We have heard witnesses and all these people at our meetings and that is exactly what we are doing. We are moving forward.</p>\n<p data-HoCid=\"3358196\" data-originallang=\"en\">This bill would allow the first nations to enact laws regarding on-reserve matrimonial real property. This legislation is not about inherent rights and it does not define any right to self-government. Including a statement of recognition that the first nations have inherent jurisdiction over matrimonial real property would raise questions about the nature of this right, its scope and content and who holds the right. This in turn could lead to uncertainty over jurisdiction and litigation of these issues. </p>\n<p data-HoCid=\"3358197\" data-originallang=\"en\">The government is of the view that the implementation of a right to self-government is best achieved through negotiation.</p>",
