        "en": "<p data-HoCid=\"6351503\" data-originallang=\"en\">Madam Speaker, I am raising an issue today in our Adjournment Proceedings that I originally raised on October 2 in question period and again on November 5. </p>\n<p data-HoCid=\"6351504\" data-originallang=\"en\">Tragically, in that intervening time the government did nothing to address the concern I was raising and it is a matter that has now had a significant change for the worse, in that the U.S. government has now approved seven years of naval testing activities in the habitat of our southern resident killer whales. We are now in a position where I am not asking the government just to take action, but to remedy its failure to take action when the comment period was open.</p>\n<p data-HoCid=\"6351505\" data-originallang=\"en\">Here, in brief, are the facts: The U.S. Navy proposes to run offshore testing throughout the extent of the Pacific offshore from Alaska to California, of course including the waters of the Salish Sea and the critical habitat of one of our most iconic endangered species. The southern resident killer whale population is now down to 74 individual animals, and they are threatened by many things. </p>\n<p data-HoCid=\"6351506\" data-originallang=\"en\">They are threatened by lack of food supply and from the failure to take action. It was 14 years, just to make note, between when the species was identified as endangered and when a recovery plan came out. We know we need to protect their supply of chinook salmon. That is their favourite food. They are starving.</p>\n<p data-HoCid=\"6351507\" data-originallang=\"en\"> We know they need to be protected from ship strikes and increased shipping activity, yet the current government is pushing ahead with the now taxpayer-owned and funded Trans Mountain pipeline with an increase in tankers in their waters. We know they are threatened by ship strikes of other vessels, including not just ship strikes but the intrusive activity of whale-watching vessels. We created a sanctuary zone for the whales but we have not enforced it. That is in the area around Saturna Island, Mayne Island and Pender Island. It is not being enforced and their so-called sanctuary, which is the size of a postage stamp, and their habitat are being intruded upon without penalties and without fines.</p>\n<p data-HoCid=\"6351508\" data-originallang=\"en\">Here is what a responsible government would do. I am going to quote from a letter from an elected official who said, \u201cSimply put, [this jurisdiction] considers the level of incidental takings of marine mammals in [these naval exercises] to be unacceptable.\u201d The governor of the State of Washington, Governor Jay Inslee, wrote those words in July 2020, urging the U.S. government not to approve these naval tests.</p>\n<p data-HoCid=\"6351509\" data-originallang=\"en\">In response, Canada has said nothing. Every time I have raised it on the floor of the House of Commons, every time anyone in the media has asked any minister in the current government, we are told, and this is the talking point and I am sure we will hear it soon, that the southern resident killer whales are important to Canada and we will work with our partners, that being, I guess, the U.S. Navy, while they conduct sonar tests, while they use torpedoes, while they detonate bombs and they use underwater drones. These activities could not make matters worse for our population of southern resident killer whales. </p>\n<p data-HoCid=\"6351510\" data-originallang=\"en\">We should have been taking a strong stand, telling the U.S. Navy what the governor of Washington told them: This is dangerous for our whales. What they call \u201cincidental takings\u201d, as many as 243 incidental takings of key requirements for the southern resident killer whales over seven years, are completely unacceptable.</p>\n<p data-HoCid=\"6351511\" data-originallang=\"en\">Therefore, I put this to the minister in debate tonight: What will we do to take this up with the incoming president-elect? Can we put this on the list of things where Canada needs action from the U.S.?</p>",

