For instance, in the case of Barbados, the regulations make it easy to avoid taxes. There are currently 22 tax havens with which we do not have a treaty, but the government treats them as though we do.</p>\n<p data-HoCid=\"4698649\" data-originallang=\"fr\">If the government is running everything through regulations, why brother with Bill S-4?</p>",
