"en": "<p data-HoCid=\"5581692\" data-originallang=\"en\">Madam Speaker, I would like to inform you that I will be sharing my time tonight with the member for <a data-HoCid=\"213918\" href=\"/politicians/robert-falcon-ouellette/\" title=\"Robert-Falcon Ouellette\">Winnipeg Centre</a>.</p>\n<p data-HoCid=\"5581693\" data-originallang=\"en\">For me, this debate is of critical importance. I could talk about this beyond midnight and into the morning. That is how important this issue is for me personally.</p>\n<p data-HoCid=\"5581694\" data-originallang=\"en\">I have two young children, one who is just over two years old and one who is three months old. I also have a 14-year-old who is in high school. One of the issues that genuinely keeps me up at night and that I worry about is what kind of world we are leaving for our children. I mean that directly. Sometimes we say that and we are talking about generations down the road. We are not talking about generations down the road. The member for <a data-HoCid=\"214382\" href=\"/politicians/elizabeth-may/\" title=\"Elizabeth May\">Saanich\u2014Gulf Islands</a> said it earlier this evening. We are not talking about our kids' kids or our kids' kids' kids. We are talking about our kids here, and the impact we are creating on the world they will live in. They will look to us 50 years from now to judge whether we made the right decisions when addressing climate change. That is why this is such a critical debate to have.</p>\n<p data-HoCid=\"5581695\" data-originallang=\"en\">We are here tonight because slightly over a week ago the UN released an Intergovernmental Panel on Climate Change report, which highlighted a few very important things for us to know.</p>\n<p data-HoCid=\"5581696\" data-originallang=\"en\">Number one, the current trend we are on is going to increase our global temperature by 3\u00b0 by the end of the century. We all know about what happens at 1.5\u00b0, let alone at 3\u00b0. They are saying it is absolutely critical that we cut our emissions by 45% by 2030 and reach net zero by 2050. That is a monumental task to undertake. That represents a tremendous amount of work that we need to do and on which we need to get moving not only as one country and with our provincial partners, but throughout the world. We need to start taking approaches to this that are going to make dramatic and significant changes.</p>\n<p data-HoCid=\"5581697\" data-originallang=\"en\">The scenarios that have been suggested and compiled by the scientists who put together this report bring up a number of consequences that we should be seriously concerned about.</p>\n<p data-HoCid=\"5581698\" data-originallang=\"en\">Let us start with heat waves. Scientists have given a high confidence level that a warming of 1.5\u00b0C would result in a greater number of severe heat waves on land, especially in the tropics. This is what the report says. The risk of such severe weather would be even greater with a 2\u00b0 rise. Think about that. We are talking about only an extra half a degree Celsius increase and the scenarios we get are so much worse.</p>\n<p data-HoCid=\"5581699\" data-originallang=\"en\">What about our ecosystems and their destruction? A 2\u00b0 warming will destroy ecosystems on around 13% of the world's land area, increasing the risk of extinction for many insects, plants and animals. Holding warming to just 1.5\u00b0 would reduce that risk by half.</p>\n<p data-HoCid=\"5581700\" data-originallang=\"en\">Let us consider severe precipitation. There are risks from heavy precipitation, which we are seeing now throughout different parts of the world. The projected number of events will be higher with a 2\u00b0 increase compared to a 1.5\u00b0 increase in several northern hemisphere regions, including eastern North America. There are impacts on the Arctic. They are talking about ice-free summers.