No one needs to be a math whiz or have a PhD to know that. We expect the Prime Minister to take to the trenches to defend democracy. Defending democracy means defending everyone here. It justifies our presence here and allows me to say that I was duly elected by the citizens of La Prairie.</p>\n<p data-HoCid=\"7646300\" data-originallang=\"fr\">Earlier, the <a data-HoCid=\"278921\" href=\"/politicians/marco-mendicino/\" title=\"Marco Mendicino\">Minister of Public Safety</a> said that we should set partisanship aside. I totally agree. I would say that that has been the Bloc Qu\u00e9becois\u2019s modus operandi from the outset. We have to be honest, though. It is all well and good to say that we should set partisanship aside, but at some point we have to address the elephant in the room.</p>\n<p data-HoCid=\"7646301\" data-originallang=\"fr\">Last November, Global News reported that there was interference in 11 ridings in the 2019 election. They figured that was normal. First, they were unfamiliar with the ridings. They do not know whether the candidates promoted by the Chinese government were elected or not. They do not know how they did it. Our first reaction is that there should be an investigation.</p>\n<p data-HoCid=\"7646302\" data-originallang=\"fr\">We asked the Prime Minister to do something, but he refused and said nothing happened, the election was entirely above board, and we should not challenge the results. Then, the man who told us that we should set partisanship aside accused us of being anti-Chinese racists. Then, he told us that we were like Donald Trump and would be challenging the election. Speaking of partisanship, let us just say that the Prime Minister is pretty good at it.</p>\n<p data-HoCid=\"7646303\" data-originallang=\"fr\">He says he has no idea what we are talking about. He went to the G20 summit, where he followed the Chinese president around like he desperately needed a friend. He absolutely wanted to speak with him. When asked what he wanted to talk about, he said that he wanted to talk about Chinese interference, yet here he says that there was no interference. He told us we should not say that because it is not true, but the first chance he got to talk to the Chinese president, that is what he talked about. We were a bit confused, but let us move on.</p>\n<p data-HoCid=\"7646304\" data-originallang=\"fr\">That was just the tip of the iceberg. On February 17, we learned that the Chinese government also interfered in the 2021 election because it wanted us to elect a minority Liberal government, since it believes that a minority Liberal government is more sympathetic to its cause. That is what we learned from the media. We figured it was getting serious. It was no longer speculation. It was getting very serious.</p>\n<p data-HoCid=\"7646305\" data-originallang=\"fr\">On February 28, we learned that Chinese millionaire Zhang Bin, under pressure from the Chinese government, had given $1 million to the Pierre Elliott Trudeau Foundation and McGill University. We figured there were ties with the government and perhaps the Pierre Elliott Trudeau Foundation. I know that we are not supposed to say the Prime Minister\u2019s name in the House, but it is sounds a bit like that. We figured there was a problem.</p>\n<p data-HoCid=\"7646306\" data-originallang=\"fr\">Madam Speaker, I am looking at you carefully, because I am going to talk about your riding and, no surprise here, Chinese police stations. We knew that there were five of them in Canada, but on March 9 we learned that there were two more in Quebec, including one in the riding of Brossard\u2014Saint-Lambert. This is worrisome, because we hear that Chinese police stations may have influenced the election results. I am not talking about you, Madam Speaker. I know that you fully earned your presence here, but since I am in the neighbouring riding, I see what is happening and it looks funny to me.</p>\n<p data-HoCid=\"7646307\" data-originallang=\"fr\">Let me continue. On March 16, we learned that Vancouver City Hall may have also been targeted by Chinese interference. An open letter from an unnamed CSIS agent caused an absolute uproar. In this anonymous letter, the agent said that what is happening in Canada is so serious that it represents the \u201cgravest threat\u201d to national security. He said that he was leaking this information because he loves his country, that he has voted for the Liberals in the past and that he has nothing against them, but that there are things going on and the government needs to take action. He said that CSIS keeps sounding the alarm, but that the government is not doing anything. According to him, the government did nothing when it was told that there was interference in 2019; it did nothing between 2019 and 2021 when it was told what was happening; and it did nothing in 2021 when it was told that there was interference and attempted influence.