Last week, the member for <a data-HoCid=\"170466\" href=\"/politicians/ralph-goodale/\" title=\"Ralph Goodale\">Wascana</a> reported that it was only 4% in Canada. I wonder if the member opposite could report what his government believes the natural rate of unemployment in Canada to be.</p>",
