"en": "<p data-HoCid=\"3098705\" data-originallang=\"fr\">Mr. Speaker, on September 21, I asked a very clear question: why is the government not taking action to reduce our greenhouse gas emissions? Unfortunately, once again, I did not get an answer to my question. The situation is urgent. There is a growing number of alarming studies about the warming of the Arctic. There are serious consequences for Canada. </p>\n<p data-HoCid=\"3098706\" data-originallang=\"fr\">This week, the World Meteorological Organization published a report indicating that the layer of ice in the Arctic has never been so thin. Between March and September, the Earth lost approximately 12 million square kilometres of ice sheets, which is more than the total land mass of the United States. According to the Forum for Leadership on Water, the melting glaciers and global warming have already started to have disastrous consequences in terms of the quality of fresh water in Canada. The spreading of cyanobacteria, the acidity of lakes, and the drop in the water level of the Great Lakes and the St. Lawrence River, are very real.</p>\n<p data-HoCid=\"3098707\" data-originallang=\"fr\">What is the government doing? It is cutting the number of scientists and researchers, abandoning the Experimental Lakes Region, axing programs to evaluate the toxicity of the St. Lawrence, including the program at the Institut Maurice-Lamontagne in Quebec, and doing away with the National Round Table on the Environment and the Economy, whose principal mandate is to find solutions to climate change. Why? To make it easier for the big polluters to destroy out air, our water and our environment, without us being able to notice. Honestly!</p>\n<p data-HoCid=\"3098708\" data-originallang=\"fr\">While heads of state are currently gathered in Doha to hammer out an agreement to follow the Kyoto Protocol, what is the federal government doing? It is announcing that it will no longer contribute to the climate fund for developing nations. It is saying that Canada will make no commitments unless other countries act first. What a lack of leadership. Canada, with its abundant natural resources, should be a role model when it comes to the environment and be paving the way for an international agreement to counter global warming. But no, the Conservative government prefers to play the role of saboteur of the negotiations.</p>\n<p data-HoCid=\"3098709\" data-originallang=\"fr\">The United Nations Executive Secretary of the Secretariat of the Convention on Biological Diver, Braulio Ferreira de Souza Dias, has said that Ottawa was making a mistake withdrawing from the Kyoto Protocol. He said that:</p>\n<blockquote><p data-HoCid=\"3098710\" data-originallang=\"fr\"> It is worrisome, because we are all in the same boat. Either all countries work together to address the problem of climate change, or else we shall all fail. </p>\n</blockquote><p data-HoCid=\"3098711\" data-originallang=\"fr\">Can we permit ourselves to fail? The future of the planet is at stake. Moreover, this is not a moral obligation, but a question of economic common sense. A low carbon economy is the way of the future. The Blue Green Alliance, a civil society initiative, recently published a study demonstrating that transitioning towards renewable energy may create over 18,000 jobs in Canada. Were the government to stop giving handouts to polluters, like big oil, in the form of tax credits, and invest this money, $1.3 billion, in green technologies, it would create real wealth and long-term jobs for all Canadians.</p>\n<p data-HoCid=\"3098712\" data-originallang=\"fr\">Moreover, former Conservative Prime Minister, Kim Campbell, backs this idea. According to her, Canada is at a crossroads and must go down the path of an economy based on sustainable development. There needs to be investment in solar, wind and electric energy. Because of its inaction, Canada risks losing jobs and its competitive edge.</p>\n<p data-HoCid=\"3098713\" data-originallang=\"fr\">While the emerging economies are investing in green technologies, the Canadian federal government is doing nothing. The Round Table on the Environment and the Economy estimates that it will cost $87 billion over the next 30 years if we do not act. So, what does the government intend to do? What is its strategy?</p>",

