        "en": "<p data-HoCid=\"3257245\" data-originallang=\"en\"> It's the biggest city in Newfoundland, exactly. With that in mind, projects like this allow an opportunity for our folks to come back. That is a tremendous opportunity for alleviating some of the strain on families and the challenges that the strain presents.</p>\n<p data-HoCid=\"3257246\" data-originallang=\"en\">I have always said that folks are not going to come back for one or two years, but if there is a project that is going to take five or six years to build, and then hundreds of jobs are available in each of these stations over 30, 40 or 50 years, that represents long-term, stable employment in the region and a great opportunity for folks to actually come back to the area.</p>\n<p data-HoCid=\"3257247\" data-originallang=\"en\">As I was indicating before, with the budget bringing in implementation to develop the skilled trades that are going to be so needed for all these different projects, this is a tremendous opportunity and lays the groundwork for some of the key work that is going to have to be done in the years to come.</p>\n<p data-HoCid=\"3257248\" data-originallang=\"en\">I want to conclude by saying that Motion No. 412 clearly sets out the many benefits of this Lower Churchill hydro development. I prefer to look at this as the glass being half full. It not only offers tremendous opportunities to the many folks who are out west, but it also offers tremendous opportunities to the untapped potential of our first nations communities to participate in this in terms of employment and working with the governments to actually benefit the first nation communities.</p>\n<p data-HoCid=\"3257249\" data-originallang=\"en\">With projects like the Lower Churchill and other hydro developments in Manitoba, Quebec, and British Columbia, we are a strong leader in the efforts worldwide to expand the use of hydro power as a way to reduce global greenhouse emissions. In fact, as members would know, Canada is the third-largest producer of hydro power.</p>\n<p data-HoCid=\"3257250\" data-originallang=\"en\">We have an opportunity here to benefit the Atlantic region. We have an opportunity for all this power potentially being developed and going all through New Brunswick as a corridor, right down into the U.S., which is actually now starving for renewable power.</p>\n<p data-HoCid=\"3257251\" data-originallang=\"en\">This is a tremendous motion for this House to get behind, because it helps the whole region. It helps Canada. I really want to thank the member for <a data-HoCid=\"170744\" href=\"/politicians/jay-aspin/\" title=\"Jay Aspin\">Nipissing\u2014Timiskaming</a> for bringing this forward to the House. It was a great job. I encourage all members to support it.</p>",

C'est une excellente occasion de r\u00e9duire en partie les tensions et les difficult\u00e9s que vivent les familles.</p>\n<p data-HoCid=\"3257246\" data-originallang=\"en\">J'ai toujours dit que les gens ne reviendraient pas pour un ou deux ans, mais que si on entreprend un projet dont la r\u00e9alisation doit prendre cinq ou six ans, et qu'il doit ensuite y avoir des centaines d'emplois \u00e0 chacune des centrales au cours des 30, 40 ou 50 ann\u00e9es suivantes, il s'agit alors d'une perspective \u00e0 long terme, d'emplois stables pour la r\u00e9gion et d'une superbe occasion pour les gens de revenir dans la r\u00e9gion. </p>\n<p data-HoCid=\"3257247\" data-originallang=\"en\">Comme je le disais plus t\u00f4t, \u00e9tant donn\u00e9 que le budget pr\u00e9voit la mise en oeuvre de programmes destin\u00e9s \u00e0 d\u00e9velopper nos m\u00e9tiers sp\u00e9cialis\u00e9s, qui seront tellement n\u00e9cessaires \u00e0 la r\u00e9alisation de tous ces projets, c'est l\u00e0 une excellente occasion de jeter les bases de ces travaux cl\u00e9s qui devront \u00eatre entrepris au cours des prochaines ann\u00e9es. </p>\n<p data-HoCid=\"3257248\" data-originallang=\"en\">J'aimerais conclure en disant que la motion M-412 \u00e9tablit clairement les nombreux avantages de ce projet de d\u00e9veloppement hydro\u00e9lectrique du Bas-Churchill. Je pr\u00e9f\u00e8re consid\u00e9rer que le verre est \u00e0 moiti\u00e9 plein. Ce projet offre d'excellents d\u00e9bouch\u00e9s non seulement pour ceux qui sont dans l'Ouest, mais aussi pour les communaut\u00e9s des Premi\u00e8res Nations, dont le potentiel est inexploit\u00e9 au chapitre de la main-d'oeuvre. Celles-ci pourront collaborer avec les gouvernements et ainsi b\u00e9n\u00e9ficier de ce projet. </p>\n<p data-HoCid=\"3257249\" data-originallang=\"en\">Des projets de d\u00e9veloppement hydro\u00e9lectrique comme celui du Bas-Churchill et d'autres au Manitoba, au Qu\u00e9bec et en Colombie-Britannique font de notre pays un chef de file des efforts mondiaux visant \u00e0 \u00e9tendre l'utilisation de l'hydro\u00e9lectricit\u00e9 comme moyen de r\u00e9duire les \u00e9missions de gaz \u00e0 effet de serre \u00e0 l'\u00e9chelle plan\u00e9taire. En effet, comme les d\u00e9put\u00e9s le savent peut-\u00eatre, le Canada est le troisi\u00e8me producteur mondial d'hydro\u00e9lectricit\u00e9. </p>\n<p data-HoCid=\"3257250\" data-originallang=\"en\">Nous avons l'occasion de favoriser la r\u00e9gion atlantique. Toute l'\u00e9nergie produite pourrait \u00eatre achemin\u00e9e par le Nouveau-Brunswick jusqu'aux \u00c9tats-Unis, qui manquent cruellement, en ce moment, de sources d'\u00e9nergie renouvelables. </p>\n<p data-HoCid=\"3257251\" data-originallang=\"en\">La Chambre a l'occasion d'appuyer une excellente motion qui aide toute une r\u00e9gion. Elle aide le Canada.
