        "en": "<p data-HoCid=\"3080029\" data-originallang=\"en\">Mr. Speaker, I want to thank the official opposition for raising the whistleblower amendment at committee. My colleague is quite right, that if whistleblower legislation were put in this legislation, it would establish a threshold of proof that is not absolute, in other words, not beyond a reasonable doubt. It would establish on a balance of probabilities whether someone has violated the law. That would have been helpful because a whistleblower wants to blow the whistle without fearing that his or her employer would suddenly be charged, possibly with criminal charges. Employees would be liberated by such whistleblower legislation in the bill, knowing that they could blow the whistle and that any consequences as a result of their employer's failure to do something would result in non-criminal charges. I am saddened that the government has not included whistleblower legislation in Bill <a data-HoCid=\"5654811\" href=\"/bills/41-1/S-11/\" title=\"An Act respecting food commodities, including their inspection, their safety, their labelling and advertising, their import, export and  interprovincial trade, the establishment of standards for them, the registration or licensing of persons who perform certain activities related to them, the establishment of standards governing establishments where those activities are performed and the registration of establishments where those activities are performed\">S-11</a>.</p>",

Ma coll\u00e8gue a parfaitement raison de dire que si des mesures de protection des d\u00e9nonciateurs \u00e9taient ajout\u00e9es au projet de loi, cela permettrait d'\u00e9tablir des preuves, quoique pas absolues, autrement dit, pas hors de tout doute raisonnable. Cependant, cela permettrait de d\u00e9terminer, sur la base de la pr\u00e9pond\u00e9rance des probabilit\u00e9s, si quelqu'un a viol\u00e9 la loi. Cela aurait \u00e9t\u00e9 utile parce qu'une personne souhaitant faire une d\u00e9nonciation veut pouvoir le faire sans craindre que son employeur fasse soudainement l'objet d'accusations, potentiellement criminelles. Les employ\u00e9s seraient soulag\u00e9s si de telles dispositions de protection des d\u00e9nonciateurs faisaient partie du projet de loi. Ils sauraient que leur employeur ne serait expos\u00e9 qu'\u00e0 des accusations non criminelles s'ils d\u00e9noncent la n\u00e9gligence de ce dernier.
