        "en": "<p data-HoCid=\"4827579\" data-originallang=\"fr\">Mr. Speaker, I am pleased to rise in the House to speak to the environment because the issue is extremely important to me.</p>\n<p data-HoCid=\"4827580\" data-originallang=\"fr\">I have already mentioned several times that I got into politics to protect the environment and to take concrete actions to improve the quality of our planet, our water and our land. I am not doing it just for myself, but mainly for my children.</p>\n<p data-HoCid=\"4827581\" data-originallang=\"fr\">I will speak to Motion No. 104 by my Liberal colleague from <a data-HoCid=\"214297\" href=\"/politicians/david-mcguinty/\" title=\"David McGuinty\">Ottawa South</a>, which is on the Ottawa River watershed. The NDP has long worked on a number of fronts to promote the sustainable development of our communities. The quality of our waterways and the protection of our biodiversity are at the heart of our commitment.</p>\n<p data-HoCid=\"4827582\" data-originallang=\"fr\">I will read an excerpt of the motion so that we understand the context of our work. The motion asks:</p>\n<blockquote><p data-HoCid=\"4827583\" data-originallang=\"fr\"> That the Standing Committee on Environment and Sustainable Development be instructed to undertake a detailed study with regard to the creation of an Ottawa River Watershed Council, which would bring a comprehensive, inclusive, co-management approach to the Ottawa River Watershed\u2026 </p>\n</blockquote><p data-HoCid=\"4827584\" data-originallang=\"fr\"> The intention behind this motion is timely and laudable. No one can disagree with the desire to protect the Ottawa River watershed. However, there are a few little things that I will be talking about that explain why we question this motion.</p>\n<p data-HoCid=\"4827585\" data-originallang=\"fr\"> I would note, first of all, that the Ottawa River is also called Kitchissippi or great river by the Algonquin. It is very important, and we must not forget that the first nations should be part of every discussion held within all our consultation processes and environmental assessments. On that point, I would like to note that the Canada Water Act does not say anything about an obligation to consult the first nations. That might be a first point to improve.</p>\n<p data-HoCid=\"4827586\" data-originallang=\"fr\"> Second, it must be noted that the Ottawa River has been designated as a Canadian heritage river. That is a good thing, because during their reign, the Conservatives eliminated protection for almost 90% of the rivers that were previously protected. Unfortunately, that has had many negative consequences. Fortunately, the Ottawa River has stayed protected, thanks to the fact that it was designated as a Canadian heritage river. </p>\n<p data-HoCid=\"4827587\" data-originallang=\"fr\"> On that point, the NDP was at the forefront of the fight to protect watercourses. In fact, when the Conservatives included that bill in their mammoth bill in 2012-13, when they removed practically every watercourse that enjoyed protection under the Navigable Waters Protection Act from the list, we introduced dozens of bills, for example in 2013, to have 27 rivers across Canada protected under the Canadian heritage river designation. </p>\n<p data-HoCid=\"4827588\" data-originallang=\"fr\"> In fact, I introduced a bill myself to have important rivers designated as heritage rivers. Unfortunately, that has still not been done. That would be a concrete action the Liberal government could take to restore protection to a number of important watercourses in Canada. They could designate them as Canadian heritage rivers. That would protect them under the Navigable Waters Protection Act.</p>\n<p data-HoCid=\"4827589\" data-originallang=\"fr\"> I am going to talk about something else that is very important and that I am very proud of. I was there when the former member for Halifax, Megan Leslie, who did a very good job and worked very hard on environmental issues, introduced a motion to ban microbeads from our products and from our environment. Fortunately, all representatives in the House of Commons voted in favour of that motion.