        "en": "<p data-HoCid=\"4942918\" data-originallang=\"fr\">Mr. Speaker, first and foremost, I would like to thank my colleague from <a data-HoCid=\"214113\" href=\"/politicians/helene-laverdiere/\" title=\"H\u00e9l\u00e8ne Laverdi\u00e8re\">Laurier\u2014Sainte-Marie</a> for raising the issue of nuclear disarmament in the House. Though the topic may not make the front pages, it is essential given its seriousness and potential consequences.</p>\n<p data-HoCid=\"4942919\" data-originallang=\"fr\"> On August 6, 1945, and on August 8, 1945, humanity realized that it was capable of destroying itself with its own creations, with the weapons that it was able to manufacture. In my opinion, that was a turning point in the history of warfare because, until then, we were able to exterminate, to massacre, to make war, but not to the point of destroying all of humanity. Unfortunately, since 1945, we have had that collective ability, and things have not improved since.</p>\n<p data-HoCid=\"4942920\" data-originallang=\"fr\"> There is no government in the world whose greatest responsibility is not to the safety of its citizens. They carry out this responsibility in many ways, through military and police forces, so we can live in the safety of our communities, with the least amount of violence possible, and where peoples' physical safety is not threatened.</p>\n<p data-HoCid=\"4942921\" data-originallang=\"fr\"> However, if that is all we do and if international tensions mount to the point of all-out nuclear war, domestic security will be of little importance; we will have forgotten one part of the equation, international relations, the ability of states to make war and the types of weapons that can exist or be used.</p>\n<p data-HoCid=\"4942922\" data-originallang=\"fr\"> At the risk of sounding old, I admit that I was born in 1973. My childhood and early teen years were spent in an era that no longer exists and that younger people can only imagine, the Cold War. There was the eastern bloc, a wall and the U.S.S.R., that was always looking for babies to eat and was threatening the world order.</p>\n<p data-HoCid=\"4942923\" data-originallang=\"fr\"> I come from Saint-Jean-sur-Richelieu, where there was a military base with hundreds, even thousands of soldiers, which was quite impressive. There was also an arms factory that made armoured vehicles near the town, making it a potential target. The military base had sirens that could sound the alarm in the event of an attack. I still remember, as a child, being terrorized by the sound of those sirens, which could be set off during exercises in the evening and even at night. The threat was more tangible at the time; watching the news, we could begin to make sense of the international context in which we were living.</p>\n<p data-HoCid=\"4942924\" data-originallang=\"fr\">Then came the collapse of the Soviet bloc, something no one saw coming. We believe that we have since enjoyed greater international security, but I believe it was a false sense of security. The dangers of nuclear proliferation are real. We would not want more countries to have this terrible weapon that can wipe out hundreds of thousands of people, even entire regions, not to mention the known medium- and long-term effects of radioactivity.</p>\n<p data-HoCid=\"4942925\" data-originallang=\"fr\">We also do not want to go back to the time of the balance of terror, as it was called. There is a theory in political science that any power that has enough weapons to completely destroy another several times over would never dare to launch an attack, fearing mutually assured destruction. To date, that theory has proven to be true. The problem is that, if it should one day cease to hold, there will be no more political scientists left to figure out what went wrong.</p>\n<p data-HoCid=\"4942926\" data-originallang=\"fr\">I have always found the term \u201cbalance of terror\u201d to be problematic because it implies that our lives and our societies are hanging by a thread and that, on the day the thread breaks, there goes all hope of any future political theory.