        "en": "<p data-HoCid=\"3310926\" data-originallang=\"en\">Mr. Speaker, two years ago yesterday, many of us in this House were elected for our first term. Given that occasion, as I rise today I thank my constituents in <a data-HoCid=\"170436\" href=\"/politicians/michelle-rempel/\" title=\"Michelle Rempel\">Calgary Centre-North</a> who elected me and gave me the great honour of allowing me to represent them and speak on their behalf here in Ottawa. I thank my constituents very much.</p>\n<p data-HoCid=\"3310927\" data-originallang=\"en\">It is on that note that it gives me great pleasure to rise and speak in support of our budget implementation bill, which continues on our government track record of trying to ensure that Canada is a place of economic prosperity, job growth, environmental health and safety, and innovation. It is also a place where as legislators in this House of Commons, we can assure our constituents we are doing everything possible to be wise stewards of their taxpayer dollars and everything possible to ensure the sustainability of the programs we are tasked with legislating long into the future. </p>\n<p data-HoCid=\"3310928\" data-originallang=\"en\">Two years ago, I remember travelling throughout my riding. The number one thing I heard from my constituents then, and now\u2014I was actually out door knocking last weekend in a couple of communities in my riding\u2014is the fact that Canadians are still concerned about the economy. I believe that is still the number one issue on the minds of Canadians right now. We need to be cognizant of that when we are approaching debate on the government's budget.</p>\n<p data-HoCid=\"3310929\" data-originallang=\"en\">Canadians are still concerned about the global economic situation. They are concerned about ensuring we have markets to which we can trade our products and that we have export markets. They are concerned about ensuring we have job growth. </p>\n<p data-HoCid=\"3310930\" data-originallang=\"en\">They are also concerned about making sure our government programs are sustainable, that we are making sure when we are voting to spend their tax dollars in this place that we can do that with authority. We want to be able to tell them we are looking for ways to make programs more effective whenever possible. That is really the goal of economic action plan 2013.</p>\n<p data-HoCid=\"3310931\" data-originallang=\"en\">I often rise in the House to speak about environmental issues, but today I will speak about a few initiatives that are very important to the people in my riding. Certainly there is commonality across the country, but there are certain issues addressed in economic action plan 2013 that are important to Albertans.</p>\n<p data-HoCid=\"3310932\" data-originallang=\"en\">First, the Canada job grant was one of the cornerstones of economic action plan 2013. Certainly in my home province, we face a skilled worker shortage. I have heard from many businesses in my community and across the province, but there are other components of the economy across the country that speak to this as well. That is why we introduced the Canada job grant. Providing up to $15,000 per person in Alberta would combine federal, provincial, territorial and employer funding to help folks get the skills they need for independent jobs. By doing so, we hope to fill those in-demand jobs in a more effective way.</p>\n<p data-HoCid=\"3310933\" data-originallang=\"en\">We also want to make sure that Canadians who want to seek those skills to fill those positions have the tools at hand to do that. That is the role of this program. I am very excited about it. I am sure it will have a very positive impact on our economy across the country, but certainly at home in Alberta.