        "en": "<p data-HoCid=\"6910145\" data-originallang=\"fr\"> Madam Speaker, I thank my colleague from Trois-Rivi\u00e8res for agreeing to share his time with me. I would have listened to him for another half hour because of his eloquence and rich vocabulary, as my colleague from <a data-HoCid=\"278660\" href=\"/politicians/yves-perron/\" title=\"Yves Perron\">Berthier\u2014Maskinong\u00e9</a> mentioned.</p>\n<p data-HoCid=\"6910146\" data-originallang=\"fr\">I would like to begin this first speech of 2022 by acknowledging the members of my constituency team, who are listening right now because I asked them to prepare this address in reply to the Speech from the Throne. I would therefore like to thank Andr\u00e9e\u2011Anne, Marie-Christine, Marika, Jacinthe and M\u00e9lissa because they really work hard. I am convinced that is the case in all the ridings represented by my colleagues in the House of Commons. We work very hard to address the very moving and personally difficult requests from our constituents.</p>\n<p data-HoCid=\"6910147\" data-originallang=\"fr\">Some people find themselves in difficult situations. I have to admit that there is a lot of frustration that builds up when we see the lack of support and organization in the services provided by certain departments.</p>\n<p data-HoCid=\"6910148\" data-originallang=\"fr\">This evening, we will speak to the Speech from the Throne. Not surprisingly, no one is holding their breath about the result of the vote. We have already announced our intentions. However, I find that this is a good time to point out some troubling issues that the current government should have addressed as a top priority.</p>\n<p data-HoCid=\"6910149\" data-originallang=\"fr\">I want to start by talking about employment insurance reform. Things have gotten worse now, but in 2021, 300,000 applications were not processed on time. Some of these applications have yet to be processed, and it is now February. The normal processing time is 28 days, but that target is rarely met these days.</p>\n<p data-HoCid=\"6910150\" data-originallang=\"fr\">People are going without income for several weeks. Dozens of cases were referred to the Drummond food bank. These fathers and mothers who were earning an honest living are now in extremely precarious situations.</p>\n<p data-HoCid=\"6910151\" data-originallang=\"fr\">We hear heartbreaking stories every week. Not too long ago, when I was first elected in 2019, it was rare to hear such emotional stories. Now it is commonplace. We have almost become accustomed, but we never will, thank God, because we are compassionate, caring people. This type of situation has unfortunately become so common that it is now a regular part of our work day.</p>\n<p data-HoCid=\"6910152\" data-originallang=\"fr\">Take Mr. Picard, for example. He has five children and has been waiting for EI since the end of November. His file is being processed. When he inquires, he is told that his file is being processed and that they are verifying some information. The system is working, but it is just a matter of speeding up the process and making this department a little more efficient.</p>\n<p data-HoCid=\"6910153\" data-originallang=\"fr\">Now, let us talk about immigration. I do not know how many times we have talked about it. I do not even know where to begin anymore. Yesterday, according to an article published in La Presse and an English-only press briefing by the <a data-HoCid=\"278908\" href=\"/politicians/sean-fraser/\" title=\"Sean Fraser\">Minister of Immigration, Refugees and Citizenship</a>, it was announced that the government should be back on track by the end of the year, after COVID-19 caused a significant backlog in processing applications. In 2019, there was already a significant backlog of immigration applications. COVID-19 is starting to become an excuse for everything.</p>\n<p data-HoCid=\"6910154\" data-originallang=\"fr\">It might almost be better to tear down the Department of Citizenship and Immigration and rebuild it from scratch. Some delays date back to well before 2019 and long before COVID-19. The government previously announced that it would spend $85 million in 2022\u201323 to process the backlog, yet there are now 1.8 million pending applications.