        "en": "<p data-HoCid=\"7921776\" data-originallang=\"en\">Madam Speaker, I certainly will not need all my time, as I will be sharing it with the member for <a data-HoCid=\"278257\" href=\"/politicians/kevin-lamoureux/\" title=\"Kevin Lamoureux\">Winnipeg North</a>. He will probably have the bulk of the 20 minutes. Since the discussion on the topic began, I have thought it was necessary for a Newfoundlander to stand up and say a few words on it. I know the <a data-HoCid=\"300027\" href=\"/politicians/seamus-oregan/\" title=\"Seamus O'Regan\">minister</a> spoke earlier, and I compliment him on his speech.</p>\n<p data-HoCid=\"7921777\" data-originallang=\"en\">It is a pleasure to rise and speak to Bill <a data-HoCid=\"12458211\" href=\"/bills/44-1/C-49/\" title=\"An Act to amend the Canada\u2014Newfoundland and Labrador Atlantic Accord Implementation Act and the Canada-Nova Scotia Offshore Petroleum Resources Accord Implementation Act and to make consequential amendments to other Acts\">C-49</a>, which is an act to amend the Atlantic accord acts with the provinces of Nova Scotia and Newfoundland and Labrador. This is a crucial piece of legislation that matters in the global race toward our net-zero future, and Canada is in the driver's seat to be a leader on just that.</p>\n<p data-HoCid=\"7921778\" data-originallang=\"en\">The legislation is required to do just that. The Atlantic accords first signed between the Government of Newfoundland and Labrador in 1985 and subsequently signed between Nova Scotia and the federal government in 2005 are symbolic of the importance of the work that was done to fight for regional equality in Atlantic Canada. This was done to ensure equity in how the resources of oil and gas at that time were to be distributed in the federation and for the benefit of our provinces. While the oil and gas sector still plays an important role in Newfoundland, today, by amending the accords, we would be setting the path to how best to govern, manage and, ultimately, benefit from the resource of offshore wind.</p>\n<p data-HoCid=\"7921779\" data-originallang=\"en\">There are many ways to look at the benefit offshore wind represents to Canada. First and foremost, this opportunity is crucial in our fight against climate change. The science is clear: We need to reduce greenhouse gas emissions, and projects on the Atlantic coast can do just that by harnessing the wind for our collective benefit. The power can help Canada not only to decarbonize its current electricity capacity but also to ensure that it has excess power to supply to other provinces as well.</p>\n<p data-HoCid=\"7921780\" data-originallang=\"en\">Beyond the domestic focus, this opportunity represents an enormous export potential for green hydrogen to be transported as ammonia for industrial uses around the world, helping to decarbonize the world. I know that the province of Newfoundland and Labrador just issued permits to four different companies that are interested in creating wind energy in Newfoundland and Labrador and in producing hydrogen to be shipped to other European countries. They are not approved yet, but they are authorized to go to the next level to get that done. As the labour <a data-HoCid=\"300027\" href=\"/politicians/seamus-oregan/\" title=\"Seamus O'Regan\">minister</a> mentioned earlier, this is something that will help workers in Newfoundland and Labrador create a new field of expertise. Thus, the workers who built our oil industry will also help build our wind energy.