</p>\n<p data-HoCid=\"4942927\" data-originallang=\"fr\">On a bit of a lighter note, I remember that, in the 1980s, peace activists had a bumper sticker that said, \u201cOne nuclear bomb can ruin your whole day\u201d. It does not take many bombs to ruin a day.</p>\n<p data-HoCid=\"4942928\" data-originallang=\"fr\">I think it is important that we fully participate in the worldwide effort to come up with an international convention that focuses specifically on nuclear disarmament. That is everyone's responsibility, especially Canada's, because we used to be a leader in that regard. I think that the current <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">Prime Minister</a> could learn from some of the prime ministers of the past, one of whom he must know quite well, to find the inspiration needed to make the right decisions about Canada's role in these talks.</p>\n<p data-HoCid=\"4942929\" data-originallang=\"fr\">After spending decades playing a leadership role in nuclear disarmament, the fight against nuclear proliferation, and the fight against other types weapons, such as landmines, Canada should be ashamed of coming off as the lapdog of the American government and the Trump administration.</p>\n<p data-HoCid=\"4942930\" data-originallang=\"fr\"> Negotiations are taking place at the United Nations for a new nuclear disarmament treaty and Canada is not at the table. Canada is boycotting the talks. That is absolutely incomprehensible and I would like to hear my Liberal colleagues explain to us the strategy behind not taking part in such important discussions involving dozens of countries. Not only are we not taking part in the discussions, but we also voted last year against a United Nations resolution on nuclear disarmament. That is a complete contradiction of Canada\u2019s traditional position\u2014one it should keep, in my opinion.</p>\n<p data-HoCid=\"4942931\" data-originallang=\"fr\">There is neither precedent nor explanation for such a position. My Liberal colleague spoke of context earlier. The context is precisely that there are 15,000 nuclear warheads in the world, that nine countries have nuclear weapons, officially or otherwise, and that the current U.S. President wants to renew, modernize and reinvest in America's nuclear arsenal. That could launch a new arms race with other countries. To make matters worse, North Korea has officially lost control and is threatening its entire region, Asia. It has, or is trying to obtain, nuclear weapons and the ability to launch them over fairly long distances. </p>\n<p data-HoCid=\"4942932\" data-originallang=\"fr\"> The urgency of the current context should compel us to get through these talks and negotiations as fast as possible and to work toward a plan to ban nuclear weapons. It has been a year since the NDP and my colleague from <a data-HoCid=\"214113\" href=\"/politicians/helene-laverdiere/\" title=\"H\u00e9l\u00e8ne Laverdi\u00e8re\">Laurier\u2014Sainte-Marie</a> asked the government to take part in these discussions. I think that today is an important day to tell all Canadians what the Liberal government\u2019s position really is and to demonstrate its inaction, which is isolating us from the majority of countries around the world.</p>\n<p data-HoCid=\"4942933\" data-originallang=\"fr\"> It does not make sense given our goal of having a safe and secure planet free from nuclear weapons. Moreover, from a policy standpoint, the Liberal government is looking to get a seat on the United Nations Security Council. We agree, but choosing to sulk in a corner instead of taking part and being content to simply follow the new American administration is not the way to get us the votes we need to obtain that seat, which we sadly lost in the past.</p>\n<p data-HoCid=\"4942934\" data-originallang=\"fr\"> I would like to read an excerpt of a letter that was recently sent to the <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">Prime Minister</a> of the Liberal government. It is in English, so I will quickly read a few passages.