</p>\n<p data-HoCid=\"5581701\" data-originallang=\"en\">Certain populations are going to be at a disproportionately higher risk of adverse consequences of global warming at a 1.5\u00b0 increase and beyond. Disadvantaged and vulnerable populations are going to be the most impacted. I know this has come up a couple of times tonight in discussion. What does this actually mean? What does it mean for us as Canadians? We live in a pretty climate diverse country where we get to experience some of the cold and some of the warm. It is pretty mild where most people are living in Canada.</p>\n<p data-HoCid=\"5581702\" data-originallang=\"en\">There is another reason this is so important and should be important for us globally, if not just to be better humans and to think of the humanitarian impacts this will have around the world. We should consider climate refugees and the displacement of people, the way people are going to move and the pressures that will be put on other countries. What will that lead to? Inevitably, if history has taught us anything, that will lead to war. It will lead to more conflict throughout the world, all because of something that we had the power to control early on and that we had the power to do something about.</p>\n<p data-HoCid=\"5581703\" data-originallang=\"en\">This brings us to one of the things we have talked about so much tonight, which is a price on pollution. Yes, there are many different ways one can go about tackling reductions in greenhouse gases and pollution. It can be done through the cap and trade model or putting a price on pollution. A price on pollution is the method this government has put forward. It is a method scientists and economists are saying is the right tool to use.</p>\n<p data-HoCid=\"5581704\" data-originallang=\"en\">This is one of the things that really blows my mind. My degree is in economics. I can appreciate a lot of those economic arguments put forward by the right and the Conservatives, in particular in the House. The irony is that this model is something that should be lending right into the talking points of the Conservatives. We are talking about putting a price on something to drive innovation.</p>\n<p data-HoCid=\"5581705\" data-originallang=\"en\"> We heard the <a data-HoCid=\"214310\" href=\"/politicians/catherine-mckenna/\" title=\"Catherine McKenna\">minister</a> earlier this evening talk about acid rain. We had a problem in the seventies and eighties with acid rain. What did we do? We believed the scientists and experts and we came from all parties to figure out what the solution would be. I am sure it was a bumpy road, but we made it through. That is what we are good at doing.</p>\n<p data-HoCid=\"5581706\" data-originallang=\"en\">For some reason, on this particular issue of climate change, we have such a difficult time of even getting a healthy portion of the population to believe it is actually a problem. I cannot help but wonder why.</p>\n<p data-HoCid=\"5581707\" data-originallang=\"en\"> The member for <a data-HoCid=\"214382\" href=\"/politicians/elizabeth-may/\" title=\"Elizabeth May\">Saanich\u2014Gulf Islands</a> said earlier that she wondered about the four-year election cycle and if that was impacting it. However, this is not the first time we have had to solve problems that will span generations and we have effectively been able to do it. Yet, we seem to have hit a roadblock on this particular issue, and it has become a political wedge issue and a pawn in a political game. The reality of the situation is we are putting our children's lives on the line when we do this.</p>\n<p data-HoCid=\"5581708\" data-originallang=\"en\">The <a data-HoCid=\"214310\" href=\"/politicians/catherine-mckenna/\" title=\"Catherine McKenna\">Minister of Environment and Climate Change</a> said earlier that we were the first generation to feel the impacts of climate change and we would be the last generation that could do anything about it. I really hope we can all genuinely think about that, despite our differences of opinion on how we will address this, despite the fact that some want to do regulation and some want to price pollution, and recognize and agree to the fact that we have to do something immediately as this is an extremely dire situation.</p>",

