The proposed tax credits would not benefit everyone. They would not benefit people who do not have enough money to actually benefit from a tax credit. Many people and many organizations ask that the tax credits be made refundable. </p>\n<p data-HoCid=\"2580605\" data-originallang=\"en\">Would my hon. colleague just confirm whether he believes that everyone really agrees with what was proposed?</p>",
