        "en": "<p data-HoCid=\"7293935\" data-originallang=\"en\">Mr. Speaker, in my brief parliamentary career, rising today to pay tribute to Her Majesty Queen Elizabeth II on behalf of those whom I represent in South Shore\u2014St. Margarets is the greatest honour I could imagine. There have been many wonderful tributes to Her Majesty in this place today, and I will attempt to add some additional perspectives in this commemoration of an exemplary life of dedication and service.</p>\n<p data-HoCid=\"7293936\" data-originallang=\"en\">The loss of one's mother leaves one feeling unmoored. It leaves one feeling the anchor of the family is lost. It changes the family forever. Those of us who have lost our mothers know this to be true. My mother, Rosemarie Borgald Perkins, passed away less than three months ago, on June 29. There is a sense that one is adrift. Several of our colleagues in this place also lost their mothers this summer and are experiencing the same grief. </p>\n<p data-HoCid=\"7293937\" data-originallang=\"en\">The death of Her Majesty Queen Elizabeth II is a loss felt most deeply by her children, King Charles III, Princess Anne, Prince Andrew and Prince Edward. Theirs is the loss of a mother's love. William Shakespeare captured the feeling of a child once their mother is gone well in <em>Henry V</em>, when he wrote:</p>\n<p data-HoCid=\"7293938\" data-originallang=\"en\"> <span class=\"verse\"> And all my mother came into mine eyes<br> And gave me up to tears.<br> </span> </p>\n<p data-HoCid=\"7293939\" data-originallang=\"en\"> The royal family must feel that way in this period of public grieving, the way all of us feel when we lose a parent. Grief comes in waves like the ocean, waves of deep sadness and waves of great humour and joy. Queen Elizabeth said, in response to the terrorist attacks of 9/11, that \u201cGrief is the price we pay for love.\" As her family grieves, as her nation and the Commonwealth grieve, we are demonstrating a global act of love and thanks to Her Majesty and her family. </p>\n<p data-HoCid=\"7293940\" data-originallang=\"en\">She said, as we know, in her statement on her accession to the throne, \u201cmy whole life whether it be long or short shall be devoted to your service\u201d. Indeed, we were blessed that her life was long and she fulfilled her duties with grace, solemnity, passion and humour. The world is a better place for it.</p>\n<p data-HoCid=\"7293941\" data-originallang=\"en\"> When we grieve for the loss of a person we care about, we often reflect on our own lives and tell a few stories about that person that captures their personality. If the House indulges me, I will tell a few stories about Her Majesty.</p>\n<p data-HoCid=\"7293942\" data-originallang=\"en\">My mother and father grew up in Halifax during World War II. It was a busy war port and the King, Queen, royal family and Winston Churchill played a huge part in their lives at that time. When young Queen Elizabeth, only 33, visited Nova Scotia for the first time as the Queen, my mother and father had to go to see her. They did, and when the motorcade passed, my mother and her sister ran down the road after the Queen like they were Beatles' groupies and embarrassed the heck out of my father.</p>\n<p data-HoCid=\"7293943\" data-originallang=\"en\">In this place, we all know the importance of the role that those that do tour advance for prime ministers play in serving our country. One of my best friends, Scott Munnoch, played this role for Prime Minister Mulroney. Scott, in this role, often wore white running shoes with his suits. He even wore them while wearing black tie. While it looked a bit goofy, it was comfortable, given the long days he had on his feet. Scott is a big man. Having been a defensive lineman on the Queen's University football team, he is hard to miss.</p>\n<p data-HoCid=\"7293944\" data-originallang=\"en\">During the royal visit in 1992 to celebrate Canada's 125th birthday, Scott wore white running shoes the entire time. RCMP security mentioned to him that a couple of times in the car, the Queen had asked about the fellow with the running shoes. On Canada Day, Her Majesty appeared at the noon-hour show on the Hill and returned for the evening show as well, something she had never done before.