Il exerce des coupes dans les postes des scientifiques et dans la recherche, il abandonne la R\u00e9gion des lacs exp\u00e9rimentaux, il met la hache dans des programmes d'\u00e9valuation de la toxicit\u00e9 du Saint-Laurent, comme \u00e0 l'Institut Maurice-Lamontagne au Qu\u00e9bec, il met un terme \u00e0 la Table ronde nationale sur l'environnement et l'\u00e9conomie, dont le mandat principal est de trouver des solutions aux changements climatiques. Tout \u00e7a, pourquoi? Pour permettre aux grands pollueurs de d\u00e9truire notre air, notre eau et notre environnement sans qu'on puisse s'en apercevoir. Vraiment!</p>\n<p data-HoCid=\"3098708\" data-originallang=\"fr\">Alors que les chefs d'\u00c9tat sont actuellement r\u00e9unis \u00e0 Doha pour donner une suite au Protocole de Kyoto, que fait le gouvernement f\u00e9d\u00e9ral? Il annonce qu'il ne contribuera pas au fonds pour le climat pour les pays en d\u00e9veloppement. Il dit que le Canada ne prendra aucun engagement, si les autres pays ne bougent pas. Quel manque de leadership! Le Canada, avec ses abondantes ressources naturelles, devrait \u00eatre un mod\u00e8le sur le plan environnemental et ouvrir la voie \u00e0 un accord international pour contrer le r\u00e9chauffement climatique. Mais non, le gouvernement conservateur pr\u00e9f\u00e8re jouer le r\u00f4le du saboteur des n\u00e9gociations.</p>\n<p data-HoCid=\"3098709\" data-originallang=\"fr\">Le secr\u00e9taire ex\u00e9cutif de la Convention sur la diversit\u00e9 biologique des Nations Unies, Braulio Ferreira de Souza Dias, a dit qu'Ottawa faisait fausse route en se retirant du Protocole de Kyoto. Il a dit ceci: </p>\n<blockquote><p data-HoCid=\"3098710\" data-originallang=\"fr\"> C'est inqui\u00e9tant, parce que nous sommes tous dans le m\u00eame bateau. Soit tous les pays collaborent pour s'attaquer au probl\u00e8me des changements climatiques, ou alors nous allons tous \u00e9chouer. </p>\n</blockquote><p data-HoCid=\"3098711\" data-originallang=\"fr\"> Pouvons-nous nous permettre d'\u00e9chouer? C'est l'avenir de la plan\u00e8te qui est en jeu. D'ailleurs, il ne s'agit pas que d'une obligation morale, mais aussi d'une question de bon sens sur le plan \u00e9conomique. Une \u00e9conomie faible en carbone est la voie de l'avenir. L'alliance Bleu Vert, une initiative de la soci\u00e9t\u00e9 civile, d\u00e9voilait une \u00e9tude r\u00e9cemment qui d\u00e9montre qu'une transition vers les \u00e9nergies renouvelables pourrait cr\u00e9er plus de 18 000 emplois au pays. Si le gouvernement arr\u00eatait de donner des cadeaux aux pollueurs, comme les grandes p\u00e9troli\u00e8res, sous forme de cr\u00e9dits d'imp\u00f4t et investissait cet argent, soit 1,3 milliard de dollars, dans les technologies vertes, cela cr\u00e9erait de la richesse r\u00e9elle et des emplois \u00e0 long terme pour tous les Canadiens.</p>\n<p data-HoCid=\"3098712\" data-originallang=\"fr\">D'ailleurs, une ex-premi\u00e8re ministre conservatrice, Kim Campbell, est favorable \u00e0 cette id\u00e9e. Selon elle, le Canada est \u00e0 la crois\u00e9e des chemins et doit prendre le virage vers une \u00e9conomie fond\u00e9e sur le d\u00e9veloppement durable. On doit investir dans les \u00e9nergies solaire, \u00e9olienne et \u00e9lectrique. Par son inaction, le Canada risque de perdre des emplois et son avantage concurrentiel.</p>\n<p data-HoCid=\"3098713\" data-originallang=\"fr\">Alors que les \u00e9conomies \u00e9mergentes investissent dans les technologies vertes, le gouvernement f\u00e9d\u00e9ral canadien ne fait rien. La Table ronde sur l'environnement et l'\u00e9conomie \u00e9value qu'il en co\u00fbtera 87 milliards de dollars au cours des 30 prochaines ann\u00e9es, si l'on n'agit pas. Alors, que compte faire le gouvernement? Quelle est sa strat\u00e9gie?</p>"
