        "en": "<p data-HoCid=\"5719814\" data-originallang=\"en\"> Mr. Speaker, my friend from <a data-HoCid=\"213924\" href=\"/politicians/kevin-lamoureux/\" title=\"Kevin Lamoureux\">Winnipeg North</a> says that they have great potential for growth from that. I agree, but as the Liberals thought after the 2008 elections, sometimes we do not know where the floor is.</p>\n<p data-HoCid=\"5719815\" data-originallang=\"en\">Nonetheless, the issue at hand is that they use the argument that any progress achieved under the previous government was the result of action by the provinces, yet if we look across the country at all the jurisdictions and the differences in policies that were pursued and the differences in political stripe of the governments that were pursuing them, we saw something consistent across those provinces. That was that in every single province across this country during the period of the previous government, emissions went down or they went up by less than they had in the previous 10 years. In other words, if we take every jurisdiction individually and look at its performance in that period, and we look at that same jurisdiction in the previous period, there was clear environmental progress.</p>\n<p data-HoCid=\"5719816\" data-originallang=\"en\">If members observe the greenhouse gas emissions data across different jurisdictions and across the years, environmental progress during the period of the previous Conservative government was achieved in every single jurisdiction. Maybe all these different governments were just pursuing great policies, and it had nothing to do with the federal government.</p>\n<p data-HoCid=\"5719817\" data-originallang=\"en\">My friend from <a data-HoCid=\"214155\" href=\"/politicians/adam-vaughan/\" title=\"Adam Vaughan\">Spadina\u2014Fort York</a> is nodding, but it seems implausible to say that the federal government had nothing to do with it. If progress could be seen in every single part of this country, in every jurisdiction, then his contention that it had nothing to do with the federal government is about as plausible as his contention that I get virtue ethics from Ayn Rand. </p>\n<p data-HoCid=\"5719818\" data-originallang=\"en\">The failures of the current government, on the other hand, are pretty clear, in contrast to its own rhetoric with respect to the environment, and they are also fairly clear in contrast to the accomplishments of our previous government. </p>\n<p data-HoCid=\"5719819\" data-originallang=\"en\">The Liberals' approach to the environment is not a sustainable one. It is a very present-oriented, revenue-oriented approach. They see in this discussion of the environment, in rising social awareness of the challenges of climate change, only an opportunity to raise taxes. This is consistent with the approach of the government across a wide spectrum of policy areas. The saying goes that if one has a hammer, every problem is a nail. The hammer they have is a tax, so every problem they see is best responded to with higher taxes.</p>\n<p data-HoCid=\"5719820\" data-originallang=\"en\">If it were really a concern about the environment that motivated them, I wonder if they could explore ways of reducing taxes in a way that created incentives for environmental action. In fact, we saw policies like that under the previous government, areas where tax reductions were used as a way of stimulating environmental activity. The current government would never countenance those types of policies, policies like eco-energy retrofits, which gave a tax credit to people for doing environmentally responsible things, or things like the transit tax credit, which gave a tax reduction, in the context of environmental action, for taking public transit. The government would never consider that, because that involves a loss of government revenue. </p>\n<p data-HoCid=\"5719821\" data-originallang=\"en\">The Liberals' approach to sustainability is not about sustainability. It is about tax increases. Maybe it is because at some level, although they will not admit it, they recognize that they have a problem with fiscal sustainability. The Liberals' financial plan of running deficits forever is just not a financially sustainable one, so they want to use the discourse around environmental sustainability as a justification for trying to get more revenue.</p>\n<p data-HoCid=\"5719822\" data-originallang=\"en\"> At the same time, there is an exception to their approach on this, and that is they are taking a different approach when it comes to Canada's largest emitters of greenhouse gases. They say that they are going to provide a special exception for those emitters, because it would be difficult for them to pay the cost of that carbon tax. They say it might have negative economic consequences if we impose taxes on those large emitters.</p>\n<p data-HoCid=\"5719823\" data-originallang=\"en\">What about the negative consequences of the carbon tax that the Liberals are imposing on small businesses, on people who do not have connections to successful lobbyists, who do not have the ability to make their particular case for a particular exception with the government, or the people in my riding who will have to pay the carbon tax, who do not have the well-connected lobbyists that the large emitters have? What about them? What about the impact on those people? What is the impact on them?</p>\n<p data-HoCid=\"5719824\" data-originallang=\"en\">The government wants to always be imposing new taxes. My colleague across the way is heckling \u201crebate\u201d. Let us be clear about something. The federal plan for a carbon tax does not rebate all the money it collects. The <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">Prime Minister</a> said, \u201cMost of it.\u201d</p>\n<p data-HoCid=\"5719825\" data-originallang=\"en\">This raises more revenue for government. It is, \u201cGive me $100, and I might give you $50 of it back.\u201d I do not think that is going to satisfy most Canadians, or that it is going to fool most Canadians. They will understand exactly what the parliamentary secretary means when he talks about a \u201crebate\u201d. It is an elegant way of attempting to draw more money from people and then control exactly how it is disbursed.</p>\n<p data-HoCid=\"5719826\" data-originallang=\"en\">Canadians are not going to buy into the logic of that economically, and they are not going to be fooled into thinking that this is an environmental plan. Also, they will recognize that when the government says there is a negative economic impact associated with imposing this tax on large emitters, then it follows from the logic of that position that there will be a similar negative impact on everybody else. It is just that everybody else is not as well connected and well resourced to make those arguments through the kinds of contexts that our large emitters have the capacity to do.</p>\n<p data-HoCid=\"5719827\" data-originallang=\"en\">Another thing to point out about the failure of the carbon tax, compared to the more positive, constructive approach pursued by the previous government when it came to the issue of sustainability, is that many of the people who would like to reduce their emissions require some kind of a capital investment in order to do so. If I am living on a fixed income, and I would like to make energy-friendly retrofits to my home that reduce my energy use, are good for the environment and save me money, that might be a great idea, but I also might not have the capital sitting around that allows me to do that.</p>\n<p data-HoCid=\"5719828\" data-originallang=\"en\">The previous government was engaged with this question of giving people the means, through tax reductions and through building their capacity, to make their own choices that are reflective of the values that exist in our communities and of that sensitivity to the importance of sustainability.</p>\n<p data-HoCid=\"5719829\" data-originallang=\"en\">By contrast, the Liberal government takes a punitive approach. It imposes taxes that do not make it easier but in fact make it more difficult for people in the kinds of situations I talked about to actually make the investments that will advance their own situation. The government's approach to environmental policy is punitive, and it is punitive against those who can least afford it. It is imposing new taxes on those who are struggling the most, while providing all kinds of benefits and escape hatches for people in other kinds of situations.</p>\n<p data-HoCid=\"5719830\" data-originallang=\"en\">It is really important to underline the deceptive nature of the government's economic rhetoric. The government will often talk about how, allegedly, it is raising taxes on those who are well off, yet it has so many different vehicles for giving that money back, maybe not to everybody in the category of well off, but certainly the well connected and those who are able to go in and ask for those resources.</p>\n<p data-HoCid=\"5719831\" data-originallang=\"en\">We have had the issue of cash-for-access fundraisers for the government, and of course I believe they have policy consequences in terms of the way the government responds to things. </p>\n<p data-HoCid=\"5719832\" data-originallang=\"en\">We have talked about the exception the government is giving in terms of the carbon tax to our largest emitters, but we could also talk about the huge amounts of money the Liberals are spending in other forms of corporate welfare, such as the money they gave to Bombardier, some of which was then given to CEOs in bonuses. We could talk about the huge amounts of money spent on so-called superclusters. The spending of the government is so often in the form of corporate welfare and breaks to large emitters, while it is imposing new taxes and new burdens in the form of a carbon tax on those who can least afford to pay it.</p>\n<p data-HoCid=\"5719833\" data-originallang=\"en\"> We also saw absolutely no tax reductions for those making $45,000 or less. This is important, because we have to see how the environmental policy, the so-called sustainability policy of the government, is so often an excuse for achieving other objectives. It is an excuse not only for imposing new and higher taxes on Canadians, but also for imposing taxes on those who can least afford them. </p>\n<p data-HoCid=\"5719834\" data-originallang=\"en\">Contrast that with the approach of the previous Conservative government, which tried to bring constructive changes when it came to the environment, and succeeded in doing so in ways that actually gave people the fiscal capacity to make investments that were going to benefit them over the long term.</p>\n<p data-HoCid=\"5719835\" data-originallang=\"en\"> Also, while the Liberal government imposes new burdens on those who can least afford to pay them, we gave tax reductions to those who needed the support the most. We lowered the GST, from 7% to 6% to 5%. We lowered the lowest marginal rate of tax. We raised the base personal exemption; in other words, we increased the amount of money that a person could earn before they would pay any tax. </p>\n<p data-HoCid=\"5719836\" data-originallang=\"en\">We did not bring in any tax reductions for high-income earners. We lowered business tax rates, which helped to stimulate job growth and benefit workers here in Canada, lowered the unemployment rate and stimulated our economy. When it came to personal tax reductions, however, all the tax relief provided by the previous Conservative government was targeted at those who needed that relief the most, and we can see the benefits in terms of that policy. </p>\n<p data-HoCid=\"5719837\" data-originallang=\"en\">Providing those tax reductions was so helpful in stimulating economic growth, which benefited all of Canada. It was sustainable as well, because those tax reductions happened in the framework of a road to balanced budgets, and a balanced budget was delivered. The previous government was thinking about sustainability in every aspect of its policy. It made spending commitments in the context of a balanced budget plan. When we make spending commitments in the context of a balanced budget plan, people can have confidence that those spending commitments will endure and be sustainable, because they are in the context where enough money is coming in to pay for them, and not where we are borrowing to achieve them. Also, in the midst of this fiscally sustainable approach, greenhouse gas emissions were reduced overall.</p>\n<p data-HoCid=\"5719838\" data-originallang=\"en\">As we think about the environmental achievements of the previous government and contrast them with the failures of the current government when it comes to delivering on the environment, there are many different areas we should look at that go beyond the particulars of greenhouse gas emissions. They can provide a constructive example for the government as it thinks about what sustainability actually would look like in the context of government policy-making. </p>\n<p data-HoCid=\"5719839\" data-originallang=\"en\">We are looking at a framework in which government will have to report to a greater extent. Obviously, we are supportive of the government really making explicit and being transparent about the reporting of information around sustainability. However, what we have seen so far in the evaluation of the government's performance with respect to sustainability is that it has consistently been getting very poor marks. People are recognizing those failures, and not all of those people who are criticizing the government on its sustainability record are friends of ours.