        "en": "<p data-HoCid=\"5428910\" data-originallang=\"en\">Mr. Speaker, I will be splitting my time with the member for <a data-HoCid=\"214007\" href=\"/politicians/ali-ehsassi/\" title=\"Ali Ehsassi\">Willowdale</a> this morning.</p>\n<p data-HoCid=\"5428911\" data-originallang=\"en\">I am proud to rise today to speak in favour of Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>, which would empower more Canadians to vote and would ensure that elections are protected from interference. This legislation would give more Canadians the opportunity to vote by reducing the number of barriers to casting a ballot and would limit interference by ensuring the integrity of our voting process. </p>\n<p data-HoCid=\"5428912\" data-originallang=\"en\">I would like to take this occasion today to welcome back to the House the <a data-HoCid=\"229218\" href=\"/politicians/karina-gould/\" title=\"Karina Gould\">Minister of Democratic Institutions</a>, who has just returned from maternity leave, and to offer my congratulations to the minister.</p>\n<p data-HoCid=\"5428913\" data-originallang=\"en\">In terms of an overview, let us turn back the clock to 2014, the year Stephen Harper's Conservative government enacted the so-called Fair Elections Act. In a blatant attempt to secure re-election, the Harper government at the time sought to impede rather than enhance access to voting. That legislation made voting at the polls more difficult and, amazingly, even prohibited the Chief Electoral Officer of this country from educating Canadians about the importance of getting out to vote.</p>\n<p data-HoCid=\"5428914\" data-originallang=\"en\">In addition to that, the Harper Conservative government made elections longer and more expensive, in a blatant attempt to crush opposing political parties by simply outspending them. The self-serving rules imposed by the previous government should not be tolerated by any member of the House regardless of their political stripe. This is the very reason we introduced Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>.</p>\n<p data-HoCid=\"5428915\" data-originallang=\"en\">Plainly, Mr. Harper's plan backfired. Rather than keeping voters away in 2015, they came out in droves to vote him and his party out of office. In doing so, they also sent a very clear message that affronts to our democracy should not and will not be tolerated.</p>\n<p data-HoCid=\"5428916\" data-originallang=\"en\"> I recall very specifically the campaign of 2015 when engaged citizens in my riding spoke to to me about what they called the \u201cunfair elections act\u201d. They demanded change. The folks in Parkdale\u2014High Park said that loudly and clearly to me. I heard from those constituents and communicated their concerns here in Ottawa. Our government is responding today with Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>, legislation that would enable Canadians to come out and vote and prevent the manipulation of our democracy.</p>\n<p data-HoCid=\"5428917\" data-originallang=\"en\">There are two broad categories. The first category is about access. As a fundamental principle, our government believes in the notion of making it easier, not harder, for people to vote. Unlike the Conservatives, we do not regard a larger number of people participating in elections as a threat to democracy, but a manifestation of a healthy democracy. That means giving Canadians the tools to be able to participate in our voting system.</p>\n<p data-HoCid=\"5428918\" data-originallang=\"en\">For all Canadians, regardless of their background or their station in life, a participatory democracy means giving every Canada an equal chance to obtain a ballot and to cast a vote. As the Parliamentary Secretary for Multiculturalism, I take seriously the issue of access and inclusion, and I am most proud of the fact that Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> will increase the ability of diverse Canadians across a wide array of demographics to participate in our democratic process. Allow me to explain.