        "en": "<p data-HoCid=\"4060772\" data-originallang=\"en\">Mr. Speaker, it gives me great pleasure, on behalf of the people of the great riding of <a data-HoCid=\"170643\" href=\"/politicians/cheryl-gallant/\" title=\"Cheryl Gallant\">Renfrew\u2014Nipissing\u2014Pembroke</a>, to rise in my place to speak to the many benefits contained in the 2015 federal budget and the importance of having our Conservative government directing the Canadian economy.</p>\n<p data-HoCid=\"4060773\" data-originallang=\"en\">First, I congratulate the <a data-HoCid=\"204553\" href=\"/politicians/joe-oliver/\" title=\"Joe Oliver\">Minister of Finance</a>, the best member of Parliament the voters of <a data-HoCid=\"170569\" href=\"/politicians/joe-oliver/\" title=\"Joe Oliver\">Eglinton\u2014Lawrence</a> could ever have, on the tremendous job he is doing on behalf of all Canadians. Canada's <a data-HoCid=\"204553\" href=\"/politicians/joe-oliver/\" title=\"Joe Oliver\">Minister of Finance</a> comes to the job with real financial expertise. He is an example of how deep the Conservative bench is when it comes to talent and experience. He has been the observation of the more thoughtful political commentators; the opposite is the case on the opposition benches.</p>\n<p data-HoCid=\"4060774\" data-originallang=\"en\">As noted, the former part-time drama teacher, the last great hope of the third party in this place\u2014Ritchie Rich to his closest trust-fund skiing buddies\u2014would not understand the importance of balancing the finances of Canada. The balanced budget that is being brought forward by my Conservative colleague is a signature achievement.</p>\n<p data-HoCid=\"4060775\" data-originallang=\"en\">On behalf of the almost 3,000 employees working at Chalk River Laboratories, I personally thank our government for the continued ongoing support that we give to Atomic Energy of Canada Limited, Canada's premier centre for science, research, and development.</p>\n<p data-HoCid=\"4060776\" data-originallang=\"en\">Economic action plan 2015 proposes to provide up to $72.3 million in 2015-16, on a cash basis, to Atomic Energy of Canada Limited to maintain safe and reliable operations at the Chalk River Laboratories.</p>\n<p data-HoCid=\"4060777\" data-originallang=\"en\">Canada is the world's leader in the peaceful use of nuclear technology. Nuclear power is recognized as environmentally sound, producing no greenhouse gas emissions in the generation of electricity, at an affordable price. </p>\n<p data-HoCid=\"4060778\" data-originallang=\"en\">I invite the opposition parties to get their heads out of the sand when it comes to nuclear and join the 21st century.</p>\n<p data-HoCid=\"4060779\" data-originallang=\"en\"> There is some exciting research, science, and development occurring in the nuclear field in Canada. I was proud to participate in the opening of a new $16-million laboratory, a hydrogen laboratory, at Chalk River. </p>\n<p data-HoCid=\"4060780\" data-originallang=\"en\">Our government recognizes that we must do the science, and nowhere is it more promising for the environment in the future than in the hydrogen economy.</p>\n<p data-HoCid=\"4060781\" data-originallang=\"en\">This budget is all about balance, avoiding the type of extreme, ideological opposition parties' policies\u2014the same as the ones that are bankrupting Ontario.</p>\n<p data-HoCid=\"4060782\" data-originallang=\"en\">Canadians are looking for balance, balance in their personal lives when they balance the family chequebooks and balance in how our nation is governed.</p>\n<p data-HoCid=\"4060783\" data-originallang=\"en\">What we have today in Canada is a fiscal position that is the envy of the world. Ours is a balanced approach to complement our balanced budget. An important example that differentiates our balanced approach to jobs and economy from the extreme approach of the opposition is our Conservative government's support for manufacturers. </p>\n<p data-HoCid=\"4060784\" data-originallang=\"en\">Federal budget 2015 contains a number of important measures to support manufacturing jobs. Among specific examples is a beneficial change for manufacturers, which would be a 10-year extension of the accelerated capital cost allowance, ACCA provisions that were set to expire this year. The ACCA allows manufacturing companies to depreciate, for tax purposes, the value of newly purchased equipment and machinery at the accelerated rate of 50% per year, reducing their taxable income in the first few years of owning the asset. This, in turn, allows the business to keep more of its income to pay down the debt that was incurred upon purchasing the new asset. New assets are necessary to enhance productivity, which allows a business to remain competitive and, in the long run, hire more employees.