</p>\n<p data-HoCid=\"7646308\" data-originallang=\"fr\">I have only two minutes left and I want to talk about David Johnston. The way people have been talking about him, one would think he is Spider-Man. People are saying that he is going to fix everything because he is a great guy, when in fact, David Johnston once said that he feels at home when he goes to China. He is also a friend of the <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">Prime Minister</a> and his family, so we are not off to a very good start. David Johnston was a member of the Pierre Elliott Trudeau Foundation, which is also not good. He was also the commissioner of the Leaders' Debates Commission in 2021. During the debate, the moderator suggested that Quebeckers are racist. He was the commissioner for the organization. Clearly, he is no Spider-Man. In committee, I asked him if he realized that Quebeckers were called racist during a debate he was running. I told him that an apology was called for, but he was never willing to apologize.</p>\n<p data-HoCid=\"7646309\" data-originallang=\"fr\">We are calling for an independent public inquiry because that is the right thing to do. The government needs to revoke the appointment of David Johnston as special rapporteur. He is not the right person for the job. This was a bad casting call. The Conservative motion has its flaws, and my colleague will talk about them in more detail later. It is not perfect. We would have liked for the Conservatives to call for an independent public inquiry. Time is of the essence. Given that we have a minority government, an election could be called tomorrow morning, before we have dealt with the issue of Chinese interference and developed the tools we need to hold a proper election where the dice are not loaded.</p>",

Je suis parfaitement d'accord. Je dirais que, au Bloc qu\u00e9b\u00e9cois, c'est notre modus operandi depuis le d\u00e9but dans ce dossier. Il faut quand m\u00eame avouer des choses. On a bien beau dire qu'il ne faut pas faire de la partisanerie, mais, un moment donn\u00e9, il y a des \u00e9vidences comme le nez au milieu du visage dont il faut parler.</p>\n<p data-HoCid=\"7646301\" data-originallang=\"fr\">En novembre, on a entendu de la part de Global News que l'\u00e9lection de 2019 aurait fait l'objet d'ing\u00e9rence dans 11 circonscriptions. On s'est dit que c'est assez ordinaire. D'abord, on ne connaissait pas les circonscriptions. On ne sait pas si les candidats qui ont \u00e9t\u00e9 promus par le gouvernement chinois ont \u00e9t\u00e9 \u00e9lus ou non. On ne sait pas comment ils ont fait. Notre premi\u00e8re r\u00e9action, c'est de penser qu'il faut enqu\u00eater l\u00e0-dessus.</p>\n<p data-HoCid=\"7646302\" data-originallang=\"fr\">On a demand\u00e9 au premier ministre de faire quelque chose, et il a dit que non, il n'y a rien eu, l'\u00e9lection s'est d\u00e9roul\u00e9e en bonne et due forme, et on ne doit pas contester les r\u00e9sultats. Ensuite, celui qui nous a dit qu'il ne faut pas faire de partisanerie avec cela nous a trait\u00e9s de racistes anti-Chinois. Dans un deuxi\u00e8me temps, il nous a dit que nous \u00e9tions comme Donald Trump et que nous allions contester les \u00e9lections. En mati\u00e8re de partisanerie, disons que le premier ministre se d\u00e9brouille quand m\u00eame bien.</p>\n<p data-HoCid=\"7646303\" data-originallang=\"fr\">Il dit qu'il n\u2019a aucune id\u00e9e de ce dont on parle. Il est all\u00e9 \u00e0 un sommet du G20, o\u00f9 il s'est mis \u00e0 courir apr\u00e8s le pr\u00e9sident chinois comme quelqu'un qui n'a pas d'amis. Il voulait absolument lui parler. Si on lui demandait de quoi il voulait parler, il r\u00e9pondait que c'\u00e9tait au sujet de l'ing\u00e9rence chinoise. Pourtant, le premier ministre a dit ici qu'il n'y avait pas eu d'ing\u00e9rence. Il a dit qu'on ne devrait pas dire cela parce que ce n'est pas vrai, mais, \u00e0 la premi\u00e8re d'occasion qu'il a eue de parler au pr\u00e9sident chinois, il a parl\u00e9 de cela. Disons que nous \u00e9tions un peu confus, mais passons par-dessus cela.