</p>\n<blockquote><p data-HoCid=\"4942935\" data-originallang=\"en\"> REMEMBERING HUMANITY </p>\n<p data-HoCid=\"4942936\" data-originallang=\"en\"> In their famous 1955 manifesto, Albert Einstein and Bertrand Russell called on us to \u201cremember our humanity and forget the rest\u201d, so in that humanitarian spirit, we call on your government to... </p>\n<p data-HoCid=\"4942937\" data-originallang=\"en\"> Respect and support multilateral efforts to rid the world of nuclear weapons by ending Canada's boycott of the current UN General Assembly negotiations of a treaty to ban all nuclear weapons and by joining the next session of talks.... </p>\n</blockquote><p data-HoCid=\"4942938\" data-originallang=\"fr\">That letter was signed by no fewer than 100 recipients of the Order of Canada, who feature among the most illustrious of our fellow Canadians. These people, who have received awards from the federal government, are now making a formal appeal to the government. </p>\n<p data-HoCid=\"4942939\" data-originallang=\"fr\">I hope that the government will heed the call and change its position, that it will contribute in a positive way to meeting one of the greatest challenges facing humanity.</p>",

Selon moi, c'\u00e9tait un tournant dans l'histoire de l'armement, car jusque l\u00e0, on \u00e9tait capables de s'exterminer, de se massacrer et de se faire la guerre, mais pas au point de d\u00e9truire l'ensemble de l'humanit\u00e9. Malheureusement, depuis 1945, nous avons cette capacit\u00e9 collectivement, et les choses ne se sont pas am\u00e9lior\u00e9es depuis.</p>\n<p data-HoCid=\"4942920\" data-originallang=\"fr\">Il n'y a pas un gouvernement dans le monde qui a de plus grandes responsabilit\u00e9s que celle d'assurer la s\u00e9curit\u00e9 de ses citoyens. On le fait de diverses mani\u00e8res, avec la d\u00e9fense nationale et les forces polici\u00e8res, pour qu'on puisse vivre dans des communaut\u00e9s s\u00fbres o\u00f9 il y a le moins de violence possible et o\u00f9 l'int\u00e9grit\u00e9 physique des gens n'est pas menac\u00e9e.</p>\n<p data-HoCid=\"4942921\" data-originallang=\"fr\"> Toutefois, si on ne fait que cela et que les tensions internationales font en sorte qu'on pourrait se retrouver dans une situation de d\u00e9flagration nucl\u00e9aire ou de conflit majeur, le fait d'assurer la s\u00e9curit\u00e9 int\u00e9rieure n'a plus aucune importance, parce qu'on aura oubli\u00e9 une partie de l'\u00e9quation, soit les relations internationales, la capacit\u00e9 des \u00c9tats \u00e0 se faire la guerre et les genres d'armes qui peuvent exister ou \u00eatre utilis\u00e9es.</p>\n<p data-HoCid=\"4942922\" data-originallang=\"fr\">Au risque d'avoir l'air d'un ancien, je dois avouer que je suis n\u00e9 en 1973. J'ai donc pass\u00e9 mon enfance et le d\u00e9but de mon adolescence dans une p\u00e9riode qui n'existe plus aujourd'hui et que les plus jeunes ne peuvent pas imaginer, soit la guerre froide. Il y avait le bloc de l'Est, un mur et l'URSS, qui voulait manger les b\u00e9b\u00e9s et qui mena\u00e7ait l'\u00e9quilibre mondial.</p>\n<p data-HoCid=\"4942923\" data-originallang=\"fr\"> Je viens de Saint-Jean-sur-Richelieu, o\u00f9 il y avait une base militaire avec des centaines, voire des milliers de soldats, ce qui \u00e9tait assez impressionnant. Il y avait \u00e9galement une usine d'armement qui faisait des blind\u00e9s pr\u00e8s de la municipalit\u00e9. Nous \u00e9tions donc une cible potentielle. La base militaire avait des sir\u00e8nes qui pouvaient sonner l'alarme en cas d'attaque. Je me rappelle encore, \u00e9tant enfant, avoir \u00e9t\u00e9 terroris\u00e9 par le bruit de ces sir\u00e8nes qui pouvaient \u00eatre d\u00e9clench\u00e9es lors d'exercices le soir ou m\u00eame la nuit. C'\u00e9tait donc plus tangible \u00e0 cette \u00e9poque, quand on \u00e9coutait les bulletins de nouvelles et qu'on commen\u00e7ait \u00e0 comprendre un peu le contexte international dans lequel on se trouvait.