        "en": "<p data-HoCid=\"7162708\" data-originallang=\"en\">Madam Speaker, I want to thank our colleague for New Westminster\u2014Burnaby for his comments and his question.</p>\n<p data-HoCid=\"7162709\" data-originallang=\"en\">As colleagues know, the member for <a data-HoCid=\"278709\" href=\"/politicians/peter-julian/\" title=\"Peter Julian\">New Westminster\u2014Burnaby</a> is a senior member of the House. He has served the Province of British Columbia and the citizens of New Westminster\u2014Burnaby well for a long time. I had the privilege to work with him when I was an opposition House leader, and when we sat on the Board of Internal Economy and other bodies of the House. We have worked well together.</p>\n<p data-HoCid=\"7162710\" data-originallang=\"en\">I think that our colleague for <a data-HoCid=\"278709\" href=\"/politicians/peter-julian/\" title=\"Peter Julian\">New Westminster\u2014Burnaby</a> identifies a fundamental challenge. When members of the Conservative Party say that they oppose, for example, this necessary measure to bring this legislation to a vote, of course they will oppose it, but at the same time they are not interested in participating constructively in debating the legislation. Our colleague for New Westminster\u2014Burnaby identified what I think was a shambolic and appalling performance last night when, with 30-minute bells and vote after vote, the House of Commons was pronouncing on which Conservative member would make a speech. It was all designed to ensure that legislation, which the Conservatives will ultimately support, does not actually come to a vote. </p>\n<p data-HoCid=\"7162711\" data-originallang=\"en\">If we are looking for a reason to point to dysfunction in the House of Commons, we can think about this: The official opposition supports a particular piece of legislation, but is desperately trying to make sure that it actually does not come to a vote so that it might be adopted. The legislation would preserve, for example, the seat allocation in the province of Quebec and other provinces. However, at the same time, the Conservatives insist on having vote after vote to decide which Conservative will make a speech, which is designed to delay the legislation coming to a vote. It is unfortunate that it has come to this. </p>\n<p data-HoCid=\"7162712\" data-originallang=\"en\"> I think that the <a data-HoCid=\"278913\" href=\"/politicians/mark-holland/\" title=\"Mark Holland\">government House leader</a> has taken his responsibility seriously, and we hope that parliamentarians in the Senate and in the House of Commons can discuss this legislation, consider it in committee, and debate it at report stage and third reading. We think it is important as well to allow the electoral boundaries commissions, which have been set up under law and are operating right now, to have clarity in terms of what will be the number of seats for provinces, which is why it is somewhat urgent that Parliament have a chance to pronounce itself on this legislation.</p>",

Lorsque les d\u00e9put\u00e9s du Parti conservateur disent qu'ils s'opposent par exemple \u00e0 cette mesure n\u00e9cessaire pour parvenir \u00e0 un vote, ils vont bien entendu s'y opposer, mais ils ne souhaitent pas vraiment d\u00e9battre de fa\u00e7on constructive de la mesure l\u00e9gislative. Notre coll\u00e8gue de <a data-HoCid=\"278709\" href=\"/politicians/peter-julian/\" title=\"Peter Julian\">New Westminster\u2014Burnaby</a> a identifi\u00e9 ce qui, \u00e0 mon avis, a \u00e9t\u00e9 une performance chaotique et consternante hier soir lorsque, vote apr\u00e8s vote, avec une sonnerie d'appel de 30 minutes \u00e0 chaque fois, la Chambre des communes a d\u00fb d\u00e9cider quel d\u00e9put\u00e9 conservateur allait \u00eatre le prochain \u00e0 prendre la parole. Tout cela \u00e9tait destin\u00e9 \u00e0 emp\u00eacher qu'une mesure l\u00e9gislative, que les conservateurs vont finir par appuyer, ne fasse l'objet d'un vote. </p>\n<p data-HoCid=\"7162711\" data-originallang=\"en\">Si l\u2019on se penche sur les raisons qui expliquent le mauvais fonctionnement de la Chambre des communes, il y a celle-ci: l\u2019opposition officielle appuie une mesure l\u00e9gislative donn\u00e9e, mais elle tente d\u00e9sesp\u00e9r\u00e9ment de faire en sorte que le vote n\u2019ait pas lieu en vue de son adoption. Prenons la mesure l\u00e9gislative qui pr\u00e9serverait l\u2019attribution des si\u00e8ges dans la province de Qu\u00e9bec et les autres provinces. Les conservateurs insistent pour tenir vote apr\u00e8s vote afin de d\u00e9terminer lequel des d\u00e9put\u00e9s conservateurs prendra la parole pour prononcer un discours, dans le but de retarder la tenue d\u2019un vote. Il est bien malheureux que nous nous retrouvions dans cette situation. </p>\n<p data-HoCid=\"7162712\" data-originallang=\"en\">J\u2019estime que le <a data-HoCid=\"278913\" href=\"/politicians/mark-holland/\" title=\"Mark Holland\">leader du gouvernement \u00e0 la Chambre</a> a pris ses responsabilit\u00e9s au s\u00e9rieux. Il est \u00e0 esp\u00e9rer que les parlementaires dans cette enceinte, tout comme \u00e0 l\u2019autre endroit, d\u00e9battront de cette mesure l\u00e9gislative, la renverront au comit\u00e9 pour \u00e9tude et en d\u00e9battront \u00e0 l\u2019\u00e9tape du rapport et de la troisi\u00e8me lecture. Il est aussi important de permettre que les commissions de d\u00e9limitation des circonscriptions \u00e9lectorales, qui ont \u00e9t\u00e9 constitu\u00e9es en vertu de la loi et qui m\u00e8nent leurs travaux \u00e0 l\u2019heure actuelle, aient de l'information claire quant au nombre de si\u00e8ges de chacune des provinces. C\u2019est pourquoi il est assez urgent que le Parlement ait la chance de se prononcer sur cette mesure l\u00e9gislative.</p>"