</p>\n<p data-HoCid=\"5719840\" data-originallang=\"en\">It has been pointed out that the Liberal government has the same greenhouse gas emission targets that the previous Conservative government had. It is pretty rich for the Liberals to criticize the Conservatives' record, when in fact we had clear targets, which are the same targets they have. However, our approach was different. It was not to use the environment as an excuse to raise taxes. It was a positive, constructive approach.</p>\n<p data-HoCid=\"5719841\" data-originallang=\"en\">As I said, the environmental accomplishments that were clearly achieved under the previous government were not limited to the areas of meaningful reductions in greenhouse gas emissions. During the Conservative government, over $17 billion was spent to support improvements with respect to the environment, including a wide range of different technologies, tax reductions and benefits that had real, concrete and substantive impacts. Let me identify some of examples of those achievements.</p>\n<p data-HoCid=\"5719842\" data-originallang=\"en\">The previous government invested significantly in clean transportation initiatives to support renewable fuels and a cleaner, more efficient transportation system. My riding includes substantial rural areas, yet sometimes the rhetoric from the government makes it seem as if people could just stop driving. While it might be realistic to walk to the grocery store in some parts of this country, it clearly is not realistic in many parts of the country, especially for families with children in tow. </p>\n<p data-HoCid=\"5719843\" data-originallang=\"en\">The previous government recognized that people are going to continue to drive, but made investments in making transportation cleaner, helping to propel technological investment in a way that is going to improve the sustainability of the necessary trips that families take across the country. Again, this was a constructive approach rather than a punitive approach. That was done by the previous government, and it went a very long way.</p>\n<p data-HoCid=\"5719844\" data-originallang=\"en\">Another achievement was investing significantly in eco-energy initiatives, targeting renewable energy, energy science, and technology and energy efficiency. This also recognized the benefits of energy efficiency and the fact that people are going to continue to use energy. Energy is a part of our lives. All members, with the exception of those who live very close to Ottawa, have to fly back and forth to our constituencies. People in this climate use energy to heat their homes, travel and purchase goods that they need. One cannot realistically grow all the food one needs to eat on one's own. That is obviously not something everybody can do. </p>\n<p data-HoCid=\"5719845\" data-originallang=\"en\">Increasing energy efficiency and supporting renewable energy and energy alternatives do not mean phasing out the existing energy mix, but they do mean having an \u201call of the above\u201d strategy, recognizing that we need different kinds of energy and that we can work to improve the efficiency of our energy systems as we go.</p>\n<p data-HoCid=\"5719846\" data-originallang=\"en\">Another accomplishment of the previous Conservative government with respect to environmental initiatives was investing significantly to support the clean air regulatory agenda, a regulatory framework that has not only reduced greenhouse gas emissions but also improved air quality across the country. The improvements in air quality that result specifically from the regulatory approach of the previous government are well demonstrated. Some of the members across the way, even in other contexts, have recognized those achievements.</p>\n<p data-HoCid=\"5719847\" data-originallang=\"en\">I spoke about this before, but another one worth underlining is the significant investment made by the previous Conservative government in the eco-energy home retrofit program to help homeowners make their homes more efficient. There is a clear contrast in approach between the current government and the previous government. All of us want greater sustainability. All of us want to facilitate a situation, hopefully, where people are able to live in a way that uses less energy, where they still use energy for their vital needs and do not need to cut back dramatically in terms of their quality of life but are able to live lives that are more energy efficient. Oftentimes, getting there requires major retrofits.</p>\n<p data-HoCid=\"5719848\" data-originallang=\"en\">When there were round tables in my constituency on this issue, people told me about specific investments they had made themselves. People talked about buying solar panels. One person I spoke to recently talked about the family's decision to buy an electric car. However, the costs often make it difficult. Even those who would like to do so, or who can perceive the long-term positive effects on the environment and their own economic situation from doing this, still may not be able to make those investments.</p>\n<p data-HoCid=\"5719849\" data-originallang=\"en\">One of the areas, in terms of concrete sustainability, that would encourage collaboration between the government and other actors is to look at how we can help people get over the hump of having the necessary fiscal capacity to make the investments they want to make when it comes to environmental improvements.</p>\n<p data-HoCid=\"5719850\" data-originallang=\"en\">The kinds of policies brought in by the previous government, such as the ecoENERGY retrofit homes program, told people that if they made investments in their own homes to make them more energy efficient, the government would make changes to tax deductions and benefits that would improve the benefits to their doing that. People who might have been at the cusp of making that decision, but who might not have been able to do it before, were now able to do the math and see that it would work out for them to make that investment. It was something they could afford because of the benefits realized through that tax program.</p>\n<p data-HoCid=\"5719851\" data-originallang=\"en\">This recognizes a basic Conservative insight about society, which is that the government cannot do it alone. The government cannot realize the benefits we want to see in society by acting alone or in a way that creates division or conflict. However, the government can try to facilitate decisions people want to make by providing them with these kinds of tax reductions.</p>\n<p data-HoCid=\"5719852\" data-originallang=\"en\">The Liberal ideology, the Liberal assumption, is that higher taxes are always good for the environment, the poor and from the social equality point of view. Actually, what we often see is the opposite. We see how higher taxes and more government are bad for the environment and tend to disadvantage those who can least afford to pay the higher taxes imposed on them.</p>\n<p data-HoCid=\"5719853\" data-originallang=\"en\">I am very proud of measures like the ecoENERGY retrofit program, which worked collaboratively with individuals and helped give them the capacity and resources to make these kinds of investments.</p>\n<p data-HoCid=\"5719854\" data-originallang=\"en\">The previous government also made significant investments in the green infrastructure fund, which supported green infrastructure projects like renewable energy and clean water infrastructure. I think we all agree that it is part of the role of the government to be engaged in infrastructure. How can the infrastructure investments we make at the national level, the infrastructure partnerships we establish between the national government and other levels of government, the spending projects we pursue in general, be done in a way that is more reflective of Canadians' understanding of our environmental obligations and the importance of environmental sustainability? These were innovative, constructive ideas that came forward under the previous government, and I am certainly very proud of those actions and achievements.</p>\n<p data-HoCid=\"5719855\" data-originallang=\"en\">A sixth accomplishment was providing significant support to pulp and paper mills to reduce greenhouse gas emissions and become leaders in the production of renewable energy from biomass. These are the kinds of innovative proposals that provide support for the continuing operation of our mills that are good for the economy and also reduce emissions.</p>\n<p data-HoCid=\"5719856\" data-originallang=\"en\">By the way, a talking point that we often hear from the government is that the environment and the economy go hand in hand. Right now, it is walking hand in hand in the wrong direction. With the previous government, we saw significant improvements in the economy, a sustainable approach when it came to economic management and a sustainable approach to environmental management. Yes, it is possible for achievements to made on these fronts together. We can also go in the wrong direction on these fronts at the same time. When we look at the actual constructive achievements of the previous government, yes, we can see results in both of those areas. </p>\n<p data-HoCid=\"5719857\" data-originallang=\"en\">The previous government created the clean energy fund to support clean energy research, development and demonstration projects. This was an important fund that was working effectively to bring about results when it came to improving our environmental situation.</p>\n<p data-HoCid=\"5719858\" data-originallang=\"en\">The next point deals with an issue we have discussed recently in the House, the health of our oceans and other waterways. The previous government made major investments to preserve and restore Canada's waters, including our oceans and lakes. We were invested in an agenda that put the emphasis on clean land, clean air, and in this particular case, clean water. </p>\n<p data-HoCid=\"5719859\" data-originallang=\"en\">I was pleased to see recently the passage of a motion by my colleague in the NDP that dealt specifically with the issue of plastic pollution in our oceans. This was a constructive motion that all parties were able to come together in support of, and I was pleased to speak in favour of it. Canada is a relatively minor contributor to the volume of plastics in our oceans compared with other countries, but nonetheless we recognize our problem and we recognize the need to do all we can to reduce ocean pollution. One stat that jumped out at me in that debate is that every year plastic litter kills more than one million seabirds and 100,000 marine animals, such as turtles, dolphins, whales and seals.</p>\n<p data-HoCid=\"5719860\" data-originallang=\"en\">When we look at sustainability, we have to think about the sustainability proposition of the increasing flow of pollution into our oceans, and what steps we can take to address it. That is why Conservative members were pleased to support a motion that would help us take some steps in that direction. This is a process that all members in the House, including in our caucus, will be following closely to think about how we conserve our marine and ocean environment for future generations. However, that work was started by big investments that were made under the previous government, and certainly members of that government and all of us as Canadians can be proud of the work that was undertaken as a result of those investments.</p>\n<p data-HoCid=\"5719861\" data-originallang=\"en\">The previous government expanded tax relief for green energy generation to include water-current energy equipment and equipment used to treat gases from waste. Again, this is another accomplishment that involves environmental action not through tax increases, but through tax relief. These are proposals that we would never see considered by the current government. To it, any idea on the environment has to involve a tax increase, greater involvement of government and revenue for government. The Liberals would really struggle to understand the purpose of tax relief for green energy generation. However, that was very much our understanding, that we could create incentives that would encourage economic development and environmental improvements, including via tax reductions and less government. </p>\n<p data-HoCid=\"5719862\" data-originallang=\"en\">We can take this case to Canadians and say that they do not have to pay more to have a cleaner environment. In fact, the way we approached these issues was that people would pay less in taxes and have a cleaner environment as well. Therefore, in this particular context, green energy generation using water-current energy equipment, benefiting from the natural resources we have, recognizes that we can have an energy mix that includes a wide spectrum of different tools and opportunities in the process.</p>\n<p data-HoCid=\"5719863\" data-originallang=\"en\">Another area of accomplishment that really speaks to our values in terms of sustainability is the actions that we took to protect Canada's national parks. We can protect Canada's national parks and recognize that these are important not only for the environment, but also for human interaction with the environment. When we preserve and strengthen our national parks, it gives Canadians an opportunity to visit, to understand and experience nature in a special way. In my province of Alberta, we have a number of famous national parks that my family and I enjoy visiting whenever we can. I do not take vacations as often as some members of the House do, but, whenever we can, we like to visit national parks.</p>\n<p data-HoCid=\"5719864\" data-originallang=\"en\">The previous government protected Canada's national parks by providing significant investment to make improvements to highways, bridges and dams located in our national parks and historic canals. These investments strengthened our national parks, but also ensured that Canadians would have an opportunity to engage with our national parks, to be present there and experience them in a way that helped build a social understanding and experience of nature that will help us ensure the sustainability of those parks and of our natural environment in general over the long term.