</p>\n<p data-HoCid=\"7921781\" data-originallang=\"en\">In his speech, the <a data-HoCid=\"300027\" href=\"/politicians/seamus-oregan/\" title=\"Seamus O'Regan\">minister</a> also mentioned the Port of Argentia becoming a port to house the so-called monopiles that will be used in offshore wind energy projects. I had the opportunity to be in Argentia and look at some of those, as they were sitting on the land, that came in the first shipment. They will be used for projects off the east coast of the United States, and Argentia will play a major role in that.</p>\n<p data-HoCid=\"7921782\" data-originallang=\"en\">They are able to do that with the help of the federal government. It was only a couple of months ago that the then <a data-HoCid=\"278168\" href=\"/politicians/omar-alghabra/\" title=\"Omar Alghabra\">minister of transport</a> announced major project funding for the Port of Argentia to build and expand its wharfage. It was a $38-million investment from the federal government for a $100-million project that the port is taking on. It has reinvented itself. At one time, Argentia was a U.S. naval base and served the area well, and of course it was a great economic driver when it was there at the time. However, today, it has this to depend on as another major economic driver for that full area.</p>\n<p data-HoCid=\"7921783\" data-originallang=\"en\">It boggles my mind to hear people say that nobody wants this to happen. The premiers of both Nova Scotia and Newfoundland and Labrador are asking for the renewal of the accords to be done and signed off on by the federal government and the provinces. They can then go out and attract new industry to come to the provinces and create good jobs and good family incomes in the meantime.</p>\n<p data-HoCid=\"7921784\" data-originallang=\"en\">Somebody spoke about working with proponents we know who already have a record in this field. That is exactly what it is. These people who are coming to set up the wind farms, whether onshore or offshore, have the experience. They have done it before in many regions around the world and they are certainly looking forward to doing it in Newfoundland and Nova Scotia. Hopefully, it does get approval to go ahead in both areas. </p>\n<p data-HoCid=\"7921785\" data-originallang=\"en\">I know the member mentioned the carbon tax and nobody standing up against it. I would remind people in this House that it was I, as an MP from Newfoundland and Labrador, who stood and voted with a Conservative motion to eliminate the carbon tax on home heating fuel. I still stand by that and I support that vote. I had my own reasons for doing it. I wanted to let the people I represent know that I am prepared to stand up and speak for them when necessary in this House.</p>\n<p data-HoCid=\"7921786\" data-originallang=\"en\">I will close off here and answer any questions that anybody has on this particular piece of legislation.</p>",

Premi\u00e8rement, il s'agit d'un outil crucial dans la lutte contre les changements climatiques. Les scientifiques sont sans \u00e9quivoque: nous devons r\u00e9duire les \u00e9missions de gaz \u00e0 effet de serre. C'est exactement ce que permettront de faire les projets sur la c\u00f4te atlantique en exploitant le vent pour notre bien collectif. Cette \u00e9nergie peut aider le Canada non seulement \u00e0 d\u00e9carboner sa capacit\u00e9 \u00e9lectrique actuelle, mais \u00e9galement lui procurer des surplus d'\u00e9nergie pour alimenter d'autres provinces.