        "en": "<p data-HoCid=\"5691378\" data-originallang=\"en\">Mr. Speaker, I will be splitting my time with the member for <a data-HoCid=\"214352\" href=\"/politicians/leona-alleslev/\" title=\"Leona Alleslev\">Aurora\u2014Oak Ridges\u2014Richmond Hill</a>.</p>\n<p data-HoCid=\"5691379\" data-originallang=\"en\">I am very sad to be here this evening. I am sorry that we have to have this debate once again. </p>\n<p data-HoCid=\"5691380\" data-originallang=\"en\">It is certainly no secret that the last few years have been very hard in Alberta, not just for Calgarians but for all Albertans, and I would even say the nation, because the oil and gas sector is one that has a rich history of supplying jobs not only in Calgary where I was born and raised, not only in Alberta, but also right across this country. To use a term from Lemony Snicket, a series of unfortunate events brought us here today. It is a number of events that, I must admit, include those of the province, without question. The truth of the matter is that when we ask who created this price differential crisis, it was the Liberal government. It certainly had a lot to do with it.</p>\n<p data-HoCid=\"5691381\" data-originallang=\"en\">I will mention some statistics that have been mentioned already this evening. As we know, the oil and gas sector has lost over $100 billion in investment and over 100,000 jobs. That is eight times the GDP and more jobs than the entire aerospace sector or five times the GDP and almost as many jobs as the entire auto sector. As I said, it is not just an Alberta crisis, it is a national crisis. The Canadian Energy Research Institute says that every job in Canadian upstream oil and gas creates two indirect and three induced jobs in other sectors across the country in other provinces. Every one job in the oil sands creates seven manufacturing jobs. </p>\n<p data-HoCid=\"5691382\" data-originallang=\"en\">Another very disturbing fact is that a recent World Economic Forum report, which ranks countries based on a global competitiveness index, also reflects Canada's competitive disadvantage relative to the U.S. Canada ranks 12th out of 140 countries while the U.S. ranks first. I have a story directly related to this.</p>\n<p data-HoCid=\"5691383\" data-originallang=\"en\">I was in the diplomatic corps prior to my job as a parliamentarian and, as such, I was very fortunate to be invited to an event in Calgary called U.S. Select, which the American ambassador to Canada attended. When I went to this event, it was terrifying because the American government, with much success, was luring away investment and jobs to the United States of America. That is not very hard to do at this time, unfortunately.</p>\n<p data-HoCid=\"5691384\" data-originallang=\"en\">The Conservative government has an incredible track record of four pipelines, two of which increase coastal access. There is the TransCanada Keystone pipeline, Enbridge's Alberta Clipper, Kinder Morgan's Anchor Loop, increasing capacity to the west coast, as well as Enbridge's Line 9B reversal. Everyone knows the Liberals have killed two major pipelines: Enbridge's northern gateway pipeline, as well as TransCanada's energy east. </p>\n<p data-HoCid=\"5691385\" data-originallang=\"en\">Who can forget the absolute horror of the Trans Mountain pipeline, which for us on this side of the House was like the plot to a bad horror film. Just when we thought it could not get any worse, it did. Every day we would think about the looming deadline and having to come up with something. Lo and behold, Canadians bought a pipeline. In this case, the butler did not do it. It was an ending we could not possibly have foreseen. As I said, it was like a plot to a bad horror movie.</p>\n<p data-HoCid=\"5691386\" data-originallang=\"en\">Worse than that, Bill <a data-HoCid=\"9630600\" href=\"/bills/42-1/C-69/\" title=\"An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts\">C-69</a>, without question, in the minds of many Albertans and certainly in my mind, would kill the potential future of any energy projects going forward. </p>\n<p data-HoCid=\"5691387\" data-originallang=\"en\">To add salt to the wound, the <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">Prime Minister</a>, the very individual who said he laments the existence of the tar sands, I believe is the term he used, had the actual nerve to show up in Calgary this week to try to play friendly and show that he is on the side of Albertans and Calgarians. I am afraid Calgarians know better.</p>",

