        "en": "<p data-HoCid=\"3280300\" data-originallang=\"en\">Mr. Speaker, as everyone knows, anaphylaxis is a very serious issue. It is a serious allergic reaction. It can actually present itself in many different ways, but it can have very rapid onset sometimes and it can result in death, so it is serious. What happens with anaphylaxis is that the immune system rejects the allergen as something not to be tolerated and reacts in every way with all of the systems within the body.</p>\n<p data-HoCid=\"3280301\" data-originallang=\"en\">It is a serious health issue affecting millions of Canadians. Right now, there are about one in 13 Canadians, 2.5 million Canadians who are affected by anaphylaxis or by life-threatening allergies, but what is most disconcerting is that there is an increasing number of children affected as well. About 6% of children are affected by anaphylaxis, and this number seems to be increasing. </p>\n<p data-HoCid=\"3280302\" data-originallang=\"en\">Anaphylaxis has no cure. Avoidance, of course, understanding the issue, and learning how to act promptly are important things for people to know. Preventive measures such as this and early action are the only things we can do. </p>\n<p data-HoCid=\"3280303\" data-originallang=\"en\">Even a small, tiny, hidden trace or amount of an allergen can trigger the attack if a person is allergic to that particular thing. Food, of course, is one of the most common ways in which people can get an anaphylactic reaction, but things that are almost known as injections, like insect bites, can cause the same reaction, can act quicker and can prompt anaphylactic shock sooner.</p>\n<p data-HoCid=\"3280304\" data-originallang=\"en\">Medicines, certain types of material that come in contact with the skin, and exercise can also cause an anaphylactic reaction. Avoiding allergic reactions can be achieved through something most important, which is effective labelling. </p>\n<p data-HoCid=\"3280305\" data-originallang=\"en\">As we heard from my colleague, the parliamentary secretary, he had a friend who had a tiny trace of peanut oil in a cake and had a severe anaphylactic shock as a result of it. Sometimes we buy foods in the shops and there are trace ingredients. Even though the ingredient is not listed, when the product was being processed, it could have been that there was cross-contamination with the product being processed before that, which had the allergen in it. </p>\n<p data-HoCid=\"3280306\" data-originallang=\"en\">The most common cause, of course, is peanuts and peanut oil, so labelling is key. Taking precautionary measures when preparing food, washing one's hands, even in the home, between handling one product and handling another can prevent cross-transference, which is really the major problem.</p>\n<p data-HoCid=\"3280307\" data-originallang=\"en\">People need awareness of the early signs of symptoms, and this can take many forms. It can start with a skin reaction, hives, which can balloon up. People get itchiness, swelling, and redness of the skin. People can also get respiratory problems, tightening of the chest, an inability to breathe, triggering asthmatic attacks in people who are similarly prone. Those are some of the signs. </p>\n<p data-HoCid=\"3280308\" data-originallang=\"en\">However, the most important one is the cardio-vascular one, which obviously creates a thready pulse, pallor, a rapid heart rate, and of course this precludes anaphylactic shock.</p>\n<p data-HoCid=\"3280309\" data-originallang=\"en\">These are important things for people to know. Sometimes some people remember those things with a feeling of anxiety, a feeling of impending doom, a feeling of something going on in their body and they do not why and panic results. </p>\n<p data-HoCid=\"3280310\" data-originallang=\"en\">There are many forms of anaphylaxis and the public needs to know what those are. If we can raise awareness, when symptoms and signs come very early, an individual can then take whatever medication they have, whether it is an oral one that can act quickly if they have a slow