This federal legislation intervenes in an area that at least the Quebec government has called Quebec jurisdiction by changing the criteria.</p>\n<p data-HoCid=\"4431771\" data-originallang=\"en\">I wonder if the member would agree with me that it would be more respectful to that particular sense of Quebec jurisdiction to include a clearer terminal requirement in the federal legislation?</p>",
