"en": "<p data-HoCid=\"7441089\" data-originallang=\"fr\">Madam Speaker, I thank my colleague from Winnipeg North for his question, which is central to the concerns that resulted in this bill.</p>\n<p data-HoCid=\"7441090\" data-originallang=\"fr\">Unfortunately, since the start of my mandate, I have too often worked on files concerning the issue of independent investigation, as in the case of the Canadian Armed Forces. Reports and studies have shown for many years that there needs to be an independent process so that investigations of allegations of assault can be conducted outside of the armed forces, in a neutral space. </p>\n<p data-HoCid=\"7441091\" data-originallang=\"fr\">I have also had the opportunity to stand in for my colleague from <a data-HoCid=\"278406\" href=\"/politicians/kristina-michaud/\" title=\"Kristina Michaud\">Avignon\u2014La Mitis\u2014Matane\u2014Matap\u00e9dia</a> on the Standing Committee on Public Safety and National Security, where I saw the same thing. When I was there, we were studying cases of abuse in the RCMP, and we asked that investigations be conducted independently so that the public would once again trust the RCMP.</p>\n<p data-HoCid=\"7441092\" data-originallang=\"fr\">That is also what athletes are currently asking for, in particular the gymnasts who came to testify yesterday at the Standing Committee on the Status of Women. They want an independent and neutral space where victims can report assaults with the utmost confidence.</p>\n<p data-HoCid=\"7441093\" data-originallang=\"fr\">These are very delicate issues that can leave victims highly vulnerable. It is not easy to call out this type of situation. The victims must have full confidence in the system. This is really a crucial issue, and it is at the heart of the bill.</p>",

Lorsque j'\u00e9tais l\u00e0, nous \u00e9tudiions les cas de mauvais traitements \u00e0 la GRC et on demandait que les enqu\u00eates puissent \u00eatre men\u00e9es de fa\u00e7on ind\u00e9pendante afin que le public puisse faire de nouveau confiance \u00e0 la GRC.</p>\n<p data-HoCid=\"7441092\" data-originallang=\"fr\">C'est aussi ce que demandent les athl\u00e8tes aujourd'hui, notamment les gymnastes qui sont venues t\u00e9moigner hier au Comit\u00e9 permanent de la condition f\u00e9minine. Elles demandent un espace ind\u00e9pendant et neutre o\u00f9 les victimes pourraient d\u00e9noncer les agressions en toute confiance.</p>\n<p data-HoCid=\"7441093\" data-originallang=\"fr\">Ce sont des questions tellement d\u00e9licates qui m\u00e8nent \u00e0 \u00e9norm\u00e9ment de fragilit\u00e9. Il n'est pas facile de d\u00e9noncer ce genre de situation. Les victimes doivent avoir pleinement confiance dans le syst\u00e8me. C\u2019est vraiment une question cruciale et elle est au c\u0153ur du projet de loi.</p>"