</p>\n<p data-HoCid=\"5719865\" data-originallang=\"en\">The government previously supported conservation by investing additional money in a recreational fisheries conservation partnerships program to support projects that support the conservation of recreational fishery habitat. We saw it with the previous government as well. I think it was a constructive engagement with the conservation community that recognized, for instance, that hunters, fishermen and fisher people are involved in conservation in a constructive way and that the government can work well and effectively with them through some of these conservation partnerships, like the investments we made in recreational fisheries conservation partnerships. These constructive partnerships that recognize the benefits of conservation go a very long way to achieve the results we need to.</p>\n<p data-HoCid=\"5719866\" data-originallang=\"en\">The next point I will make is that the previous government invested in 1,569 local conservation projects. These benefited the habitat of more than 430 species at risk under the habitat stewardship program. That again is another constructive investment that involved local partnerships those on the front lines of conservation. It involved the government not seeing its role as going alone, but rather seeking to work in partnership with community organizations to actually achieve results. That supported 1,016 EcoAction projects that engaged Canadians in direct environmental activities and helped them to connect to nature. These are the kinds of things that Canadians are taking on themselves and that the previous government supported. A new tax is no substitute for this kind of positive, constructive environmental action that happened.</p>\n<p data-HoCid=\"5719867\" data-originallang=\"en\">We created Canada's first national urban park by investing $140 million in conservation, restoration, education, dangerous species recovery, visitor experience and community driven stewardship initiatives in the Rouge National Urban Park and $7.6 million per year thereafter for its continuing protection and operation.</p>\n<p data-HoCid=\"5719868\" data-originallang=\"en\"> This is close to my heart. Although I do not live in Ontario, my father grew up in the Scarborough area and it was where his parents first immigrated to when they came to Canada. I know the people of that region significantly benefited from the vision of the previous Conservative government. </p>\n<p data-HoCid=\"5719869\" data-originallang=\"en\">I know my colleague from <a data-HoCid=\"214192\" href=\"/politicians/peter-kent/\" title=\"Peter Kent\">Thornhill</a> was very aware of and involved in that during his tenure as the environment minister. We had some legislation that took further steps around that initiative in the House. It was legislation that the opposition was proud to support, although we had some constructive suggestions along the way that were designed to improve it and recognize it in the context of an urban park. The ability of people to make connections with the environment, to be present requires a different understanding of the phrase \u201cecological integrity\u201d.</p>\n<p data-HoCid=\"5719870\" data-originallang=\"en\"> We have to think about sustainability with respect to the sustainability of our environment, as well as people's interactions with the environment. We should not see that as a negative, but rather people's interaction with the environment as a positive thing that contributes to our broader social understanding and recognition of the importance of sustainability and the capacity we have as a country to move forward together. This investment of over $100 million through the Rouge Urban National Park was greatly appreciated by people in that area. </p>\n<p data-HoCid=\"5719871\" data-originallang=\"en\">Another accomplishment was protecting the environment by launching the national conservation plan that included $252 million to conserve and restore lands and waters across the country, while connecting Canadian families to nature in and around their communities. We are talking big dollars in investments in a national conservation plan that worked collaboratively with communities, but did not seek to impose new taxes, that made investments that moved us forward environmentally. </p>\n<p data-HoCid=\"5719872\" data-originallang=\"en\">We supported projects, programs and policies in other activities to address climate change in our own context. We talked about the reductions in greenhouse gas emissions that it achieved. We provided $1.2 billion in fast-start financing on which Canada successfully delivered and which funded projects focused on climate change adaptation and increased renewable energy.</p>\n<p data-HoCid=\"5719873\" data-originallang=\"en\"> Again, these are examples of things funded under the previous government.</p>\n<p data-HoCid=\"5719874\" data-originallang=\"en\">We improved federal infrastructure such as radar and surface weather and climate monitoring stations, which is the backbone of Canada's severe warning system. We improved and expanded trail access across the country and encouraged donation of ecologically sensitive land by making tax relief for such donations more generous and flexible.</p>\n<p data-HoCid=\"5719875\" data-originallang=\"en\">Again, this was an environmental measure that involved a positive tax incentive, which encouraged people to make donations of ecologically sensitive land. People might have though about whether they could afford to make this donation. They would have liked to have done something for the environment, they wanted to be engaged in bringing about progress, but they had to make the calculation with respect to their capacity to do so. Now as a result of policies pursued in the area of tax reduction and environmental improvement, they could look at the improved framework for the donation of ecologically sensitive land and realize that it would be something maybe they now could do. As a result, we achieved concrete, substantive and meaningful improvement in the area of environmental improvement.</p>\n<p data-HoCid=\"5719876\" data-originallang=\"en\">We supported family-oriented conservation by providing $3 million to allow the Earth Rangers Foundation to expand its ongoing work, another achievement of which I am very proud. We invested almost $2 billion in our federal contaminated sites action plan and $215 million of cost-sharing funding which helped remediation at more than 1,400 sites.</p>\n<p data-HoCid=\"5719877\" data-originallang=\"en\">Funding also supported assessments of about 9,600 sites, creating an estimated 10,400 jobs in terms of person years. Remediation action plans at approximately 700 sites and assessment activities at 6,500 sites were all fully implemented.</p>\n<p data-HoCid=\"5719878\" data-originallang=\"en\">When Canadians look for environmental action, they want to see us engaged with the large global issues. They also want to see us engaged here at home in our immediate entities, with making improvements that provide a constructive impact around cleaning up contaminated sites, ensuring that they, their children and their grandchildren will have sustainable access to clean air, clean land and clean water. For that target of contaminated sites, almost $2 billion was spent in this area. </p>\n<p data-HoCid=\"5719879\" data-originallang=\"en\">The government might think this is chump change. From our perspective, that is a lot of money, whether that was an investment that achieved concrete results around environmental approval.</p>\n<p data-HoCid=\"5719880\" data-originallang=\"en\"> In the context of this plan, almost 4,000 square kilometres of ecologically sensitive private lands were secured. Significant progress was made in the context of partnerships, partnerships emphasizing the work of community groups collaborating with the government, partnerships that achieved a real result; that is the securing of ecologically sensitive land.</p>\n<p data-HoCid=\"5719881\" data-originallang=\"en\">We added an area nearly twice the size of Vancouver Island to the network of federally protected areas. Let me identify a number of those federally protected areas that were added as a key accomplishment in environmental action under the previous government: the world's first protected area extending from the mountain tops to the sea floor, the Gwaii Haanas National Marine Conservation Area Reserve and Haida Heritage Site; the world's largest freshwater protection area, Lake Superior National Marine Conservation Area; a sixfold expansion of the Nahanni National Park Reserve in the Northwest Territories, considered to be a significant conservation achievement; three new national wildlife areas in Nunavut, protecting 4,554 square kilometres of marine, coastal and territorial habitat, including the world sanctuary for bowhead whales; and three new marine protected areas under the Oceans Act, Musquash Estuary in New Brunswick, Bowie Seamount off the coast of British Columbia and Tarium Niryutait in the Beaufort Sea. </p>\n<p data-HoCid=\"5719882\" data-originallang=\"en\">It is interesting to reflect on the achievements that were made particularly in the context of these environmentally protected areas in Canada's North.</p>\n<p data-HoCid=\"5719883\" data-originallang=\"en\">I had the pleasure to join Canada's foreign affairs committee on a recent mission to the Arctic. The focus of that trip was to look at issues with respect to Canada's sovereignty in the north. In the context of that, we had many discussions about the wide range of challenges and opportunities that existed in Canada's north, the particular sensitivity that people in the North had to the impact of climate change. </p>\n<p data-HoCid=\"5719884\" data-originallang=\"en\">We heard from people in the north who said they were seeing those impacts. We heard about the importance of preserving the natural environment. We also heard that people wanted to see economic development, particularly energy development, that would create opportunities for them and their kids, that would allow them to provide a good standard of living and that would allow their kids to stay and work in the North.</p>\n<p data-HoCid=\"5719885\" data-originallang=\"en\">These conversations were to emphasize both the importance of the environment as well as energy development. Because of that, the Conservatives, in listening to Northerners, sought to achieve both and did achieve both. </p>\n<p data-HoCid=\"5719886\" data-originallang=\"en\">We achieved major improvements in the area of economic opportunities for the north. For instance, the road to Tuk was brought up many times as an important initiative with respect to connecting the south with the north to a greater extent.</p>\n<p data-HoCid=\"5719887\" data-originallang=\"en\">On the other hand, there was frustration about how the <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">Prime Minister</a> unilaterally, with virtually no consultation, announced with the former president of the Untied States a moratorium around particular kinds of energy development. There was a lot of frustration about that.</p>\n<p data-HoCid=\"5719888\" data-originallang=\"en\"> We hear the talk around consultation, but we never see actual consultation, especially when the government is trying to stop a project. The Liberals seems to think that if we are to proceed with a project, infinite consultation is required and even if people are not directly affected by a project and do not have any expertise, they still should be able to participate in that consultation somehow. However, on the other hand, when they are stopping development, they see no problem in immediately shutting down progress without any kind of meaningful consultation.</p>\n<p data-HoCid=\"5719889\" data-originallang=\"en\">What hit home for me, when I was spending time talking to indigenous people and others who lived in Canada's north, was that a full understanding of sustainability required us to think about the environmental sustainability of the north as well as the sustainability and economic viability of communities. Do they have access to affordable energy that allows for sustainable prosperity in that region?</p>\n<p data-HoCid=\"5719890\" data-originallang=\"en\"> If we talk about environmental sustainability, but not about the sustainability of an economic situation in those communities, then we only have half the equation and it makes it very hard for people to do well in that context. Therefore, we need to have both, which means allowing economic development to happen, recognizing the benefits of energy, recognizing that we all need and use energy, and that includes people in Canada's north, so we benefit from energy development at the same time as making real achievement in designating protected areas. We achieved that exactly in the protected areas I mentioned. Again, for example, over four and a half thousand square kilometres of marine, coastal and territorial habitats were protected in Nunavut alone.