data-HoCid=\"5757254\" data-originallang=\"en\">Today I rise to support the motion that my friend, the member for <a data-HoCid=\"213914\" href=\"/politicians/sheri-benson/\" title=\"Sheri Benson\">Saskatoon West</a>, has put forward to create an immediate and necessary response to the housing crisis in Canada. I am glad to be speaking today as a follow-up to the important call to action that the NDP put forward to the Liberal government to immediately address the crisis in housing in on-reserve and northern homes.</p>\n<p data-HoCid=\"5757255\" data-originallang=\"en\">As a northerner, I see the crisis. We need a lot of housing in my community of La Loche. Walking the streets of La Loche, I see people who are struggling without homes and without water and do not know where they are going to get their next meal and where they are going to sleep. When I go to La Ronge, in front of the shelters like Scattered Site in La Ronge, I see people who are trying to get a meal.</p>\n<p data-HoCid=\"5757256\" data-originallang=\"en\"> It is important to see that the homeless people do not just sit on the streets all day.</p>\n<p data-HoCid=\"5757257\" data-originallang=\"en\"> I want to say more here about people who do not have houses. They do not have much with them. They do not have clothes or food or shelter or anywhere to sleep. People who are struggling with addictions, with alcohol, need housing too; they do not have housing. Youth and students who are away from their homes to attend school do not have homes when they are attending schools or university. People who are low-income wage earners who make money and single mothers who are often with young children and babies are people who do not have homes, and they are struggling too. Men of all ages are struggling as well. Those people do not have homes, and they are struggling too.</p>\n<p data-HoCid=\"5757258\" data-originallang=\"en\">Elders and seniors across northern Saskatchewan are more likely to be abused, and they are less likely to report the abuse they experience. They will not tell the RCMP, because they feel the RCMP will not help them. The cost of living is higher for seniors and the costs of medication and transportation to see a doctor are increasing. Even food is expensive. Money is scarce, and they do not have much. One elder I know from Montreal Lake is living in a shelter. The federal government and provincial government are ignoring her. She is forgotten by a system where nobody wants to help her.</p>\n<p data-HoCid=\"5757259\" data-originallang=\"en\"> People with low incomes and people who make lots of money are struggling to buy and maintain homes in the north. To borrow money is hard for them too. The cost of supplies and to transport lumber to the north is expensive. Maintenance costs are only increasing for the average person in the north. The cost of food for everyone is increasing. For those earners who have children, the cost of food, clothes and education is up too. </p>\n<p data-HoCid=\"5757260\" data-originallang=\"en\">People who are working are in poverty too. What people in the north want is different from what the government is providing. </p>\n<p data-HoCid=\"5757261\" data-originallang=\"en\">In my own community of La Loche, I see homeowners where I am living. I am a renter. I feel like I am living in a homeless place, because there are no places to go. </p>\n<p data-HoCid=\"5757262\" data-originallang=\"en\">It is hard to talk about these kinds of things. It is kind of embarrassing too. </p>\n<p data-HoCid=\"5757263\" data-originallang=\"en\">People on reserve have a tough time too. They try really hard to talk to the government about how to build houses and how to put money away for housing issues. It is difficult to do that too. In Saskatchewan, sometimes people get evicted and lose their houses. In Sandy Bay, dozens of families are victims of the cost of living. They do not know where to go. The government took the money and could help the people of the north. Furthermore, people who are struggling with housing and also people who have houses, whether working or not, still need a lot of money for housing and property. </p>\n<p data-HoCid=\"5757264\" data-originallang=\"en\">The Conservatives, when they were in power, cut off funding for a lot of people, and there is no more money for