        "en": "<p data-HoCid=\"6035453\" data-originallang=\"en\">Madam Speaker, it is indeed an honour for me to take part in my first debate here on the floor of the House of Commons. Before I proceed, I want to take a moment to thank a number of individuals, as well as my constituents, for putting their faith in me. I want to thank the people of Fort Erie, Niagara Falls and Niagara-on-the-Lake for the trust they have placed in me. </p>\n<p data-HoCid=\"6035454\" data-originallang=\"en\">My loving wife Carol and son Daniel, as well as my entire family, have been my strongest supporters and I would not be standing here at this moment without their love and support. I thank them all dearly from the bottom of my heart. My only regret is not having my dad or father-in-law here to see it, but I know they are watching from above, with my son David, his cousin Leo, my cousins Michael and Maria, and my late aunts and uncles. They have all helped shape who I am today. </p>\n<p data-HoCid=\"6035455\" data-originallang=\"en\">I thank those who have volunteered their time in my nomination and during my campaign for placing in me their confidence and unwavering support. I thank the Hon. Rob Nicholson, my political mentor, for his sound advice, guidance and wisdom. As many members of the House will know, Rob proudly and loyally served his constituents and our country for an incredible 24 years. </p>\n<p data-HoCid=\"6035456\" data-originallang=\"en\">There is no greater reward in this profession than being able to help those who need it most. I thank Rob for everything he has done and will continue to do in his well-earned retirement.</p>\n<p data-HoCid=\"6035457\" data-originallang=\"en\">When I announced my intentions to run for public office, I stated that I was doing so because I believed in building a better future for our country and for those who are fortunate enough to call Niagara their home. Now that we are here in this place as elected parliamentarians, I am looking forward to working with members of all parties to advance our country's best interests.</p>\n<p data-HoCid=\"6035458\" data-originallang=\"en\">It is a great privilege to speak in the House today to Bill <a data-HoCid=\"10615191\" href=\"/bills/43-1/C-4/\" title=\"An Act to implement the Agreement between Canada, the United States of America and the United Mexican States\">C-4</a>, an act to implement the agreement between Canada, the United States of America and the United Mexican States. It is worth noting the Conservative Party of Canada is the party of free trade. I am proud of that. It is a Conservative legacy. The original North American Free Trade Agreement originated from our party's hard work on the free trade file many years ago. </p>\n<p data-HoCid=\"6035459\" data-originallang=\"en\">Canada's Conservatives support free trade with our North American trading partners. However, what we do not support is rushing blindly into an agreement to implement a deal, the details of which have not yet been shared. </p>\n<p data-HoCid=\"6035460\" data-originallang=\"en\">Over a month ago, our party requested that the Liberals provide us with details of the economic impact studies of this signed agreement. To date, we are still waiting, as are many of the Canadian industries that rely on this deal. </p>\n<p data-HoCid=\"6035461\" data-originallang=\"en\">It is our duty as parliamentarians to analyze all legislation that is brought before the House, including this bill. Canadians expect their representatives in this chamber to do this, as they should. Our party is committed to conducting this due diligence on their behalf. Therefore, we once again ask for the background documents and the economic impact studies so we can make an informed decision on this incredibly important free trade agreement.