</p>\n<p data-HoCid=\"5719891\" data-originallang=\"en\">On other accomplishments achieved in environmental sustainability under the previous government, we expanded our national parks network by creating Canada's 44th national park, the N\u00e1\u00e1ts'ihch'oh National Park. All Canadians can be proud of our excellent network of national parks and the achievement that was made in creating Canada's 44th national park under the previous government. </p>\n<p data-HoCid=\"5719892\" data-originallang=\"en\">The chemicals management plan is an under-discussed achievement of the previous government, an achievement of our former interim leader, Rona Ambrose, when she was environment minister. This came in 2006. At that time, our government created the chemicals management plan to assess chemicals used in Canada and to take action in cases where the evidence showed those chemicals were harmful. Of the 4,300 substances already in use and were identified as priorities for assessment, over 2,600 had been assessed and risk management strategies were developed for 62 deemed harmful to the environment or human health. Additionally, 3,000 substances were evaluated before their introduction into the Canadian market. </p>\n<p data-HoCid=\"5719893\" data-originallang=\"en\">The last Conservative budget, budget 2015, committed close to half a billion dollars over five years to renew Canada's management plan.</p>\n<p data-HoCid=\"5719894\" data-originallang=\"en\"> This was a real, concrete achievement that, because of the leadership on the environment file of that environment minister, the chemicals management plan was brought in, which identified harm to the environment or human health for 62 chemicals. We were able to bring in an effective strategy for managing those chemicals.</p>\n<p data-HoCid=\"5719895\" data-originallang=\"en\">When we identify chemicals being used that have a harmful impact, when we develop a coherent strategy for managing them and when we fund that strategy effectively over a period of time, then we achieve very tangible and concrete impacts when it comes to human health and ensuring we have clean air to breath, clean land and clean water.</p>\n<p data-HoCid=\"5719896\" data-originallang=\"en\">The Conservatives' proposed multi-sectoral air pollutants regulation established, for the first time, national air pollution emission standards for major industrial facilities across the country. The expected reductions from those announcements would result in lower smog levels and better air quality overall for Canadians and their environment. Smog remains an issue and the air pollutant regulations that were proposed under the previous government were part of those achievements.</p>\n<p data-HoCid=\"5719897\" data-originallang=\"en\">I mentioned the achievements of the previous government on greenhouse gas emissions, but as I review the accomplishments in the area of the environment, I want to highlight the specific numbers. There was a reduction in greenhouse gases. By 2012, greenhouse gas emissions were over 5% lower than 2005 levels, so in that period of time there was over a 10% growth in the economy and a 5% reduction in emissions. That was through the period of the global financial crisis. These were concrete achievements.</p>\n<p data-HoCid=\"5719898\" data-originallang=\"en\">There was coordination between the federal and provincial levels on efforts to restore, protect and conserve the Great Lakes under the Canada-Ontario agreement, which was renewed on December 18, 2014, toward the end of the time of the previous government. It is interesting that even though there were different political stripes, Prime Minister Harper and Kathleen Wynne were able to work together on the renewal of the Great Lakes Canada-Ontario agreement in 2014. </p>\n<p data-HoCid=\"5719899\" data-originallang=\"en\">Let us contrast that with the seemingly total inability of the current government to work effectively with premiers. Premier after premier is being elected on a mandate to say that the government's approach to the environment, using the environment as an excuse to raise more tax revenue, is not the approach their provinces would like to see. Provinces across the country that have these concerns are coming forward with alternative environmental plans. They vary in their particulars from jurisdiction to jurisdiction, as one might expect in a country as vast and diverse as ours, but there is a growing consensus at the provincial level with premiers rejecting the carbon tax. I am hopeful that my province will soon join the anti-carbon tax coalition.</p>\n<p data-HoCid=\"5719900\" data-originallang=\"en\">It is interesting that the Liberal government was so afraid of the role that the opposition, the United Conservative Party, in Alberta might play as an intervenor that it sought to have that party not be an intervenor in that process. I am sure the provincial government of Alberta has a different feeling on carbon taxes, but I suspect very soon there will be, as more elections occur, even more provinces standing up to reject the approach of the government, which is all about using the environment as an excuse to raise taxes.</p>\n<p data-HoCid=\"5719901\" data-originallang=\"en\">When it comes to federal-provincial relations, there is a clear contrast: The previous prime minister was able to work with the provinces, as these achievements suggest, but the current <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">Prime Minister</a> is all about imposing his carbon tax agenda on provinces. He will impose something that we have never had before in this country, which is a jurisdiction-specific tax, which is to say that people in one province have to pay a tax that people in another province are not paying. It is really unprecedented in the federation that this kind of inequality in a tax imposed on citizens is designed to compel a provincial government to do something in its area of jurisdiction that is against its objectives.</p>\n<p data-HoCid=\"5719902\" data-originallang=\"en\">In every case across the country where there is a carbon tax, GST will be imposed on that carbon tax. The carbon tax is not revenue-neutral for the federal government and the so-called federal backstop is not revenue-neutral either. </p>\n<p data-HoCid=\"5719903\" data-originallang=\"en\">The government is saying that it will rebate some of the money, even most of the money, collected through the federal carbon tax, but we know it will not refund all of the money, and will collect GST on top of it. This will impose a big burden on Canadians. </p>\n<p data-HoCid=\"5719904\" data-originallang=\"en\">I have outlined in a clear way the significant accomplishments of the previous government when it came to sustainability, but I will also add this, and it is not something we will hear from the government. It is important to underline that building pipelines is an environmental improvement. The new pipelines are good for the environment because they displace alternative transportation that is less environmentally friendly. If we can move more of our energy resources by pipeline, if we can access Canada's highly regulated, effective, environmentally sensitive and responsive energy sector with new markets, displacing other competitors by building energy infrastructure which is in itself clean, that is an environmental achievement. </p>\n<p data-HoCid=\"5719905\" data-originallang=\"en\">The government needs to start recognizing that if it truly believes that the environment and the economy go hand in hand, then it needs to support the construction of new pipelines. New pipelines are sustainable because if we do not have new pipelines then we deepen the fiscal challenges that we face, the unsustainability of our fiscal policy. Also, we ensure that we can do better for the environment and for climate change by transporting our energy in a more efficient way. </p>\n<p data-HoCid=\"5719906\" data-originallang=\"en\">Building pipelines is good for the environment and good for the economy. That is why pipelines were built under the previous government. In fact, four pipelines were approved and built under the previous government. </p>\n<p data-HoCid=\"5719907\" data-originallang=\"en\">The first was the Enbridge Alberta Clipper project, which transports 450,000 barrels a day a distance of 1,590 kilometres. The application was filed in May of 2007. It was approved in February of 2008. Federal cabinet gave approval and the new pipeline was constructed and placed in service in April of 2010. The new pipeline carries our energy resources from Hardisty, Alberta to Gretna, Manitoba, where it crosses the U.S. border and carries on to Superior, Wisconsin. It is designed to be expanded to 800,000 barrels per day. It was filed in 2007, approved in 2008. Federal cabinet gave its approval and it was constructed and in service by 2010. That is how to build a pipeline, and we did it. It was good for economy and it was good for the environment. It was good for sustainability. That is an accomplishment that all Canadians can be proud of.</p>\n<p data-HoCid=\"5719908\" data-originallang=\"en\">Second is the TransCanada Keystone. It carries 435,000 barrels a day a distance of 4,324 kilometres. The application was filed in December of 2006. It was approved in September of 2007. Federal cabinet gave it approval in November. It was constructed and placed in service in June of 2010. This new pipeline carries our energy resources from Hardisty, Alberta to Haskett, Manitoba, where it extends into the U.S. to Cushing, Oklahoma. That was a pipeline that was proposed, approved and constructed under the previous government. That was another achievement that was delivered.</p>\n<p data-HoCid=\"5719909\" data-originallang=\"en\">The Kinder Morgan Anchor Loop carries 40,000 barrels a day a distance of 158 kilometres. On October 31, 2006 the NEB approved the expansion. It was constructed and put into service in 2008. It increased the capacity of the existing line significantly by those 40,000 barrels.</p>\n<p data-HoCid=\"5719910\" data-originallang=\"en\">Finally, the Enbridge Line 9 reversal carries 300,000 barrels a day a distance of 639 kilometres. The application was filed in 2012 to reverse the flow of Line 9. It was approved in 2014. NEB granted conditional leave to open in 2015, and the reversal allowed the flow of 300,000 barrels a day of western crude into Quebec, displacing foreign crude oil. </p>\n<p data-HoCid=\"5719911\" data-originallang=\"en\">These were all pipelines that helped us engage with the fundamental problem that Alberta faces today, which is the gap between what we are receiving for our oil and the global price. Pipelines were built that helped us displace foreign oil and ensure that Canadians could benefit from the opportunity to do ongoing commerce with each other. These were all significant accomplishments that were achieved under the previous government with respect to getting to real action on pipelines and the ensuing benefits for environmental sustainability.</p>\n<p data-HoCid=\"5719912\" data-originallang=\"en\">There is this paradoxical rhetoric from our friends across the way. On the one hand, they want to tout the shutting down of pipelines and, on the other hand, they want to say that they are actually trying to build pipelines. It is the most farcical set of contradictions one could imagine, in terms of the way in which they try to be on both sides of the fence. As I learned when I was a child, it is dangerous to try to be on both sides of the fence at once\u2014 </p>",

C\u2019est une fa\u00e7on \u00e9l\u00e9gante de soutirer plus d\u2019argent des contribuables et de contr\u00f4ler ensuite compl\u00e8tement de quelle fa\u00e7on il sera d\u00e9pens\u00e9.</p>\n<p data-HoCid=\"5719826\" data-originallang=\"en\">Les Canadiens n\u2019adh\u00e9reront pas \u00e0 cette logique du point de vue \u00e9conomique et on ne leur fera pas croire qu\u2019il s\u2019agit d\u2019un plan pour l\u2019environnement. Ils sauront aussi, quand le gouvernement parle des r\u00e9percussions \u00e9conomiques n\u00e9fastes associ\u00e9es \u00e0 l\u2019imposition de cette taxe aux grands \u00e9metteurs, qu\u2019il s\u2019ensuit qu\u2019il y aura des r\u00e9percussions \u00e9conomiques n\u00e9fastes similaires pour tous les autres. C\u2019est seulement que ces autres n\u2019ont pas les connexions et les ressources n\u00e9cessaires pour pr\u00e9senter leurs arguments sur les tribunes auxquelles nos grands \u00e9metteurs ont acc\u00e8s.</p>\n<p data-HoCid=\"5719827\" data-originallang=\"en\">Un autre point \u00e0 souligner, face \u00e0 l\u2019\u00e9chec de la taxe sur le carbone par rapport \u00e0 l\u2019approche plus positive et constructive adopt\u00e9e par le pr\u00e9c\u00e9dent gouvernement en mati\u00e8re de durabilit\u00e9, est que bien des gens qui voudraient r\u00e9duire leurs \u00e9missions ont besoin d\u2019un investissement en capital afin d\u2019y arriver. Si je vis avec un revenu fixe et que je voudrais faire des r\u00e9novations \u00e9co\u00e9nerg\u00e9tiques \u00e0 ma maison qui r\u00e9duisent ma consommation d\u2019\u00e9nergie, sont bonnes pour l\u2019environnement et me font faire des \u00e9conomies, ce serait g\u00e9nial, mais je pourrais aussi ne pas disposer de l\u2019argent n\u00e9cessaire pour me permettre cela.</p>\n<p data-HoCid=\"5719828\" data-originallang=\"en\">Le gouvernement pr\u00e9c\u00e9dent a agi sur cette question de donner aux gens les moyens, gr\u00e2ce \u00e0 des r\u00e9ductions d\u2019imp\u00f4t et au renforcement de leur capacit\u00e9 de faire leurs propres choix, qui traduisent les valeurs existant au sein de nos collectivit\u00e9s et leur sensibilit\u00e9 \u00e0 l\u2019importance de la durabilit\u00e9.</p>\n<p data-HoCid=\"5719829\" data-originallang=\"en\">\u00c0 l\u2019oppos\u00e9, le gouvernement lib\u00e9ral adopte une approche punitive. Il impose des taxes qui ne facilitent pas les choses, mais rendent au contraire plus difficiles pour les gens se trouvant dans le genre de situations que j\u2019ai d\u00e9crites de faire les investissements leur permettant d\u2019am\u00e9liorer leur sort. L\u2019approche gouvernementale de la politique environnementale est punitive, et elle est punitive \u00e0 l\u2019encontre de ceux qui sont les plus d\u00e9munis. Il impose de nouvelles taxes \u00e0 ceux qui ont le plus de difficult\u00e9s tout en assurant toutes sortes d\u2019avantage et en permettant toutes sortes d\u2019\u00e9chappatoires aux personnes se trouvant dans d\u2019autres situations.