</p>\n<p data-HoCid=\"3310934\" data-originallang=\"en\">One of the challenges we have in Calgary is the fact that it is a growing city. I am quite proud to represent a Calgary riding because I feel it is one of the economic engine cities of the country. One of the demands we see in Calgary is for infrastructure. Our government has been very proud to support infrastructure funding across the country. In Calgary, some of our economic action plan funding has been used to build things like the Stoney Trail ring road. </p>\n<p data-HoCid=\"3310935\" data-originallang=\"en\">I am very excited about the indexation of the gas tax fund to better support the development of this infrastructure, and I hope my colleagues will support it. That is such an important thing because it will allow cities to build upon the continuation and certainty we have provided by making the gas tax transfer funds permanent. That is a legacy that our government is quite proud of, and it is a wonderful part of economic action plan 2013. </p>\n<p data-HoCid=\"3310936\" data-originallang=\"en\">I will talk about a few other things today that are in economic action plan 2013.</p>\n<p data-HoCid=\"3310937\" data-originallang=\"en\">As members know, we have recently reformed the temporary foreign worker program to make sure Canadians are given the first crack at available jobs. About a week and a half ago, I held a town hall teleconference in my riding. I think I had almost 10,000 of my constituents on that call at one point. Several of the questions we received related to making sure that program is both effective and fair in the long run. That is really where our reforms have been aimed over the last year. Certainly, this is a step in the right direction.</p>\n<p data-HoCid=\"3310938\" data-originallang=\"en\">There are many things that my colleagues should have a look at with regard to how communities in their ridings are supported in economic action plan 2013. I have just mentioned a couple of them here.</p>\n<p data-HoCid=\"3310939\" data-originallang=\"en\">I want to spend my remaining time talking about something that is very near and dear to my heart, that being the support for science and technology in economic action plan 2013.</p>\n<p data-HoCid=\"3310940\" data-originallang=\"en\">There is one program that I specifically want to highlight and which I hope my colleagues will choose to support, and that is the $165 million in multi-year support we have provided to genomics research through Genome Canada. For those of my colleagues who are not familiar with Genome Canada's work, it is a very unique program. It cultivates and supports some of the best and brightest researchers in their work on this cutting-edge, uniquely Canadian research that is designed to support a wide variety of industrial problems and basic research problems across the country.</p>\n<p data-HoCid=\"3310941\" data-originallang=\"en\">I am quite supportive of this funding because Genome Canada has a track record of research excellence in supporting some of the best and brightest researchers in this country. I hope my colleagues will support economic action plan 2013, in part because some of these programs exist and are funded.</p>\n<p data-HoCid=\"3310942\" data-originallang=\"en\">Further to that, on the S and T side, I believe we have $325 million of additional support for Sustainable Development Technology Canada, SDTC. This is an organization that is dedicated to bringing clean energy technology, clean technology and sustainable technology to industry so we can continue to address major issues in some of the bigger sectors of our economy, including the energy sector. </p>\n<p data-HoCid=\"3310943\" data-originallang=\"en\">A couple of months ago, I had the opportunity to tour Pure Technologies, a company in my riding. It has developed a technology that SDTC has supported. Basically, it is a ball that can go through pipelines and detect microscopic fractures to help promote better monitoring of our pipeline safety. It is these sorts of developments that our government is proud to support, through organizations like Genome Canada and SDTC, but more importantly also through our tri-council granting agencies as well.