</p>\n<p data-HoCid=\"6910155\" data-originallang=\"fr\">I could tell the House about many heartbreaking cases. I would like to talk about Ms. Dupont, a woman in my riding who I have spoken to a few times. She obtained permanent resident status in June 2021, but she never received the documents. It is now February 2022. Ms. Dupont dealt with the pain of losing her father, who became ill in the fall. She was told that she should not travel because there was a good chance she would not be allowed back into the country without her documents. Ms. Dupont was unable to get to her father's bedside, and he passed away without getting to see his daughter and grandchildren in the fall.</p>\n<p data-HoCid=\"6910156\" data-originallang=\"fr\">Over the holidays, Ms. Dupont found out that her father-in-law had stage 4 cancer. Because she still has not received her permanent resident card, she cannot take her family to France to be with her father-in-law during his final days. The department could maybe do with a little more sensitivity. It might be time to work on that.</p>\n<p data-HoCid=\"6910157\" data-originallang=\"fr\">From family reunification cases to businesses looking for temporary foreign workers to help them get through the pandemic, there are dozens of cases like these every week, not just in the riding of Drummond but in every riding represented by my colleagues here.</p>\n<p data-HoCid=\"6910158\" data-originallang=\"fr\">We were hoping for something concrete for culture in the throne speech. Web giants have been stealing ad revenue from our media outlets and content creators for too long. We are expecting the new broadcasting bill to be introduced this week, and I call on all my House of Commons colleagues to get it passed quickly. Our culture, our content creators and our media are at the breaking point. They have been waiting years for an updated Broadcasting Act. We will be getting a look at the new bill this week, and we must pass it quickly to restore balance to Canada's broadcasting system.</p>",

J'aimerais donc remercier Andr\u00e9e\u2011Anne, Marie-Christine, Marika, Jacinthe et M\u00e9lissa, parce qu'elles travaillent vraiment tr\u00e8s fort. Je suis convaincu que c'est la m\u00eame chose dans l'ensemble des circonscriptions repr\u00e9sent\u00e9es par mes coll\u00e8gues de la Chambre des communes. Nous travaillons tr\u00e8s fort pour r\u00e9pondre aux demandes extr\u00eamement touchantes et humainement difficiles de la part de nos concitoyens.</p>\n<p data-HoCid=\"6910147\" data-originallang=\"fr\">Les situations v\u00e9cues sont difficiles. Je dois admettre qu'il y a beaucoup de frustrations qui s'accumulent quand on constate le manque de soutien et d'organisation dans les services offerts de certains minist\u00e8res.</p>\n<p data-HoCid=\"6910148\" data-originallang=\"fr\">Ce soir, nous allons nous prononcer sur le discours du Tr\u00f4ne. Je pense que, sans grande surprise, personne ne retient son souffle quant \u00e0 l'issue du vote. Nous avons d\u00e9j\u00e0 annonc\u00e9 nos couleurs. Cependant, je trouve que le moment est bien choisi pour souligner quelques faits pr\u00e9occupants qui auraient d\u00fb \u00eatre r\u00e9gl\u00e9s en grande priorit\u00e9 par le gouvernement en place.</p>\n<p data-HoCid=\"6910149\" data-originallang=\"fr\">Je vais commencer par la question de la r\u00e9forme de l'assurance-emploi. Pr\u00e9sentement, c'est pire, mais les chiffres de 2021 font \u00e9tat de 300 000 demandes trait\u00e9es en retard. De ces demandes, certaines ne sont pas encore r\u00e9gl\u00e9es alors que nous entamons le mois de f\u00e9vrier. On parle de d\u00e9lai de 28 jours, mais c'est rarement respect\u00e9 pr\u00e9sentement.</p>\n<p data-HoCid=\"6910150\" data-originallang=\"fr\">Les gens se retrouvent sans salaire pendant plusieurs semaines. Des dizaines de cas ont \u00e9t\u00e9 envoy\u00e9s au comptoir alimentaire de Drummond. Ces p\u00e8res et ces m\u00e8res de famille qui gagnaient honorablement leur vie se retrouvent dans des situations extr\u00eamement pr\u00e9caires.</p>\n<p data-HoCid=\"6910151\" data-originallang=\"fr\">Il y a des exemples particuli\u00e8rement cr\u00e8ve-c\u0153ur chaque semaine. Il n'y a pas si longtemps, au d\u00e9but de mon premier mandat en 2019, des cas aussi poignants que cela \u00e9taient rares. Aujourd'hui, c'est rendu monnaie courante. C'en est presque rendu banal, mais, ce ne le sera jamais, Dieu merci, car nous sommes des gens sensibles et des gens de c\u0153ur. C'est malheureusement tellement fr\u00e9quent que cela fait partie de la routine de notre travail.