that. The Liberal government is the same, cutting the funds for housing. It is hard for people in the north to ask for help with funding. They need a lot of money for housing. </p>\n<p data-HoCid=\"5757265\" data-originallang=\"en\">People wait quite a bit for housing, at least 10 years. For people living in housing, on reserve and in municipalities, many of the houses are in bad condition with, for example, mould and they get diseases from that. None of the government departments is providing answers or hope. </p>\n<p data-HoCid=\"5757266\" data-originallang=\"en\">It is kind of confusing for people, young or old, to find a house, to just try to live. They need funding for housing. They cannot buy property without money. That is why I am proud today to support a motion today that provides a measurable goal that means something to people, because funding formulas are always changing and confusing Canadians' measure of the success of housing. interpr\u00e9t\u00e9s ainsi:</em>]</p>\n<p data-HoCid=\"5757254\" data-originallang=\"en\">Je prends la parole aujourd'hui pour soutenir la motion que ma coll\u00e8gue la d\u00e9put\u00e9e de <a data-HoCid=\"213914\" href=\"/politicians/sheri-benson/\" title=\"Sheri Benson\">Saskatoon-Ouest</a> a pr\u00e9sent\u00e9e dans le but d'encourager des gestes imm\u00e9diats et n\u00e9cessaires en r\u00e9ponse \u00e0 la crise du logement qui s\u00e9vit au Canada. Je suis heureuse d'intervenir dans ce d\u00e9bat qui fait suite \u00e0 l'important appel \u00e0 l'action que le NPD a lanc\u00e9 au gouvernement lib\u00e9ral, l'exhortant \u00e0 agir imm\u00e9diatement pour rem\u00e9dier \u00e0 la crise du logement dans les r\u00e9serves et dans le Nord.</p>\n<p data-HoCid=\"5757255\" data-originallang=\"en\">En tant que r\u00e9sidante du Nord, je suis consciente de cette crise. Les besoins de logement sont criants dans ma communaut\u00e9, La Loche. Quand je parcours les rues de La Loche, je vois des gens qui tentent de survivre sans maison et sans eau, des gens qui ne savent pas o\u00f9 ils trouveront de quoi manger ni o\u00f9 ils dormiront. Quand je vais \u00e0 La Ronge, je vois, devant les refuges tels que Scattered Site, des gens qui veulent trouver de quoi manger.</p>\n<p data-HoCid=\"5757256\" data-originallang=\"en\"> Il faut savoir que les personnes itin\u00e9rantes ne passent pas la journ\u00e9e assises sur le bord de la rue.</p>\n<p data-HoCid=\"5757257\" data-originallang=\"en\"> Je souhaite parler davantage des gens qui n'ont pas de maison. Ils ne transportent pas grand-chose. Ils n'ont pas de v\u00eatements ni de nourriture; ils n'ont pas d'abri ni d'endroit o\u00f9 dormir. Les gens qui ont des probl\u00e8mes de toxicomanie ou d'alcool ont besoin d'un logement, eux aussi, mais ils n'en ont pas. Les jeunes et les \u00e9tudiants qui ont quitt\u00e9 la maison pour aller \u00e9tudier n'ont pas d'endroit o\u00f9 se loger pendant leurs \u00e9tudes. Les travailleurs qui gagnent de petits salaires et les m\u00e8res qui \u00e9l\u00e8vent seules de jeunes enfants et des b\u00e9b\u00e9s font aussi partie des gens qui n'ont pas de logement et qui sont en difficult\u00e9. Les hommes de tous les \u00e2ges sont aussi en difficult\u00e9. Tous ces gens sans maison sont en difficult\u00e9.</p>\n<p data-HoCid=\"5757258\" data-originallang=\"en\">Les a\u00een\u00e9s et les personnes \u00e2g\u00e9es dans le Nord de la Saskatchewan sont plus susceptibles d'\u00eatre maltrait\u00e9s et moins susceptibles de le signaler. Ils n'en parlent pas \u00e0 la GRC parce qu'ils ont le sentiment qu'elle ne les aidera pas. Le co\u00fbt de la vie est plus \u00e9lev\u00e9 pour les personnes \u00e2g\u00e9es et le co\u00fbt des m\u00e9dicaments et du transport pour se rendre chez le m\u00e9decin grimpe. M\u00eame la nourriture co\u00fbte cher. L'argent se fait rare et ils n'en ont pas beaucoup. Je connais une a\u00een\u00e9e de Montreal Lake qui vit dans un refuge. Le gouvernement f\u00e9d\u00e9ral et le gouvernement provincial ne s'occupent pas d'elle. Elle est laiss\u00e9e pour compte dans un syst\u00e8me o\u00f9 personne ne veut lui venir en aide.