</p>\n<p data-HoCid=\"4060785\" data-originallang=\"en\">Manufacturers in my riding of Renfrew\u2014Nipissing\u2014Pembroke tell me they appreciate the 10-year extension that replaces the previous two-year time period. By providing predictability for an extended period, businesses have a more suitable time horizon with which to plan. The tax savings and the regulatory certainty that come with the 10-year time period prompt business to make new investment plans. Growth means new employment, and Canadians know that jobs and the economy are our priority because taxpayers have told us it is their priority.</p>\n<p data-HoCid=\"4060786\" data-originallang=\"en\">Smaller companies will benefit from reductions in the small business tax rate that begins in 2016. Our Conservative government understands and supports small business, unlike the opposition that is calling for additional payroll taxes on small businesses and employees. Payroll taxes, as any business person will say, are job killers.</p>\n<p data-HoCid=\"4060787\" data-originallang=\"en\">Our support for the Canadian manufacturing sector is very different from what we hear from the opposition, which believes Canada should be, quoting the leader of the third party, \u201ctransitioning away from manufacturing-based employment as a driver in the economy\u201d. For the opposition in Ottawa, clearly it was a moment of weakness in that interview with the <em>London Free Press</em> to reveal to Canadians how the Liberal Party really feels about the many hard-working families who rely on manufacturing to put food on their tables. The decision by that party not to support manufacturing jobs is based on its extremist version of the so-called green ideology, the kind practised in Toronto that is bankrupting the province of Ontario. </p>\n<p data-HoCid=\"4060788\" data-originallang=\"en\">The person who helped write the greed energy act in Toronto is now the principal advisor to the green leader of the third party in Ottawa. His filthy green fingerprints are all over this and many other of the extreme left-wing policies that will throw our economy out of balance. It is all about balance. Canadians should not be forced to lose good, well-paying manufacturing jobs on the altar of environmental extremists. With the right balance and the balanced approach of our Conservative federal government, we will have an efficient economy and a healthy environment.</p>\n<p data-HoCid=\"4060789\" data-originallang=\"en\">While the trust-fund child would like to talk a mean game about the middle class, which is defined by the member for <a data-HoCid=\"170466\" href=\"/politicians/ralph-goodale/\" title=\"Ralph Goodale\">Wascana</a> as earning almost $140,000 per year, the truth of the matter is that manufacturing jobs are the middle class, the middle-income jobs that sustain Ontario. Instead of defending those jobs, as we have done in our balanced federal budget, he would rather campaign with the Ontario Liberal premier, for whom he makes excuses, ignoring the loss of 350,000 manufacturing jobs in Ontario thanks to high electricity prices and a hostile provincial employment environment.