</p>\n<p data-HoCid=\"4942924\" data-originallang=\"fr\">Assez bizarrement, le bloc sovi\u00e9tique s'est effondr\u00e9. On a cru, \u00e0 tort peut-\u00eatre, qu'on vivait dans un climat plus s\u00e9curitaire sur le plan international, mais je pense que c'est un faux sentiment de s\u00e9curit\u00e9. Il y a des dangers r\u00e9els de prolif\u00e9ration nucl\u00e9aire. On ne voudrait pas que davantage de pays mettent la main sur cette arme terrible qui peut provoquer l'an\u00e9antissement de centaines de milliers de personnes, voire de r\u00e9gions enti\u00e8res, sans parler des effets \u00e0 moyen et \u00e0 long terme qu'on conna\u00eet \u00e0 la radioactivit\u00e9.</p>\n<p data-HoCid=\"4942925\" data-originallang=\"fr\">Par ailleurs, on ne veut pas non plus revenir \u00e0 cette p\u00e9riode qu'on appelait l'\u00e9quilibre de la terreur. C'est une th\u00e9orie en science politique selon laquelle deux camps ayant suffisamment d'armes pour d\u00e9truire l'autre enti\u00e8rement \u00e0 plusieurs reprises n'oseront pas d\u00e9clencher les hostilit\u00e9s, puisque cela signifierait leur propre perte. Jusqu'\u00e0 pr\u00e9sent, cette th\u00e9orie a \u00e9t\u00e9 accept\u00e9e comme \u00e9tant juste. Le probl\u00e8me, c'est que, le jour o\u00f9 elle se r\u00e9v\u00e9lera fausse, on ne pourra pas faire d'analyse politique pour d\u00e9terminer qu'on s'\u00e9tait tromp\u00e9.</p>\n<p data-HoCid=\"4942926\" data-originallang=\"fr\">Le terme \u00ab \u00e9quilibre de la terreur \u00bb m'a toujours pos\u00e9 probl\u00e8me, parce qu'il consiste \u00e0 dire que l'ensemble de nos vies et de nos soci\u00e9t\u00e9s ne tient qu'\u00e0 un fil et que, le jour o\u00f9 ce fil brisera, on ne pourra plus faire de th\u00e9orie \u00e0 ce sujet.</p>\n<p data-HoCid=\"4942927\" data-originallang=\"fr\">Sur une note un peu plus humoristique, je me rappelle que dans les ann\u00e9es 1980, il y avait un collant sur les pare-chocs des voitures des militants pacifistes o\u00f9 il \u00e9tait \u00e9crit:<em>One nuclear bomb can ruin your whole day</em>. Il n'en faut pas beaucoup pour ruiner une journ\u00e9e. </p>\n<p data-HoCid=\"4942928\" data-originallang=\"fr\">Je pense qu'il est important que nous participions de plain-pied aux efforts internationaux pour pouvoir avoir une convention internationale qui vise concr\u00e8tement le d\u00e9sarmement nucl\u00e9aire. C'est une responsabilit\u00e9 que nous avons tous, et que le Canada a, d'abord et avant tout parce qu'il a d\u00e9j\u00e0 \u00e9t\u00e9 un leader en cette mati\u00e8re. Je pense que le <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">premier ministre</a> actuel pourrait s'inspirer de premiers ministres du pass\u00e9, dont un qu'il doit conna\u00eetre tr\u00e8s bien, pour trouver l'inspiration n\u00e9cessaire pour prendre les bonnes d\u00e9cisions en ce qui concerne la place du Canada dans ces pourparlers.</p>\n<p data-HoCid=\"4942929\" data-originallang=\"fr\">Apr\u00e8s avoir jou\u00e9 pendant des d\u00e9cennies un r\u00f4le de leader dans le d\u00e9sarmement nucl\u00e9aire, la lutte contre la prolif\u00e9ration nucl\u00e9aire et la lutte contre certaines armes, comme les mines antipersonnel, c'est honteux que le Canada se retrouve aujourd'hui dans une position o\u00f9 il a l'air du chien de poche du gouvernement am\u00e9ricain et de l'administration Trump, si on me passe l'expression.</p>\n<p data-HoCid=\"4942930\" data-originallang=\"fr\">En ce moment il y a des n\u00e9gociations pour une nouvelle convention sur le d\u00e9sarmement nucl\u00e9aire aux Nations unies et le Canada en est absent. Le Canada boycotte les pourparlers. C'est absolument incompr\u00e9hensible, et j'aimerais entendre mes coll\u00e8gues lib\u00e9raux nous expliquer en quoi consiste la strat\u00e9gie derri\u00e8re le fait de ne pas participer \u00e0 des pourparlers aussi importants, qui regroupent des douzaines de pays. Non seulement on ne participe pas aux discussions mais en plus, l'ann\u00e9e derni\u00e8re, on a vot\u00e9 