"en": "<p data-HoCid=\"6380745\" data-originallang=\"en\">Madam Speaker, it is very important and great to rise today in the House on Bill <a data-HoCid=\"10959361\" href=\"/bills/43-2/C-12/\" title=\"An Act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050\">C-12</a>, which I have read extensively over the last couple days. It is the Canadian net-zero emissions accountability act.</p>\n<p data-HoCid=\"6380746\" data-originallang=\"en\">Why is it important to rise? It is because of the opportunity that is ahead of us, the residents in my riding of Vaughan\u2014Woodbridge, the residents here in the province of Ontario, and the residents and all the citizens across Canada, to achieving net zero by 2050.</p>\n<p data-HoCid=\"6380747\" data-originallang=\"en\">What are the economic opportunities that we are speaking about? Why is the target of the legislation we have put forward in this House important to families like mine and to kids all over this country? It is because of the economic opportunities that it would create, the families that would benefit from it and a stronger, cleaner and healthier environment, which we all want to have and which should be a non-partisan issue to achieve.</p>\n<p data-HoCid=\"6380748\" data-originallang=\"en\">I have read extensively on this topic. Even just yesterday, the Royal Bank of Canada laid out a plan on carbon sequestration with some comments from one of the economists there. I just want to read this out, because this is not a partisan issue, this is about growing the economy. We see this from Conservatives in the U.K. under Boris Johnson and in other places in the world. People are coming together and working together on getting to net zero.</p>\n<p data-HoCid=\"6380749\" data-originallang=\"en\">RBC wrote in its report: </p>\n<blockquote><p data-HoCid=\"6380750\" data-originallang=\"en\"> As it lays out long-term climate plans, the federal government has an opportunity to write a new chapter in Canadian climate policy: one that acknowledges the importance of the energy sector, encourages abatement across industries, leverages investment from the private sector, and spurs innovation in sectors that contribute the most to our climate challenge. </p>\n</blockquote><p data-HoCid=\"6380751\" data-originallang=\"en\">Yes, we want to reduce greenhouse gas emissions. Yes, we want to set those targets. The framework that is laid out in Bill <a data-HoCid=\"10959361\" href=\"/bills/43-2/C-12/\" title=\"An Act respecting transparency and accountability in Canada's efforts to achieve net-zero greenhouse gas emissions by the year 2050\">C-12</a> is functional and workable, and within six months of the legislation enactment, a plan would be put forward to continually lower greenhouse gas emissions. </p>\n<p data-HoCid=\"6380752\" data-originallang=\"en\">In my research, I saw this week \u201cCanada's Energy Future 2020\u201d. I encourage all members of Parliament to read it and look through that document. It is about Canada's energy future and how important it is that we have different sources of energy in this country to continue to power our economy going forward.</p>\n<p data-HoCid=\"6380753\" data-originallang=\"en\">There is one company I need to highlight, because it is so important. There is an economic opportunity here in the world, because we are talking about a global economy that our country participates in. It is a global economy that our workers compete in. We need to make sure they have the right skills, training and know-how to compete against the best and the brightest, and we have the best and the brightest in this country.</p>\n<p data-HoCid=\"6380754\" data-originallang=\"en\">I think about the Enel Group. Most MPs know my heritage. My parents came from Italy and then immigrated to Canada. Here is a company from my parents' homeland, which just received the ranking of number one on Bloomberg's sustainability index. It is a company that is investing in green technologies all over the world.</p>\n<p data-HoCid=\"6380755\" data-originallang=\"en\">I will read a comment from earlier this year. I believe it is from January 27. It says, \u201cFor the first time, the United Nations Global Compact has galvanized the chief financial officers...of global companies\u2014responsible for investments worth $14 trillion\u2014by establishing a taskforce to help close the gap in funding a sustainable future.\u201d</p>\n<p data-HoCid=\"6380756\" data-originallang=\"en\">That is what we are talking about. We are talking about a conversation for tomorrow. We are talking about our future, and we need to get with it. We need to get this legislation implemented. We need to develop that plan, work with the private sector, the provinces and non-profits to move Canada forward, because the opportunity is there. We have the skills. We have the know-how. We have the resources.</p>",

Pas plus tard qu'hier, la Banque Royale du Canada a pr\u00e9sent\u00e9 un rapport concernant la s\u00e9questration du carbone, rapport qui comprend des observations d'un \u00e9conomiste de cette banque. J'aimerais en citer un passage, car il ne s'agit pas d'une question partisane. Il s'agit plut\u00f4t de favoriser la croissance \u00e9conomique. Nous pouvons constater ce ph\u00e9nom\u00e8ne avec le gouvernement conservateur de Boris Johnson, au Royaume-Uni, et avec d'autres gouvernements partout dans le monde. Il existe une opportunit\u00e9 \u00e9conomique ici, parce que nous parlons d\u2019une \u00e9conomie mondiale \u00e0 laquelle participe notre pays. Dans cette \u00e9conomie, nos travailleurs doivent soutenir la concurrence mondiale. Nous devons nous assurer qu'ils ont les comp\u00e9tences, la formation et le savoir-faire n\u00e9cessaires pour livrer concurrence aux meilleurs et aux plus brillants, et nous avons les meilleurs et les plus brillants ici m\u00eame au Canada.</p>\n<p data-HoCid=\"6380754\" data-originallang=\"en\">Je veux parler du groupe Enel. Une entreprise du pays de mes parents vient juste d\u2019\u00eatre class\u00e9e au premier rang sur l\u2019indice de durabilit\u00e9 Bloomberg. Cette entreprise investit dans les technologies vertes \u00e0 travers le monde.</p>\n<p data-HoCid=\"6380755\" data-originallang=\"en\">Je vais lire un commentaire publi\u00e9 au d\u00e9but de l\u2019ann\u00e9e, le 27 janvier, je crois. Je cite: \u00ab Pour la premi\u00e8re fois, le Pacte mondial des Nations unies a galvanis\u00e9 les directeurs financiers [\u2026] de multinationales \u2014 responsables d\u2019investissements totalisant 14 billions de dollars \u2014 en mettant sur pied un groupe de travail charg\u00e9 de combler le d\u00e9ficit dans le financement pour un avenir durable. \u00bb</p>\n<p data-HoCid=\"6380756\" data-originallang=\"en\">Voil\u00e0 de quoi nous parlons. Nous parlons d\u2019un dialogue pour l\u2019avenir. C\u2019est de notre avenir que nous parlons et nous devons nous mettre \u00e0 la t\u00e2che. Nous devons mettre en \u0153uvre cette mesure l\u00e9gislative. Nous devons \u00e9laborer un plan et travailler avec le secteur priv\u00e9, les provinces et les organisations \u00e0 but non lucratif pour faire avancer le Canada, parce que nous devons sauter sur l\u2019occasion. Nous poss\u00e9dons le savoir-faire. Nous avons les ressources.</p>"