</p>\n<p data-HoCid=\"5719830\" data-originallang=\"en\">Il est vraiment important de d\u00e9noncer la nature trompeuse du discours \u00e9conomique du gouvernement. Celui-ci pr\u00e9tend souvent qu\u2019il hausse les taxes des mieux nantis, mais il a tant d\u2019instruments pour leur remettre cet argent, peut-\u00eatre pas \u00e0 tous dans la cat\u00e9gorie des mieux nantis, mais certainement \u00e0 ceux qui ont les bonnes relations et \u00e0 ceux qui peuvent se pr\u00e9senter devant lui pour demander ces ressources.</p>\n<p data-HoCid=\"5719831\" data-originallang=\"en\">Il y a eu le scandale des activit\u00e9s de financement donnant un acc\u00e8s privil\u00e9gi\u00e9 au gouvernement, et je crois qu\u2019il y a eu des cons\u00e9quences sur le plan politique en ce qui a trait \u00e0 la mani\u00e8re dont le gouvernement r\u00e9agit aux enjeux.</p>\n<p data-HoCid=\"5719832\" data-originallang=\"en\">J\u2019ai mentionn\u00e9 l\u2019exception consentie par le gouvernement en faveur des plus grands \u00e9metteurs en ce qui a trait \u00e0 la taxe sur le carbone, mais nous pourrions aussi parler des \u00e9normes sommes que les lib\u00e9raux d\u00e9pensent pour d\u2019autres formes d\u2019aide aux entreprises parasites, tel que l\u2019argent qu\u2019ils ont donn\u00e9 \u00e0 Bombardier et dont une partie a \u00e9t\u00e9 redistribu\u00e9e \u00e0 la haute direction en guise de bonis. Nous pourrions parler des \u00e9normes sommes d\u00e9pens\u00e9es dans les soi-disant supergrappes. Les d\u00e9penses du gouvernement prennent souvent la forme d\u2019une aide sociale pour les entreprises et de cadeaux fiscaux aux grands \u00e9metteurs alors qu\u2019il impose de nouvelles taxes et le nouveau fardeau de la taxe sur le carbone \u00e0 ceux qui sont les moins \u00e0 m\u00eame de les payer.</p>\n<p data-HoCid=\"5719833\" data-originallang=\"en\">Il n'y a eu absolument aucune r\u00e9duction fiscale pour les personnes gagnant 45 000 $ ou moins. C\u2019est important, parce que cela permet de constater que la politique sur l\u2019environnement, la soi-disant politique sur la durabilit\u00e9 du gouvernement, sert souvent d\u2019excuse pour atteindre d\u2019autres objectifs. Ce n\u2019est pas seulement une excuse pour imposer de nouvelles taxes, plus co\u00fbteuses, aux Canadiens, mais aussi pour imposer ces taxes \u00e0 ceux qui ont le moins les moyens de les payer.</p>\n<p data-HoCid=\"5719834\" data-originallang=\"en\">Comparons cela \u00e0 l\u2019approche du pr\u00e9c\u00e9dent gouvernement conservateur, qui a tent\u00e9 d\u2019apporter des changements constructifs en mati\u00e8re d\u2019environnement et a r\u00e9ussi \u00e0 le faire d\u2019une mani\u00e8re qui donnait vraiment aux gens la marge fiscale n\u00e9cessaire pour faire des investissements qui seraient \u00e0 leur avantage sur le long terme.</p>\n<p data-HoCid=\"5719835\" data-originallang=\"en\">De plus, alors que le gouvernement lib\u00e9ral impose de nouveaux fardeaux \u00e0 ceux qui peuvent le moins les payer, nous avions accord\u00e9 des r\u00e9ductions d\u2019imp\u00f4t \u00e0 ceux qui avaient le plus besoin d\u2019un soutien. Nous avons abaiss\u00e9 la TPS de 7 % \u00e0 6 %, puis \u00e0 5 %. Nous avons abaiss\u00e9 le taux marginal d\u2019imposition le plus bas. Lorsque nous prenons des engagements de d\u00e9penses dans le contexte d'un plan budg\u00e9taire \u00e9quilibr\u00e9, les gens peuvent \u00eatre certains que ces engagements dureront et seront viables parce qu'ils sont faits dans un contexte o\u00f9 il y a suffisamment d'argent qui rentre pour les couvrir et non dans un contexte o\u00f9 nous empruntons pour les faire. De plus, dans le contexte de cette approche financi\u00e8rement viable, les \u00e9missions de gaz \u00e0 effet de serre ont \u00e9t\u00e9 globalement r\u00e9duites.</p>\n<p data-HoCid=\"5719838\" data-originallang=\"en\">En r\u00e9fl\u00e9chissant aux r\u00e9alisations du pr\u00e9c\u00e9dent gouvernement au chapitre de l'environnement et en les comparant aux \u00e9checs du pr\u00e9sent gouvernement en la mati\u00e8re, on peut penser \u00e0 maints autres exemples au-del\u00e0 des \u00e9missions de gaz \u00e0 effet de serre. Ce sont autant d'exemples constructifs, pour le gouvernement, de ce \u00e0 quoi ressemblerait la durabilit\u00e9 dans le contexte des politiques publiques.</p>\n<p data-HoCid=\"5719839\" data-originallang=\"en\">On parle d'un cadre qui obligerait le gouvernement \u00e0 une plus grande reddition de comptes. Il va sans dire que nous sommes pour la clart\u00e9 et la transparence dans la communication de renseignements sur la durabilit\u00e9 de la part du gouvernement. Jusqu'ici, nous avons pu voir que le rendement du gouvernement en mati\u00e8re de durabilit\u00e9 n'est pas particuli\u00e8rement reluisant. Les gens sont conscients de ces \u00e9checs, et les critiques formul\u00e9es \u00e0 l'\u00e9gard du bilan du gouvernement au chapitre de la durabilit\u00e9 ne proviennent pas seulement d'amis \u00e0 nous.</p>\n<p data-HoCid=\"5719840\" data-originallang=\"en\">Comme on l'a soulign\u00e9, le gouvernement lib\u00e9ral a les m\u00eames cibles de r\u00e9duction des \u00e9missions de gaz \u00e0 effet de serre qu'avait l'ancien gouvernement conservateur. Les lib\u00e9raux ont du front de critiquer le bilan des conservateurs quand on pense que nous avions des cibles bien claires et qu'ils les ont reprises. Cela dit, notre approche n'\u00e9tait pas la m\u00eame. Il ne s'agissait pas de faire de l'environnement un pr\u00e9texte pour augmenter les taxes. Notre approche \u00e9tait positive et constructive. </p>\n<p data-HoCid=\"5719841\" data-originallang=\"en\">Comme je l\u2019ai dit, les r\u00e9alisations du gouvernement pr\u00e9c\u00e9dent dans le domaine de l'environnement ne se limitaient pas \u00e0 des r\u00e9ductions significatives des \u00e9missions de gaz \u00e0 effet de serre. Sous le gouvernement conservateur, plus de 17 milliards de dollars ont servi \u00e0 appuyer des am\u00e9liorations \u00e0 l'environnement, y compris un large \u00e9ventail de technologies, de r\u00e9ductions fiscales et d\u2019avantages qui ont eu des r\u00e9percussions r\u00e9elles, concr\u00e8tes et importantes. J'aimerais d'ailleurs donner quelques exemples.</p>\n<p data-HoCid=\"5719842\" data-originallang=\"en\">Le gouvernement pr\u00e9c\u00e9dent a investi des sommes consid\u00e9rables dans des initiatives de transport propre pour appuyer les carburants renouvelables et un r\u00e9seau de transport plus propre et plus efficace. Ma circonscription est compos\u00e9e de grandes r\u00e9gions rurales, mais le discours du gouvernement donne parfois \u00e0 penser que les gens pourraient simplement cesser de conduire leur voiture. S\u2019il est peut-\u00eatre r\u00e9aliste d\u2019aller \u00e0 l\u2019\u00e9picerie \u00e0 pied dans certaines r\u00e9gions, ce n'est pas du tout le cas dans bon nombre d'endroits au pays, surtout pour les familles avec des enfants.</p>\n<p data-HoCid=\"5719843\" data-originallang=\"en\">Le gouvernement pr\u00e9c\u00e9dent a reconnu que les gens vont continuer \u00e0 conduire, mais il a r\u00e9alis\u00e9 des investissements pour rendre le transport plus propre et pour stimuler les investissements technologiques d\u2019une mani\u00e8re qui am\u00e9liorera la durabilit\u00e9 des d\u00e9placements n\u00e9cessaires des familles partout au pays. Encore une fois, c\u2019\u00e9tait une approche constructive plut\u00f4t que punitive. C\u2019est ce qu\u2019a fait le gouvernement pr\u00e9c\u00e9dent, et il a d\u00e9ploy\u00e9 des efforts consid\u00e9rables en ce sens.</p>\n<p data-HoCid=\"5719844\" data-originallang=\"en\">Une autre r\u00e9alisation du gouvernement pr\u00e9c\u00e9dent a \u00e9t\u00e9 d\u2019investir massivement dans les initiatives \u00e9co\u00e9nerg\u00e9tiques, en misant sur l\u2019\u00e9nergie renouvelable, la science, la technologie et l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique. Il reconnaissait aussi les avantages de l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique et le fait que les gens vont continuer \u00e0 consommer de l\u2019\u00e9nergie. L\u2019\u00e9nergie fait partie de nos vies. Tous les d\u00e9put\u00e9s, \u00e0 l\u2019exception de ceux qui habitent tr\u00e8s pr\u00e8s d\u2019Ottawa, doivent prendre l\u2019avion pour se rendre dans leur circonscription. Avec notre climat, les gens utilisent l\u2019\u00e9nergie pour chauffer leur maison, se d\u00e9placer et acheter les biens dont ils ont besoin. On ne peut simplement pas cultiver soi-m\u00eame tous les aliments n\u00e9cessaires pour se nourrir. Ce n\u2019est \u00e9videmment pas quelque chose que tout le monde peut faire.</p>\n<p data-HoCid=\"5719845\" data-originallang=\"en\">Accro\u00eetre l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique et appuyer les sources d'\u00e9nergie renouvelable et les \u00e9nergies de remplacement ne veut pas dire \u00e9liminer progressivement les sources d\u2019\u00e9nergie existantes, mais plut\u00f4t avoir une strat\u00e9gie globale, qui reconna\u00eet que nous avons besoin de diff\u00e9rents types d\u2019\u00e9nergie et que nous pouvons travailler \u00e0 am\u00e9liorer l\u2019efficacit\u00e9 de nos syst\u00e8mes \u00e9nerg\u00e9tiques au fil du temps.</p>\n<p data-HoCid=\"5719846\" data-originallang=\"en\">Une autre r\u00e9alisation du gouvernement conservateur pr\u00e9c\u00e9dent en ce qui concerne les initiatives environnementales a \u00e9t\u00e9 d\u2019investir d'importantes sommes pour appuyer le programme de r\u00e9glementation de la qualit\u00e9 de l\u2019air, un cadre r\u00e9glementaire qui a permis non seulement de r\u00e9duire les \u00e9missions de gaz \u00e0 effet de serre, mais aussi d'am\u00e9liorer la qualit\u00e9 de l\u2019air partout au pays. L\u2019am\u00e9lioration de la qualit\u00e9 de l\u2019air qui d\u00e9coule pr\u00e9cis\u00e9ment de l\u2019approche r\u00e9glementaire du gouvernement pr\u00e9c\u00e9dent n'est plus \u00e0 d\u00e9montrer. Certains d\u00e9put\u00e9s d\u2019en face, m\u00eame dans d\u2019autres contextes, ont reconnu ces r\u00e9alisations.</p>\n<p data-HoCid=\"5719847\" data-originallang=\"en\">J\u2019en ai d\u00e9j\u00e0 parl\u00e9, mais il convient aussi de souligner l\u2019investissement consid\u00e9rable du gouvernement conservateur pr\u00e9c\u00e9dent dans le programme \u00e9co\u00c9NERGIE R\u00e9novation pour aider les propri\u00e9taires \u00e0 am\u00e9liorer l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique de leur maison. Le contraste est manifeste entre l\u2019approche du gouvernement actuel et celle du gouvernement pr\u00e9c\u00e9dent. Nous voulons tous miser davantage sur la durabilit\u00e9. Nous souhaitons tous faire en sorte que les gens puissent vivre en consommant moins d\u2019\u00e9nergie, qu'ils utilisent encore de l\u2019\u00e9nergie pour satisfaire leurs besoins vitaux sans avoir \u00e0 r\u00e9duire consid\u00e9rablement leur qualit\u00e9 de vie, mais tout en r\u00e9ussissant \u00e0 \u00eatre plus \u00e9conomes en \u00e9nergie. Il faut souvent des r\u00e9novations majeures pour y arriver.</p>\n<p data-HoCid=\"5719848\" data-originallang=\"en\">Quand il y a eu des tables rondes sur cet enjeu dans ma circonscription, les gens m\u2019ont parl\u00e9 d\u2019investissements pr\u00e9cis qu\u2019ils avaient faits. Ils parlaient de l'achat de panneaux solaires. Une personne m\u2019a parl\u00e9 derni\u00e8rement de la d\u00e9cision de sa famille d\u2019acheter une voiture \u00e9lectrique. Cependant, c'est cher, ce qui souvent repr\u00e9sente un obstacle. M\u00eame ceux qui aimeraient acheter un v\u00e9hicule \u00e9lectrique ou qui per\u00e7oivent les effets positifs \u00e0 long terme de ce geste sur l\u2019environnement et leur propre situation \u00e9conomique peuvent quand m\u00eame \u00eatre incapables de faire un tel investissement.</p>\n<p data-HoCid=\"5719849\" data-originallang=\"en\">Dans une perspective de durabilit\u00e9, concr\u00e8tement, l\u2019une des choses qui encourageraient la collaboration entre le gouvernement et les autres acteurs serait de d\u00e9terminer comment aider les gens \u00e0 surmonter cet obstacle, \u00e0 trouver les moyens, financi\u00e8rement parlant, de faire les investissements qu\u2019ils souhaitent faire dans les am\u00e9liorations \u00e0 valeur \u00e9cologique.</p>\n<p data-HoCid=\"5719850\" data-originallang=\"en\">Les politiques comme celles qu'avait amen\u00e9es le gouvernement pr\u00e9c\u00e9dent, dont le programme \u00e9co\u00c9NERGIE R\u00e9novation, envoyaient un message aux gens: s\u2019ils investissaient dans leur propre maison pour la rendre plus \u00e9conerg\u00e9tique, le gouvernement modifierait les d\u00e9ductions fiscales et diverses prestations afin de maximiser les retomb\u00e9es de ce geste. Des gens qui \u00e9taient peut-\u00eatre sur le point de prendre une telle d\u00e9cision sans toutefois en avoir eu les moyens auparavant pouvaient maintenant faire le calcul et constater que faire cet investissement serait avantageux pour eux. C\u2019\u00e9tait quelque chose qu\u2019ils pouvaient se permettre gr\u00e2ce aux retomb\u00e9es qu'engendrait le programme fiscal.</p>\n<p data-HoCid=\"5719851\" data-originallang=\"en\">Voil\u00e0 qui refl\u00e8te une perspective conservatrice fondamentale sur la soci\u00e9t\u00e9, c'est-\u00e0-dire que le gouvernement ne peut rien accomplir seul. Le gouvernement ne peut pas engendrer les retomb\u00e9es voulues dans la soci\u00e9t\u00e9 en agissant seul ou d\u2019une fa\u00e7on qui s\u00e8me la division ou la discorde. Par contre, le gouvernement peut essayer de faciliter les d\u00e9cisions qu'envisagent de prendre les gens en leur proposant ce genre de d\u00e9duction fiscale.