</p>\n<p data-HoCid=\"5428919\" data-originallang=\"en\">First, let us speak about low-income Canadians. For those who may not have the wherewithal to obtain government issued photo identification, Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> would allow them to use the voter information card as a legitimate form of identification at the polls. This will ensure that fewer voters are turned away at the polls, allowing more Canadians to exercise their democratic right to cast a ballot in federal elections, reversing one aspect of the unfair elections act.</p>\n<p data-HoCid=\"5428920\" data-originallang=\"en\">Second, for Canadians who may not even have the wherewithal to possess a voter information card, we will reintroduce the old, pre-Harper system of vouching, which allows a registered voter to vouch for the identity of another person. Mr. Harper's legislation eliminated vouching and was strongly criticized at the time by the Chief Electoral Officer of Canada. In 2015, a whopping 172,000 people, particularly youth and indigenous persons, cited their lack of identification as the reason they did not vote. On this side of the House, we do not fear youth and indigenous voices; we encourage them. With this change in Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>, we will re-enfranchise such people.</p>\n<p data-HoCid=\"5428921\" data-originallang=\"en\">Third, we are taking significant steps to increase the access and participation of young Canadians. With this bill we will create a national list of pre-electors, so that Elections Canada can pre-register Canadian youth aged 14 to 17 to vote. Elections Canada will administer the list and sign up young people to receive information about voting until they reach voting age. The evidence has demonstrated clearly that once a person votes, they are more likely to continue to vote in subsequent elections. Our goal is to help, not impede, young people so that they make voting a lifelong habit. </p>\n<p data-HoCid=\"5428922\" data-originallang=\"en\">Fourth, for Canadians with disabilities, we are taking vital steps to increase their access to and opportunity to cast a ballot. We currently have accommodations for persons with physical disabilities to vote from home.</p>\n<p data-HoCid=\"5428923\" data-originallang=\"en\"> Disabilities can be both physical and intellectual. To include more Canadians in the pool of potential voters, we are expanding the provisions for voting at home for any elector with a disability, irrespective of the nature or extent of his or her disability. The same concept would apply to transfer certificates. Right now, only a voter with a physical disability can apply to vote at a different accessible polling station. Under this bill, we will extend the same accommodation to those with intellectual disabilities. This is meaningful inclusion in action.</p>\n<p data-HoCid=\"5428924\" data-originallang=\"fr\">Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> goes even further. It provides funding for important initiatives so that Canadians with disabilities can vote. This bill encourages candidates and political parties to take specific measures to accommodate voters with disabilities and reduce the barriers to their participation in the democratic process by offering financial reimbursement for their efforts.</p>\n<p data-HoCid=\"5428925\" data-originallang=\"en\">Fifth, for trans and non-binary Canadians, we are taking important steps to boost voter access and participation. Under Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>, requirements to indicate a voters sex on the list of electors or other documents is being deleted. Trans and non-binary Canadians will no longer be required to explain or confirm their gender identity at the polls before they are given a ballot. This type of measure will ensure that all LGBTQ2 Canadians are welcomed at voting stations and encouraged to cast a ballot.