</p>\n<p data-HoCid=\"4060790\" data-originallang=\"en\">The junior opposition even directed its provincial wing in Toronto to bring in a carbon tax, and that job killer is aimed at manufacturing jobs in Canada, particularly in the automotive sector. The so-called green jobs are a myth that only exist with huge taxpayer subsidies. The industrial wind turbines that blight the landscape in Ontario are a prime example of that. Take away the government handout and nothing is left behind. </p>\n<p data-HoCid=\"4060791\" data-originallang=\"en\">The high electricity rate policy of the Toronto Liberal Party has led to the exodus of tens of thousands of manufacturing jobs to American border states like Michigan and Ohio. Those American states are paid to take subsidized electricity from Ontario\u2014yes, I know it is hard to believe for anyone listening to this debate who does not live in Ontario.</p>\n<p data-HoCid=\"4060792\" data-originallang=\"en\">Ontario used to have the most vibrant automotive manufacturing sector in North America, but not any more thanks to the ideologically driven policies of the Liberal Party and the Green Energy Act. If we want to see what would happen if the opposition members were in power, all we have to do is look to Ontario, and what we see there is what we would get out of them.</p>",

Je tiens aussi \u00e0 souligner qu'il est important que le gouvernement conservateur continue d'encadrer l'\u00e9conomie canadienne.</p>\n<p data-HoCid=\"4060773\" data-originallang=\"en\">J'aimerais d'abord f\u00e9liciter le <a data-HoCid=\"204553\" href=\"/politicians/joe-oliver/\" title=\"Joe Oliver\">ministre des Finances</a> de son excellent travail: les \u00e9lecteurs d'<a data-HoCid=\"170569\" href=\"/politicians/joe-oliver/\" title=\"Joe Oliver\">Eglinton\u2014Lawrence</a> n'auraient pas pu choisir un meilleur d\u00e9put\u00e9. Le <a data-HoCid=\"204553\" href=\"/politicians/joe-oliver/\" title=\"Joe Oliver\">ministre des Finances</a> du Canada \u00e9tait d\u00e9j\u00e0 un sp\u00e9cialiste de la finance avant d'occuper ce poste, ce qui montre \u00e0 quel point les conservateurs ont du talent et de l'exp\u00e9rience dans diff\u00e9rents domaines. Les comp\u00e9tences de notre ministre des Finances n'ont d'ailleurs pas \u00e9chapp\u00e9 aux commentateurs politiques les plus chevronn\u00e9s. Du c\u00f4t\u00e9 de l'opposition, c'est tout le contraire: ce ne sont pas les comp\u00e9tences des d\u00e9put\u00e9s qui font la manchette.</p>\n<p data-HoCid=\"4060774\" data-originallang=\"en\">Comme cela a d\u00e9j\u00e0 \u00e9t\u00e9 mentionn\u00e9, l'ancien professeur d'art dramatique \u00e0 temps partiel qui repr\u00e9sente le dernier espoir du troisi\u00e8me parti \u2014 et que ses meilleurs amis amateurs de ski et titulaires de fiducie appellent sans doute Ritchie Rich \u2014 ne pourrait saisir l'importance d'\u00e9quilibrer les finances du Canada. Le budget \u00e9quilibr\u00e9 pr\u00e9sent\u00e9 par mon coll\u00e8gue conservateur repr\u00e9sente une r\u00e9alisation exceptionnelle.</p>\n<p data-HoCid=\"4060775\" data-originallang=\"en\">Au nom des quelque 3 000 employ\u00e9s des laboratoires de Chalk River, je tiens \u00e0 remercier personnellement le gouvernement pour son appui continu envers \u00c9nergie atomique du Canada limit\u00e9e, le principal centre de sciences et de recherche et d\u00e9veloppement du Canada.</p>\n<p data-HoCid=\"4060776\" data-originallang=\"en\"> Le Plan d\u2019action \u00e9conomique de 2015 propose d\u2019accorder jusqu\u2019\u00e0 72,3 millions de dollars en 2015-2016, selon la comptabilit\u00e9 de caisse, \u00e0 \u00c9nergie atomique du Canada limit\u00e9e pour maintenir des op\u00e9rations s\u00e9curitaires et fiables aux Laboratoires de Chalk River.</p>\n<p data-HoCid=\"4060777\" data-originallang=\"en\">Le Canada est le chef de file mondial en mati\u00e8re d'utilisation pacifique de la technologie nucl\u00e9aire. Reconnue comme une \u00e9nergie \u00e9cologique, l'\u00e9nergie nucl\u00e9aire permet de produire de l'\u00e9lectricit\u00e9 sans \u00e9mettre de gaz \u00e0 effet de serre, \u00e0 un prix abordable.</p>\n<p data-HoCid=\"4060778\" data-originallang=\"en\">J'invite les partis de l'opposition \u00e0 cesser de jouer \u00e0 l'autruche et \u00e0 adopter une vision de l'\u00e9nergie nucl\u00e9aire digne du XXI<sup>e</sup> si\u00e8cle.</p>\n<p data-HoCid=\"4060779\" data-originallang=\"en\"> La recherche, la science et le d\u00e9veloppement rattach\u00e9s au secteur nucl\u00e9aire canadien ont de quoi nous enthousiasmer. Ainsi, c'est avec fiert\u00e9 que j'ai pris part \u00e0 l'ouverture d'un nouveau laboratoire d'hydrog\u00e8ne de 16 millions de dollars \u00e0 Chalk River.