</p>\n<p data-HoCid=\"3310944\" data-originallang=\"en\">I spent several years working with these agencies, and we have provided continued support to them through budget 2013, as well as to the Canada Foundation for Innovation. This is an organization that supports the funding of research infrastructure, so it is either the bricks and mortar needed to support research or the equipment that researchers need. Our continued support there is very indicative that supporting science and technology, and the diversification of the Canadian economy, is something our government is not only cognizant of, but into which we are really putting our money where our mouth is. That is very evident in budget 2013.</p>\n<p data-HoCid=\"3310945\" data-originallang=\"en\">Overall, the goal of budget 2013, and what we have seen in here, is that balance between ensuring we have long-term economic growth, which is built on our track record of programs such as a suite of programming for responsible resource development, but also making sure our House is in order in Ottawa. We are trying to make sure that as we grow our economy, we are also moving back to balance.</p>\n<p data-HoCid=\"3310946\" data-originallang=\"en\">I was quite pleased to see some of the economic forecasts that this budget has been based around. I know our <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">Minister of Finance</a> has worked quite hard to get to that point.</p>\n<p data-HoCid=\"3310947\" data-originallang=\"en\">I certainly will be very proud to support this particular bill because of that ability to move Canada's economy into sustainability well into the future and build on our strong track record of growing Canada's economy.</p>",

Je les en remercie beaucoup.</p>\n<p data-HoCid=\"3310927\" data-originallang=\"en\">Sur ce, c'est un tr\u00e8s grand plaisir pour moi d'intervenir pour appuyer le projet de loi d'ex\u00e9cution du budget, qui prend assise sur le bilan du gouvernement en mati\u00e8re de prosp\u00e9rit\u00e9 \u00e9conomique, de cr\u00e9ation d'emplois, de protection de la sant\u00e9 et de la s\u00e9curit\u00e9 de l'environnement et d'innovation. Le budget est \u00e9galement pour nous l'occasion de garantir \u00e0 nos \u00e9lecteurs qu'\u00e0 titre de l\u00e9gislateur nous faisons tout en notre pouvoir pour g\u00e9rer l'argent des contribuables de fa\u00e7on judicieuse et pour assurer la viabilit\u00e9 \u00e0 long terme des programmes dont nous avons la responsabilit\u00e9.</p>\n<p data-HoCid=\"3310928\" data-originallang=\"en\">Je me souviens avoir sillonn\u00e9 ma circonscription il y a deux ans, et ce qui ressortait le plus des discussions que j'ai eues avec mes \u00e9lecteurs \u2014 et ils continuent de m'en parler aujourd'hui, comme j'ai pu le constater lorsque j'ai fait du porte-\u00e0-porte la fin de semaine derni\u00e8re dans deux quartiers de ma circonscription \u2014, c'est que les Canadiens sont encore pr\u00e9occup\u00e9s par l'\u00e9conomie. Je crois qu'il s'agit encore de la priorit\u00e9 des Canadiens. Nous devons en tenir compte pendant le d\u00e9bat sur le budget du gouvernement. </p>\n<p data-HoCid=\"3310929\" data-originallang=\"en\">Les Canadiens sont encore inquiets de la situation \u00e9conomique mondiale. Ils veulent que nous ayons acc\u00e8s \u00e0 des march\u00e9s o\u00f9 nous pouvons vendre nos produits et que nous ayons des march\u00e9s d'exportation. Ils veulent qu'il y ait cr\u00e9ation d'emplois. </p>\n<p data-HoCid=\"3310930\" data-originallang=\"en\">Ils souhaitent aussi que les programmes du gouvernement soient viables et que, lorsque les d\u00e9put\u00e9s se prononcent sur la mani\u00e8re de d\u00e9penser l'argent des contribuables, ils le fassent en toute connaissance de cause. Nous voulons pouvoir leur dire que nous cherchons des fa\u00e7ons de rendre les programmes les plus efficaces possible. Voil\u00e0 le v\u00e9ritable objectif du Plan d'action \u00e9conomique de 2013.