The $200 fine paid by his <a data-HoCid=\"214320\" href=\"/politicians/bill-morneau/\" title=\"Bill Morneau\">Minister of Finance</a> proves otherwise. The Prime Minister's trip to the Aga Khan also proves otherwise. </p>\n<p data-HoCid=\"5103789\" data-originallang=\"fr\">One of the problems is the legal framework around the rules. This limits the Conflict of Interest and Ethics Commissioner's scope of action. </p>\n<p data-HoCid=\"5103790\" data-originallang=\"fr\">Instead of finding ways to get around the rules, why does the Prime Minister not agree to strengthen the legislation?</p>",