L'un des probl\u00e8mes qui me gardent \u00e9veill\u00e9 la nuit et qui m'inqui\u00e8tent est de savoir quel monde nous allons l\u00e9guer \u00e0 nos enfants. Je ne parle pas d'un temps lointain. Parfois, quand nous disons cela, nous parlons des g\u00e9n\u00e9rations \u00e0 venir. En l'occurrence, nous ne parlons pas des g\u00e9n\u00e9rations \u00e0 venir. La d\u00e9put\u00e9e de <a data-HoCid=\"214382\" href=\"/politicians/elizabeth-may/\" title=\"Elizabeth May\">Saanich\u2014Gulf Islands</a> en a parl\u00e9 plus t\u00f4t ce soir. Nous ne parlons pas des enfants de nos enfants ou des enfants des enfants de nos enfants. Nous parlons de nos enfants et de l'impact que nous avons sur le monde dans lequel nous vivons. Dans 50 ans, ils se pencheront sur les d\u00e9cisions que nous avons prises en mati\u00e8re de changements climatiques et d\u00e9termineront si elles \u00e9taient bonnes. Voil\u00e0 pourquoi il s'agit d'un d\u00e9bat aussi primordial. </p>\n<p data-HoCid=\"5581695\" data-originallang=\"en\">Nous sommes ici ce soir parce qu'il y a un peu plus d'une semaine, l'ONU a publi\u00e9 un rapport du Groupe d\u2019experts intergouvernemental sur l\u2019\u00e9volution du climat, qui soulignait des informations tr\u00e8s importantes \u00e0 savoir.</p>\n<p data-HoCid=\"5581696\" data-originallang=\"en\">Premi\u00e8rement, selon la tendance actuelle, la temp\u00e9rature de la plan\u00e8te devrait augmenter de 3 degr\u00e9s d'ici la fin du si\u00e8cle. Nous connaissons tous les cons\u00e9quences possibles d'une hausse de 1,5 degr\u00e9, alors je n'ose imaginer ce que produirait une hausse de 3 degr\u00e9s. Selon le rapport, il est absolument essentiel que nous r\u00e9duisions nos \u00e9missions de 45 % d'ici 2030 et que nous parvenions \u00e0 un bilan nul d'ici 2050. Il s'agit l\u00e0 d'une t\u00e2che colossale qui n\u00e9cessitera des efforts consid\u00e9rables, qu'il nous faudra entreprendre non seulement \u00e0 l'\u00e9chelle nationale, avec nos partenaires provinciaux, mais aussi \u00e0 l'\u00e9chelle mondiale. Il nous faut adopter des approches qui nous permettront d'atteindre des r\u00e9sultats importants et significatifs. </p>\n<p data-HoCid=\"5581697\" data-originallang=\"en\">Les sc\u00e9narios envisag\u00e9s et propos\u00e9s par les scientifiques qui ont r\u00e9dig\u00e9 ce rapport mettent en lumi\u00e8re diverses cons\u00e9quences qui devraient grandement nous pr\u00e9occuper. </p>\n<p data-HoCid=\"5581698\" data-originallang=\"en\">Commen\u00e7ons par les vagues de chaleur. Les scientifiques sont convaincus qu'une hausse de 1,5 degr\u00e9 Celsius provoquerait davantage de vagues de chaleur importantes sur les continents, en particulier sous les tropiques. C'est ce que dit le rapport. Le risque serait encore plus grand avec une hausse de 2 degr\u00e9s. Songeons-y un instant. Une hausse de seulement un demi-degr\u00e9 Celsius aurait des cons\u00e9quences bien plus d\u00e9sastreuses. </p>\n<p data-HoCid=\"5581699\" data-originallang=\"en\">Qu'en est-il de la destruction de nos \u00e9cosyst\u00e8mes? Un r\u00e9chauffement de 2 degr\u00e9s d\u00e9truira des \u00e9cosyst\u00e8mes sur environ 13 % des continents, augmentant les risques d'extinction pour de nombreuses esp\u00e8ces d'insectes, de plantes et d'animaux. Le fait de maintenir le r\u00e9chauffement plan\u00e9taire \u00e0 seulement 1,5 degr\u00e9 r\u00e9duirait ce risque de moiti\u00e9.