</p>\n<p data-HoCid=\"7293945\" data-originallang=\"en\">On the final day of departure at Uplands Airport, the farewell delegation included the prime minister, Mrs. Mulroney and several ministers. They were lined up at the foot of the stairs to the aircraft. Once they were assembled, Scott stood on the opposite side at the foot of the stairs, out of the way, he thought. Her Majesty said her goodbyes and moved up the aircraft stairs. After a step or two up the stairs, she paused, turned around to Scott and said, \u201cI really like your footwear.\u201d She then boarded the plane and flew back to London.</p>\n<p data-HoCid=\"7293946\" data-originallang=\"en\">In 1997, while serving in a similar role for Premier Harris, Scott organized the Ontario portion of Her Majesty's visit to Canada. At the last stop of the tour in North Bay, Scott was told to be present at an event with Her Majesty. As the last person to be called into the personal audience with Queen Elizabeth and Prince Philip, the Queen invested on the \u201cfellow wearing the running shoes\u201d the Royal Victorian Order, making him a member of this dynastic order established by Queen Victoria, which is only bestowed by the monarch. It recognizes distinguished personal service to the monarch. Scott is the 2,072nd person in the Commonwealth to receive this honour since it was established in 1896.</p>\n<p data-HoCid=\"7293947\" data-originallang=\"en\">In 2002, Her Majesty the Queen was in Regina to unveil the statue of her riding her prized horse Burmese, a gift from the RCMP. The RCMP had transported the State Landau to Saskatchewan for the event. The day was marred on and off by torrential rains, so the commanding officer of the RCMP asked the monarch if she would like the roof installed to keep her dry. She responded, in typical Queen Elizabeth fashion, that if her subjects were going to be in the rain, then so should she. The roof went back to the truck where it stayed for the rest of the day.</p>\n<p data-HoCid=\"7293948\" data-originallang=\"en\">On another visit to Canada, for her Golden Jubilee, she visited Exhibition Place in Toronto, where Her Majesty was to be introduced to a renewed horse breed called the Canadian that had gone almost extinct. She immediately made a connection with the huge horse, which was a little skittish because of the crowd and because of the camera flashes that were happening. To everyone's surprise, Her Majesty pulled a large carrot out of her handbag and fed it to the horse, now her new best friend. There we have it. There was more in her purse than just a sandwich.</p>\n<p data-HoCid=\"7293949\" data-originallang=\"en\">A staff member of mine, Denis Drever, acted as an official photographer on royal tours to Canada for Her Majesty and Prince Philip. He did that three times. At the conclusion of one of those tours, the Queen personally presented him, a professional photographer, with a hand-signed portrait of the royal couple and said, \u201cIt's quite odd really, me giving you a photograph.\u201d Naturally, he accepted it with thanks and it now hangs proudly in a place of honour in my Hill office.</p>\n<p data-HoCid=\"7293950\" data-originallang=\"en\">In a story President Reagan told Prime Minister Mulroney, President Reagan hosted the Queen and as the visit wound down the president asked her what her schedule was the next day. She replied that she was going home, going to Canada. It spoke of her affection and love for Canada.</p>\n<p data-HoCid=\"7293951\" data-originallang=\"en\">Queen Elizabeth attended only two funerals of the 15 prime ministers who swore allegiance to her: Margaret Thatcher and Winston Churchill. Therefore, I will conclude my tribute with the words of Winston Churchill in his final toast to Her Majesty Queen Elizabeth when he was prime minister. Churchill said this:</p>\n<blockquote><p data-HoCid=\"7293952\" data-originallang=\"en\"> Never have the august duties which fall upon the British monarch been discharged with more devotion than in the brilliant opening to your Majesty\u2019s reign. We thank God for the gift he has bestowed upon us and vow ourselves anew to the sacred cause, and wise and kindly way of life of which your Majesty is the young, gleaming champion. </p>\n</blockquote><p data-HoCid=\"7293953\" data-originallang=\"en\">God bless Her Majesty Queen Elizabeth II, and long live King Charles III.</p>",

