        "en": "<p data-HoCid=\"6400739\" data-originallang=\"en\">Madam Speaker, I was impressed with the analogy that my colleague brought to the floor of the House. I do not have a Jesus story like that to convey, but I have participated in previous years in the justice committee. The justice committee deals with a lot of young people who often fall on the wrong side of the law. They will be brought before a justice committee where the matter can be dealt with, especially when the victim and the perpetrator come together to achieve a result that both sides agree is most appropriate.</p>\n<p data-HoCid=\"6400740\" data-originallang=\"en\">This is an issue that is of great importance for me, in that in Winnipeg North there are very serious addiction issues. We can take walks with some of our non-profit groups who make excellent, wonderful efforts, such as the Bear Clan. I know that members of all political parties, either directly or indirectly, are familiar with the Bear Clan. Individual members of Parliament and others walk with them to get a sense of the degree of drug abuse, in particular the concentration and correlation of very strong abuse in that area of Winnipeg, a good portion of which I represent.</p>\n<p data-HoCid=\"6400741\" data-originallang=\"en\">I am pleased when I hear that this is not as much a criminal matter as it is a social, economic and, in many ways, a mental issue. We need to look at ways that we can shift it over to the health area. I see that as a benefit and am very interested. Unlike my New Democratic friend who provided his thoughts on it, I applaud the member for the way he wants to get this subject matter before a standing committee. I appreciate what he is saying. I too would be very interested in hearing what other experts have to contribute to the debate.</p>\n<p data-HoCid=\"6400742\" data-originallang=\"en\">When we passed the legislation for the legalization of cannabis, there was a great deal of concern regarding that and a lot of the concern has been addressed. I believe there is far less gang activity as a result, in terms of the selling of cannabis.</p>",

Je sais que les d\u00e9put\u00e9s de tous les partis politiques connaissent directement ou indirectement la Bear Clan Patrol. Des d\u00e9put\u00e9s et d\u2019autres personnes marchent avec eux pour comprendre l\u2019\u00e9tendue de la toxicomanie, surtout de la concentration et de la corr\u00e9lation d\u2019une tr\u00e8s forte consommation dans ce quartier de Winnipeg que je repr\u00e9sente en bonne partie.</p>\n<p data-HoCid=\"6400741\" data-originallang=\"en\">Je suis heureux d\u2019entendre qu\u2019il ne s\u2019agit pas tant d\u2019une affaire criminelle que d\u2019un probl\u00e8me social, \u00e9conomique et, \u00e0 bien des \u00e9gards, mental. Nous devons examiner les moyens de transf\u00e9rer ces cas au secteur de la sant\u00e9. Je crois que ce serait avantageux et cela m'int\u00e9resse beaucoup. Contrairement \u00e0 mon ami n\u00e9o-d\u00e9mocrate qui a fait part de ses r\u00e9flexions \u00e0 ce sujet, j\u2019applaudis le d\u00e9put\u00e9 pour la fa\u00e7on dont il souhaite que cette question soit soumise \u00e0 un comit\u00e9 permanent. Je suis d\u2019accord avec ce qu\u2019il dit. Je serais moi aussi tr\u00e8s int\u00e9ress\u00e9 d\u2019entendre ce que d\u2019autres experts ont \u00e0 apporter au d\u00e9bat.</p>\n<p data-HoCid=\"6400742\" data-originallang=\"en\">Quand nous avons adopt\u00e9 la loi pour la l\u00e9galisation du cannabis, il y avait beaucoup de pr\u00e9occupations \u00e0 ce sujet et une grande partie de ces pr\u00e9occupations ont \u00e9t\u00e9 prises en compte. Je pense que cette loi a permis de r\u00e9duire consid\u00e9rablement les activit\u00e9s des gangs quant \u00e0 la vente de cannabis.</p>"