</p>\n<p data-HoCid=\"7921780\" data-originallang=\"en\">Au-del\u00e0 du contexte national, cette source d'\u00e9nergie rec\u00e8le un \u00e9norme potentiel d'exportation d'hydrog\u00e8ne propre qui peut \u00eatre achemin\u00e9 dans le monde entier sous forme d'ammoniac \u00e0 des fins industrielles, contribuant ainsi \u00e0 la d\u00e9carbonation de la plan\u00e8te. Je sais que Terre\u2011Neuve\u2011et\u2011Labrador vient de d\u00e9livrer des permis \u00e0 quatre entreprises qui souhaitent produire de l'\u00e9nergie \u00e9olienne dans cette province et de l'hydrog\u00e8ne \u00e0 exp\u00e9dier vers l'Europe. Bien que ces projets n'aient pas encore re\u00e7u le feu vert, ils ont \u00e9t\u00e9 autoris\u00e9s \u00e0 passer \u00e0 l'\u00e9tape suivante du processus d'approbation. Comme le <a data-HoCid=\"300027\" href=\"/politicians/seamus-oregan/\" title=\"Seamus O'Regan\">ministre</a> du Travail l'a indiqu\u00e9, ces projets aideront les travailleurs t\u00e9neliens \u00e0 acqu\u00e9rir de l'expertise dans un nouveau domaine. Ainsi, les travailleurs qui ont b\u00e2ti notre secteur p\u00e9trolier participeront \u00e9galement \u00e0 la construction du secteur \u00e9olien.</p>\n<p data-HoCid=\"7921781\" data-originallang=\"en\">Dans son discours, le <a data-HoCid=\"300027\" href=\"/politicians/seamus-oregan/\" title=\"Seamus O'Regan\">ministre</a> a \u00e9galement indiqu\u00e9 que le port d'Argentia pourrait accueillir les monopieux pour les fermes \u00e9oliennes en haute mer. J'ai eu l'occasion de me rendre \u00e0 Argentia pour y voir des monopieux qui avaient \u00e9t\u00e9 d\u00e9barqu\u00e9s de la premi\u00e8re cargaison. Ils seront utilis\u00e9s pour des projets au large de la c\u00f4te Est des \u00c9tats\u2011Unis, et Argentia jouera un r\u00f4le majeur dans ce domaine.</p>\n<p data-HoCid=\"7921782\" data-originallang=\"en\">C'est gr\u00e2ce \u00e0 l'aide du gouvernement f\u00e9d\u00e9ral. Il y a quelques mois \u00e0 peine, l'ancien <a data-HoCid=\"278168\" href=\"/politicians/omar-alghabra/\" title=\"Omar Alghabra\">ministre des Transports</a> a annonc\u00e9 un grand projet de financement pour construire et agrandir l'espace d'accostage dans le port d'Argentia. Le gouvernement f\u00e9d\u00e9ral investit ainsi 38 millions de dollars dans ce projet de 100 millions de dollars. L'endroit s'est r\u00e9invent\u00e9. \u00c0 une certaine \u00e9poque, Argentia \u00e9tait une base navale am\u00e9ricaine qui servait bien la r\u00e9gion. Bien s\u00fbr, le port \u00e9tait alors un important moteur \u00e9conomique. Cependant, aujourd'hui, l'ensemble de la r\u00e9gion pourra compter sur cet autre important moteur \u00e9conomique. </p>\n<p data-HoCid=\"7921783\" data-originallang=\"en\">Cela me d\u00e9passe d'entendre des gens dire que personne ne veut que cela se concr\u00e9tise. Les premiers ministres de la Nouvelle\u2011\u00c9cosse et de Terre\u2011Neuve\u2011et\u2011Labrador demandent que le gouvernement f\u00e9d\u00e9ral renouvelle les accords, qu'il les signe. Ils pourront alors attirer de nouvelles industries sur leur territoire respectif et cr\u00e9er entretemps de bons emplois qui procureront aux familles des revenus int\u00e9ressants. </p>\n<p data-HoCid=\"7921784\" data-originallang=\"en\">Quelqu'un a parl\u00e9 de travailler avec des promoteurs que nous connaissons et qui ont d\u00e9j\u00e0 de l'exp\u00e9rience dans ce domaine. C'est exactement de cela qu'il s'agit. Les personnes qui viennent construire les parcs \u00e9oliens, qu'ils soient sur terre ou en mer, ont de l'exp\u00e9rience. Ils l'ont d\u00e9j\u00e0 fait dans de nombreuses r\u00e9gions du monde et ils ont certainement h\u00e2te de le faire \u00e0 Terre\u2011Neuve et en Nouvelle\u2011\u00c9cosse. Esp\u00e9rons qu'ils recevront l'autorisation de le faire dans ces deux r\u00e9gions. </p>\n<p data-HoCid=\"7921785\" data-originallang=\"en\">Je sais que la d\u00e9put\u00e9e a parl\u00e9 de la taxe sur le carbone et du fait que personne ne s'y oppose. Je tiens \u00e0 rappeler aux d\u00e9put\u00e9s que c'est moi, en tant que d\u00e9put\u00e9 de Terre\u2011Neuve\u2011et\u2011Labrador, qui ai vot\u00e9 en faveur d'une motion conservatrice visant \u00e0 \u00e9liminer la taxe sur le carbone pour le mazout domestique. Je reste fid\u00e8le \u00e0 cette position et j'appuie ce vote. J'avais mes propres raisons de le faire.