</p>\n<p data-HoCid=\"5428926\" data-originallang=\"en\">Sixth, for Canadians abroad, Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> would restore the access to the democratic process that Stephen Harper severed. Under the unfair elections act, Mr. Harper took away the right to vote from one million Canadians who had been living abroad for more than 5 years, a decision which prompted a charter challenge all the way to the Supreme Court of Canada. The case was Frank v. Canada, which was heard on March 21 of this year.</p>\n<p data-HoCid=\"5428927\" data-originallang=\"en\">Our government is not waiting for the court to render its decision about the charter-protected voting rights of Canadians abroad. We are acting now with this legislation to restore such rights. We are saying to the one million Canadians around the globe, in the 21st century, in an era of mobile work and mobile workers, that their right to have a say in the election of their national government should not be fettered by the international demands of their employment.</p>\n<p data-HoCid=\"5428928\" data-originallang=\"en\">Seventh, as I said at the outset, our government does not fear citizen participation in the democratic process; we encourage it. That is why, in an effort to improve access of all Canadians, we are removing what was one of the most egregious instances of abuse on the part of Stephen Harper's previous government. Under that government's unfair elections act, it prohibited the Chief Electoral Officer of our country from educating adult Canadians about voting and the importance of casting a ballot. </p>\n<p data-HoCid=\"5428929\" data-originallang=\"en\">Not discouraged, the Harper government prohibited the Chief Electoral Officer from doing his job, from building civic literacy and educating Canadians about why it was important to participate in our electoral system. I am as incredulous today as I was in 2014 when I first learned about this aspect of Stephen Harper's legislation. To prohibit a non-partisan officer like the Chief Electoral Officer of Canada from informing Canadians about the merits of casting a ballot in our system of government is nothing short of anti-democratic. It was at the very core of why Canadians responded so resoundingly against Mr. Harper in the 2015 election, and why we are restoring such a basic aspect of the Chief Electoral Officer's duties with Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>.</p>\n<p data-HoCid=\"5428930\" data-originallang=\"en\">My final point on access relates to indigenous persons. It is connected to the broad measures we are taking under this legislation to facilitate more people being able to cast a ballot. </p>\n<p data-HoCid=\"5428931\" data-originallang=\"en\">The structural changes in Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> would make voting faster and less time consuming, thereby increasing the number of Canadians likely to cast a vote. The changes include being more flexible with where one can vote at a given polling station; enhancing the use of special ballots; keeping advance polls open longer; and using mobile polls more frequently to reach those in low density, remote, and isolated communities. </p>\n<p data-HoCid=\"5428932\" data-originallang=\"en\">The impact on access will be tangible. Many indigenous persons in our country live in more remote and isolated communities. By making this important change, we are empowering indigenous persons' voices to be heard and counted within our democratic process.</p>\n<p data-HoCid=\"5428933\" data-originallang=\"en\">With respect to the second category, it talks about the integrity of our democratic process. The bill speaks for itself with respect to placing important limits on things like the length of an electoral campaign and the power to enforce against breaches of the act and electoral fraud.</p>\n<p data-HoCid=\"5428934\" data-originallang=\"en\">The previous unfair elections act passed under the Harper government impeded instead of improved access to the ballot box. As a government, we believe that when more Canadians vote our democracy is strengthened, not threatened. That is why we have tabled Bill <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>, legislation that would increase access for all Canadians of diverse backgrounds to the ballot box. That is why I will be voting in support of the bill. I urge all parliamentarians to do the same.</p>",

