That is the reality of the situation in North America, in the U.S., in Canada, and in the western world, nowhere do we have a higher usage by young people of cannabis, in one way or another.</p>\n<p data-HoCid=\"5502800\" data-originallang=\"en\">Today we have gangs that are selling cannabis to those 12- and 13-year-olds. By legalizing and regulating cannabis, we will help young people and will take hundreds of millions of dollars away from criminal elements in our society. We will be able to use that money better, whether it is in health care or whatever else it might be.</p>\n<p data-HoCid=\"5502801\" data-originallang=\"en\">Would my friend across the way not at the very least acknowledge what the rest of Canadian society already knows, that there is already a general awareness and usage of cannabis among young people, virtually higher usage than in any other country in the western world?</p>",
