"en": "<p data-HoCid=\"6267653\" data-originallang=\"fr\">Mr. Speaker, I thank my colleague for his very good question and comment.</p>\n<p data-HoCid=\"6267654\" data-originallang=\"fr\">Why are most of the support measures coming from Ottawa, from the federal government?</p>\n<p data-HoCid=\"6267655\" data-originallang=\"fr\">It is because over the past few decades, as I noted in my speech, the central government has smothered the provinces. I am referring to the fiscal imbalance.</p>\n<p data-HoCid=\"6267656\" data-originallang=\"fr\">How did Jean Chr\u00e9tien's government, with Paul Martin as finance minister, wipe out the deficit? By cutting the transfers for health care, post-secondary education and social services. The transfers have never been restored to their former levels.</p>\n<p data-HoCid=\"6267657\" data-originallang=\"fr\">In 2017, Quebec's Liberal health minister, Ga\u00e9tan Barrette, accused the federal government of predatory federalism, arguing that it was imposing conditions on health care in exchange for a few extra crumbs. That was not enough.</p>\n<p data-HoCid=\"6267658\" data-originallang=\"fr\">I want the members of the House to remember that, ultimately, the programs that the government has put in place are basically funded through debt, meaning that taxpayers are going to have to pay for them later. This money does not belong to the government. The money that the government is handling is public money. It is a colossal public debt. We must not lose sight of that fact.</p>\n<p data-HoCid=\"6267659\" data-originallang=\"fr\">I have a question for the government. In his speech yesterday, the <a data-HoCid=\"253787\" href=\"/politicians/darren-fisher/\" title=\"Darren Fisher\">Parliamentary Secretary to the Minister of Health</a>, who is a representative of the government, said that the federal government had a moral authority to intervene in areas of provincial jurisdiction, such as health care.</p>\n<p data-HoCid=\"6267660\" data-originallang=\"fr\">The government can answer my question later. Where did the government get that so-called moral authority? From the Governor General?</p>",

C'est insuffisant.</p>\n<p data-HoCid=\"6267658\" data-originallang=\"fr\">Je veux rappeler aux d\u00e9put\u00e9s \u00e0 la Chambre que, dans le fond, les programmes que le gouvernement a mis en place sont essentiellement financ\u00e9s par un endettement, c'est-\u00e0-dire par les citoyens et les citoyennes qui vont devoir le rembourser plus tard. Ce n'est pas l'argent du gouvernement. L'argent que le gouvernement g\u00e8re est l'argent de la population, c'est la dette immense de la population. Il faut certainement garder cela \u00e0 l'esprit.</p>\n<p data-HoCid=\"6267659\" data-originallang=\"fr\">J'aimerais poser une question au gouvernement. Hier, durant son allocution, le <a data-HoCid=\"253787\" href=\"/politicians/darren-fisher/\" title=\"Darren Fisher\">secr\u00e9taire parlementaire de la ministre de la Sant\u00e9</a>, qui est un repr\u00e9sentant du gouvernement, a dit que le gouvernement f\u00e9d\u00e9ral avait l'autorit\u00e9 morale d'intervenir dans les champs de comp\u00e9tence des provinces, notamment en sant\u00e9.</p>\n<p data-HoCid=\"6267660\" data-originallang=\"fr\">Le gouvernement me r\u00e9pondra lorsqu'il le pourra.
