I would just like to reiterate what he said. A lot of the failure to move forward on a lot of energy files, resource files over the last 10 years has been because the Conservative government was really trying to rush these through and by rushing them through, it cut corners. It did not do environmental assessments properly. It did not do consultation properly. That resulted in a lot of litigation in the courts on various issues. </p>\n<p data-HoCid=\"5981871\" data-originallang=\"en\">Unfortunately, that has continued with the Liberal government. We have seen the same thing happen with the Trans Mountain expansion project, where the so-called consultation done by the Liberal government was completely inadequate and that put the project back for a year or so.</p>\n<p data-HoCid=\"5981872\" data-originallang=\"en\">It seems that the rush to get these things through has resulted in very few actually getting through. Therefore, I would say that both the Liberals and the Conservatives are to blame in this regard.</p>\n<p data-HoCid=\"5981873\" data-originallang=\"en\">The NDP is very much in favour of the first part of this bill. It would restore the four land and water management boards. It would do what indigenous peoples and the peoples of the Northwest Territories want and we are very much in favour of that.</p>",

Une telle approche a entra\u00een\u00e9 de nombreux litiges devant les tribunaux sur diverses questions.</p>\n<p data-HoCid=\"5981871\" data-originallang=\"en\">Malheureusement, le gouvernement lib\u00e9ral poursuit sur la m\u00eame voie. Nous avons observ\u00e9 la m\u00eame chose pour le projet d'expansion de l'ol\u00e9oduc Trans Mountain. Les suppos\u00e9es consultations organis\u00e9es par le gouvernement lib\u00e9ral \u00e9taient compl\u00e8tement inad\u00e9quates, ce qui a retard\u00e9 le projet d'environ un an.</p>\n<p data-HoCid=\"5981872\" data-originallang=\"en\">Il semble que l'empressement \u00e0 r\u00e9aliser les projets de ce type a fait en sorte que tr\u00e8s peu d'entre eux ont vu le jour. Par cons\u00e9quent, je dirais que les lib\u00e9raux et les conservateurs partagent le bl\u00e2me \u00e0 cet \u00e9gard.</p>\n<p data-HoCid=\"5981873\" data-originallang=\"en\">Le NDP est tr\u00e8s favorable \u00e0 la premi\u00e8re partie du projet de loi. Elle r\u00e9tablirait les quatre offices des terres et des eaux. Elle r\u00e9pondrait \u00e0 une demande des peuples autochtones et des habitants des Territoires du Nord-Ouest. Nous sommes donc tout \u00e0 fait en faveur de cette partie.</p>"
