I think this government has demonstrated time and time again that it is willing and sees its role to be one that is open and transparent by default. However, as it relates to this particular legislation, let us talk about the mandate letters to the ministers. Those were open for the public to see. Those mandate letters, by being open by default, have given the opposition the opportunity to be critical of them. The truth of the matter is that we did not see that over the preceding 10 years under the previous government. It chose the opposite. It chose to keep those mandate letters hidden and secret from the public.

How can he suggest that this government is not being open and transparent? This one example that I am giving is such a great example as to how this government is demonstrating that.

"