contre une r\u00e9solution aux Nations unies sur le d\u00e9sarmement nucl\u00e9aire. C'est compl\u00e8tement en contradiction avec la position traditionnelle du Canada et celle qui, selon moi, devrait toujours \u00eatre la sienne. </p>\n<p data-HoCid=\"4942931\" data-originallang=\"fr\">Ce boycott est sans pr\u00e9c\u00e9dent et inexplicable dans le contexte actuel. Mon coll\u00e8gue lib\u00e9ral parlait de contexte plus t\u00f4t. Or le contexte, c'est 15 000 ogives nucl\u00e9aires dans le monde, neuf pays ayant une arme nucl\u00e9aire plus ou moins officiellement et un pr\u00e9sident am\u00e9ricain qui veut r\u00e9investir, renouveler et moderniser l'armement nucl\u00e9aire am\u00e9ricain. Cela risque de provoquer une nouvelle course aux armements avec d'autres pays. De plus, la Cor\u00e9e du Nord est compl\u00e8tement hors de contr\u00f4le et menace sa r\u00e9gion, l'Asie. Elle a, ou tente d'avoir, des armes nucl\u00e9aires et la capacit\u00e9 de les projeter sur d'assez longues distances. </p>\n<p data-HoCid=\"4942932\" data-originallang=\"fr\">Nous sommes dans un contexte o\u00f9 l'urgence serait justement d'acc\u00e9l\u00e9rer les discussions et les n\u00e9gociations et de participer \u00e0 la cr\u00e9ation d'un plan interdisant les armes nucl\u00e9aires. Cela fait un an que le NPD et ma coll\u00e8gue de <a data-HoCid=\"214113\" href=\"/politicians/helene-laverdiere/\" title=\"H\u00e9l\u00e8ne Laverdi\u00e8re\">Laurier\u2014Sainte-Marie</a> demandent au gouvernement de participer \u00e0 ces discussions. Je pense que la journ\u00e9e d'aujourd'hui est importante pour faire comprendre \u00e0 l'ensemble de nos concitoyens quelle est la position r\u00e9elle du gouvernement lib\u00e9ral et pour d\u00e9montrer son inaction, qui nous met compl\u00e8tement au ban de la grande majorit\u00e9 des \u00c9tats de ce monde.</p>\n<p data-HoCid=\"4942933\" data-originallang=\"fr\">Cela n'a pas de sens si on pense \u00e0 l'objectif d'avoir une plan\u00e8te s\u00fbre, s\u00e9curitaire et sans arme nucl\u00e9aire. De plus, sur le plan politique, le gouvernement lib\u00e9ral veut obtenir un si\u00e8ge au Conseil de s\u00e9curit\u00e9 des Nations unies. Nous sommes d'accord, mais ce n'est pas avec ce genre d'attitude, o\u00f9 on boude dans son coin, on ne participe pas et on suit uniquement la nouvelle administration am\u00e9ricaine, qu'on va recueillir les votes n\u00e9cessaires pour retrouver ce si\u00e8ge qui a malheureusement \u00e9t\u00e9 perdu.</p>\n<p data-HoCid=\"4942934\" data-originallang=\"fr\">Je vais lire un extrait d'une lettre qui a \u00e9t\u00e9 envoy\u00e9e derni\u00e8rement au <a data-HoCid=\"214296\" href=\"/politicians/justin-trudeau/\" title=\"Justin Trudeau\">premier ministre</a> du gouvernement lib\u00e9ral. C'est donc dans cette optique humanitaire que j'exhorte votre gouvernement \u00e0 [...] </p>\n<p data-HoCid=\"4942937\" data-originallang=\"en\"> respecter et soutenir les efforts multilat\u00e9raux visant \u00e0 d\u00e9barrasser le monde des armes nucl\u00e9aires en mettant fin au boycott par le Canada des n\u00e9gociations men\u00e9es actuellement par l'Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies en vue de conclure un trait\u00e9 pour interdire toutes les armes nucl\u00e9aires, et en participant \u00e0 la prochaine s\u00e9ance de pourparlers [...] </p>\n</blockquote><p data-HoCid=\"4942938\" data-originallang=\"fr\">Cette lettre a \u00e9t\u00e9 sign\u00e9e par pas moins de 100 personnalit\u00e9s qui ont re\u00e7u l'Ordre du Canada. Les signataires font partie de nos concitoyens les plus illustres, qui ont \u00e9t\u00e9 r\u00e9compens\u00e9s par le gouvernement f\u00e9d\u00e9ral au cours des ann\u00e9es et qui lancent cet appel solennel au gouvernement actuel. </p>\n<p data-HoCid=\"4942939\" data-originallang=\"fr\">J'esp\u00e8re que le gouvernement l'entendra, qu'il modifiera ses positions et qu'il participera de mani\u00e8re positive au r\u00e8glement de l'un des plus grands d\u00e9fis auquel est confront\u00e9 l'humanit\u00e9.</p>"