anaphylaxis, or an EpiPen. The public needs to know all of these things through education. </p>\n<p data-HoCid=\"3280311\" data-originallang=\"en\">Ensuring that the labelling is easy to read and easily understood by the public is a big part. Knowing about anaphylaxis is important, which is what this particular bill tells us, but it is not the only thing. We need a coordinated approach and an action plan from government. </p>\n<p data-HoCid=\"3280312\" data-originallang=\"en\">Just being aware and saying that this House is aware and the government should take action for me is a particularly vague thing. Obviously, we are supporting the motion. Not supporting the motion would be ridiculous. We are supporting it because it is important. What I would have liked to have seen in this particular bill is that sense that a plan of action will follow, and specifically asking the government, not saying it should, but asking it to do so because of the urgent nature and the ability of this particular problem to cause death.</p>\n<p data-HoCid=\"3280313\" data-originallang=\"en\"> I think we need to look at the whole issue of public health and safety. This comes under the aegis of public health and safety, which is public awareness, public education, teaching and identifying root causes. A big piece of that is research. There needs to be money put into research on allergens so that we cannot only prevent them from being in food but can know what we can do if someone accidently ingests them. There may be some way of looking for a cure. I think it is important to identify the root causes.</p>\n<p data-HoCid=\"3280314\" data-originallang=\"en\">One thing that concerns me is that there are motions and bills from the government side that are all very nice. The government makes a statement and asks the House to agree with the statement. I would like to see some bills for which there is an action plan that must put the government's feet to the fire to make sure that things are actually done. Knowing is not enough. We have to now do. I would prefer to see some teeth in some of these types of bills.</p>\n<p data-HoCid=\"3280315\" data-originallang=\"en\">Organizations such as the Canadian Anaphylaxis Initiative and Anaphylaxis Canada obviously support the bill, as do we. However, we would like to see a greater commitment from the government that action will be taken. It would have been nice if the bill had a demand for action from the government.</p>\n<p data-HoCid=\"3280316\" data-originallang=\"en\">I can tell members what the Canadian Anaphylaxis Initiative would have liked to have seen in the bill. It would liked to have seen the federal government coordinating programs and services dealing with anaphylaxis and food allergy information. It would have liked to have seen coordinated awareness campaigns, especially with regard to baby food and how it is labelled and processed and whether there is cross-contamination. Very small children cannot, in many instances, withstand anaphylaxis in the way many adults can, and this could result in an abrupt and sudden cessation of life.</p>\n<p data-HoCid=\"3280317\" data-originallang=\"en\">They are suggesting a commitment to research, a commitment to clear food labelling, and transportation safeguards for airlines and public transportation, such that EpiPen kits would be on board, because without them, people could die very quickly.</p>\n<p data-HoCid=\"3280318\" data-originallang=\"en\">Anaphylaxis Canada has advocated for stricter regulations on food labelling. I must say that I am quite sad to say that the government and the Minister of Health have been loath to do anything about labelling or bringing down levels of certain things, such as sodium and trans fats, and dealing with things that are dangerous.</p>\n<p data-HoCid=\"3280319\" data-originallang=\"en\">I think there needs to be a move by the government to safeguard Canadians by actually dealing with industry if industry does not want to do this on its own volition. Giving industry an opportunity to do so is fine, but give them a deadline. After that deadline, legislate and regulate. It is important, because no one can stand by and watch people die or be subject to illness because of a reluctance to tamper with industry.