"en": "<p data-HoCid=\"2317622\" data-originallang=\"en\">Madam Speaker, the hon. member's questions are extremely important questions.</p>\n<p data-HoCid=\"2317623\" data-originallang=\"en\">The reality is the Bloc and Conservative members went off to negotiate and conjured up some deal that did not include the rest of the parties. They then stormed out the doors and said that the bill needed to be passed now, that there was no time to think, just ram it through and off we go. This is particularly curious, given the fact that there has been a long-standing debate on this.</p>\n<p data-HoCid=\"2317624\" data-originallang=\"en\">One of the Bloc members quite rightfully pointed out that the House had dealt with the issue before. Many times it was brought up by us, including at committee, to try to stop people like Mr. Lacroix from getting out.</p>\n<p data-HoCid=\"2317625\" data-originallang=\"en\">As I said earlier, the truth is the Conservatives were caught with their pants down. They did not fix this. They did not listen to recommendations made in justice committee or in the House to shut down these provisions for large scale fraudsters. Now they are embarrassed by it and are trying to ram something through overnight. This is about politics. The idea we have to do this overnight is a sudden urgency that has appeared out of nowhere.</p>\n<p data-HoCid=\"2317626\" data-originallang=\"en\">As I have said, the bill has been languishing without the government making any effort to push it forward until the Lacroix case came forth.</p>\n<p data-HoCid=\"2317627\" data-originallang=\"en\">What I find particularly disturbing is this. I hope at some point in the debate a member from the Conservatives will say something other than he or she is too busy to answer questions.</p>\n<p data-HoCid=\"2317628\" data-originallang=\"en\">We want to know some very basic stuff. First, how much will this cost? Give us the breakdown and show us an analysis of where those costs come from. Second, from a perspective of rehabilitation, show us an analysis that the government has done that shows how this will demonstrably improve public safety. If it cannot do either of those, then perhaps it is time for it to consider how fast it is trying to move the bill.</p>",

Lacroix d'\u00eatre lib\u00e9r\u00e9s.</p>\n<p data-HoCid=\"2317625\" data-originallang=\"en\">Comme je l'ai dit auparavant, les conservateurs se sont fait prendre en flagrant d\u00e9lit. Ils n'ont pas corrig\u00e9 ce probl\u00e8me. Ils n'ont pas \u00e9cout\u00e9 quand il a \u00e9t\u00e9 recommand\u00e9 au Comit\u00e9 de la justice et \u00e0 la Chambre d'\u00e9liminer ces dispositions pour les grands fraudeurs. Maintenant, ils en sont g\u00ean\u00e9s, et ils tentent de faire adopter \u00e0 toute vapeur une mesure l\u00e9gislative \u00e0 cet \u00e9gard. C'est une question politique. Cette urgence soudaine semble \u00eatre venue de nulle part.</p>\n<p data-HoCid=\"2317626\" data-originallang=\"en\">Comme je l'ai dit, ce projet de loi tra\u00eenait sans que le gouvernement fasse le moindre effort pour le faire progresser avant la lib\u00e9ration de M. J'esp\u00e8re que les d\u00e9put\u00e9s conservateurs arr\u00eateront \u00e0 un moment donn\u00e9 de dire qu'ils sont trop occup\u00e9s pour r\u00e9pondre \u00e0 nos questions.</p>\n<p data-HoCid=\"2317628\" data-originallang=\"en\">Nous voulons obtenir certains renseignements de base. Premi\u00e8rement, quels seront les co\u00fbts de cette mesure? Nous aimerions que le gouvernement nous donne une ventilation des co\u00fbts et une analyse de leur provenance. Deuxi\u00e8mement, sur le plan de la r\u00e9adaptation, nous aimerions obtenir une analyse du gouvernement qui montre comment cette mesure am\u00e9liorera clairement la s\u00e9curit\u00e9 publique. S'il ne peut pas le faire, il serait peut-\u00eatre pr\u00e9f\u00e9rable qu'il ne fasse pas adopter le projet de loi aussi rapidement.</p>"