Le nombre d'\u00e9paulards r\u00e9sidents du Sud s'\u00e9l\u00e8ve d\u00e9sormais \u00e0 74. L'\u00e9paulard r\u00e9sident du Sud est confront\u00e9 \u00e0 de multiples menaces.</p>\n<p data-HoCid=\"6351506\" data-originallang=\"en\">Il est menac\u00e9 par le manque de nourriture et par l'inaction. \u00c0 titre d'information, il s'est \u00e9coul\u00e9 14 ann\u00e9es entre le moment o\u00f9 cette esp\u00e8ce a \u00e9t\u00e9 d\u00e9clar\u00e9e en p\u00e9ril et celui o\u00f9 un plan de sauvetage a \u00e9t\u00e9 propos\u00e9. Nous savons qu'il faut prot\u00e9ger le saumon quinnat. C'est leur nourriture pr\u00e9f\u00e9r\u00e9e. Les \u00e9paulards sont affam\u00e9s. </p>\n<p data-HoCid=\"6351507\" data-originallang=\"en\">Nous savons qu'ils ont besoin d'\u00eatre prot\u00e9g\u00e9s contre les collisions avec des navires et l'accroissement du trafic maritime. Or, le gouvernement insiste pour aller de l'avant avec le pipeline Trans Mountain, qui est maintenant la propri\u00e9t\u00e9 des contribuables, car ils ont d\u00fb payer pour celui-ci, et qui augmentera la circulation des p\u00e9troliers dans les eaux qui abritent les \u00e9paulards. Nous savons que les \u00e9paulards risquent aussi de se faire heurter par d'autres navires et qu'ils sont menac\u00e9s non seulement par les collisions, mais aussi par l'activit\u00e9 envahissante des navires d'observation des baleines. Nous avons cr\u00e9\u00e9 une zone sanctuaire pour les baleines autour des \u00eeles Saturna, Mayne et Pender, mais nous ne la prot\u00e9geons pas. La zone n'est pas prot\u00e9g\u00e9e et le pr\u00e9tendu sanctuaire, de la superficie d'un timbre de poste, ainsi que l'habitat de l'\u00e9paulard sont viol\u00e9s sans p\u00e9nalit\u00e9s ni amendes.</p>\n<p data-HoCid=\"6351508\" data-originallang=\"en\">Voici ce que ferait un gouvernement responsable. Je vais citer une lettre r\u00e9dig\u00e9e par un repr\u00e9sentant \u00e9lu, qui a dit ceci: \u00ab [notre administration] consid\u00e8re que le nombre de mammif\u00e8res marins morts lors de [ces exercices navals] est tout simplement inacceptable \u00bb. Le gouverneur de l'\u00c9tat de Washington, Jay Inslee, a \u00e9crit ces mots en juillet 2020 pour exhorter le gouvernement des \u00c9tats-Unis \u00e0 ne pas approuver les essais navals.</p>\n<p data-HoCid=\"6351509\" data-originallang=\"en\">Pour sa part, le Canada n'a pas r\u00e9agi. Chaque fois que je soul\u00e8ve cette question \u00e0 la Chambre des communes, chaque fois qu'un journaliste la pose \u00e0 l'un des ministres actuels, on nous r\u00e9pond \u2014 c'est s\u00fbrement la r\u00e9ponse pr\u00e9fabriqu\u00e9e que nous entendrons encore bient\u00f4t \u2014 que les \u00e9paulards r\u00e9sidents du Sud ont de l'importance pour le Canada et que nous collaborerons avec nos partenaires, j'imagine qu'il s'agit de la marine am\u00e9ricaine, tandis qu'ils m\u00e8nent des tests \u00e0 l'aide de sonars, qu'ils utilisent des torpilles, qu'ils font exploser des bombes et qu'ils ont recours \u00e0 des drones sous-marins, autant d'activit\u00e9s n\u00e9fastes pour notre population d'\u00e9paulards r\u00e9sidents du Sud. </p>\n<p data-HoCid=\"6351510\" data-originallang=\"en\">Nous devrions adopter une position ferme et dire \u00e0 la marine am\u00e9ricaine ce que le gouverneur de l'\u00c9tat de Washington lui a d\u00e9j\u00e0 dit: ces activit\u00e9s mettent les \u00e9paulards en p\u00e9ril. La marine parle d'\u00ab incidents fortuits \u00bb. Eh bien, les \u00e9paulards r\u00e9sidents du Sud en sept ans pourraient subir, en sept ans, jusqu'\u00e0 243 incidents fortuits. C'est tout \u00e0 fait inacceptable.</p>\n<p data-HoCid=\"6351511\" data-originallang=\"en\">Voici donc la question que j'adresse \u00e0 la ministre ce soir: comment porterons-nous ce dossier \u00e0 l'attention du pr\u00e9sident \u00e9lu? Pouvons-nous l'ajouter \u00e0 la liste des dossiers pour lesquels le Canada a besoin d'une action de la part des \u00c9tats-Unis?</p>"