</p>\n<p data-HoCid=\"4827590\" data-originallang=\"fr\">A process is currently in place to gradually ban all microbeads from our environment. Once again, I would like to congratulate Megan Leslie and commend the NDP for its work on this file, which enabled us to undertake the gradual and ongoing process of getting rid of microbeads that cause so much harm everywhere, including in the Ottawa River watershed, which is suffering as a result. Thanks to the NDP's work, we have been making progress, and we will be able to improve water quality in this watershed and others. This is extremely important. In my riding, the RCM of Drummond supports calls to ban plastic microbeads from our environment.</p>\n<p data-HoCid=\"4827591\" data-originallang=\"fr\">Paul Dewar is another NDP colleague who worked very hard to protect the Ottawa River watershed. He was inspired by citizen groups such as Ottawa Riverkeeper and Waterlution, another group that is very involved in the watershed file. Mr. Dewar repeatedly called for federal government measures to protect the Ottawa River. He lobbied for an action plan and a motion to adopt rules to protect and preserve the river's integrity.</p>\n<p data-HoCid=\"4827592\" data-originallang=\"fr\"> Here are some examples of concrete action that the NDP has taken in recent years to improve the situation.</p>\n<p data-HoCid=\"4827593\" data-originallang=\"fr\"> I spoke about the Drummond RCM, which recently did an excellent job protecting watersheds. Very recently, the City of Drummondville, together with partners, created a 2017-21 action plan to protect the Saint-Germain River and its watershed. I would like to acknowledge the regional work done in the greater Drummond area to implement this action plan to protect the Saint-Germain River. It is very important for our region. </p>\n<p data-HoCid=\"4827594\" data-originallang=\"fr\"> The Conseil de gouvernance de l\u2019eau des bassins versants de la rivi\u00e8re Saint-Fran\u00e7ois, commonly known as COGESAF, is at the forefront of this initiative, which led to the development of the Saint-Germain River watershed charter, the first within the Saint-Fran\u00e7ois River watershed. It is an extremely important initiative that needs to be recognized. </p>\n<p data-HoCid=\"4827595\" data-originallang=\"fr\"> In the face of climate change, here are the objectives to be achieved through this initiative: monitoring water quality, protecting shorelines, conserving fish habitat, and improving communication with local stakeholders. </p>\n<p data-HoCid=\"4827596\" data-originallang=\"fr\">I want to thank all the local stakeholders in the greater Drummond area who helped develop the 2017-21 action plan to protect the Saint-Germain River watershed and who will help implement it in the years to come. It is extremely important.</p>\n<p data-HoCid=\"4827597\" data-originallang=\"fr\">My colleague from <a data-HoCid=\"213881\" href=\"/politicians/linda-duncan/\" title=\"Linda Duncan\">Edmonton Strathcona</a>, our party's environment critic, gave a speech on this subject as part of our study of Motion No. 104. She brought forward an amendment in order to move this important motion forward. Unfortunately, her amendment was not adopted. The amendment called for the Mackenzie River Basin and the North Saskatchewan River to also be included in the study, instead of focusing only on the Ottawa River watershed. It was a matter of expanding the scope of the study being done by the Standing Committee on Environment and Sustainable Development. It is an independent committee and it should have a better overall idea of all the major steps the federal government can take, not only to improve water quality, but also to achieve other things like banning microbeads.</p>",

