The reason that was downloaded is because the federal government was reducing transfers to provinces because of the outrageous spending of the first Trudeau government, the downturn and the global economy. They stopped building housing. Of course, that trickle-down effect impacted municipalities the most. I know that member, who was on city council, knows exactly what I am talking about.</p>",