</p>\n<p data-HoCid=\"5757259\" data-originallang=\"en\">Les personnes \u00e0 faible revenu et les gens qui gagnent beaucoup d'argent peinent \u00e0 acheter et \u00e0 garder une r\u00e9sidence dans le Nord. Il leur est difficile aussi d'emprunter. Le co\u00fbt des mat\u00e9riaux et du transport du bois vers le Nord est \u00e9lev\u00e9. Le co\u00fbt de la vie ne fait qu'augmenter pour la personne moyenne dans le Nord. Le co\u00fbt de la nourriture augmente pour tout le monde. Pour ceux qui doivent gagner leur vie et qui ont des enfants, le co\u00fbt de la nourriture, des v\u00eatements et de l'\u00e9ducation augmente aussi.</p>\n<p data-HoCid=\"5757260\" data-originallang=\"en\">La pauvret\u00e9 touche aussi les gens qui travaillent. Ce que veulent les gens du Nord est diff\u00e9rent de ce que le gouvernement fournit.</p>\n<p data-HoCid=\"5757261\" data-originallang=\"en\"> Dans ma collectivit\u00e9, \u00e0 La Loche, je croise des propri\u00e9taires l\u00e0 o\u00f9 je vis. Je suis locataire. J'ai pourtant l'impression de vivre dans un milieu sans logement parce qu'il n'y a nulle part o\u00f9 aller.</p>\n<p data-HoCid=\"5757262\" data-originallang=\"en\">Il est difficile de parler de ces situations. C'est aussi plut\u00f4t embarrassant.</p>\n<p data-HoCid=\"5757263\" data-originallang=\"en\">Les gens qui vivent dans les r\u00e9serves ont \u00e9galement des difficult\u00e9s. Ils multiplient les efforts pour parler au gouvernement de la n\u00e9cessit\u00e9 de construire des maisons et de r\u00e9server de l'argent pour r\u00e9gler les probl\u00e8mes de logement. C'est aussi difficile. En Saskatchewan, des gens sont expuls\u00e9s de leur maison. \u00c0 Sandy Bay, des dizaines de familles sont de telles victimes de l'augmentation du co\u00fbt de la vie. Elles ne savent plus o\u00f9 aller. Le gouvernement dispose de l'argent: il pourrait venir en aide aux gens du Nord. Par ailleurs, que l'on parle des gens qui peinent \u00e0 se loger ou de ceux qui ont une maison, qu'ils aient un travail ou pas, tous ont besoin de beaucoup d'argent pour avoir un toit sur la t\u00eate.</p>\n<p data-HoCid=\"5757264\" data-originallang=\"en\">Les conservateurs, lorsqu'ils \u00e9taient au pouvoir, ont supprim\u00e9 les fonds pour beaucoup de gens. Il n'y a plus d'argent pour ces programmes. Le gouvernement lib\u00e9ral ne fait pas mieux en amputant les fonds destin\u00e9s au logement. Il est difficile pour les gens du Nord de demander de l'aide financi\u00e8re. Les besoins sont immenses en logement.</p>\n<p data-HoCid=\"5757265\" data-originallang=\"en\">Les gens sont sur une liste d'attente tr\u00e8s longtemps, au moins 10 ans, avant d'obtenir un logement. Ceux qui ont un toit, que ce soit dans les r\u00e9serves ou les municipalit\u00e9s, vivent souvent dans des maisons en mauvais \u00e9tat. Il y a par exemple des probl\u00e8mes de moisissure qui les rendent malades. Aucun minist\u00e8re ne r\u00e9pond \u00e0 leurs questions ou ne leur offre de l'espoir.</p>\n<p data-HoCid=\"5757266\" data-originallang=\"en\">Il est complexe pour les gens de tous les \u00e2ges de trouver une maison, de simplement tenter de b\u00e2tir une vie. Ils ont besoin de financement. Ils ne peuvent pas acheter de propri\u00e9t\u00e9 sans argent. C'est pourquoi je suis fi\u00e8re d'appuyer la motion d'aujourd'hui qui pr\u00e9sente des objectifs mesurables, faciles \u00e0 comprendre pour la population. En effet, les formules de financement changent sans cesse, et les Canadiens ont alors de la difficult\u00e9 \u00e0 \u00e9valuer les r\u00e9sultats en mati\u00e8re de logement. Je suis heureuse de pouvoir parler de ce sujet \u00e0 la Chambre.</p>\n<p data-HoCid=\"5757267\" data-originallang=\"en\">Pouvoir parler des probl\u00e8mes de logement dans la langue d\u00e9n\u00e9e est extr\u00eamement important pour moi. Les gens qui vivent dans les r\u00e9serves, les M\u00e9tis et la population du Grand Nord ont besoin qu'on investisse dans les logements et qu'on tienne compte de leurs besoins en mati\u00e8re de logement. Le gouvernement doit aider ceux qui ont besoin d'un logement. Au moment de fournir du financement, le gouvernement doit penser \u00e0 ce qui convient le mieux \u00e0 ces gens.</p>\n<p data-HoCid=\"5757268\" data-originallang=\"en\">Il y a des enfants qui vont souffrir et qui ne sauront pas o\u00f9 aller lorsqu'ils seront plus vieux. Pour aider les D\u00e9n\u00e9s, le gouvernement doit aussi penser \u00e0 ce genre de probl\u00e8mes. C'est pour cela que je prends la parole ici afin de faire part des besoins de la population en mati\u00e8re de logement.