Je ne le fais pas juste pour moi, je le fais surtout pour mes enfants. </p>\n<p data-HoCid=\"4827581\" data-originallang=\"fr\">Je vais parler de la motion M-104 de mon coll\u00e8gue lib\u00e9ral de la circonscription d'<a data-HoCid=\"214297\" href=\"/politicians/david-mcguinty/\" title=\"David McGuinty\">Ottawa-Sud</a>, qui porte sur le bassin versant de la rivi\u00e8re des Outaouais. Le NPD travaille depuis longtemps et sur plusieurs fronts dans le but de favoriser le d\u00e9veloppement durable de nos collectivit\u00e9s. La qualit\u00e9 de nos cours d'eau et la protection de notre biodiversit\u00e9 sont au coeur de notre engagement. </p>\n<p data-HoCid=\"4827582\" data-originallang=\"fr\">Je vais lire un extrait de la motion pour qu'on comprenne le contexte dans lequel nous travaillons. La motion demande: </p>\n<blockquote><p data-HoCid=\"4827583\" data-originallang=\"fr\"> Que le Comit\u00e9 permanent de l\u2019environnement et du d\u00e9veloppement durable re\u00e7oive instruction d\u2019entreprendre une \u00e9tude d\u00e9taill\u00e9e sur la cr\u00e9ation d\u2019un conseil du bassin versant de la rivi\u00e8re des Outaouais, qui permettrait une cogestion compl\u00e8te et inclusive du bassin versant de la rivi\u00e8re des Outaouais [...] </p>\n</blockquote><p data-HoCid=\"4827584\" data-originallang=\"fr\">L'intention derri\u00e8re cette motion est pertinente et louable. On ne peut pas \u00eatre contre le d\u00e9sir de prot\u00e9ger le bassin de la rivi\u00e8re des Outaouais. Par contre, certaines petites choses dont je vais parler tout \u00e0 l'heure expliquent pourquoi nous remettons en question cette motion.</p>\n<p data-HoCid=\"4827585\" data-originallang=\"fr\">Je rappelle tout d'abord que la rivi\u00e8re des Outaouais est aussi appel\u00e9e Kitchissippi ou grande rivi\u00e8re par les Algonquins. C'est tr\u00e8s important et il ne faut pas oublier que dans tous nos processus de consultation et d'\u00e9valuation environnementales, les Premi\u00e8res Nations devraient faire partie de tous les d\u00e9bats. \u00c0 cet \u00e9gard, je voudrais mentionner que la Loi sur les ressources en eau du Canada ne mentionne pas une obligation de consulter les Premi\u00e8res Nations. Ce pourrait \u00eatre un premier \u00e9l\u00e9ment \u00e0 am\u00e9liorer. </p>\n<p data-HoCid=\"4827586\" data-originallang=\"fr\">Ensuite, il faut savoir que la rivi\u00e8re des Outaouais a \u00e9t\u00e9 d\u00e9sign\u00e9e rivi\u00e8re du patrimoine canadien. C'est une bonne chose, parce que pendant leur r\u00e8gne, les conservateurs ont \u00e9limin\u00e9 la protection de presque 90 % de rivi\u00e8res qui \u00e9taient prot\u00e9g\u00e9es. Malheureusement, il y a eu beaucoup de cons\u00e9quences n\u00e9gatives \u00e0 la suite de cela. Heureusement, la rivi\u00e8re des Outaouais est demeur\u00e9e prot\u00e9g\u00e9e, gr\u00e2ce au fait qu'elle \u00e9tait d\u00e9sign\u00e9e comme rivi\u00e8re du patrimoine canadien. </p>\n<p data-HoCid=\"4827587\" data-originallang=\"fr\">\u00c0 cet \u00e9gard, le NPD \u00e9tait \u00e0 l'avant-plan de la lutte pour prot\u00e9ger les cours d'eau. D'ailleurs, quand les conservateurs ont inclus ce projet de loi dans son projet de loi mammouth en 2012-2013, alors qu'ils ont enlev\u00e9 de la liste pratiquement tous les cours d'eau qui jouissaient d'une protection dans le cadre de la Loi sur la protection des eaux navigables, nous avons d\u00e9pos\u00e9, entre autres en 2013, des dizaines de projets de loi pour que 27 rivi\u00e8res partout au Canada deviennent prot\u00e9g\u00e9es en vertu de la d\u00e9signation de rivi\u00e8re du patrimoine canadien. </p>\n<p data-HoCid=\"4827588\" data-originallang=\"fr\">J'ai d'ailleurs moi-m\u00eame d\u00e9pos\u00e9 un projet de loi afin que des rivi\u00e8res importantes deviennent des rivi\u00e8res du patrimoine. Malheureusement, cela n'a pas encore \u00e9t\u00e9 fait. Ce serait un geste concret que le gouvernement lib\u00e9ral pourrait poser pour redonner une protection \u00e0 plusieurs cours d'eau importants du Canada, en les d\u00e9signant comme rivi\u00e8res du patrimoine canadien. Cela les prot\u00e9gerait en vertu de la Loi sur la protection des eaux navigables.</p>\n<p data-HoCid=\"4827589\" data-originallang=\"fr\">Je vais parler d'une autre chose tr\u00e8s importante et dont je suis tr\u00e8s fier. J'\u00e9tais l\u00e0 quand l'ancienne d\u00e9put\u00e9e d'Halifax, Megan Leslie, qui faisait un tr\u00e8s bon travail et qui a travaill\u00e9 tr\u00e8s fort sur le dossier de l'environnement, a d\u00e9pos\u00e9 une motion pour bannir les microbilles de nos produits et pour les bannir de notre environnement. Heureusement, tous les repr\u00e9sentants \u00e0 la Chambre des communes ont vot\u00e9 en faveur de cette motion.