"en": "<p data-HoCid=\"2330753\" data-originallang=\"fr\">Mr. Speaker, I am pleased to discuss a question that I asked a few weeks ago about the Office of the Public Sector Integrity Commissioner. </p>\n<p data-HoCid=\"2330754\" data-originallang=\"fr\">The commissioner's office has been in a state of upheaval for several months now, since the Auditor General presented a very damning report on its operations and its previous commissioner, who has since resigned.</p>\n<p data-HoCid=\"2330755\" data-originallang=\"fr\">The mission of the commissioner's office is very clear: to ensure that public servants are able to speak out about any abuse, fraud or wrongdoing that is harmful to the government and the people of Canada. </p>\n<p data-HoCid=\"2330756\" data-originallang=\"fr\">This was still a fiasco. The commissioner's office was in operation for three years before the Auditor General presented her report. Over those three years, 228 complaints were received but only five of them were lightly investigated. In the end, no charges were laid in any case nor was any follow-up conducted. From 228 to zero\u2014it is not very impressive. The government claims to be open, transparent and accountable. Where is that accountability? How is it that the Conservative government has done absolutely nothing since the Office of the Public Sector Integrity Commissioner was established?</p>\n<p data-HoCid=\"2330757\" data-originallang=\"fr\">In its place, after a year, I would have wondered why no complaint ever progressed. After two years, I would have asked myself some serious questions about the work done by the Office of the Public Sector Integrity Commissioner. Three years without a complaint progressing means that something is not right. Maybe that is what the Conservative government wanted. The government was expecting the commissioner to ensure that there were no complaints, as though everything were fine with the federal government, as though everything were fine with the Conservatives. Now we see that that is not the case. </p>\n<p data-HoCid=\"2330758\" data-originallang=\"fr\">The Conservatives dropped the ball. They let three years ago by without a single complaint making it to the next step. What kind of deal did the commissioner's office and the government have? What did the Conservative government want? They wanted to ensure that none of the complaints went anywhere, which is rather incredible. As if by chance, cases of fraud went nowhere. One has to wonder.</p>\n<p data-HoCid=\"2330759\" data-originallang=\"fr\">That is one of the reasons why it is important that the former commissioner appear before the Standing Committee on Public Accounts. I believe that the parliamentary secretary will say that they did great things and that the commissioner will certainly come meet with members of Parliament. The reality is that no fraud or wrongdoing was reported. In the end, none of the complaints went anywhere. How can government officials and the public trust in a system that cost over $11 million and did not produce any results? It is unbelievable. That is money that the Conservatives wasted, money that many individuals and families could have used.</p>",

Le commissariat a fonctionn\u00e9 pendant trois ans, jusqu'au rapport de la v\u00e9rificatrice g\u00e9n\u00e9rale. Au cours de ces trois ann\u00e9es, 228 plaintes ont \u00e9t\u00e9 pr\u00e9sent\u00e9es, et seulement cinq d'entre elles ont \u00e9t\u00e9 l\u00e9g\u00e8rement retenues. Au bout du compte, aucune d'entre elles n'a men\u00e9 \u00e0 une accusation ou n'a \u00e9t\u00e9 suivie de proc\u00e9dures additionnelles. De 228 \u00e0 z\u00e9ro, ce n'est pas fort. Le gouvernement se disait ouvert, transparent et responsable. O\u00f9 est cette responsabilit\u00e9? Depuis l'implantation du Commissariat \u00e0 l'int\u00e9grit\u00e9 du secteur public du Canada, comment se fait-il que le gouvernement conservateur n'ait simplement rien fait?</p>\n<p data-HoCid=\"2330757\" data-originallang=\"fr\">\u00c0 sa place, apr\u00e8s un an, je me serais demand\u00e9 pourquoi aucun dossier n'allait plus loin. Apr\u00e8s deux ans, je me serais pos\u00e9 de s\u00e9rieuses questions sur le travail du Commissariat \u00e0 l'int\u00e9grit\u00e9 du secteur public du Canada. Apr\u00e8s trois ans et aucun dossier qui va plus loin, \u00e7a veut dire qu'il se passe quelque chose d'anormal. C'\u00e9tait peut-\u00eatre ce que voulait le gouvernement conservateur. Le gouvernement s'attendait du commissaire en poste qu'il s'assure qu'il n'y ait aucune plainte, comme si tout allait bien au sein du gouvernement f\u00e9d\u00e9ral, comme si tout allait bien avec les conservateurs. Aujourd'hui, on voit que ce n'est pas la r\u00e9alit\u00e9.</p>\n<p data-HoCid=\"2330758\" data-originallang=\"fr\">Les conservateurs ont laiss\u00e9 aller la situation. Ils ont laiss\u00e9 passer trois ans au cours desquels aucune plainte n'a \u00e9t\u00e9 retenue afin d'\u00eatre pouss\u00e9e plus loin. Quelle \u00e9tait la combine entre le commissariat et le gouvernement? Quel \u00e9tait le d\u00e9sir du gouvernement conservateur? Celui de s'assurer qu'aucune plainte n'aille plus loin, ce qui est quand m\u00eame incroyable. Des dossiers de fraude, comme par hasard, ne vont nulle part. Il y a de quoi se questionner.</p>\n<p data-HoCid=\"2330759\" data-originallang=\"fr\">C'est l'une des raisons pour lesquelles il est important que l'ancienne commissaire vienne s'expliquer devant le Comit\u00e9 permanent des comptes publics. Je suis convaincu que le secr\u00e9taire parlementaire dira qu'ils ont fait de belles choses et que la commissaire viendra certainement rencontrer les d\u00e9put\u00e9s. La r\u00e9alit\u00e9, c'est qu'aucune fraude ni aucun \u00e9l\u00e9ment n\u00e9gatif n'a \u00e9t\u00e9 rapport\u00e9. Au bout du compte, aucune plainte n'a \u00e9t\u00e9 retenue. Comment les fonctionnaires et la population g\u00e9n\u00e9rale peuvent-ils encore avoir confiance en un syst\u00e8me qui aura co\u00fbt\u00e9 plus de 11 millions de dollars et n'ayant donn\u00e9 aucun r\u00e9sultat? C'est quand m\u00eame incroyable. C'est de l'argent que les conservateurs ont gaspill\u00e9, alors que plusieurs citoyens et familles en auraient eu bien besoin. </p>"