</p>\n<p data-HoCid=\"3280320\" data-originallang=\"en\">Many industries will not do it on their own. On the issue of salt, Campbell's Foods decreased the amount of salt. Nobody else did, so they put salt back up. These are some of the things we need to think about. </p>\n<p data-HoCid=\"3280321\" data-originallang=\"en\">We support the motion, but there has to be action and a true commitment by the government to protect Canadians.</p>",

Un \u00e9tiquetage efficace joue un r\u00f4le cl\u00e9 dans la pr\u00e9vention des r\u00e9actions allergiques.</p>\n<p data-HoCid=\"3280305\" data-originallang=\"en\">Mon coll\u00e8gue le secr\u00e9taire parlementaire nous a parl\u00e9 d'une de ses amies, qui a subi un grave choc anaphylactique parce qu'un morceau de g\u00e2teau contenait une minuscule quantit\u00e9 d'huile d'arachide. Les aliments que nous achetons contiennent parfois des ingr\u00e9dients \u00e0 l'\u00e9tat de traces. Bien qu'ils ne figurent pas dans la liste des ingr\u00e9dients, ils peuvent \u00eatre pr\u00e9sents dans le produit \u00e0 cause d'une contamination crois\u00e9e survenue pendant le processus de fabrication, si un produit fabriqu\u00e9 plus t\u00f4t contenait l'allerg\u00e8ne en question.</p>\n<p data-HoCid=\"3280306\" data-originallang=\"en\">Les allerg\u00e8nes les plus fr\u00e9quents sont les arachides et l'huile d'arachide. L'\u00e9tiquetage est donc d'une importance capitale. De plus, pour \u00e9viter le grand probl\u00e8me que pose la contamination crois\u00e9e, il faut prendre, m\u00eame \u00e0 la maison, les pr\u00e9cautions n\u00e9cessaires pendant la pr\u00e9paration des aliments, notamment se laver les mains apr\u00e8s avoir manipul\u00e9 un produit contenant un allerg\u00e8ne, pour \u00e9viter de transf\u00e9rer cette substance \u00e0 un autre produit.</p>\n<p data-HoCid=\"3280307\" data-originallang=\"en\">Les gens doivent conna\u00eetre les sympt\u00f4mes et les signes avant-coureurs, qui sont divers. \u00c7a commence par une r\u00e9action cutan\u00e9e, des urticaires qui peuvent grossir. Puis, on ressent des d\u00e9mangeaisons, on a de l'enflure et la peau rougit. Certaines personnes ont des probl\u00e8mes respiratoires et \u00e9prouvent un resserrement de la poitrine, des probl\u00e8mes \u00e0 respirer, ce qui d\u00e9clenche des crises d'asthme chez les personnes susceptibles. Voil\u00e0 certains des signes.</p>\n<p data-HoCid=\"3280308\" data-originallang=\"en\">Il y a \u00e9galement les sympt\u00f4mes cardiovasculaires, le pouls filant, la tachycardie et la p\u00e2leur.</p>\n<p data-HoCid=\"3280309\" data-originallang=\"en\">Il est important que les gens connaissent ces choses. Parfois les gens se souviennent d'un sentiment d'anxi\u00e9t\u00e9 ou de catastrophe imminente, un sentiment qu'il se passe quelque chose dans leur corps sans savoir quoi, ce qui d\u00e9clenche une panique.</p>\n<p data-HoCid=\"3280310\" data-originallang=\"en\">Il y a toutes sortes de formes d'anaphylaxie; il faut que le public le sache. Si nous pouvons les sensibiliser, les gens pourront prendre les m\u00e9dicaments qu'ils ont \u00e0 leur disposition d\u00e8s la manifestation des premiers sympt\u00f4mes, que ce soit un EpiPen ou encore un comprim\u00e9 \u00e0 avaler en cas de r\u00e9action lente. Il faut que le public soit sensibilis\u00e9 \u00e0 ces choses.</p>\n<p data-HoCid=\"3280311\" data-originallang=\"en\">Il est particuli\u00e8rement important de veiller \u00e0 la clart\u00e9 des \u00e9tiquettes. Il est important de se renseigner au sujet de l'anaphylaxie, comme le souligne le projet de loi, mais ce n'est pas tout. Il nous faut une approche coordonn\u00e9e et un plan d'action de la part du gouvernement.