</p>\n<p data-HoCid=\"3310931\" data-originallang=\"en\">Je parle souvent des questions environnementales \u00e0 la Chambre, mais, aujourd'hui, je parlerai de quelques initiatives qui sont des plus importantes pour les gens de ma circonscription. Il va de soi que les diverses r\u00e9gions du pays partagent des points en commun, mais le Plan d'action \u00e9conomique de 2013 aborde certains enjeux qui sont particuli\u00e8rement importants pour les Albertains. </p>\n<p data-HoCid=\"3310932\" data-originallang=\"en\">Tout d'abord, la subvention canadienne pour l'emploi est l'une des pierres angulaires du Plan d'action \u00e9conomique de 2013. Dans ma province, il y a une p\u00e9nurie de travailleurs qualifi\u00e9s. Beaucoup d'entreprises dans ma collectivit\u00e9 et partout dans la province me l'ont confirm\u00e9, et d'autres secteurs de l'\u00e9conomie canadienne abondent dans ce sens. C'est pourquoi nous avons cr\u00e9\u00e9 la subvention canadienne pour l'emploi. La subvention, qui peut atteindre jusqu'\u00e0 15 000 $ par personne en Alberta, est financ\u00e9e par les gouvernements f\u00e9d\u00e9ral, provinciaux et territoriaux, ainsi que par les employeurs. Elle aidera les travailleurs \u00e0 acqu\u00e9rir les comp\u00e9tences dont ils ont besoin pour occuper des emplois ind\u00e9pendants. Gr\u00e2ce \u00e0 cette mesure, nous esp\u00e9rons \u00eatre en mesure de mieux pourvoir les emplois dans les domaines o\u00f9 la demande est forte.</p>\n<p data-HoCid=\"3310933\" data-originallang=\"en\">Nous voulons \u00e9galement faire en sorte que les Canadiens qui veulent acqu\u00e9rir ces comp\u00e9tences en vue de pourvoir ces postes poss\u00e8dent les outils n\u00e9cessaires pour le faire. C'est l'objectif du programme. Je suis emball\u00e9e, car je suis certaine qu'il aura des r\u00e9percussions tr\u00e8s positives dans l'ensemble du pays, et tr\u00e8s certainement en Albert.</p>\n<p data-HoCid=\"3310934\" data-originallang=\"en\">\u00c0 Calgary, la croissance de la ville est l'un des d\u00e9fis que nous devons relever. Je suis tr\u00e8s fi\u00e8re de repr\u00e9senter une circonscription de Calgary, car cette ville est l'un des moteurs \u00e9conomiques du pays. Calgary a besoin d'infrastructures et le gouvernement est fier de financer des infrastructures aux quatre coins du Canada. Calgary a utilis\u00e9 une partie des fonds du Plan d'action \u00e9conomique pour construire, entre autres, le p\u00e9riph\u00e9rique Stoney Trail. </p>\n<p data-HoCid=\"3310935\" data-originallang=\"en\">L'indexation du Fonds de la taxe sur l'essence m'emballe, car elle nous permettra de mieux appuyer l'expansion des infrastructures. J'esp\u00e8re que mes coll\u00e8gues l'appuieront. C'est une mesure essentielle, car elle permettra aux villes de faire fond sur la continuit\u00e9 que nous leur avons assur\u00e9e en rendant permanent le Fonds de la taxe sur l'essence. Cette mesure qui figure dans le Plan \u00e9conomique de 2013 est un h\u00e9ritage dont le gouvernement est tr\u00e8s fier. </p>\n<p data-HoCid=\"3310936\" data-originallang=\"en\">Je vais parler d'autres mesures pr\u00e9vues dans le Plan d'action \u00e9conomique de 2013.</p>\n<p data-HoCid=\"3310937\" data-originallang=\"en\">Comme le savent les d\u00e9put\u00e9s, nous avons r\u00e9cemment r\u00e9form\u00e9 le Programme des travailleurs \u00e9trangers temporaires pour faire en sorte que les Canadiens aient un acc\u00e8s prioritaire aux emplois disponibles. Il y a environ une semaine et demie, j'ai organis\u00e9 une s\u00e9ance de discussion ouverte par vid\u00e9oconf\u00e9rence dans ma circonscription. Je pense qu'\u00e0 un moment donn\u00e9 il y avait pr\u00e8s de 10 000 participants. On nous a \u00e0 maintes reprises demand\u00e9 de nous assurer de l'efficacit\u00e9 et de l'\u00e9quit\u00e9 du programme, maintenant et \u00e0 l'avenir. C'est la raison d'\u00eatre des r\u00e9formes que nous pr\u00e9sentons depuis un an. C'est certainement un pas dans la bonne direction.