</p>\n<p data-HoCid=\"4060780\" data-originallang=\"en\">Le gouvernement reconna\u00eet qu'il faut faire les recherches scientifiques n\u00e9cessaires, et rien n'est plus prometteur pour l'avenir de l'environnement que l'\u00e9conomie de l'hydrog\u00e8ne.</p>\n<p data-HoCid=\"4060781\" data-originallang=\"en\">Ce nouveau budget mise avant tout sur l'\u00e9quilibre. Il vise \u00e0 \u00e9viter les politiques extr\u00eames et id\u00e9ologiques que pr\u00f4nent les partis de l'opposition et qui m\u00e8nent actuellement l'Ontario \u00e0 la banqueroute. </p>\n<p data-HoCid=\"4060782\" data-originallang=\"en\">Les Canadiens recherchent l'\u00e9quilibre, tant dans leur vie personnelle que dans leurs finances familiales et dans notre fa\u00e7on de gouverner le pays.</p>\n<p data-HoCid=\"4060783\" data-originallang=\"en\">Le monde entier envie la situation financi\u00e8re dans laquelle se trouve actuellement le Canada. Notre approche \u00e9quilibr\u00e9e est le parfait compl\u00e9ment \u00e0 un budget \u00e9quilibr\u00e9. Le mani\u00e8re dont le gouvernement conservateur soutient le secteur manufacturier illustre \u00e0 merveille ce qui distingue notre approche \u00e9quilibr\u00e9e en mati\u00e8re d'emploi et d'\u00e9conomie de l'approche extr\u00eame pr\u00e9conis\u00e9e par l'opposition.</p>\n<p data-HoCid=\"4060784\" data-originallang=\"en\">Le budget f\u00e9d\u00e9ral de 2015 comporte un certain nombre de mesures importantes destin\u00e9es au secteur manufacturier. Entre autres changements importants pour les industries de ce secteur, je pense \u00e0 la prolongation de 10 ans, de la d\u00e9duction pour amortissement acc\u00e9l\u00e9r\u00e9, qui aurait d\u00fb venir \u00e0 \u00e9ch\u00e9ance cette ann\u00e9e. Cette d\u00e9duction permet aux entreprises du secteur manufacturier de d\u00e9pr\u00e9cier, aux fins de l'imp\u00f4t, la valeur de l'\u00e9quipement et de la machinerie qu'elles ach\u00e8tent, \u00e0 un taux acc\u00e9l\u00e9r\u00e9 de 50 % par ann\u00e9e, ce qui r\u00e9duit leur revenu imposable pendant les premi\u00e8res ann\u00e9es suivant l'acquisition. Elles peuvent ainsi conserver une part accrue de leurs revenus pour rembourser la dette qu'elles ont d\u00fb contracter pour acheter l'\u00e9quipement ou la machinerie en question. Pour am\u00e9liorer leur productivit\u00e9, demeurer concurrentielles et, au final, embaucher d'autres employ\u00e9s, les entreprises doivent renouveler leur \u00e9quipement et leur machinerie.</p>\n<p data-HoCid=\"4060785\" data-originallang=\"en\">Les \u00e9lecteurs de la circonscription que je repr\u00e9sente, Renfrew\u2014Nipissing\u2014Pembroke, me disent qu'ils sont contents que cette d\u00e9duction soit prolong\u00e9e de 10 ans au lieu de l'\u00eatre pour seulement 2 ans, comme elle l'\u00e9tait auparavant. Comme la situation sera plus pr\u00e9visible durant plus longtemps, les entreprises pourront mieux planifier leurs affaires. Les \u00e9conomies d'imp\u00f4t et la certitude r\u00e9glementaire li\u00e9es \u00e0 cette prolongation les inciteront en outre \u00e0 faire de nouveaux investissements. Qui dit croissance dit emplois, et les Canadiens savent que les emplois et l'\u00e9conomie sont nos deux priorit\u00e9s, parce que les contribuables nous ont dit que c'\u00e9taient les leurs. </p>\n<p data-HoCid=\"4060786\" data-originallang=\"en\">Les petites entreprises b\u00e9n\u00e9ficieront d'un taux d'imposition r\u00e9duit \u00e0 compter de 2016. Le gouvernement conservateur comprend et soutient les petites entreprises, contrairement \u00e0 l'opposition, qui souhaite augmenter les charges sociales des petites entreprises et des employeurs. Or, tous les gens d'affaires le diront: les charges sociales sont n\u00e9fastes pour l'emploi.