        "en": "<p data-HoCid=\"3245111\" data-originallang=\"fr\">Mr. Speaker, I rose in the House yesterday to address the question of privilege raised by my colleague from <a data-HoCid=\"170429\" href=\"/politicians/pat-martin/\" title=\"Pat Martin\">Winnipeg Centre</a>.</p>\n<p data-HoCid=\"3245112\" data-originallang=\"fr\">I cannot speak for everyone, but I think something is clear. We have recently heard a lot about Bill <a data-HoCid=\"5375610\" href=\"/bills/41-1/C-30/\" title=\"An Act to enact the Investigating and Preventing Criminal Electronic Communications Act and to amend the Criminal Code and other Acts\">C-30</a> and other bills, including certain aspects of Bill <a data-HoCid=\"5120829\" href=\"/bills/41-1/C-10/\" title=\"An Act to enact the Justice for Victims of Terrorism Act and to amend the State Immunity Act, the Criminal Code, the Controlled Drugs and Substances Act, the Corrections and Conditional Release Act, the Youth Criminal Justice Act, the Immigration and Refugee Protection Act and other Acts\">C-10</a>. Time will tell if I am right or not. Some legislation that is before the courts has already been overturned. This legislation did not all originate with the current government. I am laying it on thick. I am even laying it on the heads of our Liberal friends.</p>\n<p data-HoCid=\"3245113\" data-originallang=\"fr\">Even the member for <a data-HoCid=\"170211\" href=\"/politicians/irwin-cotler/\" title=\"Irwin Cotler\">Mount Royal</a> said that, when he became Minister of Justice, he had some concerns about how this test was conducted.</p>\n<p data-HoCid=\"3245114\" data-originallang=\"fr\">Certainly, my trust level is at about 1%. Every time I read a bill now, I do not just read the content to find out if it will fulfill its purpose. Now, I am practically obliged to put on my hat as a lawyer specializing in constitutional law and the Charter of Rights and Freedoms. In fact, I must do the work that I did not think I had to do, because I had the minister's assurance. When a bill is introduced in the House, if it is not flagged as problematic, we assume it is okay. We can no longer make that assumption. Something has tarnished this assumption, and what we are going through with Bill <a data-HoCid=\"5375610\" href=\"/bills/41-1/C-30/\" title=\"An Act to enact the Investigating and Preventing Criminal Electronic Communications Act and to amend the Criminal Code and other Acts\">C-30</a> proves it every day. This should worry all members of the House, in all parties.</p>",

Chaque fois que je lis un projet de loi, je ne lis plus juste son contenu pour savoir s'il atteindra son objectif. D\u00e9sormais, je suis pratiquement oblig\u00e9e de mettre mon chapeau d'avocate en droit constitutionnel, au niveau de la Charte des droits et libert\u00e9. En fait, je dois faire le travail que je pensais ne pas \u00eatre oblig\u00e9e de faire, car j'avais la garantie du ministre. Lorsqu'un projet de loi est pr\u00e9sent\u00e9 \u00e0 la Chambre, s'il n'est pas assorti d'un certificat de difficult\u00e9, on pr\u00e9sume qu'il est correct. On ne peut plus pr\u00e9sumer de cela. Quelque chose est venu entacher cette pr\u00e9somption, et c'est ce genre de situation que l'on vit avec le projet de loi <a data-HoCid=\"5375610\" href=\"/bills/41-1/C-30/\" title=\"An Act to enact the Investigating and Preventing Criminal Electronic Communications Act and to amend the Criminal Code and other Acts\">C-30</a> qui le prouve chaque jour. Cela devrait inqui\u00e9ter tous les d\u00e9put\u00e9s de la Chambre, tous partis confondus.</p>"