Ils pleurent l'amour d'une m\u00e8re. William Shakespeare a su bien traduire le sentiment d'un enfant apr\u00e8s le d\u00e9part de sa m\u00e8re dans <em>Henry V</em>, lorsqu'il a \u00e9crit:</p>\n<p data-HoCid=\"7293938\" data-originallang=\"en\"> <span class=\"verse\"> Ma m\u00e8re tout enti\u00e8re a surgi \u00e0 mes yeux<br> Et m'a fait fondre en larmes!<br> </span> </p>\n<p data-HoCid=\"7293939\" data-originallang=\"en\">C'est ce que doit ressentir la famille royale en cette p\u00e9riode de deuil public. C'est ce que nous ressentons tous quand nous perdons un parent. Le deuil se fait par vagues: des vagues de profonde tristesse, ainsi que des vagues de grand humour et de grande joie. En r\u00e9ponse aux attaques terroristes du 11 septembre, la reine Elizabeth avait dit que \u00ab le deuil est le prix que nous payons pour l'amour \u00bb. Tandis que sa famille, son pays et le Commonwealth pleurent sa perte, nous d\u00e9montrons collectivement notre amour et notre gratitude pour Sa Majest\u00e9 et sa famille.</p>\n<p data-HoCid=\"7293940\" data-originallang=\"en\">Comme nous le savons, lors de son accession au tr\u00f4ne, elle a dit \u00ab ma vie enti\u00e8re, qu'elle soit longue ou courte, sera consacr\u00e9e \u00e0 votre service \u00bb. Par bonheur, sa vie a \u00e9t\u00e9 longue, et elle s'est acquitt\u00e9e de ses fonctions avec gr\u00e2ce, solennit\u00e9, enthousiasme et humour. Le monde ne s'en porte que mieux.</p>\n<p data-HoCid=\"7293941\" data-originallang=\"en\">La perte d'un \u00eatre cher nous am\u00e8ne souvent \u00e0 r\u00e9fl\u00e9chir sur notre propre vie et \u00e0 raconter quelques histoires qui illustrent la personnalit\u00e9 de cette personne. Si la Chambre me le permet, j'aimerais en raconter quelques-unes sur Sa Majest\u00e9.</p>\n<p data-HoCid=\"7293942\" data-originallang=\"en\">Ma m\u00e8re et mon p\u00e8re ont grandi \u00e0 Halifax pendant la Seconde Guerre mondiale. C'\u00e9tait un port de guerre tr\u00e8s actif et le roi, la reine, la famille royale et Winston Churchill ont jou\u00e9 un r\u00f4le capital dans leur vie \u00e0 cette \u00e9poque. Lorsque la jeune reine Elizabeth, \u00e2g\u00e9e de seulement 33 ans, a visit\u00e9 la Nouvelle-\u00c9cosse pour la premi\u00e8re fois en tant que souveraine, ma m\u00e8re et mon p\u00e8re voulaient absolument la voir. Ils y sont all\u00e9s, et lorsque le cort\u00e8ge est pass\u00e9, ma m\u00e8re et sa s\u0153ur ont couru sur la route derri\u00e8re la reine comme si elles \u00e9taient des groupies des Beatles, ce qui a plong\u00e9 mon p\u00e8re dans un terrible embarras.</p>\n<p data-HoCid=\"7293943\" data-originallang=\"en\">Dans cette enceinte, nous connaissons tous l'importance du r\u00f4le des \u00e9claireurs des premiers ministres au service de notre pays. Un de mes meilleurs amis, Scott Munnoch, a occup\u00e9 cette fonction pour le premier ministre Mulroney. En service, Scott portait souvent des chaussures de course blanches avec ses costumes. Il les portait m\u00eame avec une tenue de soir\u00e9e. M\u00eame si cela avait l'air un peu loufoque, c'\u00e9tait confortable pour passer de longues journ\u00e9es debout comme il le faisait. Scott est un homme costaud. Comme il a \u00e9t\u00e9 joueur de ligne d\u00e9fensive dans l'\u00e9quipe de football de l'Universit\u00e9 Queen's, il ne passe pas inaper\u00e7u.</p>\n<p data-HoCid=\"7293944\" data-originallang=\"en\">Lors de la visite royale de 1992 pour c\u00e9l\u00e9brer le 125<sup>e</sup> anniversaire du Canada, Scott a port\u00e9 des chaussures de course blanches tout le temps. Le service de s\u00e9curit\u00e9 de la GRC lui a mentionn\u00e9 qu'\u00e0 plusieurs reprises, dans la voiture, la reine avait pos\u00e9 des questions sur l'homme qui portait des chaussures de course. Cela t\u00e9moigne de son affection et de son amour pour le Canada.</p>\n<p data-HoCid=\"7293951\" data-originallang=\"en\">Des 15 premiers ministres qui lui ont jur\u00e9 all\u00e9geance, la reine Elizabeth a seulement assist\u00e9 aux fun\u00e9railles de deux d'entre eux, soit celles de Margaret Thatcher et de Winston Churchill. Je conclurai donc mon hommage avec les mots de Winston Churchill, prononc\u00e9s lors de son dernier toast \u00e0 Sa Majest\u00e9 la reine Elizabeth, lorsqu'il \u00e9tait premier ministre.