Harper s'est manifestement retourn\u00e9 contre lui. En effet, au lieu de rester chez eux lors des \u00e9lections de 2015, les \u00e9lecteurs se sont pr\u00e9cipit\u00e9s en masse pour le chasser du pouvoir, lui et son parti. Ils r\u00e9clamaient des changements. C'est ce que m'ont dit haut et fort les habitants de Parkdale\u2014High Park. Le gouvernement actuel y r\u00e9pond aujourd'hui au moyen du projet de loi <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>, mesure l\u00e9gislative qui permettrait aux Canadiens d'aller voter et emp\u00eacherait la manipulation de la d\u00e9mocratie.</p>\n<p data-HoCid=\"5428917\" data-originallang=\"en\">Il y a deux grandes cat\u00e9gories. La premi\u00e8re traite de l'acc\u00e8s. Le gouvernement lib\u00e9ral a pour principe fondamental de faciliter le vote, et non de le rendre plus difficile. Contrairement aux conservateurs, nous ne consid\u00e9rons pas qu'un nombre accru de personnes participant aux \u00e9lections repr\u00e9sente une menace pour la d\u00e9mocratie; c'est plut\u00f4t la manifestation d'une d\u00e9mocratie saine. Cela signifie donner aux Canadiens les outils dont ils ont besoin pour participer au scrutin.</p>\n<p data-HoCid=\"5428918\" data-originallang=\"en\">Pour tous les Canadiens, quelle que soit leur situation sociale, une d\u00e9mocratie participative signifie donner \u00e0 tous une chance \u00e9gale d'obtenir un bulletin de vote et de voter. Nous annulons ainsi l'un des aspects de la loi des conservateurs sur le manque d'int\u00e9grit\u00e9 des \u00e9lections.</p>\n<p data-HoCid=\"5428920\" data-originallang=\"en\">Deuxi\u00e8mement, pour les Canadiens qui ne sont pas en position d'obtenir une carte d'information de l'\u00e9lecteur, nous ramenons l'ancien syst\u00e8me qui \u00e9tait en place avant les ann\u00e9es Harper et qui leur permet d'\u00e9tablir leur identit\u00e9 en ayant recours \u00e0 un \u00e9lecteur inscrit comme r\u00e9pondant. La loi adopt\u00e9e par M. Harper avait mis fin \u00e0 la possibilit\u00e9 d'avoir recours \u00e0 un r\u00e9pondant et elle avait \u00e9t\u00e9 vertement critiqu\u00e9e par le directeur g\u00e9n\u00e9ral des \u00e9lections. En 2015, pas moins de 172 000 personnes, surtout des jeunes et des Autochtones, ont indiqu\u00e9 qu'elles n'avaient pas vot\u00e9 parce qu'elles ne poss\u00e9daient pas de pi\u00e8ce d'identit\u00e9 ad\u00e9quate. De ce c\u00f4t\u00e9-ci de la Chambre, nous ne craignons pas l'opinion des jeunes et des Autochtones; nous voulons qu'ils s'expriment. La modification apport\u00e9e par le projet de loi <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> redonnera une voix \u00e0 ces personnes. </p>\n<p data-HoCid=\"5428921\" data-originallang=\"en\">Troisi\u00e8mement, nous adoptons des mesures importantes visant \u00e0 accro\u00eetre la participation des jeunes Canadiens aux \u00e9lections et leur acc\u00e8s au vote. Le projet de loi \u00e9tablit un Registre des futurs \u00e9lecteurs dont se servira \u00c9lections Canada pour inscrire \u00e0 l'avance les jeunes Canadiens de 14 \u00e0 17 ans. \u00c9lections Canada sera responsable du Registre, et les jeunes qui s'y inscriront recevront des informations au sujet des \u00e9lections jusqu'\u00e0 ce qu'ils soient en \u00e2ge de voter. Les donn\u00e9es montrent clairement que, une fois qu'elle a vot\u00e9, une personne est plus encline \u00e0 le faire de nouveau lors des scrutins subs\u00e9quents. Notre objectif est de favoriser la participation des jeunes, pas d'y nuire, afin de faire de l'exercice de leur droit de vote une habitude qu'ils