        "en": "<p data-HoCid=\"3183596\" data-originallang=\"en\">Mr. Speaker, I am pleased to rise to join the debate on Bill <a data-HoCid=\"5756559\" href=\"/bills/41-1/S-12/\" title=\"An Act to amend the Statutory Instruments Act and to make consequential amendments to the Statutory Instruments Regulations\">S-12</a>. I thank the hon. member for <a data-HoCid=\"181257\" href=\"/politicians/craig-scott/\" title=\"Craig Scott\">Toronto\u2014Danforth</a> and I say, in a non-partisan way because he does not belong to my party, that we are clearly fortunate in the House to have someone of his calibre, with experience teaching in law schools, who can bring to the House an assessment of something that may appear dry but which really cuts to the heart of dangerous changes to Westminster parliamentary democracy. In this place there is increasing power in the hands of the Prime Minister's Office and decreasing respect for Parliament as an institution and for our regulation-making authorities. The bill represents a threat because it becomes increasingly difficult to know if regulations are being made.</p>\n<p data-HoCid=\"3183597\" data-originallang=\"en\">I also have this one concern. We accepted changes to pharmaceutical drug regulations in Bill <a data-HoCid=\"5514128\" href=\"/bills/41-1/C-38/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures\">C-38</a>, which stated that pharmaceutical drugs were no longer added by regulation but could just be added by Health Canada through a list process, not through the <em>Canada Gazette</em> and not through routine regulations. We have to protect some of the more boring aspects of making laws in this place to protect the rights of Canadians.</p>",

Dans cette enceinte, on constate que de plus en plus de pouvoirs sont concentr\u00e9s entre les mains du Cabinet du premier ministre et qu'on fait de moins en moins preuve de respect \u00e0 l'\u00e9gard de l'institution qu'est le Parlement et \u00e0 l'\u00e9gard des organismes charg\u00e9s de prendre des r\u00e8glements. Ce projet de loi repr\u00e9sente une menace, car il devient de plus en plus difficile de savoir si des r\u00e8glements sont pris.</p>\n<p data-HoCid=\"3183597\" data-originallang=\"en\">Un autre aspect me pr\u00e9occupe \u00e9galement. Nous avons accept\u00e9 des changements \u00e0 la r\u00e9glementation relative aux m\u00e9dicaments dans le projet de loi <a data-HoCid=\"5514128\" href=\"/bills/41-1/C-38/\" title=\"An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures\">C-38</a>, lequel pr\u00e9voyait que les m\u00e9dicaments n'allaient d\u00e9sormais plus \u00eatre ajout\u00e9s par voie de r\u00e8glement, mais pourraient simplement \u00eatre ajout\u00e9s \u00e0 une liste \u00e9tablie par Sant\u00e9 Canada, sans qu'il soit n\u00e9cessaire de publier le tout dans la <em>Gazette du Canada</em> ou de l'inscrire dans un r\u00e8glement ordinaire. Nous devons prot\u00e9ger certains des aspects les plus ennuyeux de notre pouvoir de l\u00e9gislateur afin de prot\u00e9ger les droits des Canadiens.</p>"