</p>\n<p data-HoCid=\"6910152\" data-originallang=\"fr\"> M. Picard, par exemple, a cinq enfants et est en attente de son assurance-emploi depuis la fin novembre. Son dossier est en cours de traitement. Quand il appelle, on lui dit qu'on traite son dossier, qu'on enqu\u00eate et v\u00e9rifie certaines choses. Tout est en ordre, c'est juste une question d'acc\u00e9l\u00e9rer les choses, de rendre un peu plus efficace ce d\u00e9partement.</p>\n<p data-HoCid=\"6910153\" data-originallang=\"fr\"> Parlons maintenant d'immigration; je ne sais pas combien de fois nous en avons parl\u00e9. Je ne sais m\u00eame plus par o\u00f9 commencer. Hier, selon un article publi\u00e9 dans <em>La Presse</em> et un point de presse du <a data-HoCid=\"278908\" href=\"/politicians/sean-fraser/\" title=\"Sean Fraser\">ministre de l\u2019Immigration, des R\u00e9fugi\u00e9s et de la Citoyennet\u00e9</a> tout en anglais, on estime que le gouvernement va se remettre sur les rails d'ici la fin de l'ann\u00e9e apr\u00e8s que la COVID\u201119 a caus\u00e9 un arri\u00e9r\u00e9 important dans le traitement des demandes. En 2019, il y avait d\u00e9j\u00e0 des arri\u00e9r\u00e9s importants dans les demandes d'immigration. La COVID\u201119 commence \u00e0 avoir le dos un peu large.</p>\n<p data-HoCid=\"6910154\" data-originallang=\"fr\"> Il faudrait quasiment jeter \u00e0 terre le minist\u00e8re de la Citoyennet\u00e9 et de l'Immigration et le reb\u00e2tir sur es nouvelles fondations. Il y a des retards qui datent depuis bien avant 2019 et bien avant la COVID\u201119. Le gouvernement avait annonc\u00e9 qu'il allait d\u00e9penser 85 millions de dollars en 2022-2023 pour traiter les demandes en attente. Or il y a d\u00e9sormais 1,8 million de demandes en attente.</p>\n<p data-HoCid=\"6910155\" data-originallang=\"fr\">Je pourrais pr\u00e9senter de nombreux cas tout aussi cr\u00e8ve-c\u0153ur les uns que les autres. J'aimerais parler de Mme Dupont, une dame dans ma circonscription \u00e0 qui j'ai parl\u00e9 \u00e0 quelques reprises. Elle a re\u00e7u sa r\u00e9sidence permanente en juin 2021, mais n'a pas re\u00e7u les documents par la suite. Nous sommes en f\u00e9vrier 2022. Mme Dupont a eu la douleur de perdre son p\u00e8re qui est tomb\u00e9 malade \u00e0 l'automne. On lui a dit qu'elle ne devrait pas voyager puisqu'il y aurait de bonnes chances qu'elle ne puisse pas rentrer au pays sans ses documents. Mme Dupont n'a pas pu se rendre au chevet de son p\u00e8re qui est d\u00e9c\u00e9d\u00e9 sans voir sa fille et ses petits-enfants \u00e0 l'automne. </p>\n<p data-HoCid=\"6910156\" data-originallang=\"fr\">Dans le temps des F\u00eates, Mme Dupont a appris que son beau-p\u00e8re \u00e9tait atteint d'un cancer en phase 4. Parce qu'elle n'a toujours pas re\u00e7u sa carte de r\u00e9sidente permanente, elle ne peut pas aller voir son beau\u2011p\u00e8re en France avec sa famille pour l'accompagner dans ses derniers moments. Il manque peut\u2011\u00eatre un peu de sensibilit\u00e9 quelque part dans ce minist\u00e8re\u2011l\u00e0. Ce serait peut\u2011\u00eatre le temps qu'on en ajoute un peu.</p>\n<p data-HoCid=\"6910157\" data-originallang=\"fr\">Des cas de r\u00e9unification familiale, des cas d'entreprises qui sont \u00e0 la recherche de travailleurs \u00e9trangers temporaires pour r\u00e9ussir \u00e0 surmonter la pand\u00e9mie, des cas comme ceux\u2011l\u00e0, on en a par dizaines chaque semaine, pas seulement dans la circonscription de Drummond, mais dans toutes les circonscriptions repr\u00e9sent\u00e9es par mes coll\u00e8gues ici.</p>\n<p data-HoCid=\"6910158\" data-originallang=\"fr\">Dans le discours du Tr\u00f4ne, on esp\u00e9rait voir quelque chose de concret pour la culture. Les GAFAM s'approprient les revenus publicitaires de nos m\u00e9dias et de nos cr\u00e9ateurs de contenu depuis trop longtemps. Cette semaine, on s'attend \u00e0 ce que le nouveau projet de loi sur la radiodiffusion soit d\u00e9pos\u00e9 et j'en appelle \u00e0 tous mes coll\u00e8gues \u00e0 la Chambre pour que ce projet de loi soit adopt\u00e9 rapidement. En effet, notre culture, nos cr\u00e9ateurs de contenu et nos m\u00e9dias n'en peuvent plus et attendent depuis des ann\u00e9es qu'on r\u00e9vise la Loi sur la radiodiffusion. Nous aurons l'occasion de recevoir le nouveau projet de loi cette semaine et il sera urgent qu'on l'adopte pour r\u00e9gler le d\u00e9s\u00e9quilibre qui r\u00e8gne dans notre syst\u00e8me de radiodiffusion au Canada.</p>"