garderont tout au long de leur vie. </p>\n<p data-HoCid=\"5428922\" data-originallang=\"en\">Quatri\u00e8mement, nous prenons des mesures essentielles pour accro\u00eetre l'acc\u00e8s aux scrutins des Canadiens ayant une d\u00e9ficience. Il y a d\u00e9j\u00e0 des mesures d'accommodement pour les personnes atteintes d'un handicap physique afin de leur permettre de voter depuis leur domicile. </p>\n<p data-HoCid=\"5428923\" data-originallang=\"en\"> L\u2019invalidit\u00e9 peut \u00eatre \u00e0 la fois physique et intellectuelle. Afin d\u2019agrandir le bassin d\u2019\u00e9lecteurs, nous \u00e9largissons la port\u00e9e de la disposition relative au vote \u00e0 domicile, qui s\u2019applique d\u00e9sormais \u00e0 toutes les personnes ayant une d\u00e9ficience, peu importe la nature de celle-ci. Le m\u00eame concept s\u2019appliquerait aux certificats de transfert. \u00c0 l\u2019heure actuelle, seul un \u00e9lecteur ayant une d\u00e9ficience physique peut demander de voter \u00e0 un autre bureau de scrutin qui serait accessible. En vertu de ce projet de loi, la m\u00eame possibilit\u00e9 sera offerte aux gens atteints d\u2019une d\u00e9ficience intellectuelle. Voil\u00e0 ce qu\u2019on appelle un r\u00e9gime inclusif.</p>\n<p data-HoCid=\"5428924\" data-originallang=\"fr\">Le projet de loi <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> va encore plus loin: il accorde du financement pour des initiatives importantes, afin que les Canadiennes et les Canadiens handicap\u00e9s puissent voter. Le projet de loi <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> supprime la mention obligatoire du sexe sur la liste des \u00e9lecteurs et d\u2019autres documents. Ainsi, les Canadiens trans et non binaires n\u2019auront plus \u00e0 justifier ou \u00e0 confirmer leur identit\u00e9 sexuelle avant de recevoir un bulletin. Ce type de mesure fait en sorte que tous les Canadiens de la communaut\u00e9 LGBTQ2 se sentiront accueillis dans les bureaux de scrutin et encourag\u00e9s \u00e0 voter.</p>\n<p data-HoCid=\"5428926\" data-originallang=\"en\">Sixi\u00e8mement, le projet de loi <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> r\u00e9tablit l\u2019acc\u00e8s au processus d\u00e9mocratique que Stephen Harper avait supprim\u00e9 pour les Canadiens vivant \u00e0 l\u2019\u00e9tranger. En effet, aux termes de la loi sur le manque d\u2019int\u00e9grit\u00e9 des \u00e9lections, M. Harper avait supprim\u00e9 le droit de vote au million de Canadiens install\u00e9s \u00e0 l\u2019\u00e9tranger depuis plus de cinq ans, d\u00e9cision ayant fait l\u2019objet d\u2019une contestation fond\u00e9e sur la Charte qui s\u2019est rendue jusqu\u2019\u00e0 la Cour supr\u00eame du Canada. Ainsi, l\u2019affaire <em>Frank c. Canada</em> a \u00e9t\u00e9 entendue le 21 mars dernier.</p>\n<p data-HoCid=\"5428927\" data-originallang=\"en\">Le gouvernement n\u2019attend pas le verdict de la Cour supr\u00eame pour prot\u00e9ger le droit de vote des Canadiens \u00e9tablis \u00e0 l\u2019\u00e9tranger. Par cette mesure l\u00e9gislative, nous r\u00e9tablissons imm\u00e9diatement ce droit. Nous disons au million de Canadiens vivant ailleurs dans le monde qu\u2019au XXI<sup>e</sup> si\u00e8cle, qui est caract\u00e9ris\u00e9 par la mobilit\u00e9 des emplois et des travailleurs, leur droit de participer \u00e0 l\u2019\u00e9lection de leur gouvernement national ne sera pas entrav\u00e9 par les exigences de leur emploi.