"en": "<p data-HoCid=\"7141351\" data-originallang=\"fr\">Madam Speaker, I am pleased to rise to speak to Bill <a data-HoCid=\"11538831\" href=\"/bills/44-1/C-234/\" title=\"An Act to amend the Greenhouse Gas Pollution Pricing Act\">C-234</a>, an act to amend the Greenhouse Gas Pollution Pricing Act.</p>\n<p data-HoCid=\"7141352\" data-originallang=\"fr\">I listened carefully to the previous speech and I want to reassure my colleague that we fully support the pollution pricing principle. It is an important principle, because polluting has to cost something. However, this tax is supposed to be an incentive.</p>\n<p data-HoCid=\"7141353\" data-originallang=\"fr\">We do not want to tamper with the Greenhouse Gas Pollution Pricing Act. That is not what we want to do. However, we think that exempting certain farm fuels from the tax is the right thing to do.</p>\n<p data-HoCid=\"7141354\" data-originallang=\"fr\">The bill before us today was already debated in the previous Parliament, as Bill <a data-HoCid=\"10866034\" href=\"/bills/43-2/C-206/\" title=\"An Act to amend the Greenhouse Gas Pollution Pricing Act (qualifying farming fuel)\">C-206</a>. Everyone remembers that. A democratic vote was held by the political parties that hold a majority in the House in the context of a minority government. It passed third reading. However, just before it was passed in the Senate, the Liberal government decided to call an election, which means that we have to start the entire process all over again. I want to take the opportunity this evening to say that I think that is unacceptable. That was an undemocratic move.</p>\n<p data-HoCid=\"7141355\" data-originallang=\"fr\">If we need to start over, then let us start over. The main principle of Bill C\u2011234 is simple enough. The carbon tax puts a price on pollution to encourage people to make the transition. However, we need alternatives if we want people to make the transition. That is the problem.</p>\n<p data-HoCid=\"7141356\" data-originallang=\"fr\">Madam Speaker, I am sorry, but I have been hearing conversations since I started my speech.</p>",

Ce n'est pas ce que nous voulons faire. Par contre, nous pensons que le fait de retirer certains combustibles agricoles de la taxe est la juste chose \u00e0 faire.</p>\n<p data-HoCid=\"7141354\" data-originallang=\"fr\">Le projet de loi dont nous d\u00e9battons aujourd'hui a d\u00e9j\u00e0 \u00e9t\u00e9 trait\u00e9 lors de la pr\u00e9c\u00e9dente l\u00e9gislature. C'\u00e9tait le projet de loi <a data-HoCid=\"10866034\" href=\"/bills/43-2/C-206/\" title=\"An Act to amend the Greenhouse Gas Pollution Pricing Act (qualifying farming fuel)\">C\u2011206</a>. Tout le monde s'en souvient. Il a \u00e9t\u00e9 vot\u00e9 d\u00e9mocratiquement par les formations politiques qui se retrouvent \u00e0 \u00eatre majoritaires \u00e0 la Chambre dans ce gouvernement minoritaire. Il a franchi l'\u00e9tape de la troisi\u00e8me lecture. Toutefois, juste avant qu'il soit adopt\u00e9 au S\u00e9nat, le gouvernement lib\u00e9ral a d\u00e9cid\u00e9 de d\u00e9clencher des \u00e9lections, ce qui fait qu'on doit recommencer \u00e0 z\u00e9ro. Je veux profiter de l'occasion qui m'est donn\u00e9e ce soir pour d\u00e9noncer cela. Il s'agit d'une man\u0153uvre peu d\u00e9mocratique.</p>\n<p data-HoCid=\"7141355\" data-originallang=\"fr\">S'il faut recommencer, recommen\u00e7ons. Le principe de base du projet de loi C\u2011234 est assez simple \u00e0 comprendre, c'est-\u00e0-dire que la taxe carbone met un prix sur la pollution pour inciter les gens \u00e0 faire la transition. Cependant, pour faire la transition, encore faut-il avoir des solutions de rechange. Voil\u00e0 o\u00f9 se trouve le probl\u00e8me.</p>\n<p data-HoCid=\"7141356\" data-originallang=\"fr\">Madame la Pr\u00e9sidente, je m'excuse, mais j'entends des conversations depuis le d\u00e9but de mon discours.</p>"