</p>\n<p data-HoCid=\"6035462\" data-originallang=\"en\">In the federal riding of Niagara Falls, my constituents want to see us work together to create more opportunities for trade, job creation and investment. Delivering a workable free trade deal that could lead to this opportunity, and provide certainty for our manufacturers in the Golden Horseshoe and beyond, is my goal and, I hope, the goal of all members here.</p>\n<p data-HoCid=\"6035463\" data-originallang=\"en\">The highest-valued provincial exporter to the United States is Ontario. However, we must not cheer too quickly, because the value of these exports in 2018 declined over 2017. </p>\n<p data-HoCid=\"6035464\" data-originallang=\"en\">The uncertainty caused by the renegotiation of NAFTA and the lack of any detailed information or economic impact studies provided by the current government is worrisome. According to Statistics Canada, there were fewer Ontarians employed in manufacturing in December 2019 compared with December 2018, despite employment growing overall in the province by 3.3%.</p>\n<p data-HoCid=\"6035465\" data-originallang=\"en\">Manufacturing had been the historical economic backbone of my riding of Niagara Falls. However, partially because of the economic uncertainty over the past number of years, manufacturing jobs have packed up and left. </p>\n<p data-HoCid=\"6035466\" data-originallang=\"en\">We need to create certainty in our business environment. We can do it by working together to study this trade agreement, identify its benefits and its deficiencies and put in place plans to overcome the deficiencies that will negatively impact Canadian industries.</p>\n<p data-HoCid=\"6035467\" data-originallang=\"en\">In my riding, there are residents at work in the auto sector in nearby St. Catharines. We used to have three automotive manufacturing plants by General Motors, employing thousands of employees in that city. Today, only one engine plant remains.</p>\n<p data-HoCid=\"6035468\" data-originallang=\"en\">We do not want to see this industry get any smaller in our part of the country. These are important jobs that support hard-working families. Any negative impacts on the auto sector from the new NAFTA would cause hardship for these workers, their families and the overall local economy. Without our being supplied economic impact studies, it is very difficult to know what economic impacts there could be and how these may impact our local economies and Canadian industries. </p>\n<p data-HoCid=\"6035469\" data-originallang=\"en\">Just going by what we know, the Liberals negotiated changes to the rules of origin for our auto manufacturing industry. Now 70% of the steel used in new vehicles must be melted and poured in North America. That is good protection for our domestic steel industry, and I do not think anyone would argue it is not a positive change. </p>\n<p data-HoCid=\"6035470\" data-originallang=\"en\">Unfortunately, the Liberals seem to have dropped the ball during the trade negotiations by accepting concessions on aluminum production. There are no North American content rules governing the melting and pouring of aluminum used in the manufacturing of autos and parts. Does that mean Chinese aluminum could make its way into Mexican-made engines or car components? The engine plant in St. Catharines will have to compete against that.</p>",

