It was no one else. It came from that side of the House. They were the ones who decided who would apply for the position of integrity commissioner and how she fulfill that mandate.</p>\n<p data-HoCid=\"2330772\" data-originallang=\"fr\">When I hear the parliamentary secretary say they wanted a more accountable public service, I wonder what will happen to the minister responsible for CIDA? Her officials had recommended going ahead with funding KAIROS. They said it was a good project and that we should continue to help that agency. What did the minister do? She added the word \u201cnot\u201d, to not approve the financial contribution.</p>\n<p data-HoCid=\"2330773\" data-originallang=\"fr\">They want to make people more accountable. Those are fine words. That is what they are saying on the government side: the officials are accountable. Who is not? The government and its ministers are not. That is the reality. If they want to talk about accountability, they should look in the mirror first.</p>",

Ses fonctionnaires avaient recommand\u00e9 d'aller de l'avant quant au financement de KAIROS. Ils ont dit que c'\u00e9tait un bon projet et qu'on devait continuer \u00e0 aider cet organisme. Qu'a fait la ministre? Elle a ajout\u00e9 un mot, \u00ab <em>not</em> \u00bb, donc un non, signifiant ne pas vouloir financer. </p>\n<p data-HoCid=\"2330773\" data-originallang=\"fr\">On veut responsabiliser, ce sont l\u00e0 de belles paroles. C'est ce qu'on dit du c\u00f4t\u00e9 du gouvernement: les fonctionnaires sont responsables. Qui ne l'est pas? C'est le gouvernement et ses ministres. C'est \u00e7a, la r\u00e9alit\u00e9. S'il veut parler de responsabilit\u00e9, qu'il se regarde dans le miroir. </p>"