</p>\n<p data-HoCid=\"5581700\" data-originallang=\"en\">Songeons maintenant aux pr\u00e9cipitations importantes. Il existe un risque de telles pr\u00e9cipitations, qui se produisent maintenant un peu partout dans le monde. Ce type d'\u00e9v\u00e9nement devrait s'intensifier davantage avec une hausse de 2 degr\u00e9s qu'avec une hausse de 1,5 degr\u00e9 dans plusieurs r\u00e9gions de l'h\u00e9misph\u00e8re Nord, dont l'Est de l'Am\u00e9rique du Nord. Il y a des r\u00e9percussions dans l'Arctique. On parle d'\u00e9t\u00e9s sans glace. </p>\n<p data-HoCid=\"5581701\" data-originallang=\"en\">Certaines populations risquent de fa\u00e7on disproportionn\u00e9e de subir les cons\u00e9quences n\u00e9fastes d'un r\u00e9chauffement de la plan\u00e8te de 1,5 degr\u00e9 ou plus. Ce sont les populations d\u00e9favoris\u00e9es et vuln\u00e9rables qui seront les plus touch\u00e9es. Je sais qu'on en a parl\u00e9 \u00e0 quelques reprises ce soir. Qu'est-ce que cela veut dire au juste? Qu'est-ce que cela veut dire pour nous les Canadiens? Notre climat est assez vari\u00e9. Nous avons un peu de tout, du temps froid et du temps chaud. La plupart des Canadiens habitent des r\u00e9gions o\u00f9 le temps est assez doux. </p>\n<p data-HoCid=\"5581702\" data-originallang=\"en\">Il y a une autre raison pour laquelle cette question est si importante et devrait \u00eatre importante pour nous dans une optique plan\u00e9taire outre le simple fait que nous devrions penser aux autres et aux cons\u00e9quences pour l'humanit\u00e9 partout dans le monde. Il faut penser aux r\u00e9fugi\u00e9s du climat et au d\u00e9placement de personnes, aux pressions que ces d\u00e9placements exerceront sur d'autres pays. Quelle en sera la cons\u00e9quence? Si on se fie \u00e0 l'histoire, cela aboutira in\u00e9vitablement \u00e0 la guerre. Il y aura plus de conflits dans le monde \u00e0 cause d'une situation que nous aurions pu contenir, sur laquelle nous aurions pu agir au d\u00e9but. </p>\n<p data-HoCid=\"5581703\" data-originallang=\"en\">C'est ce qui nous am\u00e8ne \u00e0 un sujet souvent abord\u00e9 ce soir, la tarification de la pollution. Il y a effectivement diff\u00e9rentes fa\u00e7ons de r\u00e9duire les \u00e9missions de gaz \u00e0 effet de serre et la pollution. Pensons par exemple aux r\u00e9gimes de plafonnement et d'\u00e9change ou \u00e0 la tarification de la pollution. C'est cette m\u00e9thode que le gouvernement a choisie, car c'est celle que recommandent les scientifiques et les \u00e9conomistes.</p>\n<p data-HoCid=\"5581704\" data-originallang=\"en\">J'avoue que cela me d\u00e9passe. J'ai un dipl\u00f4me en \u00e9conomie. Je peux donc appr\u00e9cier bon nombre des arguments \u00e9conomiques avanc\u00e9s par la droite et par les conservateurs, y compris ici, \u00e0 la Chambre. Or, ce mod\u00e8le devrait se retrouver syst\u00e9matiquement dans les interventions des conservateurs, puisqu'il est ici question de mettre un prix sur une chose dans le but de stimuler l'innovation.</p>\n<p data-HoCid=\"5581705\" data-originallang=\"en\">Tout \u00e0 l'heure, la <a data-HoCid=\"214310\" href=\"/politicians/catherine-mckenna/\" title=\"Catherine McKenna\">ministre</a> a parl\u00e9 des pluies acides. Dans les ann\u00e9es 1970 et 1980, les pluies acides \u00e9taient un probl\u00e8me. Qu'avons-nous fait? Nous avons cru les scientifiques et les experts et nous avons uni nos efforts \u2014 tous les partis ensemble \u2014 pour trouver une solution. Ce ne fut pas toujours facile, mais nous y sommes parvenus. C'est dans ce temps-l\u00e0 que nous excellons.</p>\n<p data-HoCid=\"5581706\" data-originallang=\"en\">Pour une raison quelconque, lorsqu'il s'agit des changements climatiques, nous avons d'\u00e9normes difficult\u00e9s \u00e0 convaincre ne serait-ce qu'une part raisonnable de la population qu'il s'agit d'un probl\u00e8me r\u00e9el. Je ne peux m'emp\u00eacher de me demander pourquoi.</p>\n<p data-HoCid=\"5581707\" data-originallang=\"en\"> Tout \u00e0 l'heure, la d\u00e9put\u00e9e de <a data-HoCid=\"214382\" href=\"/politicians/elizabeth-may/\" title=\"Elizabeth May\">Saanich\u2014Gulf Islands</a> a soulev\u00e9 des questions au sujet du cycle \u00e9lectoral de quatre ans et elle se demandait si c'\u00e9tait une partie du probl\u00e8me.