Je suis d\u00e9sol\u00e9e que nous devions tenir ce d\u00e9bat encore une fois.</p>\n<p data-HoCid=\"5691380\" data-originallang=\"en\">Ce n'est certes un secret pour personne que ces derni\u00e8res ann\u00e9es ont \u00e9t\u00e9 difficiles pour l'Alberta, non seulement pour les travailleurs de Calgary, mais pour tous les Albertains, et j'ose m\u00eame dire pour tous les Canadiens, car le secteur p\u00e9trolier et gazier fournit historiquement des emplois non seulement \u00e0 Calgary, o\u00f9 je suis n\u00e9e et j'ai grandi, ni seulement en Alberta, mais bien dans tout le pays. Pour emprunter une expression \u00e0 Lemony Snicket, une s\u00e9rie de d\u00e9sastreuses aventures ont men\u00e9 \u00e0 la situation actuelle. Certainement, elle lui est attribuable en grande partie.</p>\n<p data-HoCid=\"5691381\" data-originallang=\"en\">Voici quelques statistiques qui ont d\u00e9j\u00e0 \u00e9t\u00e9 mentionn\u00e9es ce soir. Comme on le sait, le secteur p\u00e9trolier et gazier a perdu plus de 100 milliards de dollars d'investissements et plus de 100 000 emplois. Cela repr\u00e9sente huit fois le PIB et plus d\u2019emplois que tout le secteur de l\u2019a\u00e9rospatiale, ou cinq fois le PIB et presque autant d\u2019emplois que tout le secteur de l'automobile. Comme je l'ai d\u00e9j\u00e0 dit, cette crise ne touche pas seulement l'Alberta: c'est une crise d'envergure nationale. D'apr\u00e8s l'Institut canadien de recherche \u00e9nerg\u00e9tique, chaque emploi du secteur p\u00e9trolier et gazier cr\u00e9e deux emplois indirects et trois emplois induits dans d'autres secteurs et d'autres provinces. Chaque emploi du secteur des sables bitumineux cr\u00e9e sept emplois dans le secteur manufacturier.</p>\n<p data-HoCid=\"5691382\" data-originallang=\"en\">Autre fait inqui\u00e9tant, un rapport publi\u00e9 r\u00e9cemment par le Forum \u00e9conomique mondial, qui \u00e9tablit un indice de comp\u00e9titivit\u00e9 \u00e0 l'\u00e9chelle mondiale, montre que la position concurrentielle du Canada est plus faible que celle des \u00c9tats-Unis. En effet, le Canada occupe le 12<sup>e</sup> rang parmi les 140 pays \u00e9valu\u00e9s, tandis que les \u00c9tats-Unis sont au premier rang. J'ai d'ailleurs une anecdote \u00e0 ce sujet. </p>\n<p data-HoCid=\"5691383\" data-originallang=\"en\">\u00c0 l'\u00e9poque o\u00f9 je faisais partie du corps diplomatique, avant de devenir parlementaire, j'ai eu le grand privil\u00e8ge d'\u00eatre invit\u00e9e \u00e0 l'\u00e9v\u00e9nement U.S. Select qui se tenait \u00e0 Calgary. L'ambassadeur des \u00c9tats-Unis y assistait. Je trouvais terrifiant de voir comment le gouvernement am\u00e9ricain r\u00e9ussissait \u00e0 convaincre les investisseurs et les employeurs d'envoyer leurs investissements et leurs emplois aux \u00c9tats-Unis. Ce n'est malheureusement pas une t\u00e2che tr\u00e8s difficile \u00e0 l'heure actuelle.</p>\n<p data-HoCid=\"5691384\" data-originallang=\"en\">Le gouvernement conservateur a un bilan extraordinaire. Il a men\u00e9 \u00e0 bien quatre projets de pipeline, dont deux qui ont augment\u00e9 l'acc\u00e8s aux c\u00f4tes. Il y a le projet Keystone de TransCanada, le projet Alberta Clipper d'Enbridge, le projet Anchor Loop de Kinder Morgan, qui a augment\u00e9 la capacit\u00e9 vers la c\u00f4te Ouest, et le projet d'inversion de la canalisation 9B d'Enbridge. Tout le monde sait que les lib\u00e9raux ont torpill\u00e9 deux grands projets de pipeline: le projet Northern Gateway d'Enbridge et le projet \u00c9nergie Est de TransCanada. </p>\n<p data-HoCid=\"5691385\" data-originallang=\"en\">Qui peut oublier l'horreur absolue du pipeline Trans Mountain, qui \u00e9tait comparable \u00e0 l'intrigue d'un mauvais film d'horreur pour les d\u00e9put\u00e9s de ce c\u00f4t\u00e9-ci de la Chambre? Juste au moment o\u00f9 nous pensions que la situation ne pouvait pas empirer, c'est ce qui est arriv\u00e9. Tous les jours, nous pensions \u00e0 l'\u00e9ch\u00e9ance imminente et nous nous demandions quoi faire. Puis, \u00f4 surprise, les Canadiens ont achet\u00e9 un pipeline. Dans ce cas-ci, ce n'est pas le ma\u00eetre d'h\u00f4tel qui a fait le coup. Il s'agit d'une fin que nous n'aurions jamais pu voir venir. Comme je l'ai dit, c'est comme l'intrigue d'un mauvais film d'horreur.</p>\n<p data-HoCid=\"5691386\" data-originallang=\"en\">Pire encore, dans l'esprit de nombreux Albertains et certainement dans le mien, il n'y a aucun doute que le projet de loi <a data-HoCid=\"9630600\" href=\"/bills/42-1/C-69/\" title=\"An Act to enact the Impact Assessment Act and the Canadian Energy Regulator Act, to amend the Navigation Protection Act and to make consequential amendments to other Acts\">C-69</a> signerait l'arr\u00eat de mort de tous les projets \u00e9nerg\u00e9tiques potentiels \u00e0 l'avenir. </p>\n<p data-HoCid=\"5691387\" data-originallang=\"en\">Pour comble d'insulte, le <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">premier ministre</a>, qui a affirm\u00e9 d\u00e9plorer l'existence des sables bitumineux \u2014 je pense que c'est l'expression qu'il a employ\u00e9e \u2014, a eu le culot de se rendre \u00e0 Calgary cette semaine pour essayer de jouer les gentils et de montrer qu'il est du c\u00f4t\u00e9 des Albertains et des Calgariens. Je crains que les Calgariens sachent pertinemment qu'ils ne doivent pas le croire.</p>"