</p>\n<p data-HoCid=\"5719852\" data-originallang=\"en\">L\u2019id\u00e9ologie lib\u00e9rale, l\u2019hypoth\u00e8se des lib\u00e9raux, c\u2019est que des taxes plus \u00e9lev\u00e9es sont toujours bonnes pour l\u2019environnement et les pauvres ainsi que du point de vue de l\u2019\u00e9galit\u00e9 sociale. En fait, c\u2019est souvent l\u2019inverse qui se produit. Nous constatons que des taxes plus \u00e9lev\u00e9es et davantage d\u2019intervention gouvernementale sont pr\u00e9judiciables \u00e0 l\u2019environnement et ont tendance \u00e0 d\u00e9savantager les personnes qui peuvent le moins payer les taxes plus \u00e9lev\u00e9es qui leur sont impos\u00e9es.</p>\n<p data-HoCid=\"5719853\" data-originallang=\"en\">Je suis tr\u00e8s fier de mesures telles que le programme \u00c9co\u00c9NERGIE R\u00e9novations, qui collaborait avec les citoyens et contribuait \u00e0 leur donner la capacit\u00e9 et les ressources n\u00e9cessaires pour ce genre d\u2019investissements.</p>\n<p data-HoCid=\"5719854\" data-originallang=\"en\">Le gouvernement pr\u00e9c\u00e9dent a aussi fait d\u2019importants investissements dans le fonds des infrastructures vertes, qui appuyait des projets d\u2019infrastructure verte tels que des infrastructures d\u2019\u00e9nergie renouvelable et d\u2019assainissement des eaux. Je crois que nous conviendrons tous que le gouvernement a un r\u00f4le \u00e0 jouer dans le d\u00e9veloppement des infrastructures. Comment les investissements que nous faisons dans l\u2019infrastructure \u00e0 l\u2019\u00e9chelle nationale, les partenariats en mati\u00e8re d\u2019infrastructure que nous \u00e9tablissons entre le gouvernement f\u00e9d\u00e9ral et les autres ordres de gouvernement et nos d\u00e9penses en g\u00e9n\u00e9ral peuvent-ils mieux tenir compte de la compr\u00e9hension qu\u2019ont les Canadiens de nos obligations \u00e0 l\u2019\u00e9gard de l\u2019environnement et de l\u2019importance de la durabilit\u00e9 de l\u2019environnement? Voil\u00e0 des id\u00e9es novatrices et constructives qui ont \u00e9t\u00e9 lanc\u00e9es sous le gouvernement pr\u00e9c\u00e9dent, et je suis tr\u00e8s fier de ces mesures et de ces r\u00e9alisations.</p>\n<p data-HoCid=\"5719855\" data-originallang=\"en\">Parmi les r\u00e9alisations, la sixi\u00e8me a \u00e9t\u00e9 l'aide consid\u00e9rable apport\u00e9e aux usines de p\u00e2te et papier afin qu\u2019elles r\u00e9duisent leurs \u00e9missions de gaz \u00e0 effet de serre et deviennent des chefs de file de la production d\u2019\u00e9nergie renouvelable \u00e0 partir de la biomasse. Voil\u00e0 le genre de propositions novatrices qui aident les usines \u00e0 rester ouvertes et qui sont bonnes pour l\u2019\u00e9conomie tout en r\u00e9duisant les \u00e9missions.</p>\n<p data-HoCid=\"5719856\" data-originallang=\"en\">D\u2019ailleurs, le gouvernement r\u00e9p\u00e8te souvent que l\u2019environnement et l\u2019\u00e9conomie vont de pair. En ce moment, ils vont de pair dans la mauvaise direction. Avec le gouvernement pr\u00e9c\u00e9dent, nous avons assist\u00e9 \u00e0 une am\u00e9lioration importante de l\u2019\u00e9conomie, \u00e0 une approche durable de la gestion \u00e9conomique et \u00e0 une approche durable de la gestion de l\u2019environnement. Oui, il est possible de conna\u00eetre des r\u00e9ussites sur tous ces fronts \u00e0 la fois, mais on peut aussi aller dans la mauvaise direction partout. Si on regarde les r\u00e9alisations vraiment constructives du gouvernement pr\u00e9c\u00e9dent, on peut r\u00e9ellement constater de bons r\u00e9sultats dans les deux domaines.</p>\n<p data-HoCid=\"5719857\" data-originallang=\"en\">Le gouvernement pr\u00e9c\u00e9dent a cr\u00e9\u00e9 le Fonds pour l\u2019\u00e9nergie propre afin d\u2019appuyer les projets de recherche, de d\u00e9veloppement et de d\u00e9monstration des \u00e9nergies propres. C\u2019\u00e9tait un fonds important qui produisait efficacement des r\u00e9sultats am\u00e9liorant notre bilan en mati\u00e8re d\u2019environnement.</p>\n<p data-HoCid=\"5719858\" data-originallang=\"en\">Le prochain \u00e9l\u00e9ment aborde un enjeu dont nous avons r\u00e9cemment discut\u00e9 \u00e0 la Chambre: la sant\u00e9 des oc\u00e9ans et des autres voies navigables. Le gouvernement pr\u00e9c\u00e9dent a consacr\u00e9 beaucoup d'argent \u00e0 la conservation et l\u2019assainissement des eaux canadiennes, notamment les oc\u00e9ans et les lacs. Nous nous \u00e9tions engag\u00e9s dans un programme mettant l\u2019accent sur la terre propre, l\u2019air pur et, dans ce cas particulier, l\u2019eau propre.</p>\n<p data-HoCid=\"5719859\" data-originallang=\"en\">J'ai \u00e9t\u00e9 ravi de voir r\u00e9cemment adopt\u00e9e la motion de mon coll\u00e8gue du NPD qui traitait pr\u00e9cis\u00e9ment de la question de la pollution par les plastiques dans les oc\u00e9ans. C'\u00e9tait une motion constructive pour laquelle tous les partis se sont prononc\u00e9s d'une seule voix. J'ai eu le plaisir de prendre la parole pour l'appuyer. Comparativement \u00e0 d'autres pays, le Canada est un contributeur relativement mineur au volume de plastiques dans les oc\u00e9ans. Quoi qu'il en soit, nous sommes conscients du probl\u00e8me et de la n\u00e9cessit\u00e9 de faire tout en notre pouvoir pour r\u00e9duire la pollution dans les oc\u00e9ans. Une statistique qui m'a frapp\u00e9 dans ce d\u00e9bat est que, chaque ann\u00e9e, les d\u00e9chets de plastique tuent plus d'un million d'oiseaux de mer ainsi que 100 000 animaux marins, tels que des tortues, des dauphins, des baleines et des phoques.</p>\n<p data-HoCid=\"5719860\" data-originallang=\"en\">L'afflux croissant de mati\u00e8res polluantes dans les oc\u00e9ans n'est pas viable. Nous devons songer aux mesures que nous pouvons prendre pour y rem\u00e9dier. Voil\u00e0 pourquoi les d\u00e9put\u00e9s conservateurs \u00e9taient ravis d'appuyer une motion qui nous aidera \u00e0 faire des d\u00e9marches en ce sens. C'est un processus que tous les d\u00e9put\u00e9s, dont ceux de notre caucus, suivront de pr\u00e8s, question de r\u00e9fl\u00e9chir \u00e0 comment nous pouvons pr\u00e9server l'environnement marin et les oc\u00e9ans pour les g\u00e9n\u00e9rations \u00e0 venir. Cela dit, ce travail a commenc\u00e9 par de grosses sommes consenties par le gouvernement pr\u00e9c\u00e9dent. Ceux qui en \u00e9taient membres et tous les Canadiens peuvent certainement \u00eatre fiers du travail qui a \u00e9t\u00e9 entrepris gr\u00e2ce \u00e0 cet argent.</p>\n<p data-HoCid=\"5719861\" data-originallang=\"en\">Le gouvernement pr\u00e9c\u00e9dent a \u00e9largi l\u2019all\u00e9gement fiscal pour la production d\u2019\u00e9nergie verte afin d\u2019inclure l\u2019\u00e9quipement de production d\u2019\u00e9nergie hydraulique et l\u2019\u00e9quipement de traitement des gaz provenant des d\u00e9chets. Ici encore, c\u2019est une autre r\u00e9alisation qui comporte des mesures environnementales, non des hausses d\u2019imp\u00f4t, mais des all\u00e9gements fiscaux. Ce sont des propositions que nous ne verrions jamais le gouvernement actuel prendre en consid\u00e9ration. Pour lui, toute id\u00e9e sur l\u2019environnement doit comprendre une hausse de taxe, plus de participation du gouvernement et des recettes pour le gouvernement. Les lib\u00e9raux auraient vraiment de la difficult\u00e9 \u00e0 comprendre le but de l\u2019all\u00e9gement fiscal pour la production d\u2019\u00e9nergie verte. Or, il \u00e9tait bien entendu pour nous que nous pouvions cr\u00e9er des mesures incitatives qui favoriseraient le d\u00e9veloppement \u00e9conomique et les am\u00e9liorations environnementales, notamment par des r\u00e9ductions d'imp\u00f4t et une diminution de l'intervention du gouvernement. </p>\n<p data-HoCid=\"5719862\" data-originallang=\"en\">Nous pouvons le faire valoir aux Canadiens et dire qu\u2019ils n\u2019ont pas \u00e0 payer plus pour avoir un environnement plus propre. En fait, nous avons abord\u00e9 ces enjeux sous l\u2019angle que les gens allaient payer moins d\u2019imp\u00f4t et avoir aussi un environnement plus propre. Par cons\u00e9quent, dans ce contexte particulier, la production d\u2019\u00e9nergie verte \u00e0 l\u2019aide d\u2019\u00e9quipement d\u2019\u00e9nergie hydraulique, tirant parti des ressources naturelles dont nous disposons, fait que nous pouvons disposer d\u2019une combinaison \u00e9nerg\u00e9tique qui comprend un large \u00e9ventail de possibilit\u00e9s et d\u2019outils diff\u00e9rents dans le processus.</p>\n<p data-HoCid=\"5719863\" data-originallang=\"en\">Il y a d'autres r\u00e9alisations qui t\u00e9moignent bien de nos valeurs sur le plan de la durabilit\u00e9, et ce sont les mesures que nous avons prises pour prot\u00e9ger les parcs nationaux du Canada. Nous pouvons prot\u00e9ger les parcs nationaux et reconna\u00eetre qu\u2019ils sont importants non seulement pour l\u2019environnement, mais aussi pour l\u2019interaction humaine avec l\u2019environnement. Quand nous pr\u00e9servons et que nous renfor\u00e7ons notre r\u00e9seau de parcs nationaux, cela donne la possibilit\u00e9 aux Canadiens de les visiter, de comprendre et de ressentir la nature d\u2019une mani\u00e8re sp\u00e9ciale. Dans ma province, l\u2019Alberta, nous avons de c\u00e9l\u00e8bres parcs nationaux que ma famille et moi aimons visiter chaque fois que nous le pouvons. Je ne prends pas de vacances aussi souvent que certains d\u00e9put\u00e9s, mais chaque fois que nous le pouvons, nous aimons visiter des parcs nationaux.</p>\n<p data-HoCid=\"5719864\" data-originallang=\"en\">Le gouvernement pr\u00e9c\u00e9dent a prot\u00e9g\u00e9 les parcs nationaux du Canada en faisant des investissements consid\u00e9rables pour am\u00e9liorer les routes, les ponts et les barrages situ\u00e9s dans nos parcs nationaux et nos canaux historiques. Ces investissements ont renforc\u00e9 nos parcs nationaux, mais ils ont aussi donn\u00e9 la possibilit\u00e9 aux Canadiens de se rapprocher de nos parcs nationaux, d\u2019y \u00eatre pr\u00e9sents et de les conna\u00eetre, ce qui a favoris\u00e9 une compr\u00e9hension sociale et une exp\u00e9rience de la nature qui nous aideront \u00e0 assurer la viabilit\u00e9 de ces parcs et de l'environnement naturel en g\u00e9n\u00e9ral \u00e0 long terme.</p>\n<p data-HoCid=\"5719865\" data-originallang=\"en\">Le gouvernement a d\u00e9j\u00e0 appuy\u00e9 la conservation en investissant des sommes additionnelles dans un programme de partenariats relatifs \u00e0 la conservation des p\u00eaches r\u00e9cr\u00e9atives afin de soutenir des projets visant la conservation de l'habitat pour cette forme de p\u00eache. Nous l\u2019avons vu avec le gouvernement pr\u00e9c\u00e9dent aussi. Je crois que c\u2019\u00e9tait un engagement constructif aupr\u00e8s du milieu de la conservation qui a reconnu, par exemple, que les chasseurs, les p\u00eacheurs et les gens du m\u00e9tier participent \u00e0 la conservation d\u2019une mani\u00e8re constructive et que le gouvernement peut travailler efficacement avec eux gr\u00e2ce \u00e0 certains de ces partenariats relatifs \u00e0 la conservation, comme les investissements que nous avons faits dans les partenariats relatifs \u00e0 la conservation des p\u00eaches r\u00e9cr\u00e9atives. Ces partenariats constructifs qui tiennent compte des bienfaits de la conservation contribuent grandement \u00e0 l'atteinte des r\u00e9sultats escompt\u00e9s.</p>\n<p data-HoCid=\"5719866\" data-originallang=\"en\">Par ailleurs, j'aimerais souligner que le gouvernement pr\u00e9c\u00e9dent a financ\u00e9 1 569 projets de conservation locaux. Ces projets ont permis de pr\u00e9server les habitats de plus de 430 esp\u00e8ces en p\u00e9ril dans le cadre du Programme d'intendance de l'habitat. Voil\u00e0 un autre exemple de financement constructif fond\u00e9 sur un partenariat local avec les intervenants de premi\u00e8re ligne dans le domaine de la conservation. Le gouvernement pr\u00e9c\u00e9dent consid\u00e9rait qu'il devait non pas agir seul, mais chercher \u00e0 collaborer avec les organisations communautaires qui r\u00e9ussissent \u00e0 changer les choses concr\u00e8tement. Le gouvernement pr\u00e9c\u00e9dent a soutenu 1 016 projets dans le cadre du programme \u00c9coAction, qui a aid\u00e9 les Canadiens \u00e0 participer directement aux activit\u00e9s \u00e9cologiques et \u00e0 renouer avec la nature. Voil\u00e0 le genre d'initiatives qui \u00e9taient prises par les Canadiens et appuy\u00e9es par le gouvernement pr\u00e9c\u00e9dent. L'imposition d'une nouvelle taxe ne peut pas se substituer \u00e0 ce genre d'initiatives environnementales positives et constructives.</p>\n<p data-HoCid=\"5719867\" data-originallang=\"en\">Nous avons cr\u00e9\u00e9 le premier parc urbain national du pays en consacrant 140 millions de dollars aux mesures de conservation, de restauration, d'\u00e9ducation, de r\u00e9tablissement des esp\u00e8ces en voie de disparition, d'am\u00e9lioration de l'accueil des visiteurs et de mobilisation de la population locale pour la conservation dans le parc urbain national de la Rouge, et nous avons pr\u00e9vu par la suite une somme de 7,6 millions de dollars par ann\u00e9e pour soutenir les efforts de protection et de gestion.</p>\n<p data-HoCid=\"5719868\" data-originallang=\"en\">C'est une initiative qui me tient \u00e0 coeur. M\u00eame si je ne vis pas en Ontario, mon p\u00e8re a grandi dans la r\u00e9gion de Scarborough, et c'est l\u00e0 que ses parents se sont install\u00e9s lorsqu'ils ont immigr\u00e9 au Canada. Je sais que les gens de cette r\u00e9gion ont beaucoup profit\u00e9 de la vision du gouvernement conservateur pr\u00e9c\u00e9dent.</p>\n<p data-HoCid=\"5719869\" data-originallang=\"en\"> Je sais que mon coll\u00e8gue le d\u00e9put\u00e9 de <a data-HoCid=\"214192\" href=\"/politicians/peter-kent/\" title=\"Peter Kent\">Thornhill</a> \u00e9tait bien inform\u00e9 et engag\u00e9 \u00e0 l'\u00e9gard de ce projet lorsqu'il \u00e9tait ministre de l'Environnement. La Chambre a \u00e9tudi\u00e9 d'autres mesures l\u00e9gislatives pour soutenir davantage cette initiative. L'opposition \u00e9tait fi\u00e8re de les appuyer, m\u00eame si, au cours du processus, elle a fait quelques recommandations constructives afin d'am\u00e9liorer et d'adapter ces mesures en fonction des r\u00e9alit\u00e9s d'un parc urbain. Pour aider les gens \u00e0 renouer avec l'environnement, il faut interpr\u00e9ter autrement le terme \u00ab int\u00e9grit\u00e9 \u00e9cologique \u00bb.