Je les remercie de tout c\u0153ur. Mon seul regret est que ni mon p\u00e8re ni mon beau-p\u00e8re n'aient pu \u00eatre ici, mais je sais qu'ils me regardent de l\u00e0-haut en compagnie de mon fils, David, et de son cousin, Leo, de mes cousins Michael et Maria, et de mes tantes et mes oncles d\u00e9c\u00e9d\u00e9s. Ils ont tous contribu\u00e9 \u00e0 faire de moi la personne que je suis aujourd'hui. </p>\n<p data-HoCid=\"6035455\" data-originallang=\"en\">Je remercie tous ceux qui ont fait du b\u00e9n\u00e9volat en vue de mon investiture et pendant la campagne \u00e9lectorale et qui m'ont accord\u00e9 leur confiance et leur appui ind\u00e9fectible. Je remercie l'honorable Rob Nicholson, mon mentor politique, de ses judicieux conseils, de son encadrement et de sa sagesse. Plusieurs d\u00e9put\u00e9s le savent, Rob a servi les gens de sa circonscription et le pays avec fiert\u00e9 et loyaut\u00e9 pendant 24 ans, ce qui est tout \u00e0 fait incroyable. </p>\n<p data-HoCid=\"6035456\" data-originallang=\"en\">Il n'y a rien de plus gratifiant dans notre profession que de pouvoir aider ceux qui en ont le plus besoin. Je remercie Rob de tout ce qu'il a fait et de ce qu'il continuera de faire pendant sa retraite bien m\u00e9rit\u00e9e. </p>\n<p data-HoCid=\"6035457\" data-originallang=\"en\">Quand j'ai annonc\u00e9 mon intention de briguer les suffrages, j'ai dit que c'est parce que je crois qu'on peut aspirer \u00e0 un avenir meilleur pour le Canada et pour les Canadiens qui ont la chance d'habiter dans la r\u00e9gion de Niagara. Maintenant que nous sommes ici, j'ai l'intention de collaborer avec tous les autres \u00e9lus, quel que soit leur parti, pour faire valoir les int\u00e9r\u00eats du pays.</p>\n<p data-HoCid=\"6035458\" data-originallang=\"en\">C'est un immense privil\u00e8ge de pouvoir parler aujourd'hui du projet de loi <a data-HoCid=\"10615191\" href=\"/bills/43-1/C-4/\" title=\"An Act to implement the Agreement between Canada, the United States of America and the United Mexican States\">C-4</a>, Loi de mise en \u0153uvre de l'Accord Canada\u2014\u00c9tats-Unis\u2014Mexique. Je ne crois pas avoir besoin de rappeler que le Parti conservateur du Canada est le parti du libre-\u00e9change, et j'en suis fier. Cela fait partie de l'identit\u00e9 conservatrice. C'est d'ailleurs parce que notre parti a travaill\u00e9 d'arrache-pied \u00e0 l'\u00e9poque que le Canada a pu signer l'Accord de libre-\u00e9change nord-am\u00e9ricain original.</p>\n<p data-HoCid=\"6035459\" data-originallang=\"en\">Les conservateurs du Canada appuient le libre-\u00e9change avec nos partenaires commerciaux nord-am\u00e9ricains. Toutefois, nous n'appuyons pas l'id\u00e9e d'adopter aveugl\u00e9ment un accord \u00e0 la h\u00e2te pour mettre en \u0153uvre une entente dont les d\u00e9tails n'ont pas encore \u00e9t\u00e9 communiqu\u00e9s.</p>\n<p data-HoCid=\"6035460\" data-originallang=\"en\">Il y a plus d'un mois, notre parti a demand\u00e9 aux lib\u00e9raux de lui fournir les d\u00e9tails des \u00e9tudes d'impact \u00e9conomique de l'accord qui a \u00e9t\u00e9 sign\u00e9. Nous attendons toujours, tout comme un grand nombre d'industries canadiennes qui comptent sur cette entente.</p>\n<p data-HoCid=\"6035461\" data-originallang=\"en\">Nous, parlementaires, avons pour devoir d'analyser toutes les mesures l\u00e9gislatives dont la Chambre est saisie, y compris ce projet de loi. Les Canadiens s'attendent \u00e0 ce que ceux qui les repr\u00e9sentent fassent leur devoir. Notre parti entend donc faire cette analyse pr\u00e9alable pour eux. Par cons\u00e9quent, nous demandons encore une fois les documents d'information et les \u00e9tudes d'impact \u00e9conomique pour que nous puissions prendre une d\u00e9cision \u00e9clair\u00e9e \u00e0 propos de cet accord de libre-\u00e9change d'une importance extr\u00eame.</p>\n<p data-HoCid=\"6035462\" data-originallang=\"en\">Dans ma circonscription f\u00e9d\u00e9rale, Niagara Falls, les \u00e9lecteurs veulent qu'ensemble, nous travaillions \u00e0 cr\u00e9er des possibilit\u00e9s de commerce, d'emplois et d'investissements. Mon but est de livrer un accord de libre-\u00e9change applicable qui pourrait donner ces possibilit\u00e9s et rassurer les fabricants dans le Golden Horseshoe et ailleurs, et j'esp\u00e8re que c'est aussi le but de tous les d\u00e9put\u00e9s ici.