I just think that whatever we do should not make matters worse.</p>\n<p data-HoCid=\"4025180\" data-originallang=\"en\">I will start with the first part of his question. Yes, I acknowledge that Canada has been one of the major contributors to humanitarian relief, but it is a drop in the bucket when we see the four million refugees in Jordan, in Lebanon, in Turkey. </p>\n<p data-HoCid=\"4025181\" data-originallang=\"en\">I also want to acknowledge that when the minister was Minister of Citizenship and Immigration, I came to him with personal cases. I have many constituents trying to get relatives out of Syria, and he assisted in reuniting some families. However, now the same families are coming to me with stories of getting across the border with children loaded in the back seat of the car, making it all the way to Beirut, but not being able to get to the Canadian Embassy and being sent back into Syria.</p>\n<p data-HoCid=\"4025182\" data-originallang=\"en\">There is an ongoing humanitarian crisis, and our efforts so far have not been even remotely sufficient. The budget of the UN commission on refugees to deal with this crisis is coming up short. It is one of the biggest humanitarian and refugee crises the world has ever seen.</p>\n<p data-HoCid=\"4025183\" data-originallang=\"en\">To the second part of his question, responsibility to protect, as I mentioned in my speech, is complicated by needing the support of the UN Security Council. I hoped I made it clear that one of the ways we made matters worse was by contaminating and potentially fatally hobbling responsibility to protect forever by using it as an excuse to get into Libya and then shifting to regime change.</p>\n<p data-HoCid=\"4025184\" data-originallang=\"en\">The reality is that we have ignored the crisis in Syria, but now we are interested in protecting people from ISIS. Who will protect them from Bashar al-Assad?</p>",

Cependant, ces m\u00eames personnes me parlent maintenant de cas de personnes qui se rendent en voiture avec leurs enfants jusqu'\u00e0 Beyrouth, mais qui sont renvoy\u00e9es en Syrie parce qu'elles n'arrivent pas \u00e0 rejoindre l'ambassade canadienne.</p>\n<p data-HoCid=\"4025182\" data-originallang=\"en\">Une crise humanitaire fait rage et nos efforts \u00e0 ce jours ont \u00e9t\u00e9 loin d'\u00eatre suffisants. Le budget du Haut-Commissariat des Nations Unies pour les r\u00e9fugi\u00e9es ne suffit pas pour g\u00e9rer cette crise. Il s'agit de l'une des crises humanitaires et des r\u00e9fugi\u00e9s les plus importantes que le monde ait connues. </p>\n<p data-HoCid=\"4025183\" data-originallang=\"en\">Pour r\u00e9pondre \u00e0 la deuxi\u00e8me partie de la question, comme je l'ai mentionn\u00e9 dans mon allocution, la doctrine de la responsabilit\u00e9 de prot\u00e9ger est compliqu\u00e9e par la n\u00e9cessit\u00e9 d'appuyer le Conseil de s\u00e9curit\u00e9 de l'ONU. J'avais espoir d'avoir clairement indiqu\u00e9 que nous avons notamment empir\u00e9 la situation en contaminant, et peut-\u00eatre m\u00eame en entravant irr\u00e9m\u00e9diablement, la responsabilit\u00e9 de prot\u00e9ger en s'en servant comme pr\u00e9texte pour entrer en Libye et instaurer un changement de r\u00e9gime.</p>\n<p data-HoCid=\"4025184\" data-originallang=\"en\">En r\u00e9alit\u00e9, nous avons pas tenu compte de la crise en Syrie, mais nous sommes maintenant int\u00e9ress\u00e9s \u00e0 prot\u00e9ger la population contre l'EIIL. Qui la prot\u00e9gera contre Bachar al-Assad?</p>"