</p>\n<p data-HoCid=\"5719870\" data-originallang=\"en\">La durabilit\u00e9 de l'environnement doit \u00eatre consid\u00e9r\u00e9e non seulement sous l'angle strictement environnemental, mais aussi comme une question englobant les interactions des gens avec l'environnement. Nous devrions voir ces interactions comme une bonne chose qui contribue \u00e0 conscientiser la soci\u00e9t\u00e9 \u00e0 l'importance de la durabilit\u00e9 et \u00e0 la capacit\u00e9 que nous avons, au Canada, de nous mobiliser ensemble. La somme de plus de 100 millions de dollars consacr\u00e9e au parc urbain national de la Rouge a \u00e9t\u00e9 grandement appr\u00e9ci\u00e9e par les habitants de cette r\u00e9gion.</p>\n<p data-HoCid=\"5719871\" data-originallang=\"en\">La mise en oeuvre du Plan de conservation national est une autre belle r\u00e9alisation. Il pr\u00e9voyait 252 millions de dollars pour conserver et restaurer les terres et les cours d'eau du pays tout en rapprochant les familles canadiennes de la nature dans leur collectivit\u00e9 et aux alentours. C'\u00e9tait une enveloppe importante pour un plan de conservation national qui reposait sur la collaboration avec les collectivit\u00e9s, mais qui ne cherchait pas \u00e0 imposer de nouvelles taxes. Elle nous a fait progresser sur le plan environnemental.</p>\n<p data-HoCid=\"5719872\" data-originallang=\"en\">Nous avons appuy\u00e9 des projets, des programmes et des politiques dans d'autres secteurs pour lutter contre les changements climatiques dans le contexte canadien. Des r\u00e9ductions d'\u00e9missions de gaz \u00e0 effet de serre en ont r\u00e9sult\u00e9, comme nous l'avons dit tout \u00e0 l'heure. Nous avons fourni 1,2 milliard de dollars en financement acc\u00e9l\u00e9r\u00e9 de projets ax\u00e9s sur l'adaptation aux changements climatiques et l'accroissement de la part des \u00e9nergies renouvelables. Ces projets ont \u00e9t\u00e9 un succ\u00e8s au Canada.</p>\n<p data-HoCid=\"5719873\" data-originallang=\"en\"> Je le r\u00e9p\u00e8te, ce sont des exemples de mesures financ\u00e9es par le gouvernement pr\u00e9c\u00e9dent.</p>\n<p data-HoCid=\"5719874\" data-originallang=\"en\">Nous avons am\u00e9lior\u00e9 les infrastructures f\u00e9d\u00e9rales, comme les radars et les stations terrestres de surveillance m\u00e9t\u00e9orologique et climatique, qui sont l'\u00e9pine dorsale du syst\u00e8me d'alerte m\u00e9t\u00e9orologique du Canada. Nous avons am\u00e9lior\u00e9 et \u00e9largi l'accessibilit\u00e9 des sentiers partout au Canada, et nous avons encourag\u00e9 les dons de fonds de terres \u00e9cosensibles en octroyant un all\u00e9gement fiscal plus g\u00e9n\u00e9reux et plus souple pour de tels dons.</p>\n<p data-HoCid=\"5719875\" data-originallang=\"en\">Il s'agissait l\u00e0 d'une mesure environnementale qui offrait un incitatif fiscal pour encourager les gens \u00e0 faire des dons de terres \u00e9cosensibles. Certaines personnes auraient pu se demander si elles avaient les moyens de faire un tel don. Elles voulaient faire quelque chose pour l'environnement, contribuer \u00e0 faire \u00e9voluer les choses, mais elles ne savaient pas si elles avaient la capacit\u00e9 financi\u00e8re d'agir ainsi. Cependant, gr\u00e2ce aux politiques que nous avions adopt\u00e9es pour r\u00e9duire le fardeau fiscal et assainir l'environnement, ainsi qu'aux am\u00e9liorations que nous avions apport\u00e9es au cadre r\u00e9gissant les dons de terres \u00e9cosensibles, ces personnes se rendaient compte qu'elles pourraient peut-\u00eatre d\u00e9sormais se permettre de faire de tels dons. Nous avons donc apport\u00e9 des am\u00e9liorations concr\u00e8tes et importantes dans le domaine de l'environnement.</p>\n<p data-HoCid=\"5719876\" data-originallang=\"en\">Nous avons soutenu les mesures de conservation destin\u00e9es aux familles en accordant 3 millions de dollars \u00e0 l'appui de la Earth Rangers Foundation pour lui permettre d'\u00e9largir ses activit\u00e9s, une autre r\u00e9alisation dont je suis tr\u00e8s fier. Nous avons investi presque 2 milliards de dollars dans notre Plan d'action pour les sites contamin\u00e9s f\u00e9d\u00e9raux et 215 millions de dollars dans le cadre d'un mod\u00e8le de partage des co\u00fbts, ce qui a contribu\u00e9 \u00e0 l'assainissement de plus de 1 400 sites.</p>\n<p data-HoCid=\"5719877\" data-originallang=\"en\">Un financement a par ailleurs appuy\u00e9 l'\u00e9valuation d'environ 9 600 sites, ce qui a cr\u00e9\u00e9 de l'emploi \u00e0 hauteur de 10 400 ann\u00e9es-personnes. Des plans d'action pour fins d'assainissement ont \u00e9t\u00e9 mis en oeuvre dans environ 700 sites, et des activit\u00e9s d'\u00e9valuation sont en cours dans 6 500 sites. </p>\n<p data-HoCid=\"5719878\" data-originallang=\"en\">En mati\u00e8re de protection de l'environnement, les Canadiens veulent nous voir agir sur les grands enjeux mondiaux. Ils veulent aussi nous voir agir ici, chez nous, dans notre milieu imm\u00e9diat, notamment en apportant des am\u00e9liorations constructives au chapitre de la d\u00e9contamination des sites, de sorte qu'eux, leurs enfants et leurs petits-enfants auront un acc\u00e8s durable \u00e0 un air sain, \u00e0 de l'eau pure et \u00e0 des terres propres. Environ 2 milliards de dollars ont \u00e9t\u00e9 consacr\u00e9s \u00e0 l'atteinte des objectifs relatifs aux sites contamin\u00e9s. </p>\n<p data-HoCid=\"5719879\" data-originallang=\"en\">C'est peut-\u00eatre de la petite monnaie pour le gouvernement. Selon nous, c'est beaucoup d'argent. Il s'agit d'un investissement qui a permis d'obtenir des r\u00e9sultats concrets en mati\u00e8re d'approbation environnementale.</p>\n<p data-HoCid=\"5719880\" data-originallang=\"en\">Dans le cadre de ce plan, on a prot\u00e9g\u00e9 presque 4 000 kilom\u00e8tres carr\u00e9s de terres priv\u00e9es \u00e9cosensibles. Des progr\u00e8s consid\u00e9rables ont \u00e9t\u00e9 accomplis sur le plan des partenariats de travail entre des groupes communautaires et le gouvernement. Ces partenariats ont abouti \u00e0 un r\u00e9sultat tangible, c'est-\u00e0-dire la protection de terres \u00e9cosensibles. </p>\n<p data-HoCid=\"5719881\" data-originallang=\"en\">Nous avons ajout\u00e9 l'\u00e9quivalent de pratiquement deux fois la superficie de l'\u00eele de Vancouver au r\u00e9seau des aires prot\u00e9g\u00e9es f\u00e9d\u00e9rales. Je vais nommer un certain nombre de ces aires prot\u00e9g\u00e9es f\u00e9d\u00e9rales qui repr\u00e9sentent d'importants gains environnementaux obtenus sous le gouvernement pr\u00e9c\u00e9dent: la premi\u00e8re zone prot\u00e9g\u00e9e au monde qui s'\u00e9tend du sommet d'une montagne au lit marin, soit la r\u00e9serve d'aire marine nationale de conservation et le site du patrimoine ha\u00efda Gwaii Haanas; la plus grande aire prot\u00e9g\u00e9e d'eau douce du monde, l'aire marine nationale de conservation du Lac-Sup\u00e9rieur; l'agrandissement de la superficie de la r\u00e9serve de parc national de Nahanni, dans les Territoires du Nord-Ouest, qui a \u00e9t\u00e9 multipli\u00e9e par six et qui est consid\u00e9r\u00e9e comme une r\u00e9alisation majeure sur le plan de la conservation; trois nouvelles r\u00e9serves nationales de faune au Nunavut, qui prot\u00e8gent pr\u00e8s de 4 554 kilom\u00e8tres carr\u00e9s d'habitats c\u00f4tiers, marins et terrestres, dont le refuge mondial pour les baleines bor\u00e9ales; et trois nouvelles zones de protection marine aux termes de la Loi sur les oc\u00e9ans: l'estuaire de la Musquash au Nouveau-Brunswick, le mont sous-marin Bowie au large de la Colombie-Britannique et Tarium Niryutait dans la mer de Beaufort.</p>\n<p data-HoCid=\"5719882\" data-originallang=\"en\">Il est int\u00e9ressant de r\u00e9fl\u00e9chir aux r\u00e9alisations qui ont \u00e9t\u00e9 faites, particuli\u00e8rement en ce qui concerne les zones prot\u00e9g\u00e9es dans le Nord canadien.</p>\n<p data-HoCid=\"5719883\" data-originallang=\"en\">J'ai eu le plaisir de me joindre au comit\u00e9 des affaires \u00e9trang\u00e8res du Canada lors d'une mission r\u00e9cente dans l'Arctique. Le voyage ciblait particuli\u00e8rement les questions de souverainet\u00e9 du Canada dans le Nord. Dans ce contexte, nous avons eu de nombreuses discussions sur toute une s\u00e9rie de d\u00e9fis et de possibilit\u00e9s qui existent dans cette r\u00e9gion et sur la sensibilit\u00e9 particuli\u00e8re des gens du Nord aux effets des changements climatiques.</p>\n<p data-HoCid=\"5719884\" data-originallang=\"en\">Les gens du Nord nous ont dit qu'ils constataient les effets de ces changements. Ils nous ont parl\u00e9 de la n\u00e9cessit\u00e9 de pr\u00e9server l'environnement naturel. Des gens nous ont aussi dit souhaiter un d\u00e9veloppement \u00e9conomique, particuli\u00e8rement dans le secteur \u00e9nerg\u00e9tique, qui cr\u00e9erait des d\u00e9bouch\u00e9s dont eux-m\u00eames et leurs enfants pourraient profiter, de mani\u00e8re \u00e0 avoir une bonne qualit\u00e9 de vie et \u00e0 donner aux jeunes la possibilit\u00e9 de rester dans le Nord et d'y travailler.</p>\n<p data-HoCid=\"5719885\" data-originallang=\"en\">Ces conversations ont mis en \u00e9vidence l'importance tant de l'environnement que du d\u00e9veloppement \u00e9nerg\u00e9tique. Les conservateurs, \u00e0 l'\u00e9coute des gens du Nord, se sont d'ailleurs efforc\u00e9s, avec succ\u00e8s, de r\u00e9ussir sur ces deux plans. </p>\n<p data-HoCid=\"5719886\" data-originallang=\"en\">Nous avons r\u00e9ussi \u00e0 am\u00e9liorer consid\u00e9rablement les possibilit\u00e9s \u00e9conomiques du Nord. Je pense par exemple \u00e0 la route vers Tuk, qui est souvent pr\u00e9sent\u00e9e comme une initiative cruciale, et qui a cr\u00e9\u00e9 un lien important entre le Sud et le Nord.</p>\n<p data-HoCid=\"5719887\" data-originallang=\"en\">D'un autre c\u00f4t\u00e9, les gens \u00e9taient m\u00e9contents que le <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">premier ministre</a> d\u00e9cide de mani\u00e8re unilat\u00e9rale, avec l'ancien pr\u00e9sident des \u00c9tats-Unis et pratiquement sans consultation, d'imposer un moratoire sur certaines formes de d\u00e9veloppement \u00e9nerg\u00e9tique. Cette d\u00e9cision en a fait grogner plusieurs.</p>\n<p data-HoCid=\"5719888\" data-originallang=\"en\"> On entend souvent parler de consultation mais on en voit peu, particuli\u00e8rement quand le gouvernement cherche \u00e0 bloquer un projet. Les lib\u00e9raux semblent penser qu'avant de laisser un projet aller de l'avant, il faut proc\u00e9der \u00e0 des consultations interminables auxquelles pourront participer m\u00eame les gens qui ne sont pas directement touch\u00e9s par le projet et qui n'ont aucune expertise dans le domaine. \u00c0 l'oppos\u00e9, quand ils veulent bloquer le d\u00e9veloppement, ils n'h\u00e9sitent pas \u00e0 interrompre imm\u00e9diatement l'avancement d'un projet sans v\u00e9ritable consultation.</p>\n<p data-HoCid=\"5719889\" data-originallang=\"en\">En prenant le temps de m'entretenir avec des personnes autochtones et d'autres habitants du Nord canadien, j'ai pris conscience que, pour comprendre pleinement le concept de durabilit\u00e9, il faut tenir compte de la durabilit\u00e9 environnementale dans le Nord, ainsi que du d\u00e9veloppement et de la viabilit\u00e9 \u00e9conomique des communaut\u00e9s. Les habitants de ces communaut\u00e9s ont-ils acc\u00e8s \u00e0 des ressources \u00e9nerg\u00e9tiques \u00e0 prix abordables qui permettent d'assurer la prosp\u00e9rit\u00e9 durable de leur r\u00e9gion? </p>\n<p data-HoCid=\"5719890\" data-originallang=\"en\"> Si nous abordons uniquement la question de la durabilit\u00e9 de ces communaut\u00e9s sous l'angle environnemental et laissons de c\u00f4t\u00e9 l'angle \u00e9conomique, nous n'avons que la moiti\u00e9 de l'\u00e9quation et nous pourrons difficilement aider les gens. Par cons\u00e9quent, nous devons prendre en compte les deux facettes de l'enjeu; nous devons favoriser le d\u00e9veloppement \u00e9conomique, reconna\u00eetre les avantages des ressources \u00e9nerg\u00e9tiques \u2014 nous avons tous besoin d'\u00e9nergie, y compris les habitants du Nord canadien \u2014 et ainsi tirer parti du d\u00e9veloppement \u00e9nerg\u00e9tique tout en accomplissant de vrais r\u00e9sultats en mati\u00e8re de d\u00e9signation de zones de protection. Nous y sommes parvenus dans les zones de protection que j'ai mentionn\u00e9es. Par exemple, au Nunavut seulement, nous avons cr\u00e9\u00e9 une zone de protection sur un territoire couvrant plus de 4 500 kilom\u00e8tres carr\u00e9s d'habitats c\u00f4tiers, marins et terrestres. </p>\n<p data-HoCid=\"5719891\" data-originallang=\"en\">Parmi les autres r\u00e9alisations du gouvernement pr\u00e9c\u00e9dent par rapport \u00e0 la durabilit\u00e9 environnementale, je pense \u00e0 l'expansion de notre impressionnant r\u00e9seau des parcs nationaux du Canada par la cr\u00e9ation du 44<sup>e</sup> parc national du Canada, la r\u00e9serve de parc national N\u00e1\u00e1ts'ihch'oh. Tous les Canadiens peuvent en \u00eatre fiers. </p>\n<p data-HoCid=\"5719892\" data-originallang=\"en\"> Une autre r\u00e9alisation du gouvernement pr\u00e9c\u00e9dent est pass\u00e9e sous le radar: il s'agit du plan de gestion des produits chimiques, pilot\u00e9 en 2006 par notre ancienne chef int\u00e9rimaire, Rona Ambrose, qui \u00e0 l'\u00e9poque \u00e9tait ministre de l'Environnement. Notre gouvernement a mis en place ce plan pour \u00e9valuer les produits chimiques utilis\u00e9s au Canada et prendre des mesures dans les cas o\u00f9 des preuves attestent de leur nocivit\u00e9. Parmi les 4 300 produits d\u00e9j\u00e0 en usage et jug\u00e9s prioritaires, 2 600 ont \u00e9t\u00e9 \u00e9valu\u00e9s, et 62 ont \u00e9t\u00e9 jug\u00e9s nocifs pour l'environnement ou pour la sant\u00e9 humaine. Des strat\u00e9gies de gestion du risque ont \u00e9t\u00e9 adopt\u00e9es en cons\u00e9quence. Par ailleurs, 3 000 autres produits ont \u00e9t\u00e9 \u00e9valu\u00e9s avant d'arriver sur le march\u00e9 canadien.