</p>\n<p data-HoCid=\"3310938\" data-originallang=\"en\">Les d\u00e9put\u00e9s devraient se rendre \u00e0 l'\u00e9vidence que le Plan \u00e9conomique de 2013 propose maintes mesures qui viennent appuyer leurs localit\u00e9s et leurs circonscriptions. Je viens d'en mentionner quelques-unes.</p>\n<p data-HoCid=\"3310939\" data-originallang=\"en\">J'aimerais consacrer le reste de mon temps de parole \u00e0 une question qui me tient beaucoup \u00e0 coeur, l'appui pour les sciences et la technologie dans le Plan d'action \u00e9conomique de 2013.</p>\n<p data-HoCid=\"3310940\" data-originallang=\"en\">Il y a un programme en particulier dont j'aimerais parler et qui, je l'esp\u00e8re, b\u00e9n\u00e9ficiera de l'appui de mes coll\u00e8gues, nomm\u00e9ment la recherche en g\u00e9nomique, par l'entremise de G\u00e9nome Canada, auquel le gouvernement fournit un soutien pluriannuel de 165 millions de dollars. Pour la gouverne de ceux qui ne savent pas ce que fait G\u00e9nome Canada, il s'agit d'un programme unique. G\u00e9nome Canada appuie certains des plus brillants chercheurs dans ce domaine de recherche de pointe proprement canadien qui vise \u00e0 offrir des solutions \u00e0 toute une gamme de probl\u00e8mes industriels et de probl\u00e8mes de recherche fondamentale au Canada.</p>\n<p data-HoCid=\"3310941\" data-originallang=\"en\">Je suis en faveur de ce financement parce que G\u00e9nome Canada a un excellent bilan de recherche et appuie certains des meilleurs et plus brillants chercheurs au Canada. J'esp\u00e8re que mes coll\u00e8gues appuieront le Plan d'action \u00e9conomique de 2013, en partie parce que certains de ces programmes existent et sont financ\u00e9s.</p>\n<p data-HoCid=\"3310942\" data-originallang=\"en\">Plus encore, en mati\u00e8re de sciences et de technologie, je crois comprendre que nous consacrons 325 millions de dollars de plus \u00e0 Technologies de d\u00e9veloppement durable Canada, ou TDDC. C'est le genre d'innovations que le gouvernement s'enorgueillit d'encourager par le biais d'organisations comme G\u00e9nome Canada et TDDC mais aussi et surtout de nos trois conseils subventionnaires.</p>\n<p data-HoCid=\"3310944\" data-originallang=\"en\">Dans le budget de 2013, nous continuons \u00e0 soutenir ces organismes \u2014 avec lesquels j'ai travaill\u00e9 plusieurs ann\u00e9es \u2014 ainsi que la Fondation canadienne pour l'innovation. La fondation est une organisation qui contribue au financement des infrastructures n\u00e9cessaires \u00e0 la recherche, c'est-\u00e0-dire les briques et le mortier n\u00e9cessaires \u00e0 la recherche et l'\u00e9quipement dont les chercheurs ont besoin. Nos efforts continus prouvent bien que le gouvernement est conscient de l'importance des sciences, de la technologie et de la diversification de l'\u00e9conomie canadienne. La preuve, il y investit. Le budget de 2013 le montre bien. </p>\n<p data-HoCid=\"3310945\" data-originallang=\"en\">D'une mani\u00e8re g\u00e9n\u00e9rale, l'objectif du budget de 2013 et des d\u00e9bats ici est d'atteindre un \u00e9quilibre entre la croissance \u00e9conomique \u00e0 long terme \u2014 qui s'explique par notre incroyable bilan en mati\u00e8re de programmes, notamment ceux relatifs \u00e0 l'exploitation responsable des ressources \u2014 et la saine gestion des affaires publiques, ici \u00e0 Ottawa. Nous essayons de maintenir la croissance tout en retournant \u00e0 l'\u00e9quilibre.</p>\n<p data-HoCid=\"3310946\" data-originallang=\"en\">J'ai \u00e9t\u00e9 tr\u00e8s heureuse de voir quelques-unes des pr\u00e9visions \u00e9conomiques sur lesquelles reposent ce budget. Je sais que le <a data-HoCid=\"78777\" href=\"/politicians/jim-flaherty/\" title=\"Jim Flaherty\">ministre des Finances</a> a travaill\u00e9 vraiment dur pour en arriver l\u00e0. </p>\n<p data-HoCid=\"3310947\" data-originallang=\"en\">Je serai incroyablement fi\u00e8re d'appuyer ce projet de loi-l\u00e0 parce que, s'appuyant sur une \u00e9conomie d\u00e9j\u00e0 prosp\u00e8re gr\u00e2ce \u00e0 nos efforts, il contribuera \u00e0 la viabilit\u00e9 \u00e9conomique du Canada \u00e0 long terme.</p>"
