire, compte tenu du fait que lors des \u00e9lections de 2019, et encore une fois lors de la derni\u00e8re campagne \u00e9lectorale, les lib\u00e9raux avaient promis de pr\u00e9senter une mesure l\u00e9gislative \u00e0 ce sujet. Je souligne que, depuis la pr\u00e9sentation du projet de loi, les lib\u00e9raux ont annonc\u00e9 des changements au programme d'assurance-emploi dans le cadre de l'\u00e9nonc\u00e9 \u00e9conomique de l'automne. Ces changements cr\u00e9eraient une nouvelle prestation d'assurance-emploi de 15 semaines \u00e0 laquelle les parents adoptifs et les parents d'intention seraient enfin admissibles. C'est un pas dans la bonne direction.</p>\n<p data-HoCid=\"8362705\" data-originallang=\"en\"> Les n\u00e9o\u2011d\u00e9mocrates continueront de demander au gouvernement lib\u00e9ral de tenir ses promesses au moyen du projet de loi <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C\u2011318</a>. Le NPD est d\u00e9termin\u00e9 \u00e0 faire en sorte que tous les parents et les parents-substituts, qu'ils soient biologiques, ou adoptifs, que ce soient des parents d'intention ou coutumiers ou encore que ce soient des membres de la famille, puissent passer du temps \u00e0 domicile avec leurs enfants les premi\u00e8res ann\u00e9es de leur vie, qui sont d\u00e9terminantes. Des recherches d\u00e9montrent que la qualit\u00e9 de l'attachement d'un enfant a une incidence sur sa sant\u00e9 globale et son d\u00e9veloppement. L'adoption de ce projet de loi ne pourrait \u00eatre que b\u00e9n\u00e9fique pour les enfants. Les enfants ayant un solide attachement sont plus susceptibles d'\u00e9tablir des relations solides, de bien g\u00e9rer leurs \u00e9motions et de moins d\u00e9pendre de ceux qui prennent soin d'eux. </p>\n<p data-HoCid=\"8362706\" data-originallang=\"en\">Les parents adoptifs et les parents d'intention ont besoin de recevoir les m\u00eames prestations que les parents biologiques. Les enfants adopt\u00e9s doivent avoir la m\u00eame capacit\u00e9 d'adaptation pour leur avenir. J'ai constat\u00e9 les bienfaits des liens solides tiss\u00e9s t\u00f4t dans la vie en regardant mes petits-enfants s'attacher \u00e0 leurs parents pendant le temps qu'ils ont pass\u00e9 ensemble les premi\u00e8res ann\u00e9es de leur vie. L'adoption est une pratique importante au Nunavut. Ces prestations aideraient de nombreux habitants de ma circonscription. </p>\n<p data-HoCid=\"8362707\" data-originallang=\"en\">Malheureusement, le projet de loi <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C\u2011318</a> ne tient pas compte de nos pratiques d'adoption traditionnelle. M\u00eame si le projet de loi est une \u00e9tape essentielle dans la bonne direction, il ne comporte aucune disposition sur les liens de parent\u00e9 et sur les parents-substituts coutumiers, qui sont tr\u00e8s importants pour les M\u00e9tis, les Premi\u00e8res Nations et les Inuits. Les familles apparent\u00e9es et coutumi\u00e8res font partie de la culture et des traditions des Autochtones. Gr\u00e2ce au respect des pratiques des peuples autochtones, beaucoup moins d'enfants seraient forc\u00e9s d'\u00eatre plac\u00e9s dans des familles d'accueil ou des foyers de groupe. Nous devons veiller \u00e0 ce que la prestation de cong\u00e9 d'attachement soit \u00e9galement accessible aux familles apparent\u00e9es et coutumi\u00e8res, au m\u00eame titre que les parents adoptifs et les parents d'intention. N'oublions pas que beaucoup d'enfants ont plus de 10 ans au moment du placement et que leur pass\u00e9 est marqu\u00e9 de traumatismes et de sentiments d'abandon.</p>\n<p data-HoCid=\"8362709\" data-originallang=\"en\"> La cr\u00e9ation d'un cong\u00e9 d'attachement pay\u00e9 de 15 semaines permettrait d'all\u00e9ger le fardeau des femmes qui adoptent un enfant, qui sont des parents d'intention ou qui sont des parents-substituts de la famille apparent\u00e9e ou coutumi\u00e8re. Le fait d'apporter \u00e0 ces personnes le soutien financier dont elles ont besoin contribuerait \u00e0 renforcer leur attachement aux enfants qu'elles adoptent ou qu'elles choisissent d'\u00e9lever. </p>\n<p data-HoCid=\"8362710\" data-originallang=\"en\">Ces dispositions se traduiraient par une soci\u00e9t\u00e9 canadienne plus saine et par le fait que les enfants pourront entrer dans le syst\u00e8me scolaire en \u00e9tant pr\u00e9par\u00e9s, en \u00e9tant pr\u00eats \u00e0 s'adapter \u00e0 un monde o\u00f9 ils seront capables de se faire des amis et se rendront compte de l'importance de devenir des membres actifs de la soci\u00e9t\u00e9.</p>\n<p data-HoCid=\"8362711\" data-originallang=\"en\">Vu la quantit\u00e9 disproportionn\u00e9e de soins non r\u00e9mun\u00e9r\u00e9s qui sont prodigu\u00e9s au Canada, principalement par des femmes, il est \u00e9vident qu'il faut adopter le projet de loi <a data-HoCid=\"12260777\" href=\"/bills/44-1/C-318/\" title=\"An Act to amend the Employment Insurance Act and the Canada Labour Code (adoptive and intended parents)\">C\u2011318</a>. Le Conseil canadien de la permanence pour les enfants et les jeunes et Adopt4Life r\u00e9clament l'adoption du projet de loi. J'aime beaucoup leur campagne Du temps pour s'attacher, qui a su rallier la population aux changements propos\u00e9s.