</p>\n<p data-HoCid=\"7646304\" data-originallang=\"fr\">Ce n'\u00e9tait que la pointe de l'iceberg. On a appris le 17 f\u00e9vrier que l'\u00e9lection de 2021 aurait aussi \u00e9t\u00e9 victime d'ing\u00e9rence chinoise et que le gouvernement chinois r\u00eave d'avoir un gouvernement lib\u00e9ral minoritaire, car il estime qu'un gouvernement lib\u00e9ral minoritaire est plus sympathique \u00e0 la cause chinoise. C'est ce qu'on a appris par les m\u00e9dias. On se dit alors que cela commence \u00e0 \u00eatre s\u00e9rieux. On ne parle plus de suppositions. On savait qu'il y en avait cinq au Canada, mais le 9 mars on a appris qu'il y en aurait deux autres au Qu\u00e9bec, dont un dans la circonscription de Brossard\u2014Saint-Lambert. Cela devient inqui\u00e9tant, parce que les postes de police chinois, selon ce qu'on entend dire, auraient des influences dans les r\u00e9sultats du vote. Je ne parle pas de vous, madame la Pr\u00e9sidente. Je sais que vous avez m\u00e9rit\u00e9 enti\u00e8rement votre pr\u00e9sence ici, mais comme je suis dans la circonscription voisine, je vois cela et j'ai un dr\u00f4le de regard \u00e0 ce sujet.</p>\n<p data-HoCid=\"7646307\" data-originallang=\"fr\">Je poursuis. Le 16 mars, cela d\u00e9boule: on apprend que la mairie de Vancouver aurait peut-\u00eatre aussi \u00e9t\u00e9 la cible d'ing\u00e9rence chinoise. Ce qui provoque un cataclysme absolu, c'est la lettre ouverte d'un agent du SCRS, dans laquelle il ne d\u00e9voile \u00e9videmment pas son nom. Dans sa lettre sous le couvert de l'anonymat, il dit que ce qui se passe actuellement au Canada est tellement grave que cela constitue \u00ab la plus lourde menace \u00bb pour la s\u00e9curit\u00e9 nationale du Canada. Il dit qu'il d\u00e9voile ces informations par amour pour son pays, qu'il a m\u00eame d\u00e9j\u00e0 vot\u00e9 pour les lib\u00e9raux et qu'il n'a rien contre eux, mais qu'il se passe des choses et qu'il faut que le gouvernement agisse. Il dit que le SCRS n'arr\u00eate pas de sonner l'alerte, mais que le gouvernement ne fait rien. Selon lui, le gouvernement n'a rien fait quand on lui a dit qu'il y avait de l'ing\u00e9rence avant 2019; il n'a rien fait entre 2019 et 2021 alors qu'on lui avait dit ce qui se passait; et il n'a encore rien fait en 2021 lorsqu'on lui a dit qu'il y avait de l'ing\u00e9rence et des tentatives d'influence.</p>\n<p data-HoCid=\"7646308\" data-originallang=\"fr\">Il ne me reste que deux minutes et je voudrais parler de David Johnston. Si je me fie \u00e0 la mani\u00e8re dont les gens en parlaient, on aurait dit qu'il \u00e9tait Spider\u2011Man. On disait qu'il allait tout r\u00e9gler puisque c'est un homme extraordinaire. En fait, David Johnston a d\u00e9j\u00e0 dit qu'il se sent chez lui lorsqu'il va en Chine. Par ailleurs, c'est un <em>chum</em> du <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">premier ministre</a> et de sa famille; cela ne d\u00e9bute pas en force. Il \u00e9tait membre de la Fondation Pierre Elliott Trudeau; cela ne va pas bien. Il \u00e9tait aussi commissaire aux d\u00e9bats des chefs en 2021. Pendant le d\u00e9bat, la mod\u00e9ratrice a trait\u00e9 les Qu\u00e9b\u00e9cois de racistes. C'est lui qui \u00e9tait commissaire pour l'organisation. On est donc loin de Spider\u2011Man. En comit\u00e9, je lui ai demand\u00e9 s'il s'\u00e9tait rendu compte que la population qu\u00e9b\u00e9coise s'\u00e9tait fait traiter de raciste alors qu'il g\u00e9rait ce d\u00e9bat. Je lui ai dit que, selon moi, cela m\u00e9ritait des excuses. Or, David Johnston n'a jamais voulu s'excuser.</p>\n<p data-HoCid=\"7646309\" data-originallang=\"fr\">Nous demandons une commission publique ind\u00e9pendante, parce que c'est ce qu'il faut. Il faut r\u00e9voquer la nomination de David Johnston au poste de rapporteur sp\u00e9cial. Il n'est pas la bonne personne. C'est un mauvais <em>casting</em>. La motion conservatrice a ses d\u00e9fauts, et mon coll\u00e8gue en parlera plus en d\u00e9tail. Ce n'est pas l'id\u00e9al. Nous aurions aim\u00e9 que les conservateurs r\u00e9clament une enqu\u00eate publique ind\u00e9pendante. Le temps presse. En pr\u00e9sence d'un gouvernement minoritaire, cela veut dire que nous pourrions retourner en campagne \u00e9lectorale demain matin, que nous n'aurions pas r\u00e9gl\u00e9 le probl\u00e8me d'ing\u00e9rence chinoise et que nous n'aurions pas les outils qui nous permettraient d'avoir des \u00e9lections correctes, o\u00f9 les d\u00e9s ne sont pas pip\u00e9s.</p>"