</p>\n<p data-HoCid=\"6035463\" data-originallang=\"en\">La province qui exporte le plus vers les \u00c9tats-Unis, pour ce qui est de la valeur des exportations, est l'Ontario. Toutefois, il ne faut pas se r\u00e9jouir trop vite, car la valeur de ces exportations a diminu\u00e9 en 2018 par rapport \u00e0 2017. </p>\n<p data-HoCid=\"6035464\" data-originallang=\"en\">La ren\u00e9gociation de l'ALENA et l'absence d'informations d\u00e9taill\u00e9es ou d'\u00e9tudes d'impact \u00e9conomique de la part du gouvernement actuel ont cr\u00e9\u00e9 un climat d'incertitude tr\u00e8s inqui\u00e9tant. Selon Statistique Canada, moins d'Ontariens \u00e9taient employ\u00e9s dans le secteur manufacturier en d\u00e9cembre 2019 par rapport \u00e0 d\u00e9cembre 2018, et ce, en d\u00e9pit d'une croissance globale de 3,3 % de l'emploi dans la province. </p>\n<p data-HoCid=\"6035465\" data-originallang=\"en\">Depuis toujours, l'industrie manufacturi\u00e8re \u00e9tait l'\u00e9pine dorsale de ma circonscription, Niagara Falls. Toutefois, nous avons perdu des emplois dans le secteur manufacturier en partie \u00e0 cause de l'incertitude \u00e9conomique des derni\u00e8res ann\u00e9es.</p>\n<p data-HoCid=\"6035466\" data-originallang=\"en\">Nous devons cr\u00e9er un climat de certitude dans le monde des affaires. Pour ce faire, nous pouvons examiner ensemble l'accord propos\u00e9, rep\u00e9rer ses forces et ses faiblesses, et \u00e9tablir des plans pour pallier les failles qui auront une incidence n\u00e9gative sur les industries canadiennes.</p>\n<p data-HoCid=\"6035467\" data-originallang=\"en\">Des r\u00e9sidants de ma circonscription travaillent dans le secteur de l'automobile \u00e0 St. Catharines, une municipalit\u00e9 avoisinante. \u00c0 une certaine \u00e9poque, la r\u00e9gion comptait trois usines de General Motors, qui employaient des milliers de personnes. Aujourd'hui, il ne reste qu'une usine de fabrication de moteurs.</p>\n<p data-HoCid=\"6035468\" data-originallang=\"en\">Nous ne voudrions pas que cette industrie perde davantage de terrain dans notre r\u00e9gion, car elle procure des emplois importants qui font vivre des familles enti\u00e8res. Si le nouvel ALENA a des effets n\u00e9gatifs sur le secteur de l'automobile, les travailleurs, leur famille et l'\u00e9conomie locale en souffriront. Comme le gouvernement ne nous fournit pas les \u00e9tudes sur les r\u00e9percussions \u00e9conomiques, il nous est tr\u00e8s difficile d'avoir une id\u00e9e des r\u00e9percussions possibles et de l'effet qu'elles pourraient avoir sur les \u00e9conomies locales et les industries du pays. </p>\n<p data-HoCid=\"6035469\" data-originallang=\"en\">D'apr\u00e8s ce que nous savons, les lib\u00e9raux ont n\u00e9goci\u00e9 des modifications aux r\u00e8gles d'origine dans le secteur de la fabrication d'automobiles. D\u00e9sormais, 70 % de l'acier utilis\u00e9 dans les nouveaux v\u00e9hicules devra avoir \u00e9t\u00e9 fondu et coul\u00e9 en Am\u00e9rique du Nord. Ce changement offre une bonne protection \u00e0 l'industrie canadienne de l'acier. Tout le monde conviendra, je crois, qu'il s'agit d'un changement positif. </p>\n<p data-HoCid=\"6035470\" data-originallang=\"en\">Malheureusement, les lib\u00e9raux semblent avoir failli \u00e0 la t\u00e2che lors des n\u00e9gociations commerciales en acceptant des concessions sur la production d'aluminium. Il n'existe pas de r\u00e8gles nord-am\u00e9ricaines sur le contenu, r\u00e9gissant la fonte et la coul\u00e9e de l'aluminium utilis\u00e9 dans la fabrication des automobiles et des pi\u00e8ces. Cela signifie-t-il que l'aluminium chinois pourrait se retrouver dans des moteurs ou des pi\u00e8ces automobiles fabriqu\u00e9s au Mexique? L'usine de moteurs de St. Catharines devra affronter cette concurrence.</p>"