</p>\n<p data-HoCid=\"5428928\" data-originallang=\"en\">Par ailleurs, comme je l'ai dit au d\u00e9but, le gouvernement lib\u00e9ral ne craint pas la participation des citoyens au processus d\u00e9mocratique; au contraire, il l'encourage. C'est pourquoi le gouvernement, soucieux de permettre \u00e0 tous les Canadiens de voter, rem\u00e9die \u00e0 l'un des cas d'abus les plus flagrants de la part de l'ancien gouvernement de M. Harper. La loi sur le manque d'int\u00e9grit\u00e9 des \u00e9lections du gouvernement conservateur interdisait au directeur g\u00e9n\u00e9ral des \u00e9lections du pays de renseigner les Canadiens adultes sur leur droit de vote et sur l'importance d'exercer leur droit de vote. </p>\n<p data-HoCid=\"5428929\" data-originallang=\"en\">Autrement dit, le gouvernement Harper emp\u00eachait le directeur g\u00e9n\u00e9ral des \u00e9lections de faire son travail, c'est-\u00e0-dire de renforcer les connaissances civiques des Canadiens et de sensibiliser ceux-ci \u00e0 l'importance de participer au processus \u00e9lectoral. Je suis aussi abasourdi aujourd'hui que je l'\u00e9tais en 2014, lorsque j'ai pris connaissance de cet aspect de la mesure l\u00e9gislative de M. Harper. Le fait d'emp\u00eacher un agent aussi impartial que le directeur g\u00e9n\u00e9ral des \u00e9lections d'informer les Canadiens sur l'int\u00e9r\u00eat de voter dans notre syst\u00e8me de gouvernement n'est ni plus ni moins qu'antid\u00e9mocratique, d'o\u00f9 la d\u00e9faite retentissante des conservateurs aux \u00e9lections de 2015, et le r\u00e9tablissement d'un \u00e9l\u00e9ment aussi fondamental des fonctions du directeur g\u00e9n\u00e9ral des \u00e9lections dans le cadre du projet de loi <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>.</p>\n<p data-HoCid=\"5428930\" data-originallang=\"en\">En terminant, j'aimerais parler de l'acc\u00e8s au scrutin pour les Autochtones, dans le contexte des vastes mesures que nous prenons ici pour faciliter l\u2019exercice du droit de vote. </p>\n<p data-HoCid=\"5428931\" data-originallang=\"en\">Les changements structurels pr\u00e9vus dans le projet de loi <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a> permettraient aux gens de voter en moins de temps, ce qui aurait pour effet d'augmenter le nombre de Canadiens susceptibles d'exercer leur droit de vote. Les changements pr\u00e9vus incluent notamment: des assouplissements en ce qui a trait aux bureaux de scrutin o\u00f9 les \u00e9lecteurs pourront voter; des am\u00e9liorations concernant le recours aux bulletins de vote sp\u00e9ciaux; une prolongation de la p\u00e9riode d'ouverture des bureaux de vote par anticipation; une utilisation plus fr\u00e9quente des bureaux de scrutin mobiles pour atteindre les habitants des r\u00e9gions \u00e9loign\u00e9es, isol\u00e9es et \u00e0 faible densit\u00e9 de population.</p>\n<p data-HoCid=\"5428932\" data-originallang=\"en\">Ces changements auront des r\u00e9percussions tangibles sur la facilit\u00e9 d'acc\u00e8s. Beaucoup d'Autochtones de notre pays vivent dans des endroits \u00e9loign\u00e9s et isol\u00e9s. Ces changements importants leur donneront les moyens de faire entendre leur voix et d'exprimer leur choix dans le cadre de notre syst\u00e8me d\u00e9mocratique.</p>\n<p data-HoCid=\"5428933\" data-originallang=\"en\">La deuxi\u00e8me cat\u00e9gorie de modifications apport\u00e9es \u00e0 la loi vise \u00e0 pr\u00e9server l'int\u00e9grit\u00e9 du syst\u00e8me d\u00e9mocratique canadien. Le contenu du projet de loi se passe d'explications quant \u00e0 la dur\u00e9e maximale d'une campagne \u00e9lectorale et au pouvoir de faire respecter la loi et de s\u00e9vir en cas de violation et de fraude \u00e9lectorale.</p>\n<p data-HoCid=\"5428934\" data-originallang=\"en\">La loi sur le manque d'int\u00e9grit\u00e9 des \u00e9lections adopt\u00e9e \u00e0 l'\u00e9poque du gouvernement Harper avait pour effet de compliquer l'acc\u00e8s aux urnes plut\u00f4t que de le faciliter. Or, le gouvernement form\u00e9 par le Parti lib\u00e9ral pense que plus les Canadiens sont nombreux \u00e0 voter, plus la d\u00e9mocratie canadienne est renforc\u00e9e, et non menac\u00e9e. Voil\u00e0 pourquoi nous avons d\u00e9pos\u00e9 le projet de loi <a data-HoCid=\"9808070\" href=\"/bills/42-1/C-76/\" title=\"An Act to amend the Canada Elections Act and other Acts and to make certain consequential amendments\">C-76</a>, qui favoriserait l'exercice du droit de vote par les Canadiens de tous les horizons. Je voterai donc pour le projet de loi et j'exhorte tous les parlementaires \u00e0 faire de m\u00eame.</p>"