</p>\n<p data-HoCid=\"4060787\" data-originallang=\"en\">Nous accordons au secteur manufacturier canadien un appui tr\u00e8s diff\u00e9rent de celui qu'il re\u00e7oit de l'opposition. Si l'on en croit le chef du troisi\u00e8me parti, le Canada devrait, et je cite: \u00ab abandonner peu \u00e0 peu les emplois du secteur manufacturier comme vecteur \u00e9conomique \u00bb. Il est clair que le Parti lib\u00e9ral a perdu du terrain lors de l'entrevue avec le <em>London Free Press</em>, durant laquelle a \u00e9t\u00e9 exprim\u00e9e sa v\u00e9ritable opinion envers les nombreux travailleurs qui comptent sur les emplois du secteur manufacturier pour nourrir leur famille. La d\u00e9cision de ce parti de ne pas appuyer les emplois de cette industrie est bas\u00e9e sur une variante extr\u00e9miste d'une id\u00e9ologie dite verte, qui est pratiqu\u00e9e \u00e0 Toronto et qui est en train de mener la province de l'Ontario tout droit \u00e0 la faillite.</p>\n<p data-HoCid=\"4060788\" data-originallang=\"en\">La personne qui a contribu\u00e9 \u00e0 la r\u00e9daction de la loi sur la cupidit\u00e9 verte \u00e0 Toronto est maintenant conseiller principal du chef vert du troisi\u00e8me parti. Il a laiss\u00e9 son empreinte verte et crasseuse sur cette mesure et sur les politiques d'extr\u00eame gauche qui \u00e9branleront notre \u00e9conomie. Car il s'agit d'abord et avant tout d'\u00e9quilibre. On ne devrait pas sacrifier de bons emplois bien r\u00e9mun\u00e9r\u00e9s du secteur manufacturier canadien sur l'autel de l'extr\u00e9misme environnemental. Gr\u00e2ce \u00e0 la d\u00e9marche \u00e9quilibr\u00e9e qu'a adopt\u00e9e le gouvernement f\u00e9d\u00e9ral conservateur et au juste \u00e9quilibre qu'il a su atteindre, nous jouirons d'une \u00e9conomie efficace et d'un environnement sain. </p>\n<p data-HoCid=\"4060789\" data-originallang=\"en\">Le jeune h\u00e9ritier voudrait faire croire qu'il d\u00e9fend les int\u00e9r\u00eats de la classe moyenne, qui est d\u00e9finie par le d\u00e9put\u00e9 de <a data-HoCid=\"170466\" href=\"/politicians/ralph-goodale/\" title=\"Ralph Goodale\">Wascana</a> comme \u00e9tant compos\u00e9e de personnes dont le salaire annuel s'\u00e9l\u00e8ve \u00e0 presque 140 000 $ mais, en r\u00e9alit\u00e9, les emplois \u00e0 revenu moyen qui soutiennent l'\u00e9conomie de l'Ontario se trouvent dans le secteur manufacturier. Au lieu de d\u00e9fendre ces emplois, comme nous l'avons fait dans notre budget f\u00e9d\u00e9ral \u00e9quilibr\u00e9, le chef du Parti lib\u00e9ral pr\u00e9f\u00e8re faire campagne avec la premi\u00e8re ministre lib\u00e9rale de l'Ontario, \u00e0 laquelle il trouve des excuses. Il fait fi de la perte de 350 000 emplois dans le secteur manufacturier de la province alors que cette perte est attribuable au prix \u00e9lev\u00e9 de l'\u00e9lectricit\u00e9 et \u00e0 une r\u00e9glementation provinciale hostile en mati\u00e8re de travail.</p>\n<p data-HoCid=\"4060790\" data-originallang=\"en\">Le troisi\u00e8me parti a m\u00eame ordonn\u00e9 \u00e0 son aile provinciale, \u00e0 Toronto, d'imposer une taxe sur le carbone qui nuirait aux emplois dans le secteur manufacturier canadien, et plus particuli\u00e8rement dans le secteur de l'automobile. Les emplois \u00ab verts \u00bb sont un mythe, car ils ne peuvent exister sans d'\u00e9normes subventions de la part des contribuables. Les \u00e9oliennes industrielles qui g\u00e2chent le paysage de l'Ontario en sont un excellent exemple. Sans les subventions gouvernementales, il n'en resterait rien.</p>\n<p data-HoCid=\"4060791\" data-originallang=\"en\">La politique du Parti lib\u00e9ral, \u00e0 Toronto, qui consiste \u00e0 maintenir des tarifs d'\u00e9lectricit\u00e9 \u00e9lev\u00e9s a men\u00e9 au transfert de dizaines de milliers d'emplois du secteur manufacturier dans des \u00c9tats frontaliers am\u00e9ricains comme le Michigan et l'Ohio. Ces \u00c9tats am\u00e9ricains sont pay\u00e9s pour prendre de l'\u00e9lectricit\u00e9 subventionn\u00e9e par l'Ontario. Je sais que c'est difficile \u00e0 comprendre pour ceux qui nous \u00e9coutent et qui ne vivent pas dans cette province.</p>\n<p data-HoCid=\"4060792\" data-originallang=\"en\">L'Ontario a d\u00e9j\u00e0 eu le secteur automobile le plus dynamique de l'Am\u00e9rique du Nord. Cependant, ce n'est plus le cas \u00e0 cause des politiques motiv\u00e9es par des consid\u00e9rations id\u00e9ologiques du Parti lib\u00e9ral et de la Loi sur l'\u00e9nergie verte. Si nous voulons savoir ce qui se passerait si les d\u00e9put\u00e9s de l'opposition \u00e9taient au pouvoir, nous n'avons qu'\u00e0 examiner la situation en Ontario, et nous aurons la r\u00e9ponse.</p>"
