"en": "<p data-HoCid=\"3554668\" data-originallang=\"en\">Mr. Speaker, to clarify, my late show is actually based on a question that was directed to the <a data-HoCid=\"194626\" href=\"/politicians/jason-kenney/\" title=\"Jason Kenney\">Minister of Employment</a> on the lack of follow-up in terms of funding that was committed to aboriginal youth programming in northern Manitoba. To be specific, it is the fact that the government has dropped the ball when it comes to funding the skills link programming. </p>\n<p data-HoCid=\"3554669\" data-originallang=\"en\">I do not know who can say no to the skills link program. It is a program that is absolutely integral to ensuring that aboriginal youth, particularly at-risk aboriginal youth, do not fall through the cracks, and that they continue furthering their education, often with a special focus on the trades.</p>\n<p data-HoCid=\"3554670\" data-originallang=\"en\">I am speaking in particular about two programs in northern Manitoba that have been set back by the Conservative government's failure to live up to its commitment of funding. I am talking about the youth build program that is based out of the Boys & Girls Club in Thompson, Manitoba, and the programming based out of the friendship centre in Flin Flon, Manitoba. </p>\n<p data-HoCid=\"3554671\" data-originallang=\"en\">Both of these programs were told that their applications for skills link funding were in good standing. Both programs were told that funding would be in the works. The staff in Thompson were told that the funding would be rolling out in September and then it was October. They were then given the date of January 20. All of those three dates have come and gone. These executive directors and these teams, who are simply trying to make a better future for these young people, have faced calls that lead nowhere and commitment after commitment that is not fulfilled.</p>\n<p data-HoCid=\"3554672\" data-originallang=\"en\">What it really comes down to is a fundamental fracturing of the kind of trust that people ought to have in their government, not just on any issue but on an issue that the Conservative government has time and time again paid lip service to. It says that it wants to support training for aboriginal youth, but where is the money? The commitment has been there. We have heard the lip service in throne speech after throne speech. We even heard it in the last one, but when it comes time to put its money where its mouth is, the Conservative government is not there.</p>\n<p data-HoCid=\"3554673\" data-originallang=\"en\">If that is not bad enough, let us look at the reality. The program in Thompson attracts around 20 youth. Often, these youth have dropped out of school. Some of them are teenage parents. Some have had a tough life, where they have been involved in gangs and dangerous activities. However, every single one of these youth are in this program, they applied and they were accepted, because they show not only the promise of change but the commitment to get their lives going on the right track, to get an education, to get a trade, to get a job, to sustain their families, to contribute to their communities.</p>\n<p data-HoCid=\"3554674\" data-originallang=\"en\">These youth in both Thompson and Flin Flon, and perhaps in other communities, are the people who are being let down by the federal government. My question is this. When will that funding flow and when will these aboriginal youth be supported?</p>",

On leur a dit que leur financement \u00e9tait en cours de pr\u00e9paration. On a dit aux responsables du programme de Thompson qu'ils recevraient le financement en septembre, puis on leur a dit octobre. On leur a ensuite donn\u00e9 la date du 20 janvier. Ces trois dates sont maintenant derri\u00e8re nous. Les directeurs ex\u00e9cutifs et les employ\u00e9s de ces programmes, qui cherchent tout simplement \u00e0 am\u00e9liorer les perspectives d'avenir de ces jeunes, se sont heurt\u00e9s \u00e0 de nombreux appels sans r\u00e9ponse et \u00e0 autant d'engagements non respect\u00e9s. </p>\n<p data-HoCid=\"3554672\" data-originallang=\"en\">Il en d\u00e9coule une d\u00e9gradation profonde de la confiance que la population doit avoir \u00e0 l'\u00e9gard du gouvernement. Il ne s'agit pas d'un quelconque dossier, mais d'un dossier \u00e0 propos duquel le gouvernement conservateur a souvent fait de beaux discours. Il pr\u00e9tend vouloir soutenir la formation des jeunes Autochtones, mais o\u00f9 sont les fonds? Le gouvernement s'est pourtant engag\u00e9 \u00e0 les verser. Les conservateurs font de belles promesses dans leurs discours du Tr\u00f4ne. Ils en ont d'ailleurs fait dans le dernier, mais le gouvernement ne joint pas le geste \u00e0 la parole.</p>\n<p data-HoCid=\"3554673\" data-originallang=\"en\">Pire encore, jetons maintenant un coup d'oeil \u00e0 la r\u00e9alit\u00e9. Une vingtaine de jeunes participent au programme de Thompson. Souvent, ces jeunes sont des d\u00e9crocheurs. Certains sont d\u00e9j\u00e0 m\u00e8re ou p\u00e8re de famille alors qu'ils sont encore adolescents. Certains ont v\u00e9cu une vie difficile. Ils ont fait partie d'un gang et se sont livr\u00e9s \u00e0 des activit\u00e9s dangereuses. Cependant, tous les jeunes qui participent \u00e0 ce programme ont \u00e9t\u00e9 accept\u00e9s non seulement \u00e0 cause de leur potentiel de changement, mais aussi parce qu'ils se sont engag\u00e9s \u00e0 se prendre en main, \u00e0 s'instruire, \u00e0 apprendre un m\u00e9tier, \u00e0 trouver un emploi, \u00e0 faire vivre leur famille et \u00e0 contribuer \u00e0 la vie de leur collectivit\u00e9.</p>\n<p data-HoCid=\"3554674\" data-originallang=\"en\"> Le gouvernement f\u00e9d\u00e9ral a laiss\u00e9 tomber ces jeunes de Thompson, de Flin Flon et peut-\u00eatre d'autres endroits. Ma question est la suivante. Quand les sommes n\u00e9cessaires seront-elles accord\u00e9es et quand ces jeunes Autochtones recevront-ils l'aide dont ils ont besoin?</p>"