</p>\n<p data-HoCid=\"4827590\" data-originallang=\"fr\">Actuellement, il existe un processus graduel visant \u00e0 bannir toutes les microbilles de notre environnement. Je voudrais f\u00e9liciter encore une fois Megan Leslie et souligner le travail du NPD dans ce domaine, qui a permis de nous d\u00e9barrasser graduellement \u2014 ce n'est pas encore termin\u00e9 \u2014 des microbilles, qui ont des effets nocifs partout, notamment dans le bassin de la rivi\u00e8re des Outaouais, qui en souffre. Gr\u00e2ce au travail du NPD, nous avons pu aller de l'avant, et nous allons pouvoir am\u00e9liorer la qualit\u00e9 de l'eau de ce bassin-l\u00e0, entre autres. C'est extr\u00eamement important. Dans ma circonscription, la MRC de Drummond appuie ces demandes de bannir les microbilles de plastique de notre environnement.</p>\n<p data-HoCid=\"4827591\" data-originallang=\"fr\">Un autre coll\u00e8gue du NPD qui a travaill\u00e9 tr\u00e8s fort par rapport \u00e0 la protection du bassin versant de la rivi\u00e8re des Outaouais est Paul Dewar. Il a \u00e9t\u00e9 inspir\u00e9 par des groupes de citoyens, dont Sentinelle Outaouais et Waterlution, un autre groupe qui s'implique beaucoup dans le dossier du bassin versant. M. Dewar a r\u00e9clam\u00e9 \u00e0 plusieurs reprises des mesures du gouvernement f\u00e9d\u00e9ral visant \u00e0 prot\u00e9ger la rivi\u00e8re des Outaouais. Il a notamment demand\u00e9 un plan d'action et une motion demandant l'adoption d'un r\u00e8glement pour prot\u00e9ger et pr\u00e9server l'int\u00e9grit\u00e9 de la rivi\u00e8re.</p>\n<p data-HoCid=\"4827592\" data-originallang=\"fr\">Voil\u00e0 des exemples de mesures concr\u00e8tes que le NPD a prises depuis plusieurs ann\u00e9es afin d'am\u00e9liorer la situation. </p>\n<p data-HoCid=\"4827593\" data-originallang=\"fr\">J'ai parl\u00e9 de la MRC de Drummond, qui a r\u00e9cemment fait un excellent travail par rapport \u00e0 la protection des bassins versants. Tout r\u00e9cemment, la Ville de Drummondville, en collaboration avec des partenaires, a cr\u00e9\u00e9 un plan d'action 2017-2021 pour la protection de la rivi\u00e8re Saint-Germain et de son bassin versant. J'aimerais souligner la mobilisation r\u00e9gionale des acteurs du Grand Drummond pour la r\u00e9alisation de ce plan d'action visant la protection de la rivi\u00e8re Saint-Germain. C'est tr\u00e8s important dans notre r\u00e9gion. </p>\n<p data-HoCid=\"4827594\" data-originallang=\"fr\">Le Conseil de gouvernance de l'eau des bassins versants de la rivi\u00e8re Saint-Fran\u00e7ois, commun\u00e9ment appel\u00e9 le COGESAF, est au coeur de cette d\u00e9marche, qui a men\u00e9 \u00e0 l'\u00e9laboration de la Charte du bassin versant de la rivi\u00e8re Saint-Germain, la premi\u00e8re sur le territoire du bassin versant de la rivi\u00e8re Saint-Fran\u00e7ois. C'est une mesure extr\u00eamement importante que l'on doit souligner.</p>\n<p data-HoCid=\"4827595\" data-originallang=\"fr\">Dans un contexte de bouleversements climatiques, voici les objectifs \u00e0 r\u00e9aliser par rapport \u00e0 cette d\u00e9marche: le suivi de la qualit\u00e9 de l'eau, la protection des rives, la conservation de l'habitat du poisson et une meilleure communication avec les acteurs du milieu. </p>\n<p data-HoCid=\"4827596\" data-originallang=\"fr\">Je remercie tous les acteurs du milieu du Grand Drummond qui ont particip\u00e9 \u00e0 l'\u00e9laboration du plan d'action 2017-2021 pour la protection du bassin versant de la rivi\u00e8re Saint-Germain et pour sa mise en place au cours des prochaines ann\u00e9es. C'est extr\u00eamement important.</p>\n<p data-HoCid=\"4827597\" data-originallang=\"fr\">Ma coll\u00e8gue d'<a data-HoCid=\"213881\" href=\"/politicians/linda-duncan/\" title=\"Linda Duncan\">Edmonton Strathcona</a>, qui est notre porte-parole en mati\u00e8re d'environnement, a d'ailleurs fait un discours sur ce m\u00eame sujet dans le cadre de l'\u00e9tude sur la motion M-104. Il s'agissait donc d'\u00e9largir l'\u00e9tude du Comit\u00e9 permanent de l'environnement et du d\u00e9veloppement durable. Celui-ci est autonome et doit conna\u00eetre, d'une mani\u00e8re plus globale, toutes les mesures importantes que le gouvernement f\u00e9d\u00e9ral peut prendre non seulement pour am\u00e9liorer la qualit\u00e9 de l'eau, mais aussi \u00e0 d'autres fins, comme pour bannir les microbilles.</p>"
