Before I address the concerns as they relate to Bill <a data-HoCid=\"6842344\" href=\"/bills/41-2/C-51/\" title=\"An Act to enact the Security of Canada Information Sharing Act and the Secure Air Travel Act, to amend the Criminal Code, the Canadian Security Intelligence Service Act and the Immigration and Refugee Protection Act and to make related and consequential amendments to other Acts\">C-51</a>, I will speak to the bill that is in front of us, Bill <a data-HoCid=\"8364795\" href=\"/bills/42-1/C-22/\" title=\"An Act to establish the National Security and Intelligence Committee of Parliamentarians and to make consequential amendments to certain Acts\">C-22</a>. It is important to note that there would be a five-year mandatory review. While we are ahead of the Commonwealth and while we think, after the committee's recommendations and the listening that we did across the country, that we have a very good bill, there is a mandatory review process to make sure we could look at how effective this committee is being and how we could improve it. We do not hold this out as perfection, but we do feel that this is the right place to start.</p>\n<p data-HoCid=\"4807146\" data-originallang=\"en\">On the issue of changes and when we can expect them, the committee at this very moment is considering a report on the security and intelligence framework. We want to hear from that committee. It has done incredibly important work. It has heard from witnesses across the country. That committee report is going to be a very important input into the minister's overall process on responding. We have very clear platform commitments on what we feel needs to be changed and improved to get right that simultaneous work that needs to be done to protect Canadians and also to ensure that their rights are also protected. </p>\n<p data-HoCid=\"4807147\" data-originallang=\"en\">The committee report is coming out. I would expect action by the government very shortly thereafter, informed by that process.</p>",

Il a effectu\u00e9 un travail extr\u00eamement important et a \u00e9cout\u00e9 les t\u00e9moignages des gens de partout au pays. Le ministre tiendra grandement compte de ce rapport du comit\u00e9 dans l'\u00e9laboration de sa r\u00e9ponse. Pendant la campagne, nous avons pris des engagements clairs sur ce qui, d'apr\u00e8s nous, doit \u00eatre chang\u00e9 et am\u00e9lior\u00e9 pour bien prot\u00e9ger \u00e0 la fois les Canadiens et leurs droits.</p>\n<p data-HoCid=\"4807147\" data-originallang=\"en\">Le rapport du comit\u00e9 sera pr\u00e9sent\u00e9 sous peu. Je m'attends \u00e0 ce que le gouvernement agisse peu apr\u00e8s, en en tenant compte.</p>"