</p>\n<p data-HoCid=\"3280312\" data-originallang=\"en\">Il est plut\u00f4t vague, cependant, de dire qu'on en est conscient et que la Chambre en est consciente et que le gouvernement devrait passer \u00e0 l'action. Nous appuyons bien \u00e9videmment la motion. Il serait ridicule de s'y opposer. Nous l'appuyons car elle est importante. J'aurais aim\u00e9, cependant, que le projet de loi propose un genre de plan d'action \u00e0 suivre, et demande au gouvernement, sans exiger, de le mettre en oeuvre \u00e0 cause de la nature urgente du probl\u00e8me et du risque de d\u00e9c\u00e8s.</p>\n<p data-HoCid=\"3280313\" data-originallang=\"en\">Je crois qu'il faut consid\u00e9rer la question de la sant\u00e9 et la s\u00e9curit\u00e9 publiques dans son ensemble. C'est, apr\u00e8s tout, ce dont il est question: la sensibilisation, l'\u00e9ducation, l'enseignement et la recherche des causes profondes. La recherche en est un \u00e9l\u00e9ment important. Il faut investir dans celle qui porte sur les allerg\u00e8nes afin qu'on puisse pr\u00e9venir leur pr\u00e9sence dans les aliments, mais aussi qu'on sache comment r\u00e9agir lorsque quelqu'un en ing\u00e8re par accident. Il est \u00e9ventuellement possible de chercher un rem\u00e8de. Je crois qu'il faut absolument trouver quelle est l'origine premi\u00e8re du probl\u00e8me.</p>\n<p data-HoCid=\"3280314\" data-originallang=\"en\">Une chose m'inqui\u00e8te: le gouvernement pr\u00e9sente toutes sortes de motions et de projets de loi fort int\u00e9ressants, mais il se contente de faire une d\u00e9claration, puis de demander \u00e0 la Chambre d'\u00eatre d'accord. Or, j'aimerais que certains projets de loi pr\u00e9voient un plan d'action mettant la pression sur le gouvernement afin qu'on obtienne des r\u00e9sultats concrets. Il ne suffit pas de savoir: il faut maintenant passer \u00e0 l'action. Je pr\u00e9f\u00e9rerais que les projets de loi de ce genre aient du mordant.</p>\n<p data-HoCid=\"3280315\" data-originallang=\"en\">Des organismes comme l'Initiative canadienne sur l'anaphylaxie et Anaphylaxie Canada appuient de toute \u00e9vidence le projet de loi, tout comme nous. Nous souhaiterions toutefois que le gouvernement s'engage plus fermement \u00e0 agir. J'aurais aim\u00e9 que le projet de loi comporte une obligation \u00e0 agir de la part du gouvernement.</p>\n<p data-HoCid=\"3280316\" data-originallang=\"en\">Je peux dire aux d\u00e9put\u00e9s ce que l'Initiative canadienne sur l'anaphylaxie aurait aim\u00e9 voir dans le projet de loi. Elle aurait aim\u00e9 que le gouvernement f\u00e9d\u00e9ral mette sur pied des programmes et des services fournissant de l'information sur l'anaphylaxie et les allergies alimentaires. Elle aurait aim\u00e9 que soient organis\u00e9es des campagnes de sensibilisation, en particulier au sujet des aliments pour b\u00e9b\u00e9s, de leur \u00e9tiquetage, de leur traitement et des risques de contamination crois\u00e9e. Bien souvent, les tout petits enfants ne peuvent pas r\u00e9sister \u00e0 l'anaphylaxie comme le peuvent beaucoup d'adultes, ce qui risque de provoquer une mort subite.</p>\n<p data-HoCid=\"3280317\" data-originallang=\"en\">Ces organismes demandent un engagement envers la recherche, l'\u00e9tiquetage clair des aliments et des mesures de protection, notamment la pr\u00e9sence d'auto-injecteurs EpiPen dans les avions et les transports publics, car sans ces produits, la mort peut survenir tr\u00e8s rapidement.</p>\n<p data-HoCid=\"3280318\" data-originallang=\"en\">Anaphylaxie Canada pr\u00f4ne l'instauration de r\u00e8gles strictes pour l'\u00e9tiquetage des aliments. C'est important, parce que personne ne peut rester les bras crois\u00e9s pendant que des gens meurent ou tombent malades parce qu'on ne veut pas s'immiscer dans une industrie.</p>\n<p data-HoCid=\"3280320\" data-originallang=\"en\">Bon nombre d'entreprises ne le feront pas de leur propre gr\u00e9. Prenons le sel comme exemple. Campbell Foods a r\u00e9duit la teneur en sel de ses produits, mais aucune autre entreprise ne l'a imit\u00e9e, et elle est donc revenue sur sa d\u00e9cision. Voil\u00e0 ce qu'il faut garder \u00e0 l'esprit.</p>\n<p data-HoCid=\"3280321\" data-originallang=\"en\">Nous appuyons la motion, mais le gouvernement doit prendre des mesures concr\u00e8tes et vraiment s'engager \u00e0 prot\u00e9ger les Canadiens.</p>"
