"en": "<p data-HoCid=\"5483477\" data-originallang=\"en\">Mr. Speaker, I would like to thank my colleague, the MP for <a data-HoCid=\"214102\" href=\"/politicians/alexandre-boulerice/\" title=\"Alexandre Boulerice\">Rosemont\u2014La Petite-Patrie</a>, for his fantastic work and his wonderful speech here in the House.</p>\n<p data-HoCid=\"5483478\" data-originallang=\"en\"> This bill could have been something incredible that reflected where we need to go as a country. Unfortunately, we find ourselves in a situation where it falls far short of where we need to be.</p>\n<p data-HoCid=\"5483479\" data-originallang=\"en\"> I want to focus on one particular area, and that is navigable waters. In 2012, Bill <a data-HoCid=\"5754371\" href=\"/bills/41-1/C-45/\" title=\"A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures\">C-45</a> came to this House, causing a loss of key protections for navigable waters in Canada. One of the strongest critics of this bill and of the removal and stripping of protections at the time was the Liberal Party. We went from 2.5 million navigable rivers and lakes down to 159. There was a promise made by the Liberals during the campaign that they would return these strong protections to our waterways. </p>\n<p data-HoCid=\"5483480\" data-originallang=\"en\">In my riding of Essex, I am surrounded by fresh water. We have Lake Erie on one side and Lake St. Clair on the other. The rivers, tributaries, and small lakes we have need protection under our government. Unfortunately, the Liberal government is breaking a promise it made to Canadians and is not returning those protections. As a matter of fact, the Liberals have gone further than that. They are narrowing the scope of the definition that was set by our courts to define any river or lake that is deep enough to float a boat as being a navigable water. They have changed that definition and narrowed it. They have exempted pipelines and transmission lines. They are allowing the minister or developers to bypass requirements for a transparent approval process. </p>\n<p data-HoCid=\"5483481\" data-originallang=\"en\">I would like to ask my colleague how this failure, this broken promise, will impact the health of our navigable waters in Canada.</p>",

Les rivi\u00e8res et les lacs navigables sont pass\u00e9s de 2,5 millions \u00e0 159. Pendant la campagne \u00e9lectorale, les lib\u00e9raux ont promis qu'ils r\u00e9tabliraient les mesures rigoureuses de protection de nos cours d'eau.</p>\n<p data-HoCid=\"5483480\" data-originallang=\"en\">Dans ma circonscription, Essex, je suis entour\u00e9e d'eau douce. Nous sommes bord\u00e9s par le lac \u00c9ri\u00e9 et le lac Sainte-Claire. Les rivi\u00e8res, les affluents et les petits lacs doivent \u00eatre prot\u00e9g\u00e9s par le gouvernement. Malheureusement, le gouvernement lib\u00e9ral rompt une promesse qu'il avait faite aux Canadiens: il ne r\u00e9tablit pas les mesures de protection. En fait, les lib\u00e9raux ont m\u00eame fait pire. Ils ont r\u00e9duit la port\u00e9e de la d\u00e9finition qui avait \u00e9t\u00e9 fix\u00e9e par les tribunaux canadiens selon laquelle les rivi\u00e8res ou les lacs qui sont assez profonds pour faire flotter un bateau sont consid\u00e9r\u00e9s comme des eaux navigables. Ils ont modifi\u00e9 la d\u00e9finition pour la restreindre. Ils ont pr\u00e9vu des exemptions pour les pipelines et les lignes de transmission. Ils permettent au ministre ou aux promoteurs de contourner l'obligation d'utiliser un processus d'approbation transparent.</p>\n<p data-HoCid=\"5483481\" data-originallang=\"en\">J'aimerais demander \u00e0 mon coll\u00e8gue quels seront les effets de cet \u00e9chec, de cette promesse non tenue, sur la sant\u00e9 des eaux navigables au Canada.</p>"