</p>\n<p data-HoCid=\"5719893\" data-originallang=\"en\">Le dernier budget conservateur, le budget de 2015, a engag\u00e9 pr\u00e8s d\u2019un demi-milliard de dollars sur cinq ans au renouvellement du plan de gestion du Canada.</p>\n<p data-HoCid=\"5719894\" data-originallang=\"en\">C'\u00e9tait une r\u00e9alisation r\u00e9elle et concr\u00e8te. Gr\u00e2ce au leadership du ministre de l\u2019Environnement dans le dossier de l\u2019environnement, le Plan de gestion des produits chimiques a \u00e9t\u00e9 mis en \u0153uvre, ce qui a permis de d\u00e9terminer les dommages caus\u00e9s \u00e0 l\u2019environnement ou \u00e0 la sant\u00e9 humaine par 62 produits chimiques. Nous avons pu mettre en place une strat\u00e9gie efficace de gestion de ces produits chimiques.</p>\n<p data-HoCid=\"5719895\" data-originallang=\"en\">Lorsque nous identifions les produits chimiques utilis\u00e9s qui sont nocifs, lorsque nous \u00e9laborons une strat\u00e9gie coh\u00e9rente pour les g\u00e9rer et lorsque nous finan\u00e7ons efficacement cette strat\u00e9gie sur une certaine p\u00e9riode, nous obtenons alors des r\u00e9sultats tr\u00e8s tangibles et concrets pour la sant\u00e9 humaine et nous nous assurons d\u2019avoir de l\u2019air pur, des sols propres et de l\u2019eau propre.</p>\n<p data-HoCid=\"5719896\" data-originallang=\"en\">Le projet de r\u00e8glement multisectoriel sur les polluants atmosph\u00e9riques propos\u00e9 par les conservateurs \u00e9tablissait, pour la premi\u00e8re fois, des normes nationales sur les \u00e9missions de polluants atmosph\u00e9riques pour les grandes installations industrielles du pays. Les r\u00e9ductions attendues \u00e0 la suite de ces annonces se seraient traduites par des niveaux de smog plus faibles et une meilleure qualit\u00e9 de l\u2019air en g\u00e9n\u00e9ral pour les Canadiens et leur environnement. Le smog demeure un probl\u00e8me et le r\u00e8glement sur les polluants atmosph\u00e9riques qui a \u00e9t\u00e9 propos\u00e9 sous le gouvernement pr\u00e9c\u00e9dent faisait partie de ces r\u00e9alisations.</p>\n<p data-HoCid=\"5719897\" data-originallang=\"en\">J\u2019ai parl\u00e9 des r\u00e9alisations du gouvernement pr\u00e9c\u00e9dent en mati\u00e8re d\u2019\u00e9missions de gaz \u00e0 effet de serre, mais maintenant que je passe en revue les r\u00e9alisations dans le domaine de l\u2019environnement, je tiens \u00e0 donner des chiffres pr\u00e9cis. Il y a eu r\u00e9duction des gaz \u00e0 effet de serre. En 2012, les \u00e9missions de gaz \u00e0 effet de serre \u00e9taient inf\u00e9rieures de plus de 5 % aux niveaux de 2005. Au cours de cette p\u00e9riode, l\u2019\u00e9conomie a connu une croissance sup\u00e9rieure \u00e0 10 % et les \u00e9missions ont diminu\u00e9 de 5 %. C\u2019\u00e9tait pendant la p\u00e9riode de la crise financi\u00e8re mondiale. Il s\u2019agit l\u00e0 de r\u00e9alisations concr\u00e8tes.</p>\n<p data-HoCid=\"5719898\" data-originallang=\"en\">Les paliers f\u00e9d\u00e9ral et provincial ont coordonn\u00e9 leurs efforts en vue de la restauration, de la protection et de la conservation des Grands Lacs dans le cadre de l\u2019Accord entre le Canada et l\u2019Ontario, qui a \u00e9t\u00e9 renouvel\u00e9 le 18 d\u00e9cembre 2014, vers la fin du mandat du gouvernement pr\u00e9c\u00e9dent. Il est int\u00e9ressant de noter que malgr\u00e9 leurs diff\u00e9rentes all\u00e9geances politiques, le premier ministre Harper et Kathleen Wynne ont \u00e9t\u00e9 capables de travailler ensemble au renouvellement de l\u2019Accord entre le Canada et l\u2019Ontario sur les Grands Lacs en 2014.</p>\n<p data-HoCid=\"5719899\" data-originallang=\"en\">Comparons cela \u00e0 l\u2019incapacit\u00e9 apparemment totale du gouvernement actuel de travailler efficacement avec les premiers ministres provinciaux. L'un apr\u00e8s l'autre, les premiers ministres provinciaux sont \u00e9lus sur la base d\u2019un mandat pour dire que l\u2019approche du gouvernement f\u00e9d\u00e9ral en mati\u00e8re d\u2019environnement, qui se sert de l\u2019environnement comme excuse pour accro\u00eetre les recettes fiscales, n\u2019est pas celle que leur province voudrait voir adopt\u00e9e. Partout au pays, les provinces qui ont ces pr\u00e9occupations pr\u00e9sentent des plans environnementaux de rechange. Leurs particularit\u00e9s varient d\u2019une province \u00e0 l\u2019autre, comme on pourrait s\u2019y attendre dans un pays aussi vaste et diversifi\u00e9 que le n\u00f4tre, mais un consensus se forme de plus en plus entre les premiers ministres provinciaux pour rejeter la taxe sur le carbone. J\u2019esp\u00e8re que ma province se joindra bient\u00f4t \u00e0 la coalition contre la taxe sur le carbone.</p>\n<p data-HoCid=\"5719900\" data-originallang=\"en\">Il est int\u00e9ressant de noter que le gouvernement lib\u00e9ral craignait tellement le r\u00f4le que l\u2019opposition, le Parti conservateur uni, pourrait jouer en Alberta comme intervenant qu\u2019il a voulu que ce parti ne soit pas un intervenant dans ce processus. Je suis certain que le gouvernement de l\u2019Alberta a un point de vue diff\u00e9rent sur la taxe sur le carbone, mais je soup\u00e7onne qu\u2019il y aura tr\u00e8s bient\u00f4t, au fil des \u00e9lections, encore plus de provinces qui se l\u00e8veront pour rejeter l\u2019approche du gouvernement, qui revient \u00e0 utiliser l\u2019environnement comme excuse pour augmenter les taxes.</p>\n<p data-HoCid=\"5719901\" data-originallang=\"en\">En ce qui a trait aux relations f\u00e9d\u00e9rales-provinciales, le contraste est \u00e9vident. Le premier ministre pr\u00e9c\u00e9dent a \u00e9t\u00e9 en mesure de collaborer avec les provinces, comme le montrent ces r\u00e9alisations, mais le <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">premier ministre</a> actuel impose sa taxe sur le carbone aux provinces. Il imposera quelque chose qu'on n'a jamais vu auparavant au Canada \u2014 une taxe d'un taux particulier pour chaque province, c'est-\u00e0-dire que les gens dans une province devront payer une taxe que les gens d'une autre province ne paient pas. C'est tout \u00e0 fait sans pr\u00e9c\u00e9dent dans la f\u00e9d\u00e9ration d'avoir ce genre d'iniquit\u00e9 dans la taxe impos\u00e9e aux citoyens, une taxe con\u00e7ue de fa\u00e7on \u00e0 forcer un gouvernement provincial \u00e0 adopter sur son territoire des mesures qui ne correspondent pas \u00e0 ses objectifs.</p>\n<p data-HoCid=\"5719902\" data-originallang=\"en\">Partout au pays o\u00f9 il y aura une taxe sur le carbone, la TPS sera impos\u00e9e en sus sur la taxe sur le carbone. La taxe sur le carbone n'est pas sans incidence sur les recettes du gouvernement f\u00e9d\u00e9ral, et le soi-disant filet de s\u00e9curit\u00e9 f\u00e9d\u00e9ral ne l'est pas non plus.</p>\n<p data-HoCid=\"5719903\" data-originallang=\"en\">Le gouvernement affirme qu'il redistribuera une partie, voire la quasi-totalit\u00e9 de l'argent de la taxe f\u00e9d\u00e9rale sur le carbone, mais nous savons qu'il ne redistribuera pas tout et que la TPS s'appliquera par-dessus le march\u00e9. Le fardeau sur les \u00e9paules des Canadiens sera \u00e9norme.</p>\n<p data-HoCid=\"5719904\" data-originallang=\"en\">J'ai d\u00e9j\u00e0 clairement expos\u00e9 les r\u00e9alisations de taille du gouvernement pr\u00e9c\u00e9dent en mati\u00e8re de d\u00e9veloppement durable, mais j'ajouterai une chose que le gouvernement n'admettra jamais. Sur le plan environnemental, la construction de pipelines constitue une am\u00e9lioration. En effet, dans la mesure o\u00f9 ils remplacent des moyens de transport plus polluants, les pipelines sont bons pour l'environnement. Si le Canada pouvait transporter davantage de ses ressources \u00e9nerg\u00e9tiques par pipeline et si le secteur canadien de l'\u00e9nergie, qui est extr\u00eamement r\u00e9glement\u00e9, efficace, respectueux de l'environnement et \u00e0 l'\u00e9coute, pouvait avoir acc\u00e8s \u00e0 de nouveaux march\u00e9s, le fait de favoriser la construction de nouvelles infrastructures \u00e9nerg\u00e9tiques \u2014 qui sont elles-m\u00eames \u00e9cologiques \u2014 au d\u00e9triment de concurrents plus polluants constituerait une victoire environnementale.</p>\n<p data-HoCid=\"5719905\" data-originallang=\"en\">Le gouvernement doit comprendre que, s'il croit vraiment que l'environnement et l'\u00e9conomie vont de pair, il devra soutenir la construction de nouveaux pipelines. Il s'agit de d\u00e9veloppement durable, parce que, sans nouveaux pipelines, les probl\u00e8mes financiers du pays, notamment en ce qui concerne la p\u00e9rennit\u00e9 de sa politique budg\u00e9taire, n'en seront qu'exacerb\u00e9s. C'est sans parler du fait qu'en choisissant un moyen plus efficace de transporter l'\u00e9nergie, nous faisons un geste pour l'environnement et contre les changements climatiques. </p>\n<p data-HoCid=\"5719906\" data-originallang=\"en\">La construction de pipelines est bonne pour l'environnement et l'\u00e9conomie. C'est pour cette raison que des pipelines ont \u00e9t\u00e9 construits sous le gouvernement pr\u00e9c\u00e9dent. D'ailleurs, quatre pipelines ont \u00e9t\u00e9 approuv\u00e9s et construits sous le gouvernement pr\u00e9c\u00e9dent. </p>\n<p data-HoCid=\"5719907\" data-originallang=\"en\">Il y a tout d'abord le projet Alberta Clipper d'Enbridge, dont le pipeline transporte 450 000 barils par jour sur une distance de 1 590 kilom\u00e8tres. La demande a \u00e9t\u00e9 pr\u00e9sent\u00e9e en mai 2007 et approuv\u00e9e en f\u00e9vrier 2008. Le Cabinet f\u00e9d\u00e9ral a donn\u00e9 son approbation et le nouveau pipeline a \u00e9t\u00e9 construit et mis en service en avril 2010. Il transporte des ressources \u00e9nerg\u00e9tiques de Hardisty, en Alberta, \u00e0 Gretna, au Manitoba, o\u00f9 il traverse la fronti\u00e8re am\u00e9ricaine pour se rendre \u00e0 Superior, au Wisconsin. Il est con\u00e7u de fa\u00e7on \u00e0 ce que sa capacit\u00e9 puise passer \u00e0 800 000 barils par jour. En r\u00e9sum\u00e9, la demande a \u00e9t\u00e9 pr\u00e9sent\u00e9e en 2007 et approuv\u00e9e en 2008. Le Cabinet a donn\u00e9 son approbation au projet et le pipeline a \u00e9t\u00e9 construit et \u00e9tait en service en 2010. C'est ainsi qu'un pipeline est construit, et nous l'avons fait. Le projet a \u00e9t\u00e9 bon pour l'\u00e9conomie et l'environnement. Il a \u00e9t\u00e9 bon pour la durabilit\u00e9. Il s'agit d'une r\u00e9alisation dont tous les Canadiens peuvent \u00eatre fiers.</p>\n<p data-HoCid=\"5719908\" data-originallang=\"en\">Puis, il y a le projet Keystone de TransCanada. Cet ol\u00e9oduc transporte 435 000 barils par jour sur une distance de 4 324 kilom\u00e8tres. La demande a \u00e9t\u00e9 pr\u00e9sent\u00e9e en d\u00e9cembre 2006 et elle a \u00e9t\u00e9 approuv\u00e9e en septembre 2007. Le Cabinet f\u00e9d\u00e9ral a approuv\u00e9 le projet en novembre. Il a \u00e9t\u00e9 construit et mis en service en juin 2010. Ce nouvel ol\u00e9oduc transporte nos ressources \u00e9nerg\u00e9tiques d'Hardisty, en Alberta, \u00e0 Haskett, au Manitoba, o\u00f9 il va jusqu'aux \u00c9tats-Unis, \u00e0 Cushing, en Oklahoma. C'est un pipeline qui a \u00e9t\u00e9 propos\u00e9, approuv\u00e9 et construit sous la direction du gouvernement pr\u00e9c\u00e9dent. C'est une autre r\u00e9ussite.</p>\n<p data-HoCid=\"5719909\" data-originallang=\"en\">Le projet de doublement d'ancrage de Kinder Morgan transporte 40 000 barils par jour sur une distance de 158 kilom\u00e8tres. Le 31 octobre 2006, l'Office national de l'\u00e9nergie a approuv\u00e9 cette expansion. Le nouveau tron\u00e7on d'ol\u00e9oduc a \u00e9t\u00e9 construit et mis en service en 2008. Il a grandement accru la capacit\u00e9 de l'ol\u00e9oduc existant en permettant le transport de 40 000 barils de plus.</p>\n<p data-HoCid=\"5719910\" data-originallang=\"en\">Finalement, l'inversion de la canalisation 9 d'Enbridge permet le transport de 300 000 barils par jour sur une distance de 639 kilom\u00e8tres. La demande pour inverser la canalisation de la ligne 9 a \u00e9t\u00e9 pr\u00e9sent\u00e9e en 2012 et a \u00e9t\u00e9 approuv\u00e9e en 2014. L'Office national de l'\u00e9nergie a donn\u00e9 son autorisation conditionnelle pour que le pipeline soit remis en service en 2015, et l'inversion permet maintenant \u00e0 300 000 barils par jour de brut de l'Ouest de se rendre jusqu'au Qu\u00e9bec, et remplace ainsi le p\u00e9trole brut de l'\u00e9tranger.</p>\n<p data-HoCid=\"5719911\" data-originallang=\"en\">Ce sont tous des pipelines qui contribuaient \u00e0 r\u00e9gler le probl\u00e8me fondamental avec lequel l'Alberta est aux prises aujourd'hui, soit l'\u00e9cart qui existe entre le prix du p\u00e9trole albertain et le cours mondial du p\u00e9trole. Des pipelines avaient \u00e9t\u00e9 construits pour nous aider \u00e0 remplacer le p\u00e9trole \u00e9tranger et pour que les Canadiens puissent profiter d'un commerce int\u00e9rieur constant. Tous ces projets importants ont \u00e9t\u00e9 r\u00e9alis\u00e9s par le gouvernement pr\u00e9c\u00e9dent, qui a pris des mesures concr\u00e8tes pour favoriser la construction de pipelines au pays, avec tout ce que cela implique de bienfaits sur le plan de la durabilit\u00e9 environnementale. </p>\n<p data-HoCid=\"5719912\" data-originallang=\"en\">Nos coll\u00e8gues d'en face tiennent un discours contradictoire. D'un c\u00f4t\u00e9, ils applaudissent la fermeture de pipelines et, de l'autre, ils affirment vouloir la construction de pipelines. Ces contradictions sont une vraie farce tellement ils jouent sur les deux tableaux. Comme on me l'a appris lorsque j'\u00e9tais jeune, il est risqu\u00e9 de tenter de m\u00e9nager \u00e0 la fois la ch\u00e8vre et le chou... </p>"
